The pace of change has been blistering. Both the perceptions and thereality of manufacturing in India have shifted radically. Less than twoyears ago, most international observers were still on the fence whendiscussing the potential of Indian manufacturing. To promote thissuccess of India in tandem with Maharashtra state, a senior levelGovernment delegation led by Hon. Chief Minister of Maharashtra will beparticipating in World Economic Forum (WEF) India Summit 2010.

Manufacturing sector in Maharashtra has itself chartered a successstory. We have witnessed a transition from agrarian economy toknowledge based and innovation driven economy. MbPT account for thee largest share ofexports-imports and trans-shipment inthe country. MbPT with 18,700 emplo-yees is the biggest employer among themajor ports in India. Maharashtra Portsshowed a strong positive growth in itsperformance in the year 2009-10. TheState collectively handled the maximumtraffic in India. Maharashtra with twomajor ports, JNPT and MbPT providethe largest port facilities in India andtogether handle a major share of export-import activities in India. Maharashtrahandled the maximum container traffic inIndia in 2009-10. The State handledsecond largest Petroleum, Oil, & Lub-ricants (POL) cargo in India in 2009-10.

JNPT was commissioned in 1989 tohandle container traffic in India. It is anall weather tidal Port having 12 berths,with 8 dedicated berths for containerhandling. The port is the second young-est, most modern and largest containertraffic seaport in India. The Port handled60.75 MT throughput in 2009-10 witnes-sing a growth of 6.02%. In terms of cont-ainer traffic, the port handled 4.061million TEU in 2009-10. The port is inplans to become India’s first green portMumbai Port Trust is the second oldestMajor Port in India. It is a natural harbo-ur port with impounded wet docks. ThePort has 49 berths with a total capacityof 47.40 MTPA as on 31st March 2009.The Port handled traffic of 51.88 MT(2008-09). It is also the largest propertyholder (753 HA) in Mumbai. MbPT hasadopted Public Private Partnership(PPP) model for expansion and develo-pment.

Enhancing the port led development in Maharashtra

India is a country with a rich maritimelegacy. The Indian coastline stretches toabout 5700 kms on the mainland and is7,516 kms including the two island territ-ories; exhibiting most of the known geo-morphological features of the coastalzones. The coastline encompasses 13major ports out of which 12 major porttrust are governed by the provisions ofMajor Port Trust Act and one is a corp-orate port i.e. Port of Ennore. There areabout 200 non-major and intermediateports. The ports accounts for 95% ofIndia’s total trade in terms of volume and70% in terms of value. Major ports cargotraffic was 560.96 MT* (2009-10) with agrowth rate of 5.74 %. The annual aggr-egate cargo-handling capacity of majorports is 560.96 MT per annum (2009-10). Indian ports are currently operatingat 90% utilization. Driven by high growthin international trade, traffic handled byIndian ports has increased substantially.The increase in port traffic was largelydriven by increase in iron ore, fertilizerand container volumes. The growth hasbeen witnessed in Fertilizer cargo(101%) and Container cargo (17%).

Maharashtra has 720 km long coastlinewhich is 10% of India’s coastline. TheState has five districts along the coastl-ine which comprise of 2 major ports and48 non-major ports. MbPT (Mumbai PortTrust) located in Mumbai and JNPT(Jawaharlal Nehru Port Trust) in Raigaddistrict are the two major ports in thestate. The cargo is handled by about 20non-major ports.

Greenfield Port Policy 2010From housing to industry, education andtransport, Maharashtra is set to enhancethe port led development in the statewith the New Greenfield Port Policy2010. The policy is based on port deve-lopment through PPP model. The feat-ures of port policy are as follows:► Port development through BOOST

(build, own, operate, share andtransfer) model.

► Concession period of 50 years(including five years constructionperiod).

► Autonomy in tariff fixation, concess-ional wharf-age on cargo handled.

► Equity participation in SPV – up to11 per cent (by government / MMB).

► Industry status for ports.► Package scheme of incentives:

exemption on royalty on excavationof earth / sand, etc., electricity dutyon port – related instruments.

► Free right of way for electric andwater supply.

► Maharashtra Maritime Board (MMB)will act as the nodal agency for sp-ecial planning and land acquisition.

► The cost of construction of roadsfrom highway to port boundary willbe borne by the investors and costrecovery through toll.

