Approximately 150 people from national organizations as well as state school districts toured the district March 26 to observe the continuous improvements efforts. Superintendent Patricia Greco said the tour included representatives from Strive Together, which is based in Cincinnati; New Visions, which is based in New York; Teach For America, based in New York; Learning Systems, which is located in Chicago; Discovery; and school dis- tricts from Texas, South Carolina, and Arizona. The tour started at the high school before going to observe activities in 20 classrooms at North Middle School. There were later visits in high school classrooms and at the elemen- tary schools. Isabelle Abbott, the student repre- sentative on the Menomonee Falls School Board, said she is serving as the student voice for participants. “You hear a lot from teachers and administrators, but as a student who has been in the district ever since kindergarten, I can reflect on both having education with and without continuous improvement and the tran- sition and what it means as students,” Abbot said. Jeff Edmondson of Strive Together said he is here “to learn from teachers and students how they have embraced the use of student data to improve outcomes for kids. A new test that is to be given to ele-mentary and middle school studentsstatewide will not be given in its originallyintended format, according to informationpresented at the March 23 MenomoneeFalls School Board meeting.

Jeff Nennig, director of technology andassessment, updated the board on theBadger Exam, which is to be given to stu-dents in grades 3 through 8. The test is toreplace the Wisconsin Knowledge andConcepts Exam (WKCE), although the statewill still require the WKCE for social studiesand science in the fourth grade

In introducing the item for discussion,Superintendent Patricia Greco said districtstaff “have spent thousands of hours inpreparation” to institute the test.

“It’s still an unstable testing environ-ment,” Greco said. She added that earlierin the day district staff received an up indi-cating “the product may still have chal-lenges in order to be able to perform suc-cessfully. It’s been probably as volatile aplanning process as it can be.”

The Badger Exam is the state version ofthe Smarter Balanced Test, according toNennig. He explained that while the WKCEwith paper and pencil, the Badger Examwill be performed on a computer. The testwindow was going to be March 30 to May22, though Menomonee Falls would lose aweek due to spring vacation.

Nennig said an advantage of theBadger Exam was that it was to be “cali-

brated” so that if a student answered aquestion correctly they would get a moredifficult question. If the student provided awrong answer, the next question would beeasier. By comparison, the WKCE is a fixedtest of all the same questions.

However, Nennig later stated the com-puter-adaptive portion of test isn’t ready, soit has been removed and students will nowget fixed questions.

“The testing company wasn’t able toget that to work,” Nennig said.

Nennig explained that the “big vision”of the Badger/Smarter Balanced test wasto gear students to college and careerreadiness. He also said that the test is tohave a faster turnaround, with results inJune to send to parents. Nennig also saidthat the test was to be taken with less time,“but that isn’t the case.”

According to Nennig, English andLanguage Arts portion of the Badger Examwas scheduled to take four hours but thatwas reduced to two hours because the per-formance portion of the exam is not ready.In addition, a classroom activity that was tohave accompanied the performance por-tion of the English and Language Arts por-tion of the exam was cancelled “a fewweeks ago,” Nennig said.

In math, the Badger Exam is scheduledto take 3 to 3.5 hours compared with 1.5 to2 hours for the WKCE.

“So one of the original claims for thistest was that it was going to be a shortertest, but as you can it’s actually a longertest than the WKCE,” Nennig said.

However, Nennig said the math portion

of the test is not ready for the start of thetesting window.

“The testing company said it’s not readyto go yet, so they’ve delayed the math testuntil April 13,” Nennig said.

In addition, Nennig said that a“caching system” that is to store testanswers locally until they can be sent willnot be ready until April 13, though it wouldnot be ready until later that day.

Board Vice President Ron Bertieri said“it sounds like the testing company is not ful-filling their contract as far as the timeline. Isthis going to delay things to the point we’renot going to do this testing this year?”

“We haven’t been informed that’sgoing to happen, but they’re cancelling afew things here,” Nennig said.

