Dear Readers,

The Government of Maharashtra had declared Industrial Mega project policy from 2nd June, 2005. The main purpose of this policy has been to attract more investment in state and generate more employment opportunities as well as to compete with other state for the leading position, The Mega Project Policy has received a tremendous response. Under the Mega Project policy, the Government of Maharashtra has approved 320 mega projects with an approximate investment of INR 2,68,108 crores and creating employment opportunities for 3.11 lac persons. out of these 320 projects, 95 projects have gone into production and 240 projects with an approximate investment of Rs. 1.71 Lac Crores will be set up in backward areas of the State.

This edition of the newsletter focuses on District Chandrapur. It is famous for its huge deposits of coal mines, and hence, it is often referred to as the Land of Black Gold. Some of the biggest cement factories have the presence in the region. The district is also well known for its iron-ore deposits and other mineral deposits like limestone, clay, copper and barrite. Also, in this edition , a special mention is made about the various policies adopted by the central government which will boost the exports. This will lead in higher industrial growth and FDI in the state.

Starting this month we have also added a section on the description of the various industrial estates of the state. This month’s focus is on the NevasaIndustrial estate of the Ahmednagar district.

The entire area of the district falls in the Godavari basin. The area is drained by major tributaries of the Godavari River. The major Tributaries are the Wardha, theWainganga and The Penganga rivers. The Penganga, flowing along part of the Western boundary, meets the Wardha river at Wadhanear Ghugus to form the Wardha river. It further flows in NW-SE direction finally merging into the Wainganga river at the south eastern corner of the district. After this confluence the river at the south eastern corner of the district. Chandrapur District is a district inNagpur Division of Maharashtra. It is located at the boundary of Andhra Pradesh. The district was formerly knownas Chanda District. In 1964, it was renamed as Chandrapur. It was the largest district in India until it was split into the separate district of Gadchiroli.

It is the easternmost district of the state of Maharashtra. The eastern and westernboundaries of the district are well defined by the rivers Wainganga and Wardha, the tributaries of Godavari. Chandrapurdistrict occupies an area of 11,443 km² which constitutes 3.72 percent of the total area of the state. Owing to the geographical location and physical features, the climate of the district can be classified as a tropical hot climate with a high range of temperature throughout the year. Primarily there are two prominent seasons in the district - the very hot summer and moderate winter.

According to the 2011 census Chandrapurdistrict has a population of 2,194,262,roughly equal to the nation of Latviaor the US state of New Mexico. This gives it a ranking of 207th in India (out of a total of 640). The district has a population density of 192 inhabitants per square kilometre (500 /sq mi) . Its population growth rate over the decade 2001-2011 was 5.95 %. Chandrapur has a sex ratioof 959 females for every 1000 males,and a literacy rate of 81.35 %.Chandrapur district comprises 15 talukas, namely Chandrapur, Ballarpur, Rajura, Bhadravati, Warora, Chimur, Nagbhid(which is a railway junction too),Bramhapuri, Sindewahi, Mul, Sawali, Gondpipri, Korpana, Pombhurna & Jiwati.

Chandrapur Super Thermal Power Station (CSTPS)(now Mahagenco) is the biggest pit head Thermal Power Station of the MSPGCLand the largest in India among all the state Electricity Boards. CSTPS contributes about25 % of electricity for entire Maharashtra. The power plant, with a capacity of 2340 MW is approximately 5 km from the Chandrapurcity. It is the first ever thermal power plant in India to have commissioned 500 MW Unit(In year 1991-92). CSTPS, the Power Generating giant with structure sprawling in 12212 Hect. of land and holding national assets to the tune of thousands of croresand around 3460 people working, has catapulted itself to the status of NUMERO UNO in the Indian power generating fraternity. Currently there are 4 units of 210 MW and 3 units of 500 MW each and nowadays 2 units of 500MW is under construction. The mammoth coal mines in the district also contribute to the heavy industrialization of the city. These coal mines are administered by WCL (Western Coal-fields Ltd.). The city also boasts of having the largest paper manufacturing unit of Ballarpur Industries Limited (BILT), largest manufacturer and exporter of paper in India, in the Ballarpur region. The city houses various cement factories in its vicinity. Prominent among these are the ones established by ManikgarhCement, Ulltratech Cement (formerly L&T Cement), Associated Cement Companies(ACC) and Gujarat Ambuja (Maratha Cement Works). Various other major industries include a ferro-manganese and silico-manganese plant of Maharashtra Elektrosmelt Ltd. (MEL), a subsidiary of Steel Authority of India Limited (SAIL). The Warora region has a manufacturing plant, for electrical household appliances, owned by Videocon.

About 6000 small and big scale industries are located at Chandrapur.