► Rail connectivity through SPV com-prising of developer, Rail VikasNigam Limited (RVNL) and MMB.

► The Corporate Socialresponsibilities that are to beaddressed are – 1) compensatoryland, 2) passenger jetty, 3)fishermen issues, 4) training forlocals and 5) jobs for PAPs (projectaffected persons).

In order to have the rail siding as aviable proposition, minimum of 3000TEU’s need to be catered by the sidingper month. Based on the demand studyundertaken MIDC is getting more quant-um despite of the conservative figures.Once the demand figures were establis-hed route alignment options were work-ed out and creation of facility near Karm-ad station was finalized. The approvalprocess was initiated with the authoritiesand In Principal Approval from railwaydivision, Rail Transport Clearance fromRailway Board has been obtained.

Detailed Project Report has been prepa-red and submitted to the DivisionalRailway office for approval. The detailedproject report covers the exact alignm-ent options, take off point, buffer end,longitudinal sections, cross sections,signaling and telecommunications requi-rements that will be required for theproject implementation. This DPR hasalso been discussed with Railway Auth-orities and has been In Principallyapproved. The final approval is processdriven and hence would be available byJanuary 2011. This project will beimplemented on PPP with a terminalfacility being developed adjacent to therailway siding. IL&FS IDC would beundertaking the process for implement-ation on PPP.

The locations for Truck TerminusProjects have been shortlisted after a lotof brain storming by MIDC. The shortlisting is based on the densification ofthe industrial activities in the areas. Thesites identified under Phase-I are asfollows:

Maharashtra Industrial DevelopmentCorporation (MIDC) being the premieragency of the Government of Maharash-tra, has developed more than 223industrial estates with a presence panMaharashtra; achieving its objective ofbalanced regional development andcatering to the development of under-developed parts in Maharashtra. Thishas led to Maharashtra being the num-ero uno State in attracting FDIs andinvestments from within the country.Towards industrial development in thestate MIDC provides land for setting upof units along with a wide array ofservices as a facilitator. These servicesencompass connectivity including roads,water supply, drainage, CETP etc. Tofurther meet the growing demand ofMIDC industrial estates, the corporationis extending its hand as a facilitatorthrough provision of infrastructure faci-lities such as truck terminus within MIDCindustrial areas and rail connectivity forthe entire industrial estates. These init-iatives are to assist the investors andindustrialists in quick dispersal and eva-cuation of the commodities and goodsfrom the units in the industrial areas. Tocarry out the same, MIDC has appointeda Project Development Advisory Cons-ultant to plan and develop these projectsunder the project development cycle.

Shendra Rail Siding Project, is the pilotproject for rail connectivity undertaken atShendra. The site selection was basedon the existing user profile of theindustries in the industrial estate as wellas the latent demand due to series ofactivities and investments planned in theindustrial estates. For the proposed railsiding demand analysis was undertaken.

In order to make the project viable andattractive to the private partner forimplementation, certain area of theproject was allotted for commercialdevelopment. The concession agreem-ent categorically mentions about themandatory facilities which is parking andwarehousing that needs to be developedwithin a period of 12 months from thesigning of the agreement, ancillary orsupport facilities that will have somecommercial component for enhancingrevenues of the developer.

This initiative by MIDC has been appre-ciated on all fronts and quarters inclu-ding the industry, with huge response bythe bidders. As on date, the private par-tners have been selected for the deve-lopment and implementation of the pro-ject on Design Build Finance Operateand Transfer (DBFOT) basis for a periodof 95 years. The letter of Intent has beenissued to the developers. The concessi-on agreement between MIDC and theidentified partner is likely to get execut-ed at the earliest.

period. The bidder shall construct flatte-ned units from his own funds and subse-quently will have to market and sell thesame. The time limit for the completionof work is 18 months. Names of 10 indu-strial areas, plot areas and approximatenumber of units that have been sortedout for construction are as the tableprovided below.

Currently, bids for Addl. Ambernath,Waluj, Ambad, Satpur, Tarapur, ChakanPhase-II, Pimpri Chinchwad Indl. areashave been received. The offer of the hig-hest bidder will be acceptable for Waluj,Ambad, Satpur areas. The bids at rem-aining four industrial areas viz AdditionalAmbernath, Tarapur, Chakan Phase-II,Pimpiri Chinchwad are under evaluation.In respect of Nanded, Butibori, HingnaIndustrial areas bids are proposed to bere-invited.