Board member David Noshay addedthat with the new test, districts won’t be ableto determine if students have been incre-mentally improving from past years. In addi-tion, Noshay said the new testing breaksthe continuity of tracking students for a lotof district goals.

Noshay added there has been a billproposed in the state Senate that wouldprohibit the Badger Exam results from beingused on district report cards.

“It’s amazing how gunky this is,” boardmember Scott Ternes said in response.

Greco said the district has not encour-aged parents to opt their students out of theexam. She said the district has included par-ents early on in summarizing the new exam,while an all-district letter was sent out theprevious week.

Nennig said computerized tests “arehere to stay” and this year’s exam give stu-dents to use those type of tests. He also saidthe district should be able to break downdata from the exams.

Another delayLater in the week the state Department

of Public Instruction announced that theEnglish and Language Arts portion of theexam, which was scheduled to be ready byMarch 30, will now not be available untilApril 13.

According to a statement issued by theagency, Educational Testing Service (ETS),which holds the contract to provideWisconsin’s online state assessment, noti-fied the Department of Public Instruction onWednesday that it could not deliver theEnglish Language Arts assessment forMonday’s testing window.

“These latest problems with ETS and theadditional delay are incredibly frustrating,”State Superintendent of Public InstructionEvers said. “But, my first priority remainsensuring that we have an exam that worksfor Wisconsin educators and students. Ihave made it clear to ETS that they mustdeliver a functioning exam by April 13th.”

that the tour shows “theory in action.”“It’s definitely saying that if we want tai-

lor learning and personalize it to each andevery individual child, that’s what they’redoing here because they’re identifying notonly what kids need to learn but how theylearn, and then making sure they learn inthat way,” Edmondson said.

The attendees were split up into groups

to tour individual classrooms at NorthMiddle School. Teacher Julie Poetzel sum-marized activities in her eighth grade class-room.

“We do data collection at the studentlevel and they conduct it every day on theirown,” Poetzel said. Individual students thenshowed participants how data is collectedand how classwork is done as a group.

for Village President of Menomonee Falls. I’ve lived in Menomonee Falls since

1956, graduated from Menomonee FallsHigh School in 1972, and after collegeand graduate school I’ve been aMenomonee Falls business owner andpracticing lawyer for 32 years. I believe Iknow the citizens and taxpayers ofMenomonee Falls as well as anyone. Andfrom what I know, they are tired of wasteand unwise spending. Instead, they wantsound, smart and only essential spending.That is, spending limited to the historic pur-poses of good government. Spending thataccomplishes the public good in a way thatpromotes and leads to a community thatenjoys financial health and stability.

All too often government today arro-gantly, or ignorantly, thinks it has all theanswers for society’s ills — when actuallygovernment is the least suited and preparedto tackle most of the complex issues oursociety faces. It is the private sector that

most often has the creative, innovative andeffectual solutions. Let’s get back to Civics101. Government needs to stick to what itdoes best: public safety (police and fire);public works (sewer, water, roads); andpublic spaces (parks, zoning). Beyondthese areas, government is often, if not usu-ally, ill-suited and incompetent (not to men-tion wasteful and horribly inefficient).Need we mention the Radisson Hotel here?

All of this should remind us that big gov-ernment is most often the problem not thesolution. Rather, limiting the governmentand unleashing the creative genius andresources of the private sector is how ourcommunity and society will see prosperity.This is equally true, if not more true, on thelocal community level, as it is on the stateand federal levels.

If I am elected Village President, theseare the principles and the philosophy thatwill guide my leadership of the villageboard, the village government and the com-munity we all love.

Madison – Sam Hauser ruined thewishes of thousands of fans in the KohlCenter who wanted to see history in themaking. When his 16 points in the first quar-ter outscored the entire Germantown team(12), there was a feeling that theWarhawks’ quest for a record fourthstraight WIAA Division 1 championshipwould go by the wayside. Stevens Pointhumbled Germantown in the title game, 67-51, March 21, to close out the 100thanniversary of the state tournament.