The city of Chandrapur is located on mainNew Delhi-Chennai and New Delhi -Hyderabad - Banglore railway line of Indian Rail. It comes under Nagpur division of theCentral Railway. It is connected to Bhopal,Gwalior, Indore, Nagpur, Jhansi, Agra, New Delhi, Jammu Tawi, Warangal, Vijaywada,Chennai, Kanyakumari, Vadodara, Bangalore,Secunderabad, Hyderabad, Puri, Ahmedabad,Jaipur, Mumbai Banglore, Mysore, Lucknow, Allahabad, Kanpur, Zhansi, Varanasi, Gorakhpur, Patna, Gaya by train.

Chandrapur is also connected to many cities in Maharashtra by MSRTC buses. The buses ply to Nagpur, Gondia, Amravati, Akola,Shirdi, Aurangabad, Nanded, Hyderabad.

IT major Infosys will set up a software development centre in Nagpur, the second in Maharashtra after Pune, with an investment of INR 415 crore.

The Bangalore-based software services provider also signed an MoU in this regard with the Maharashtra Airport Development Company (MADC) in the presence of Chief Minister Shri Prithviraj Chavan and Shri S D Shibulal, Chief Executive Officer and Managing Director of M/s Infosys.

The MoU was signed by MADC Vice-Chairman and Managing Director U P S Madan and Shri . Chandraketu Jha, Sr. Vice President, Infosys.

India’s second-largest software firm will be allocated 142 acres for the centre at Mihan, developed by MADC at Nagpur.

According to the MoU, the IT firm will start operations within three years at the centre which will come up at an investment of INR 100 crore and provide jobs to about 2,000 software engineers over five years.

Infosys intends to invest INR 415 crore in all and create jobs for 14,000 IT engineers when the centre, the firm’s 12th in the country, is fully developed in about 10 years.

Infosys had 64 offices and 68 development centres in India and abroad and 1,45,088 employees as on December 31, 2011.

Greenko Group, a listed entity of the Alternative Investment Market of London Stock Exchange, focusing on clean energy power plants, is set to commission 165 MW wind energy farms in Maharashtra by May, taking its installed capacity of power generation from about 220 MW now to about 385 MW.

The company is at an advanced stage of commissioning these wind energy assets located in Satara district of Maharashtra. This would take the company energy generation capacity up from about 220 MW now, which includes 120 MW of hydelpower generation, 80 MW of biomass plants and a liquid fuel powered plant, the last one has come through an acquisition.

Under the phase one of expansion plan of the company for wind power generation, Greenko plans to set up projects with a total capacity of 500 MW by 2014-15. Of this, wind farms with a total generation capacity of over 350 MW are at various stages of execution.

The company has a strategic venture with the US-based major GE (General Electric) for the implementation of wind farms in the country. A venture has been set up by Greenko wherein GE financial services arm had teamed up in October last to invest up to $50 million. In the Ratnagiri project, Greenko has deployed 1.6 MW GE turbines,designed for conditions with lower wind speeds.

The success of wind energy projects depends on the tariff offered by the State utility.

Prudential PLC, Aloe funds, TPG Growth, Scottish Windows, Capital Group and Blackrock are among investors, who have helped raise up to $500 million for projects under way.

Lanco Infratech plans to install nearly 4,000 MW additional thermal power generation capacity, entailing investments of about INR 22,000 crore by March 2015.

The diversified group currently has an installed power generation capacity of 4,400 MW.

The company is developing three projects, each have a capacity of 1,320 MW.

These plants along with some hydro projects would take the company's total power generation capacity to more than 9,000 MW.

The thermal initiatives under development are unit III and IV Amarkantak in Chattisgarh, Vidarbha in Maharashtra and Babandh in Orissa.

State run Coal India's recent decision to ink fuel supply pacts for power projects would benefit Lanco's three projects under development. Meanwhile, Lanco is planning to raise up to USD 750 million in the next six months for its power business.

Lanco, which has presence in various sectors, including EPC, power and infrastructure, saw its consolidated net profit slide 63% to INR 60.92 crore in the three months ended December 2011.

Government of Maharashtra has embarked upon boosting green and environment friendly industrial projects in the State.

Projects with an environment dimension to it will be given preference in terms of expedited government clearance and other non-financial benefits.

India is extremely vulnerable to the challenges of climate change with 65% area being drought prone, 12% being flood prone and 8% under cyclone threat. Moreover, the per capita water availability is set to decrease from 1820 cubic meter per year to 1140 cubic meter per year.

Central Government will be funding state government based on Environment Protection Index constituted by the Planning Commission. This will be subject to state government’s spending 2% of the funds on environment related activities.

In addition, the Government is also taking initiatives, sponsoring PhDs & M.Philcandidates and disbursing funds to foster research in environment protection.

Green building is relatively a new concept and it is gaining momentum. The cause of reducing the environmental impact of buildings for better ecological consciousness. The Energy-efficient buildings require a higher investment of, as compared to a non-energyefficient building, but they offer substantial savings in energy consumption.

In a bid to promote energy efficiency and reduce industrial carbon emission levels, the Government is evolving a PAT (Perform, Achieve and Trade) regime designed by the

National Mission for Energy Efficiency. Under the scheme, BEE has set energy efficiency targets for industrial units and issue them energy saving certificates against those targets. Units that exceed targets for energy efficiency can sell the certificates to units that fall short of targets.

