THE “Tower A” of the Primavera Residences twin tower condominium project is now at least 70% complete and is expected to be finished and ready for turn over to unit buyers by June this year.

As an eco-friendly building, Primavera Residences applies state-of-the-art en-ergy saving design that offer at least 20% reduction in energy consumption. The Italian-designed 10-storey eco-friendly condominiums are constructed along the principles of sustainable architecture such as generating its own energy through so-lar cells at its rooftop, minimizing power usage, and maximizing natural light and ventilation.

Primavera Residences is located in the Pueblo de Oro Township in Uptown Cagayan de Oro (CdeO), one of the city’s booming new growth areas. It is strategi-cally positioned with a major shopping mall, top schools, and a championship golf course only a short distance away.

In addition, the Township’s elevation,

stable water supply from the Pueblo de Oro’s own water system and advantageous location with an interconnected electri-cal distribution system loop of Cagayan Electric Power and Light Company (CE-PALCO) ensuring constant power supply, has fueled the high demand for uptown properties, contributing to the fast sales rate of products found in the Pueblo de Oro Township as 2011 ended.

In a statement, the Maka-bayan accused the Aquino administration of alleged “feeding on oil price hikes like a parasite, refusing to remove or reduce taxes on oil and dragging its foot on scrapping the oil deregula-tion law.”

This as the group is also calling for the scrapping of oil deregulation law.

Coalition spokesper-son Liza Maza said that Makabayan petitioned the Department of Finance (DOF) in April last year to suspend if not exempt petroleum products from the expanded value added tax but was coldly turned down.

LANAO del Norte -- The International Organiza-tion for Migration (IOM) sent critical humanitarian assistance to families dis-placed by tropical storm Washi (known locally as Sendong) in the hard-hit cities of Cagayan de Oro and Iligan––and has begun essential work to improve the living conditions of those being sheltered in evacuation centers.

THE Makabayan coalition yesterday slammed President Benigno Simeon Aquino III after oil companies imple-mented fresh round of oil price hikes Friday morning.

Maza said: “The govern-ment has collected over P4-billion in windfall from the steep hike in oil prices brought about by mere speculation early last year.”

She added: “Now Presi-dent Aquino says that the government would not let go of P5-billion worth of revenues collected from oil products. It is feeding on oil price hikes like a para-site while doing nothing to mitigate the impact of oil price increases.”

Misugyot pa si Belmonte nga i-imposar lamang ang responsableng pag-quarry.CRUZ

GENERAL Santos City––Concerned with the rising unsolved cases of killings here and the neighboring areas, Mindanao Develop-ment Authority (MinDA) chairperson Secretar y Luwalhati Antonino has pushed for the assignment of additional policemen in the area.

Antonino, who hails from this city, said in a radio interview that the recent killings perpetrated by motorcycle-riding gun-men were considered alarm-ing and showed the need for more intensified law enforcement and security operations.

She specifically cited the killing of local com-munity newspaper publisher Christopher Guarin last January 5 and of city traffic

Gensan needs more copsenforcer Oliver Dayap the following day.

Guarin was gunned down by two motorcycle-riding gunmen while on his way home while Dayap was shot by another suspect while earlier on duty in front of a shopping mall here.

“I already had discus-sions with (Interior and Local Government) Sec-retary Jesse Robredo for the possible assignment of additional policemen here and other parts of Region 12 because the area really needs them,” Antonino said.

In the meantime, she appealed to local residents to help local policemen in preventing the occurrence of crimes by becoming more vigilant, especially in re-porting the movements of suspicious personalities.

The city and several other parts of Region 12 or Southwestern Mindanao have been reeling from a series of shooting incidents in the last two years, most of which appeared to be the handiwork of suspected guns-for-hire.

Region 12 covers the provinces of South Cotabato Sultan Kudarat, Sarangani, North Cotabato and the cit-ies of General Santos, Koro-nadal, Cotabato, Kidapawan and Tacurong.