The junior forward, one of two Division1 college prospects on the Point team,made his presence felt on a bigger stage,making five field goals, including four three-point baskets, and he added two freethrows to set the tempo for the Panthers thatGermantown couldn’t recover from.

"We put (senior forward) Kyle (Theis)on (Hauser)," Germantown coach SteveShowalter said. "Kyle is our best defenderand we had Kyle guarding him. I don’t real-ly love Kyle being way out there 25 feetfrom the basket, but that’s where Hauserwas playing. So I thought, maybe we canmix it up and keep Kyle inside more to helpon the boards. And then Hauser just kind oflit us up real quick."

The show that Hauser put on with his 25points didn’t surprise Theis one bit. "I knewwhat kind of player Sam Hauser was a littlebit," he said. "I didn’t know how good hewas. He can do just about anything. He canshoot. He can drive. You try to deny him theball and he’s moving really well without theball and not a lot of players can move as

well without the ball as he could and I thinkthat was something that really impressedme."

Germantown scored the first points inthe highly-anticipated matchup between thetop two teams in the state after jumpers byjunior guard Juwan McCloud and seniorforward Dwayne Lawhorn Jr. gave them a4-0 lead, but Hauser’s jumper gave thePanthers their first lead of the game at 7-6with 3 minutes 36 seconds left in the firstquarter. After consecutive threes by seniorguard Brian Studer and junior forward MaxKeefe put the Warhawks back in front, 12-10, Hauser delivered back-to-back threesthat put Point ahead to stay at 16-12 at theend of the period.

Point junior guard Trev Anderson thengot going. He scored his 10 first half pointsin the second quarter. Germantown tried tostay within striking distance and got no clos-er than seven. The Panthers took theWarhawks into new territory with their 30-22 halftime lead, something that was unfa-miliar to the North Shore Conferencechamps.

"I don’t know how to explain it," Hausersaid of his first quarter outburst. "It wasunbelievable. The rim did feel like it was theocean. It was a good feeling and gives youconfidence."

Point kept the game under control in thesecond half. Germantown got as close assix points at 32-26 after McCloud’s layup,but a 7-1 run late in the third quarter by thePanthers boosted their lead back to doubledigits and a 45-32 margin entering the finalperiod.

Anderson had a quiet third quarter withhis four points but erupted in the fourth with

11, tying Hauser for game-high honors andputting the game was out of reach for theWarhawks. They were behind as many as21 with time winding down.

Point gave Germantown matchup prob-lems at every position and made it difficultfor the Warhawks to get into an offensiverhythm, but Showalter tipped his hat to thebetter team.

"That’s a great team out there," he said."They’ve earned it. They deserved it. Ithought they came out and put it to us rightaway. Their length bothered us. I think theyhad us at every position by several inches.We’ve been able to fight through that withheart and guts in the past and I think (Point)wasn’t going to let us take advantage of

any of that stuff. When it came to prettymuch every aspect of the game, they out-played us basketball-wise and we were justtrying to hang on."

The Panthers won their fourth overalltitle and first since their last appearance ina state championship game in 1994.

Germantown had an impressive 109-3record over the last four years with threegold balls and a silver ball in six tourna-ment appearances. McCloud ledGermantown with 15 points. Both teams fin-ished their season at 27-1. It was the lastgame in a Germantown uniform for Theis,Benjamin Walter, Studer, Alex Kumbier,Thomas Schnoor and Lawhorn.

Stevens Point stops Germantown for Division I title

Madison – Playing in the state tourna-ment was nothing new for Germantown,since they have been there before. TheWarhawks reached their fourth straight tripto the Division 1 finals by defeatingMadison East, 82-54, March 20, at theKohl Center, in the semifinal game to go 27-0.