Companies can create better goodwill amongst their customers by opting for better environment practices.

Memorandom of Understanding between Government of Maharashtra and various Companies dated 2/3/2012

In order to attract more investment in state and generate more employment opportunities as well as to compete with other state for the leading position, the Government of Maharashtra has declared Industrial Mega project policy from 2nd June, 2005. The Mega Project Policy has received a tremendous response. Under the Mega Project policy, the Government of Maharashtra has approved 320 mega projects with an approximate investment of INR 2,68,108 crores and creating employment opportunities for 3.11 lacpersons. Out of these 320 projects, 95 projects have gone into production and 240 projects with an approximate investment of Rs. 1.71 Lac Crores will be set up in backward areas of the State.

Under the Mega Project policy, Domestic as well as Foreign investment has been attracted on a large scale. Under this policy, General Motors, Volkswagan, Daimler Crysler, Sanny Heavy Industries, Bridge Stone, L.G. Electronics, Mico Bosche, Boeing, Imsofermanufacturing, Hyudai heavy industries, Piaggio Vehicles, Posco Ltd etc. renowned companies have invested in the State.

Under this Mega Project Policy, 77 new Mega projects and revised project cost of 11 projects are approved with an expected investment of INR1,24,531crores and employment opportunities for 53,056 persons in the current year (i.e. from 1/4/2011 to 23/2/2012).

incentives under Mega Project Policy to following Companies. Hence, Memorandomof Understanding are being done with these Companies.

1. M/s. Jindal Polyfilms Ltd., - The Company has proposed to invest Rs.450 crores for undertaking an expansion project for the manufacture of Polyester Chips, BOPET Film, BOPP Film, Coated Film and Metallised Films at Village Mundegaon, Tal. Igatpuri, Distt.-Nashik, falling in ‘D+’ zone under the Package Scheme of Incentives (PSI) 2007 and provide employment to 110 persons in conformity with the G o M Policy with regard to employment of local persons. Government of Maharashtra has granted status of mega projects on the basis of the level of fixed capital investment. Hence, Memorumdom of Understanding is being done with this Company. 2. M/s. Ruchi Soya Industries Ltd. –The Company has proposed to invest INR143 crores for setting up Soya Food Complex with facilities for Oil Extraction & Oil refining and a 3 MW Captive Bio-mass Co-generation Plant at Washim, Distt. Washim, and Bio-mass Briquettes Manufacturing unit and Grain processing unit in Yavatmal, Jalna, Nanded, Buldhanaand Chandrapur districts, all Low HDI Districts under the Package Scheme of Incentives ( PSI ) 2007, and provide employment to 710 persons in conformity with the GoM Policy with regard to employment of local persons. Government of Maharashtra has granted status of mega projects on the basis of the level of fixed capital investment. Hence, Memorumdomof Understanding is being done with this Company.

3. M/s. Solar Industries India Ltd –The Company has proposed to invest INR 233 crores for undertaking expansion of manufacturing of small dia. explosives, cast boosters, detonating fuse plants, PETN, bulk explosives and backward integration and manufacture of electronic detonators, crystalline paraffin wax, Sodium perchlorateand dust suppressors and a 5 MW Captive power Plant at Chakdoh, Tal.Katol, Distt.Nagpur falling in ‘ D +’ zone under the Package Scheme of Incentives ( PSI )2007, and to provide employment to 750 persons in conformity with the GoMPolicy with regard to employment of local persons. Government of Maharashtra has granted status of mega projects on the basis of employment generation. Hence, Memorumdom of Understanding is being done with this Company. 4. M/s. Economic Explosives Ltd-The Company has proposed to invest INR 380 crores for undertaking the product mix up- gradation of detonators, expansion of shock tubes, delay element manufacturing, backward integration, and modernization of its existing facilities at Sawanga,Tal. and Distt. Nagpur, falling in ‘D+’Zone under the Package Scheme of Incentives ( PSI ) 2007, and to provide employment to 800 persons in conformity with the G o M Policy with regard to employment of local persons. Government of Maharashtra has granted status of mega projects on the basis of employment generation. Hence, Memorumdom of Understanding is being done with this Company. 5. M/s. Ambuja Cement Ltd. –The Company has proposed to invest INR 305.52 crores to undertake expansion for augmenting the manufacturing capacity

of Cement Plant from 36 Lakh MTPA to 45 Lakh MTPA and to set up a 15 MW Captive Power Plant at Upparwahi, Tal. Korpana, Distt. Chandrapur, a Low HDI District under the Package Scheme of Incentives (PSI) 2007, and provide employment to 133 persons in conformity with the G o M Policy with regard to employment of local persons. Government of Maharashtra has granted status of mega projects on the basis of the level of fixed capital investment. Hence, Memorumdom of Understanding is being done with this Company.
