SELECTIONS OF CRITICAL POLLING BOOTH
Polling booths of vulnerable areas, Booths with some previous election related conflict,Booths of communally sensitive areas, Booths having seen re-elections previously, Remote polling booths, Booths where the polling has occurred unexpectedly for or
against any candidate, and Booths sensitive to political or social aggression of local leaders Were timely selected as Critical Polling Booths so
that a special check may be kept upon them. Expenditure sensitive polling booths were also
identified to have vigil over them.

FORMATION OF FLYING SQUAD AND STATIC SURVEILLANCE TEAMS
•Capable, qualified and experienced police officers were appointed for the Flying Squad and the S.S.T prior to the declaration of the elections,• With them certain other government officials were appointed as Sector Magistrates.• Three F.S. and three S.S.T. were constituted for each L.A.• These all were trained in three phases regarding their duties and Model Code of Conduct.• As soon as the elections were declared, they all started working and that helped immensely not only in enforcing the Model Code of Conduct, but also in countering any election related offence.
SECTOR POLICE PATROLLING
•Total 1003 polling booths of all the four Legislative Assembly constituencies in
the Mandsaur district were so divided into 110 sectors that the nearest polling
booth from any polling booth may be reached within 5-10 minutes in the urban
area and within 15-20 minutes in the rural areas.
• After the classification of such sectors and the declaration of elections, Sector
Police Officers were deployed to work in their corresponding sectors after being
trained regarding the election related provisions and the Model Code of Conduct.
• The same officers were responsible for both the police station works as well as
the work relating to the code of conduct.
• These officers were well connected by wireless network and cell phones .
•This experiment facilitated the grip of these sector officers over their respective
areas and consequently no unlikely event occurred in these areas during the
whole election period.

BORDER MONITORING
(a) Mandsaur district border is shared by 4 districts of Rajasthan (Pratapgarh, Chittorgarh, Kota & Jhalawad) that are connected by 16 all-weather roads and 18 kachchi roads.(b) It also shares border with Ratlam & Nemach Districts of M.P. that are connected by 14 all-weather roads and 8 kachchi roads.(c) As soon as the elections were declared, patrolling and barricading of all these roads was executed in co-ordination with the respective Police Superintendents of Rajasthan & M.P.. This ensured complete check upon the movements of anti-social elements.(d) Polling booths, wine shops, anti-social elements and important persons of the border areas were identified and were regularly visited jointly by the related station officer and other police officers. This helped in controlling the transport and trade of alcohol, illegal weaponry and intoxicating agents.(e) Taking into consideration the deficiency of staff in these border areas, joint patrolling parties, security forum and city/rural protection committees were fully utilized, which kept the situation in the border areas under control.