In the first quarter, Germantown ran offeight straight points to take a 10-2 lead with4 minutes 11 seconds left. East made acomeback to cut the Germantown lead tothree at the 2:51 mark. A remarkable three-pointer at the buzzer by senior forwardDwayne Lawhorn Jr. ended a 10-2Germantown run to give them a 28-15lead. "I just threw it up there and got lucky,"he said.

The Warhawks didn’t let up as theyreeled off seven straight points two minutesinto the second quarter to lead 35-15.Germantown used their size advantage topound it inside to junior forwards ConnerEdmonds and Max Keefe and senior for-ward Kyle Theis to score 18 first half pointsin the paint. The Warhawks took a 48-26lead at the half. Lawhorn had 13 first halfpoints.

"We thought that we could take advan-tage (of the size) a little bit inside becausewe got a little bit stronger and tougherkids," Germantown coach Steve Showaltersaid. "We were able to get the ball in thepost and get some offensive rebounds. Wewere able to go inside and outside. But ourability to get the ball into Kyle, get the ballinto Max and Conner, that was the key toour game tonight, I think. It’s been morethan we have been doing lately."

It didn’t get any easier for East in thesecond half as they found themselves trail-ing 63-35 with 2:02 left in the third quarter.It was 64-42 entering the fourth quarter.

Showalter was asked if the playerscould stay focused with a comfortable lead."Guys are kind of having fun, smiling andlaughing," he said. "You got to let themhave some fun playing the game once in awhile. You don’t always have a game likethat. We tried to get everybody in and giveeverybody some good minutes on the KohlCenter floor, which is always great for allthe kids to be here."

Lawhorn led five Germantown playersin double figures with 17 points. Theis had13. Keefe and Juwan McCloud had 12each and Edmonds chipped in with 10.Madison East finished the season with a20-7 record.

(NAPSI)—Don’t take this lightly: One ofthe most vital signals of an improperlyfunctioning vehicle is the check enginelight and, when illuminated, it alerts thedriver to a variety of existing potentialproblems. Nevertheless, vehicle checkupsduring car care events throughout thecountry reveal that the check engine lightis on in nearly one out of 10 vehicles.

Some common malfunctions that cancause the check engine light to illuminateinclude a faulty oxygen sensor, mass air-flow sensor, or spark plugs and wires. Ifthe light flashes, the condition is more crit-ical and must be checked immediately toprevent severe damage, which mayinclude catalytic converter damage.

“When the check engine light comeson, it means that a vehicle system such asthe ignition, fuel injection or emission con-trol is not operating properly, even if thevehicle appears to be running normally,”explained Rich White, executive director,Car Care Council, the source for the “BeCar Care Aware” campaign promotingregular vehicle care, maintenance andrepair.

“A glowing check engine light doesn’tmean you have to immediately pull the car

to the side of the road, but it does meanyou should get the car checked out assoon as possible. Ignoring the warninglight could result in costly repairs. At thevery least, the light could alert you to anengine problem that is negatively impact-ing fuel economy,” he added.

When scheduling service, make surethe automotive shop that examines yourvehicle has professional technicians whoare trained and certified in OBDII diagno-sis and repair. The technician will connectyour vehicle’s computer system to a diag-nostic scan tool, which will indicate whythe light was activated.

At the same time, the technician cananalyze idle speed, throttle response,engine temperature, fuel system pressure,manifold vacuum, exhaust emission levelsand many other key indicators. Once theproblem is fixed, the car’s computer isreset to initiate its release process. Thetechnician should then be able to tell youwhat needs to be done and discuss poten-tial warranty coverage and further testing,if necessary.

The smell ofrotten eggs may signal trouble with theemissions system, which includes the cat-alytic converter.

These and other tips are included in“Knowledge Is Power,” a booklet that’s partof a car-care and maintenance clinic devel-oped by ACDelco. It gives vehicle owners

easy-to-understand information about theirvehicles so they can be informed and makethe right choices when they visit an inde-pendent auto service center.

Here are some things you may not knowabout your vehicle:

Reddish stains on the driveway can bea sign of a transmission oil leak.