Last year, the city gov-ernment enacted an ordi-nance banning the carrying of firearms in public places and commercial establish-ments as part of its efforts to resolve the gun-related violent incidents in the area. A report from the Philippine News Agency

BUTUAN City––The ship-ping industry in this erstwhile “Timber Capital in South-ern Philippines” suffered a slumped as airline industry flexes its muscles here.

Port Manager Renato Tolinero said he remained optimistic that shipping busi-ness will regain strength despite lesser passenger volume these days.

He said two major Airlines, the Phil-ippine Airlines and Cebu Pacific Air are adding more flights bound for Manila and Cebu City competing with existing shipping lines that service Manila, Cebu and Bohol.

Tolinero, however, said that the ship-ping lines are not actually dependent on passengers alone. It also depends much on cargo revenues but local residents ex-pressed apprehension that some shipping lines may dock their vessels. CD

THE Bureau of Fish-eries and Aquatic Re-sources here warned of the presence of red tide toxins on all types of shellfish in Western Mindanao areas.

These include the Mur-cielagos Bay and Duman-quillas Bay in Zamboanga

‘Red tide’ warning raised in MisOcdel Sur. Other areas with red tide toxin are located in Matarinao Bay in East-ern Samar and Masinloc in Zambales.

Fishery authorities said that the shellfish in this area remains unsafe for human consumption. Also included in the list is “alamang” or minute shrimp, also known as “uyap” or “uyabang.”

BFAR issued the warn-

ing in November last year after shellfish gather from Murcielagos Bay situated in the borders of Misamis Occidental and Zamboanga del Norte tested positive of red tide toxin.

Governor Herminia Ramiro of Misamis Oc-cidental appealed to the public to follow the BFAR’s warning which has been issued again in January

this year.She said latest BFAR

laboratory result on shellfish collected in the area was found positive of paralytic shellfish poison beyond the required limit.

Ramiro said that fish, shrimps, squids and crabs gathered from the area re-mained safe but these must also be washed thoroughly, if possible with running

water, their internal organs such as gills and intestines must be removed too before cooking.

The same BFAR advisory said that the coastal waters of Taguines Lagoon in Ben-oni, Mahinog, Camiguin are found negative of red tide toxin. This means, shellfish gathered in these areas are safe to it, it said. Cris Diaz With wire reports.

COTABATO City––A pow-erful bomb went off at a residential area here early Thursday evening leaving two civilians wounded, the police said.

Sr. Supt. Danny Reyes, Cotabato City police di-rector, said the powerful explosion happened at 6:15 p.m. beside the residential compound of Barangay Rosary Heights 9 Chairman Carlito Sisneros located

Two civilians wounded in Cotabato explosionnear a wet market.

Init ial investigation showed that the improvised explosive device (IED) was fashioned from two 60-mm mortars with mobile phone as trigger mechanism.

While Scene of the Crime Operatives were conducting post-blast in-vestigation, another mortar round was found in what authorities said was part of the IED that did not

get off.Chairman Sisneros said

no one saw who placed the explosive beside the con-crete wall of his compound because it was too dark.

The blast site was very near to his son’s sleeping quarter.

No memb er of the Sisneros family was hurt.

“We have no enemies, why the suspects did it on us,” he said.

No one has claimed responsibility in the latest bombing.

Reyes said investigation is still on going to identify the suspects.

On Wednesday, authori-ties foiled another attempt by lawless groups to set off IED at the back of the Cota-bato City public cemetery.

A civilian alerted the police about a suspicious box left unattended at a

road side near the cem-etery.

Director Felissicimu Khu, chief of Directorate for Integrated Police Oper-ations-Western Mindanao, said that since Monday, police have received sev-eral intelligence reports about bombing plot by a terror group allied with the regional terrorist orga-nization Jemaah Islamiya. (PNA)

FIFTEENTH CONGRESS )REPUBLIC OF THE PHILIPPINES )

FIRST REGULAR SESSION )

HOUSE OF REPRESENTATIVESIntroduced by Representative Rufus B. Rodriguez and

Representative Maximo B. Rodriguez, Jr.

