Dear Reader,

Several developing countries, particularly Asian countries including China,have realized that the road to sustained economic growth is only bydeveloping their manufacturing sector. The Indian Budget 2011 released on28 February 2011, seeks to enhance the share of the manufacturing sectorto the national GDP from the present 16 percent to about 25 percent in thenext ten years.

India, on the contrary, the service sector has remained the engine ofgrowth, with maximum contribution to GDP. The country has identified thatthis is indeed a short run solution, the latest budget illustrates that India’sroad to economic prosperity impinges up on a greater focus onmanufacturing sector. This is simply because the empirical evidenceworldwide demonstrates that the growth of manufacturing sector ensuresbroader based social development than the services sector.

Manufacturing sector in Maharashtra contributes to 18 percent of theGSDP. The state realized the importance of this sector way back andstarted building conducive environment for driving investments intomanufacturing sector. Currently the state is on the boulevard of buildingvigorous infrastructure and support policies to buoy up the manufacturingsector competitiveness. The multiple instrumentation strategies includecreation of a dedicated Infrastructure Development Bureau, with anobjective to align and have more focused and dedicated approach indeveloping infrastructure while exploring trade and investment opportunitiesglobally. This will be carried out through horizontal integration of concernedgovernment nodal agencies i.e. Maharashtra Industrial DevelopmentCorporation, Maharashtra State Road Development Corporation,Maharashtra Metropolitan Regional Development Authority, Department ofIndustries and several other government intermediaries.

Further, in continuation to craft MahaConnect the best medium forinformation dissemination, we bring you the last and fifth sequence of theFive Series Knowledge Investor’s Kit- ‘Doing Business in MaharashtraReport’. The country has the highestnumber of looms - 1.8 million shuttlelooms (at 45% of global capacity) and200,000 shuttle-less looms (at 3% ofglobal capacity) and 3.9 million handlooms (at 85% of global capacity). Indiahas the second highest number ofspindles in the world with 40 millionspindles (at 23% of global capacity).

Maharashtra Textile Sector

Maharashtra is very popular as a cotton-growing state and is naturally home tothe booming textile industry. The varioussegments of the textiles sector -handlooms, power looms, weaving,readymade garments, have led to thesetting up of Apparel Parks and now asTextile Parks.

Maharashtra contributes to about 10.4%to India’s textiles and apparels output.

Cotton is available in bulk inMaharashtra which is one of the keyfactors that have enabled the state toestablish a competitive edge. Vidarbharegion has a predominant cottonproduction, while western region isfamous for spinning mills. The majorcluster for the industry are Kolhapur,Mumbai, Nagpur, Nashik, Pune, Sangli,Satara, Sholapur and Thane. The Statehas witnessed 122 major textile projectswith an investment of USD 224 Million.The largest number of the sector’s 100%export oriented units, with a count of 560is based in Maharashtra. The majorTextile hubs in the state are Bhiwandi,Malegaon, Mumbai, Amaravati &Solapur. The total FDI investment in theTextile sector till January 2010 was USD224 Million.

Given the location ofAurangabad, it also offers excellent

The growth of city can be traced to thetime the Maharashtra IndustrialDevelopment Corporation (MIDC)started acquiring land to set up industrialestates. Today, Shendra, Chikalthanaand Waluj MIDC Industrial areas aresignificant zones just outsideAurangabad. These three have, over theyears, witnessed a steady flow ofinvestment and are today populated byboth national and multinational giantswhich have set shop there.

There are five Special Economic Zones(SEZs) – one each in automotive,electronic and renewable energy andtwo in pharmaceuticals.

According to Mr. Kumar, the sectors thathave attracted investment in the regionhave been the automotive, engineeringand biotechnology-pharmaceuticalssectors. “Endress & Hauser hasinvested over INR 170 crore in the lastfive years to increase its presence ininstrumentation,” he said.

Mr. Sunil Todi, Managing Director, AkarTools, which makes alloy steel for theforging and automotive components,said that his group had invested overINR 200 crore in the last two years. “Inthe last few years, the engineering andautomotive sectors have picked up verysignificantly. Aurangabad offers facilitiesand land and labour are still relativelycheap,” he added.

1979 and Glenmark Pharmaceuticalsand Orchid Pharmaceuticals followedsuit.

Bajaj Auto has invested in Waluj fortwo and three wheelers and last yearannounced a INR 500-croreinvestment to make four-wheelersthrough its joint venture with Renault-Nissan.

Mr. Kumar said the largest Indian two-wheeler manufacturer, Hero Honda,was scouting for land for a Greenfieldplant around Aurangabad. “If thathappens, it will give a fillip to autoancillary units here as Aurangabadalready has the second highestconcentration of these units afterPune.”