If your technician asks if your vehicle’sbrakes are “grabbing,” he wants to know ifthe brakes engage suddenly when youapply steady pressure to the brake pedal.

You should pull over immediately ifyour temperature light reads in the hotzone. That probably means your vehicle’scoolant is too hot to cool your engine.

Many brake pads have wear indica-tors. If your vehicle has them, they will emitloud squeals when they detect wear.

It’s a good idea to write down yourvehicle’s symptoms before visiting a repairshop, including noises—and whether theseoccur when the engine is hot or cold.

Air bags work with your safety belts,

not as a replacement for them.Children under 13 should ride properly

secured in the rear seat.Always keep at least a half tank of gas

Whether new or used, a vehicle is abig investment. Most people cannot affordto pay for a car outright and must makepayments on it instead, usually for three tofive years. Remember, the moment you drive thevehicle off the lot, it is yours to care for.Read the owner’s manual and follow therecommended maintenance schedule.Regular oil changes and tire pressurechecks are essential for keeping cars run-ning their best and using as little gas aspossible. Change your oil every 30,000miles or as recommended by the manufac-turer. You can do this yourself or have itdone by a professional at a reasonablecost. Know the correct tire pressure andkeep your tires properly inflated. Toextend the life of your tires and ensureeven wear, have them rotated regularly.

There are many other components to a

vehicle’s engine, and it pays to have themchecked out from time to time. Again, fol-low the manufacturer’s recommendedmaintenance schedule. A quality mechan-ic is your best bet, unless you have exten-sive knowledge of the workings of a car. Amechanic can check the air filter, brakes,fluids, exhaust system, battery and radia-tor, among other things.

Regular car washes are another must.Bird and pest residue, tar and other sub-stances can do major damage to a vehi-cle’s exterior over time. It pays to keepyour new car clean, inside and out. That’sright. Take the time to vacuum and cleanthe interior. This is especially important ifyou have young riders. Greasy fingers andsticky foods and drinks can wreak havocon interior upholstery and carpeting.

Even with the best of care, vehicles canbreak down. You are the first line ofdefense in avoiding expensive repairs.Know your car. Pay attention to the way itsounds and feels, and at the first sign oftrouble, get it to a repair shop. The smallerthe problem, the easier and cheaper it willbe to fix.

Ask someone what their favorite color is,and chances are they won’t say a neutral likewhite or gray. Ask someone what color theircar is, however, and chances are they justmight say a neutral. White, silver, black andgray are the most popular car colors inAmerica and in many places around theworld. Sure, there are various shades ofwhite, silver, black and gray, but the factremains that they are all neutrals.

So, why do car buyers go for neutrals?There is no one clear answer, but many pointto the investment factor. A car is a majorinvestment, and buyers need a car color theycan live with for a long time to come. Abright yellow car at age 18 might be fun, butnot so fun a few years later. Purchasing a dif-ferent color of car is not an option for mostpeople, nor is having the exterior repainted.

Resale also factors into the equation.Bright yellow will not appeal to as many buy-ers as white or silver will. To ensure their carsells easily later, many buyers will purchasea neutral color. Neutrals also tend to hidedirt and damage better than bolder colorchoices.

Lot selection may also play a factor incolor choices. Pass by a few car lots, andyou’ll probably see more neutral colors thanbold. Dealers know what color of cars aremore likely to be bought and stock their lotswith them. So, yes, while you mightencounter some orange, red, blue and greencars, chances are they will be located in asea of white, black, gray and silver.

Budget, of course, is always a factor.Often, the bolder the color choice, the high-er the price of the car. Bolder colors like redand orange require specialty paint, whichincreases the cost. While you may not noticethe increase in the sticker price, you will mostcertainly see it should you order a car direct-ly from the factory. Specialty reds, orangesand the like can add hundreds of dollars tothe final price. Buyers may not care to forkover the cash for a specialty color, especial-ly if there are other extras more important tothem, like heated seats. Having a warm seatto slide into in frigid temperatures might out-weigh the need for a fiery red exterior.