Flattened units to enhance small and micro scale Industries

To meet the demand of land availabilityof in the developed areas for small scaleand micro Industries, MIDC has decidedto construct flattened type units. Theseindustries do not retain any resources toconstruct the individual units on theland. Accordingly, tenders have beeninvited and the criteria’s for considerat-ion in the tender are concept design,finance, construction, maintenance andmarketing of flat industrial units. Also, asper the tender conditions FSI 1 is permi-ssible.

The bidders have been asked to constr-uct at least 50% units having carpetarea of 500 to 1000 sq. ft. and remaining15% units of different sizes. Bidder willalso have to keep 10% units reservedfor a period of six months from the dateof completion of project for the existingGala/ Shed holders of MIDC who havecompleted minimum 2 years of tenancy

objective.”

Dr K Shivaji said, “DMIC is the mostimportant, innovative and path breakinginitiative taken by the Central Governm-ent to take the Indian economy to agreater heights. In case of Maharashtra,the MIDC is already playing a crucialrole in planning and executing infrastr-ucture projects in the state. We havesome big projects in the pipeline, includ-ing the Dighi Port and Maritime City; theMulti Modal Logistic Park, Karla, Pune;the Shendra Bidkin Mega IndustrialPark; and the Exhibition and ConventionCentre, Aurangabad.”

The Delhi Mumbai Freight corridor pass-es through Delhi, Uttar Pradesh, Harya-na, Rajasthan, Madhya Pradesh, Gujar-at and Maharashtra. The 1,483 km longWestern DFC will revolutionise the tran-sportation system in India – shipping ofcargo from Delhi to Mumbai, which tak-es about three days by road at presentcould be brought down to about 16hours.

In coming years about 350 million peop-le will be part of the Urbanization proce-ss. The panel emphasized upon the ne-ed for vertical development and buildingsustainable cities in new India. Invitinginvestments and tie ups in various DMICrelated projects, Mr. Kant said that weneed to create state-of-art infra-structurefor the next generation. In order to doso, the need of the hour is to scientifi-cally construct our cities with sustainabletechnology.

The Confederation of Indian Industry(CII) organised a panel discussion tohighlight various initiatives of the Centraland state governments to develop areasalong the Delhi Mumbai Industrial Corri-dor (DMIC) on October 28, 2010. Thepanel also discussed on invitinginvestments from interested parties –both domestic and international.

Mr. Amitabh Kant, Managing Directorand CEO, Delhi Mumbai Industrial Corri-dor Development Corporation Ltd(DMICDC), Dr. K Shivaji, CEO, Maha-rashtra Industrial Development Corpo-ration (MIDC), Mr AK Sharma, Secretaryto Hon’ble Chief Minister of Gujarat &CEO, Gujarat Infrastructure Develop-ment Board, Mr Arun Nanda, Chairman,CII Western Region & Director, Mahind-ra & Mahindra Ltd and Mr Tushar Jani,Chairman, CII WR Logistics Sub-committee & Chairman, Blue Sea Shipp-ing Agency Pvt Ltd formed the panel atthe event.

Mr. Amitabh Kant lamented the fact that,“DMIC is going to help develop worldclass planning for technological process-es and state-of-the-art townships inIndia. But I foresee a few hurdles thatwe need to overcome. First, we have tomanage raising finances for a project ofthis magnitude. Second, we need tofocus on the DMIC structured in order toensure the do-ability and feasibility ofthis project. We need to do away withthe conventional construction technolog-ies and adopt modern ways of construc-tion. And lastly we need to decide upona system of governance for upcomingsmart cities. Addressing these issues atthe very beginning will help make certainthat the DMIC will attain the proposed

India witnessed a high-level delegationfrom Korea, Singapore, Japan, Ontarioand Canada in lieu of exploring invest-ment opportunities in India. The dele-gations showed a keen interest inMaharashtra; the top notch destinationfor foreign investment in India.

KoreaThe Hon Minister of Industries, ShriRajendra J Darda received a high leveldelegation from the Republic of Korealed by the Ambassador H.E. Mr KimJoong Keun on October 21, 2010 at hisoffice in Mantralaya, Mumbai. The obje-ctive of this meeting was to explore opp-ortunities for greater investments byleading Korean chaebols in India.