House Bill No._________

AN ACTMANDATING THAT THE PHILIPPINE MILITARY ACADEMY SELECT ONE CADET EACH FROM EVERY CONGRESSIONAL DISTRICT EVERY YEAR TO COMPRISE ITS INCOMING “CLASS”

Be in enacted by the Senate and the House of Representatives of the Philip-pines in Congress assembled:

SECTION 1. It is hereby mandated that the Philippine Military Academy (PMA) reserve one slot each for one cadet for every congressional district in the Philippines in order to ensure that every “Class” that graduates from the time of the effectivity of this Act be comprised of cadets made up of Filipinos from all over the Philippines: Provided, That each cadet will still have to pass and comply with all the current admission requirements of the PMA: Provided further, That only upon determination that there is no qualified applicant from a certain legislative district will said slot be given to another qualified applicant irrespective of his/her domicile.

SEC 2. Implementing Rules and Regulations – Within six (6) months from the effectivity of this Act, the PMA in coordination with the armed forces of the Philippines shall promulgate the rules and regulations necessary to ensure the effective implementation of this Act.

SEC 3. Repealing Clause. – All laws, presidential decrees, executive orders, and rules and regulations, or parts thereof, inconsistent with the provisions of this Act are hereby repealed or modified accordingly. SEC 4. Effectivity Clause. – This Act shall take effect after its complete publication in at least two (2) national newspapers of general circulation.

Approved,

EXPLANATORY NOTE

The Philippine Military Academy (PMA) was established in order to instruct, train and develop cadets so that each graduate shall possess the character and military skills essential to the successful pursuit of a progres-sive military career as a values-centered leader in the self-less services to the Armed Forces of the Philippines (AFP) and the nation.

The PMA is the training ground of cadets and it is where they can realize their dream of becoming part of the AFP and fight for and defend our country.

As it is, majority of the cadets entering the PMA come from areas near the location of the camp which is in Baguio. It is therefore high time that we ensure a more balanced composition of every “Class” that graduates from the PMA. One way to do this is to, as far as practicable, select at least one incoming cadet from every congressional district every year.

This way, aspiring cadets even from far-flung areas are given a chance to fulfill their dreams of becoming officers of the AFP.

In view of the foregoing, immediate passage of this bill is earnestly requested.

Emano, town mayors Jerry Lagbas of Sugbongcogon, Manuel Pamisa Jr. of Lag-onglong, Catherine Ifu-rong of Talisayan, Redentor Jardin of Jasaan, Romeo Gue Gue of Salay and San-tiago Ocot Jr. of Magsaysay, Gingoog City Vice Mayor Erick Canosa, and town vice mayors Dennis Roa of Naawan, Ken Uyguangco of Medina, Rey Buhisan of Magsaysay and Rommel Maslog of Talisayan.

The chiefs of staff of Congressmen Unabia and Emano, Benaldo were also present during the officials’ meeting to oversee the help to be extended by the three offices of the congressmen. They are Bebeng Dumadag and Jun Pacamalan, Ale-jandro bascon respectively.

Congressman Benaldo is also set to mobilize his constituents for Carmen, one of the hardest-hit ba-rangays in the first district of the city.

For his part, Congress-man Unabia said the pro-vincial and town officials

are ready to support Cagay-an de Oro in this time of calamity.

He a l s o re i t e r ate d his support to President Aquino’s executive order directing all congressmen and mayors to spearhead a massive reforestation project, identify geo-hazard areas and form risk reduc-tion committees.

All this, he said, would address the effects of natu-ral calamities by identifying safe areas, among others.

Unabia also called on mining operators to be mindful of the environment and not be concerned only with their interests.

Commenting on the provincial budget, Unabia said he wanted to see an increase in the allotment for agriculture.

Noting that farmers in the province need help, he said he has allotted 80% of his PDAF for support to the agriculture sector by providing entrepreneurship and loans to the farmers as well as helping them gain advantageous prices for their produce.