The days are getting warmer, the ice hasmelted and the birds have returned. That canmean only one thing-spring has sprung. Formany people, spring brings a return to thegreat outdoors. It can also mean less treach-erous and time consuming driving. No moredigging your car out just to go to work, driv-ing at a snail's pace and scraping, yes, thedreaded scraping.

While it's tempting to jump in your vehi-cle and enjoy the freedom that spring bringsto driving, keep in mind that like you, yourcar has been through a lot over the winter.There are several things that need to bechecked and prepared for spring driving.Depending on your level of car maintenanceexpertise, you may be able to do most ofthese things yourself. If not, have a profes-sional take a look under the hood.

Begin where the rubber meets the road-your tires. Check your tire pressure. The cor-rect pressure will be printed on the tire in PSI(pounds per square inch). If the tire is underthe recommended PSI, inflate it to that num-ber...DON'T OVER INFLATE IT. This mayalso be a good time to get your tires rotated.This should be done every 5,000 to 10,000miles.

For many areas, spring means rain so it's

a good time to check your wiper blades.There are few things more annoying thandriving in the rain with wiper blades thataren't doing their job. It's frustrating to havea big smear across your field of vision or atorn wiper blade trailing across your wind-shield. Avoid these problems b checkingyour wiper blades. Replacing the blades isquick, easy and relatively inexpensive.Simply go into your local auto part store, tellthem your vehicle make and model, andthey'll direct you to the correct replacementblade. Many stores will even install them foryou.

Another part that is easy to check is yourbattery. Pop the hood and make sure that theposts on the battery are clean. If there is anexcess of corrosion on the battery, considerreplacing it.

Clean out the interior. Months of saltyand snowy boots have no doubt taken a tollon the carpeting. It's a good time to vacuumand perhaps even shampoo the carpeting.While you're at it, clean out the empty coffeecups and fast food bags.

Other things to consider are the air filter,the oil and oil filter, and the radiator andcooling system. Spring is a time to get reac-quainted with the great outdoors-just makesure your vehicle is ready to spring into bet-ter weather.

Domestic violence• A male subject was arrested for

domestic violence-strangulation and batteryat 10:41 p.m. March 12 in the 8700 blockof Marshall Drive. Investigation revealedthe man had choked his girlfriend andslammed her against the bedroom wall.

• A 37-year-old man was arrested fordisorderly conduct-domestic violence andcriminal damage to property at 10:48 p.m.March 14 after assaulting his 24-year-oldgirlfriend in the 16700 block of AppletonAvenue. A 911 call alerted police to thealtercation and officers responded to findthe woman bleeding profusely from herhead.

Drug possession• Two men, ages 19 and 20, were

arrested for possession of marijuana anddrug paraphernalia at 7:46 p.m. March 7after police made contact with the occu-pants of a suspicious vehicle parked in the14100 block of Fond du Lac Avenue.

Operating while intoxicated• A 42-year-old male driver was arrest-

ed for operating while intoxicated-thirdoffense at 5:18 p.m. March 12 after he wasstopped for unreasonable and imprudent

speed and eluding in the 17000 block ofHighland Court. He was found to have apreliminary blood-alcohol content of .14.

Retail theft• A female subject was arrested for

retail theft at 7:09 p.m. March 11 afterstealing four cases of Red Bull fromWoodman’s Food Market, W124 N8145Highway 145. She was also found to havea warrant through Oak Creek.

Theft• A purse was stolen from a 2002

Honda Civic parked at the WisconsinAthletic Club, N91 W15700 Falls Parkway,March 11. The driver’s side window of thevehicle was smashed to obtain access.

Warrants• A 20-year-old Germantown woman

• A 42-year-old Menomonee Falls manwas taken into custody on a probation vio-lation at 9 a.m. March 10 at the villagepolice department.