Extending a warm welcome, Shri Dardaemphasised upon the historical relationsbetween the Republic of Korea andIndia. The two sides also discussed ave-nues for Korean companies in India toinvest in Maharashtra.

“Maharashtra is the industrial hub ofIndia, which contributes 25 percent tothe total exports from the country. Thestate alone attracts 35 percent of thetotal foreign direct investments in India.It is much ahead of other states in termsof actual project implementations,” ShriDarda said.

H.E. Mr Keun highlighted the fact thatKorea is the third largest foreign investorin India. “Leading Korean companiessuch as Hyundai Motor, Samsung andLG have already established themselvesin the Indian market. We now also havesome Korean companies that havebagged many contracts in Maharashtra,primarily in the infrastructure business.

We require support from the governmentto help the expansion plans of thesecompanies in the state,” Mr Keun said.

Dr K Shivaji, CEO of MIDC said, “LG islooking for space for its expansion plansand we are working to help them identifyland of their choice for this purpose. Wealso helped Posco in securing land toset up a lodging facility specifically forthe expats involved in the SAIL-Poscojoint venture project in the state.”

Shri Darda advised the Ambassador MrKeun to look at the Vidarbha andMarathawada regions, besides the citiesof Nasik and Kolhapur for the Koreancompanies to set up their facilities. Thiswould be beneficial as the land pricesare attractive in these locations.

Dr Shivaji also highlighted the conceptof ‘Smart City” that has been adopted asa part of the Delhi Mumbai IndustrialCorridor (DMIC). He suggested that aconsortium of Korean companies couldlook at adopting this concept whereinthe state government, through MIDCcan support this initiative.

The meeting ended with H.E Mr Keunextending an invitation to Shri Darda tovisit some of the industrial districts inKorea. The minister said he would lookforward to visit their country in the nearfuture.

The Hon. Minister appraised the visitingdignitary about Maharashtra being theindustrial hub of India. The state offershuge investment opportunities in diversebusinesses like road, power, energy,civil aviation, etc.

According to Mr Lin, Singapore is highlydependent on the tourism industry,which attracts close to one milliontourists every year from India alone. Theisland nation is a base for some high-end electronic manufactures includingPhilips. One of the key industries inSingapore is based on water – treat-ment, recycling and supply manageme-nt. “We have recently signed an MoUwith Maharashtra Jeevan Pradhikaran towork on minimising water wastage andimprove infrastructure in Indian citiesand towns,” he added.

He also informed that the Singaporegovernment has taken steps to popul-arise “flatted industries” in order to addr-ess the space constraint in the country.Shri Darda evinced interest in theconcept of “flatted industry” as it willcater to a large section of the MSMEsector in the state. This approach willalso help decongest the industrial areasthat have a large presence of MSMEs.

Shri Darda said, “Since Singapore is amarket-based economy, we would behappy to join hands with them forvarious projects in the areas of elec-tronic, consumer goods and water relat-ed technology.” He extended an invita-tion to host a business delegation fromSingapore to showcase the industries inMaharashtra. The Consul General alsoinvited the Hon. Minister to visit Singa-pore and observe the success of “flattedindustries” in the island nation.

tion visit was arranged by the leadingbusiness association The Overseas Co-nstruction Association of Japan.’. Theprime purpose of their visit was to unde-rstand infrastructure development acti-vities and business opportunities avai-lable for them in the DMIC influence re-gion. The delegated expressed theirinterest to familiarize with the procedureto induce Japanese manufacturers andmethodology to hedge risk factors forJapanese contractors. As desired by theteam of delegates, MIDC had arrangedfor a site visit to the Pune Chakan Pha-se II (Bridgestone site) industrial site.

Samsung C&T Corporation Engin-eering Construction Group of is a lead-ing name in the engineering and const-ruction arena. The company is exploringavenues for their expansion plans inIndia. Aware of the fact that Maharash-tra offers the best investment climate inIndia, the delegation discussed theinvestment opportunities offered by theState, its policy and regulatory supportand how a mutual beneficial relationshipcan be developed between the Koreangiant and the state of Maharashtra.

The theme of the delegation visitwas "Cleantech: The road to sustainedeconomic development".