DAVAO City––The Cen-ter for Overseas Workers (COW) has called on the government and other sectors in the society to help address the increasing number of undocumented Filipino migrant workers and their condition in Sabah, Malaysia.

In a multi-sectoral fo-rum on Monday, COW raised the call after pre-senting the situation of the many Filipino migrant workers who have sought

greener pastures in Sabah, but ended becoming “illegal workers.”

Religious of the Good Shepherd Sr. Alice Andres of COW said many are simply undocumented due to either having expired passports and working permits or they entered Malaysia without any proper documents, or they were survivors of traf-ficking and bonded labor.

After an exploratory five-month immersion with over a hundred Filipino

workers in Sabah, Andres described the undocu-mented migrants’ state as disheartening, saying that the migrants are ex-periencing varied forms of violations.

The Davao City-based COW catering to the wel-fare of migrant workers has assigned Andres in Sabah, Malaysia starting July to November last year to look into the situation of the reported undocu-mented Filipino migrants and explore possibilities

THINK a minute.There was a man who

was the owner of the only hair salon in his little town.

He cut and styled the hair of almost everybody in town and his business was quite successful.

Then, a big modern hair salon moved to his town right across the street from his little shop.

This new, big salon ad-vertised in the newspapers and posted signs all over town that read: “$6 haircuts! Everything for only $6!”

Soon almost all his cus-tomers began going to the new salon across the street for $6 haircuts.

The owner of the old hair salon knew he could never afford to beat the big new salon’s price of only

Chance or choice

$6. But then he thought of a way to turn things around and win his customers and business back.

He had a local sign com-pany paint him a big sign which he put in front of his hair salon. It read: “We FIX $6 haircuts!”

We all have problems and go through tough times.

It’s the people who re-spond and handle those problems positively who

end up succeeding in life. It’s not luck that controls

your life!It’s your own choices

that make you happy and successful.

You see, “Things turn out best for people who make the best of the way things turn out.”

No matter what happens these people keep going, because sooner or later “Tough people win over

tough times.”Remember, the same

heat that melts butter also hardens clay.

The difference is in their response.

How about you? How do you respond?

How do you handle the heat of problems and tough times in your life?

No matter which way the ball bounces, it’s still your game.

So today, if you’ll ask Jesus Christ to take full charge of your life, He’ll start working everything, including your problems and pressures, together for your good.

So why not start living His way every day? You can’t lose.

Just Think a Minute.

FORMER President Erap Estrada personally mends Rep. Rufus Rodri-guez, 2nd District, Cagayan de Oro and City Mayor Dongkoy Emano.

Erap let the two gentlemen shook hands during a luncheon meeting in a downtown hotel last Monday. An informant said that both Rodriguez and Emano were laughing after shak-ing hands with each other.

Whether the shaking of hands was just for a show or for keeps, lot of considerations need to be examined. After all, why would Rodriguez harbor ill feelings against Emano? If one has to get a glimpse of Rodriguez political begin-nings, Rodriguez owed much on Emano’s Padayon Pilipino political party.

Almost half of Emano’s barangay chairmen, who belonged to the Padayon Pilipino political party, report-edly supported Rodriguez candidacy when the latter first ran for Congress in 2007. In that election, Emano supported Fernando Poe Jr., who ran for the presidency under Erap’s Partido ng Masa Pilipino political party.

While Rodriguez ran for Congress as an opposition candidate in the local elections, his candidacy has the personal blessing of Erap. This was clear since Rufus served as Erap’s Immigration man and as his lawyer cum spokesman, too.

While Rodriguez appeared to be running under the banner of Partido ng Demokratikong Pilipino (Pimentel faction) together with former Mayor Ambing Magtajas then, Rodriguez was using the PMP political machinery for himself.