Aurangabad also boasts of being thethird city in Maharashtra after Puneand Nashik to offer an automotivecluster. Skoda Auto makes its modelsSuperb, Laura and Yeti and alsoPassat and Jetta for Volkswagen andthe A4, A6 and Q5 for Audi from itsAurangabad facility.

Other significant projects in the regioninclude Siemens which has a investedRs 200 crore to make rail coaches,besides others such as Man Diesel,Goodyear, Endurance Systems,Hindalco-Almex Aerospace andVideocon.

Director General of Civil Aviation gives a green signal to operations in Kolhapur airport

Director General of Civil Aviation on 7March 2011 has granted permission foroperation of Non Schedule flight atKolhapur airport. The aerodromefacilities, air traffic services and safetyservice of the airport will be developedin accordance with civil aviationrequirement during the flight operation.

The airport at Kolhapur is located at 9km away from Kolhapur city & 2 km oneastern side of NH-4 Highway (Pune-Banglore) Ujalawadi. The airport isoriginally owned by AAI and handedover on lease for a period of 15 yearsperiod from 1 February 1997 to 31January 2012 to the Government ofMaharashtra for operations andmaintenance of aerodrome facilities.Accordingly, an agreement wasexecuted in between AAI and GOM.Further, the said airport was handedover to MIDC for operations andmaintenance of aerodrome facilities.

The features and facilities the Airport areas following facilities:1. Runway - The existing runway 07-

25 made up of flexible pavementhas a length of 1370 M & width of45.00 M having C-3 category.

2. Taxiway - A taxiway of length 152 M&R width 25 M exists connectingrunway at Ch 126 m from 07 end.

3. Apron - An apron of size 82 x 53 Mexists at the end of taxiway. Theapron is made up of flexiblepavement.

4. Terminal Building - A 3 storeyedterminal building of size 24.23 M x16.23 M exist at airport. Theterminal building consists of arrival,departure lounge, VIP room,

The Brand Promotion program includingthe establishment of a dedicatedInfrastructure Development Bureau,consists of activities related to investorrelation management and facilitationcell, foreign direct investment (FDI),non-resident Marathi communitynetworking and policy benchmarking.EY has recommended and facilitatedimplementation of a one-stop servicefacility for investment information andsupport to domestic and internationalinvestors. Government of Maharashtra with Ernst& Young India Private Limited (EY) , itsknowledge partner for investmentpromotion, is on the quest to obtain aglobal echelon for “Brand Maharashtra”by creating an investor friendlyenvironment in the state with a strongemphasis on infrastructure developm-ent. The multiple instrumentationstrategies include creation of adedicated Infrastructure DevelopmentBureau, with an objective to align andhave more focused and dedicatedapproach in developing infrastructurewhile exploring trade and investmentopportunities globally. EY has suggested implementation ofmodels to setup a special authority togovern an industrial area independentof other authorities. These initiatives,according to EY, are required as at pr-esent there are multiplicity of au-thorities in approval process, which aremore complex and costly for aninvestor. Targeting industrial process-es, EY has also called for ration-alization of bulk water rates, expeditingongoing and proposed power andindustrial gas supply project of MIDCand the transfer of lease by MIDC fromone owner to another. More important,

EY has proposed an InternationalContact Programme for MIDC forglobal branding of state, robustrelation with embassies and enhancednetworking with trade associations.

MIDC plans to lay emphasis oncountries focusing on thedevelopment of sectors, includingresearch and development. Besides,the approach is to focus on countrieswith the highest amount of FDIs,including the US, the UK, Italy,Germany and Mauritius. MIDC alsoplans to look at developed countrieswith least amount of FDIs inMaharashtra.

Nanded Ahead – Investors’ Meet 2011

To promote Nanded as an emergingindustrial destination in Maharashtra, theNanded Chamber of Commerce andIndustry (NCCI) organized ‘NandedAhead, Investors’ Meet 2011’ on Feb 11to Feb 13, 2011. The three-day event, tohighlight investment opportunities forindustries in the region, was supportedby the Government of Maharashtra, CII,FICCI and AIAI. The event constituted atwo days deliberation on sector focusedtopics and a three days exhibition withemphasis on the inherent strengths ofNanded as an ideal investmentdestination.

Ernst & Young Private Limited (EY) theKnowledge Partner to GoM forInvestment Promotion, assisted NCCI inthe preparation of action plans toorganize the event at such animpressive echelon. Nanded is the second largest city inthe Marathwada region, located 600km east of Mumbai, and is close to thestates of Andhra Pradesh andKarnataka. This region is alreadyhome to several small and mediumscale enterprises located in MIDC in-dustrial areas namely Deglur Phase-I,Kandhar, Kinwat, Nanded andKrushnoor. Some of the prominentcompanies that have their facilities inNanded are Tata Chemicals, PioneerDistilleries, Ind Bharat Energies andAdvance Steel World.