Being with the PMP was the reason why Dongkoy’s Padayon Pilipino party leaders in the barangay level

An anxious political opposition

Grasya, dili swerte-swerte

supported Rodriguez. But, in fairness, an observer said that what made Rodriguez ticked was that he has the “money, logistics and charisma” of which his opponent has none.

The political conflict between Dongkoy and Rodriguez must have occurred in the 2010 elections when Emano ran for the Mayoral seat and Rodriguez for re-election. In the initial salvo, both Emano and Rodriguez were in terms.

In the 2010 elections, Emano ran under the PMP-Padayon Pilipino party while Rodriguez allied with the administration’s Lakas-Kampi in the city although he (Rodriguez) was still campaigning albeit discreetly and sometimes openly for the presidency of Manny Villar (NP) whose running mate was Jejomar Binay (PMP) then.

Rodriguez was the PMP Chair for the city’s 2nd Dis-trict while Emano was the city’s PMP chair. While the campaign was heading toward the finishing line, Emano suddenly dropped from PMP after an unknown PMP leader in Patag got the fund.

The incident infuriated Dongkoy. Thus, started an undercurrent clashed between Dongkoy and Rufus political relationship. Dongkoy’s failure to support the party list, Abante Mindanao, where Rufus brother Maxi, Jr. was the principal candidate exacerbated the situation.

The opposition is quick to capitalize on the severed relationship as it started to spread rumors of a real showdown between Dongkoy and Rufus come 2013 local elections. Rufus is running for his last term in Congress in 2013 while Dongkoy is definitely running for re-elections.

Whether Erap has effectively galvanized the po-litical partnership of Dongkoy and Rufus come 2013 local elections is something that worries the political opposition now.

Buhawe Senicolas is an overseas Filipino worker (OFW) from Cebu who has been working for the last 28 years in Italy. He sent me a request for assistance through my Facebook account, Melanio Lazo Mauricio Jr., which is quite unique: he wants the Philippine government to help OFWs in Italy to retain their middle names! Senicolas told me that it was Philippine Ambassador to Italy Romeo Manalo who is responsible for ordering OFWs

in that country to stop using their middle names, against the wishes of our countrymen who understanbly value their middle names. Perhaps, the Department of Foreign Aff airs can explain this?

-ooo- ANYONE NEEDING PR WORK? Some friends who are experts in newspaper reporting, editing, and publishing told me they have grouped themselves into a de facto public relations group, whose services can be

availed of by interested parties nationwide, especially those who want to publicize what they are doing or what they have achieved among their constituents. Th ese friends asked me if I can refer PR work to them. I guess, yes, I can. Th is is a lot better than “envelopmental” journalism, right? So, any-one out there wanting to be featured or needing a PR job for whatever reason? Call me at 0917 984 24 68 or email

me at [email protected]. Anywhere you are in the Philippines, my friends can help you. Try them.

-ooo- FIRE EXTINGUISHERS, TEAR GAS, MEMORIAL PLANS, CURTAINS, FISH, FOR SALE: Likewise, as the incumbent president of the Rotary Club of Intramuros-Manila, District 3810 of Rotary International, I am helping the poor who are members of the seven Rotary Community Corps (RCC) which I established at the start of my term last July 01, 2011 with livelihood pro-grams which allow them to sell fi re extinguishers, tear gas for self-defense, memorial and other pre-need plans, personal products, curtains, uniforms, and even live fi sh or marine products. Whoever you are, or wherever you maybe---here or abroad---please help the Rotary Club of Intramuros push these livelihood programs for the RCC members. You can buy the products the RCC members are selling. Th is is a lot better than dole outs. Lawyer Mat Caparas, the fi rst Filipino presi-dent of Rotary International, started the establishment of RCCs in 1986 inspired by our “bayanihan spirit”, and it has gone worldwide since then. PAGING RED CROSS: Paging the Philippine National Red Cross. Here is a text mes-sage, translated from Filipino to English, from someone who claims he is a resident of Valen-cia, Bukidnon: “Good morn-ing, Atty. Batas Mauricio. I am amazed by the people from government, especially from Red Cross. Instead of helping us victims of Sendong, they seem to be giving us more problems. “We line up for hours, sometimes for a full day, for the relief goods and donations they will give us. We are happy because, somehow, we receive something. But it is irritating us no end to fi nd out, aft er we reach our homes, that the products given to us cannot be eaten or used anymore because they have expired! Perhaps, it is better if we change ̀ Red Cross’ to ̀ Black Cross’…from Valencia, Bukidnon.” Th e texter’s number is 09268869639.

-ooo- FIRST NATIONAL CON-GRESS ON GOOD GOVER-NANCE: Will the “First National Congress on Good Governance” at the University of the Philip-pines in Diliman, Quezon City, on January 13 to 15, 2012, among the country’s young leaders, yield something good for Filipinos? It depends, particularly on what the young leaders will be taught there. I hope the organizers will have something---anything, in fact---on what the Bible says is good governance and eff ective leadership. If there is none, that congress will just be another failure.

TRIVIATRIVIA DRAGON FRUITDragon fruit is a beautiful fruit grown in Southeast Asia, Mexico, Central and South America, and Israel. The plant is actually a type of cactus, and the fruit comes in 3 colors: 2 have pink skin, but with different colored flesh (one white, the other red), while another type is yellow with white flesh. Dragon fruit is low in calories and offers numerous nutrients, including Vi-tamin C, phosphorus, calcium, plus fiber and antioxidants. Dragon fruit tastes wonderful! - sweet and crunchy, with a flavor that’s like a cross between kiwi and pear and a banana.

She said that the mi-grants work as plantation workers, domestic workers, professionals, construction workers, waitresses, and factory workers, as well as entertainment industry workers.

Based on her interviews, Andres said that most un-documented Filipinos want to go home but could not do so because its either they have bonded contract, or they are indebted with their employers, or they have no money for the fare back home.

The RGS nun disclosed that Malaysia’s 2010 Cen-sus Population data shows that there are 800,000 non-Malaysians living in Sabah.

About 200,000 are un-documented workers, while the 600,000 cover legal workers, expatriates and foreigners who married locals, she said.

However, she said that Malaysia’s 5P programme that involves a program on registration, amnesty,

monitoring, enforcement and deportation of migrants has listed only 161,370 un-documented persons or 85 percent of the 200,000.

She stated that Malay-sia is the largest receiving country of migrant labor in Asia, having more than three million migrant workers from 14 countries including the Philippines.

COW executive director Sr. Diane Cabasagan, RGS said that they are seeking concerted efforts from the government and other sec-tors to address the problems on migration, particularly on undocumented Filipino workers in Sabah.

Aquino cited the defi-cit, credit ratings, dollar reserves and consumption behavior as the reasons for refusing to suspend the VAT on oil.

“It is business as usual for the government while the people suffers from the war jitters in the Strait of Hormuz exploited by oil companies. This cannot go on,” Maza said.

Oil companies hiked prices Friday for premium gasoline by P0.80 per liter, regular gasoline by P0.25 per liter, diesel by P0.50 per liter and kerosene by P0.40 a liter. Last week, oil companies also increased petroleum prices by P1 to P1.75 per liter.

The Makabayan bloc in the House of Representatives is pushing for a three-step action on the oil industry––the removal of VAT on oil, the buy-back of Petron, and the scrapping of the

oil deregulation law.

The distribution comes as classes resumed in Philip-pine public schools, empha-sizing the need to decongest the already crowded schools converted into evacuation centers.

“There is an urgent need to provide displaced families who can return to their plac-es of origin not identified as permanent danger zones with materials to repair their homes and to promote the safe and voluntary return to either places of origin or to move to alternative sites,” said IOM Emergency Programme manager Dave Bercasio.

The shelter materials will help to improve living conditions and promote a sense of normalcy in their lives,” he said.

IOM is also assisting lo-cal social workers in gather-ing information to identify families who are in need of permanent relocation and who cannot return to areas declared as geo-hazard zones.
