    Piccadilly Circus

    Rody and I were sitting with our grandchildren in the M&S cafwatching the shoppers below. In Festival Place stood a giantEiffel Tower under a mobile made up of the letters L.O.V.E., itsbase hugging a big red heart. It was Valentines Day and atemporary stall was doing a brisk trade, selling gifts for thatspecial person.

    This iconic image associated with Paris, the city of romance, remindedme of another image linked with love, the statue of Eros in PiccadillyCircus. In my youth I spent many a wistful moment sitting at the foot ofEros, watching London pass by in the days when it really was aroundabout.

    What I didn't know then was that Eros was paid for by public donationand commissioned as a memorial to Lord Shaftesbury, a Victorianphilanthropist with a big heart who worked tirelessly for the relief of thepoor, the vulnerable and the destitute: He was affectionately called thePoor Mans Earl. He set up 196 charities, some of which continue tothis day.

    When he died thousands of people lined the streets of London as his

    coffin was carried to Westminster Abbey, from the poor and the lame tothe great and the good. Lord Shaftesbury was a Christian who dedicatedhis life and privileged position to fight for the needy. His aim was toshare the love of God which he had received through faith and trust inhis Son, Jesus.

    Ironically those who named his memorial Eros chose the wrong Greekword for love, for the word eros refers to sexual love. The love thatLord Shaftesbury sought to share is best described by the Greek word

    agape, a love we can neither earn or deserve. The word agape waschosen by the first Christians to describe the love of Christ, an unfairlove which loves you in spite of who you are and what you do.

    Easter is all about this love. How much does God love us? Christsoutstretched arms upon the cross say: I love you this much, even thoseof you who crucify me.Easter Day is a celebration of resurrection joy, ofGods greatest gift to us, forgiveness and new life now and beyond thislife.

    Editorial

    Easter 2013

    The year is flying past and Easter is once more uponus. In this months edition you will find details ofEaster services and other special events.

    I hope that you were able to buy Fair Trade Easter eggs as offered inlast months magazine. Most cultures around the world use the egg asa symbol of new life and rebirth. Long hard winters often meant littlefood, and later Christians abstained from eating meat and eggs.during Lent. They could then be enjoyed again during Easter, andtraditionally the shells were decorated with coloured dye. This is stilldone in some countries, and Mike and I were were given some inGreece when we had the privilege of spending Easter there with ourson-in-laws family. For Christians Easter eggs are a symbol of theGood News of Easter. They represent hope and new life, and mayalso remind us of the stone that was rolled away from the tomb ofJesus.     On another topic, many thanks to the children of the Loddon Schoolfor helping to deliver Loddon Valley Link (see p. 43). We still urgently

    Update from Sherfield-on-Loddon Parish Council

    Vacancy for Parish ClerkDue to unforeseen circumstances, our Parish Clerk has now resignedand we are seeking to fill this position as soon as possible. If you are

    A view from the Borough Council

    Councillor Ranil Jayawardena

    The last month has been very busy at the Borough Council, but I haveonly got space to cover the two plans here the Council Plan and theLocal Plan.

    The Council Plan is the document that sets out the councils prioritiesand proposals over the next four years. Amongst other issues, it coversimproving economic vitality, creating neighbourhoods where peoplefeel safe, maintaining a reputation for quality arts and leisure,protecting our environment and developing better infrastructure.

    You can find the full document on my website. As you will see, it is aclear and easy-to-read plan, providing clear direction to CouncilOfficers on the priorities that this Conservative administration has set and offers local residents an accessible view of what the Council willbe doing for us all over the next four years.

    In approving the Council Plan, Council also approved the 2013/14budget. The approved budget means that the Borough Councils part ofthe Council Tax will remain frozen for 2013/14 and it is planned for this

    freeze to continue to the following year. Thatll mean that under thisConservative administration, your Borough Councils tax will not havechanged for five years. We recognise that keeping our cost down is ofparamount importance to households, when the cost of food, fuel andalmost everything else is increasing.

    On the Local Plan, I say again that I live just up the road in Bramleyand I know the issues we face so you can be assured that I am onyour side when it comes to controlling development. I want the lowest

    number of homes possible and continue to fight for this. As you mayrecall, we previously proposed cutting the number of homes to be builtannually from 945 to 594. Weve now been asked to build 730-770.This puts more greenfield sites at risk, so I have been arguing for areduction.

    I shall also say this again - I will continue to strive for the lowestnumber of homes in our area. I have also been arguing that, when theCouncil Officers proposals on development sites come before the

    Cabinet, they should consider taking their own approach. I appreciate

    the comments that a number of residents have provided about thebalance and location of homes in our area and the Borough as awhole. I have been able to put these points to my colleague, theCabinet Member for Planning, who will, Im sure, consider them fullywhen putting forward his recommendations.

    In January the total number of incidents for the beat area was70. There were 12 anti-social behaviour calls and 18 crimes -an increase of 5, including 3 non dwelling burglaries (bicyclesheds broken into), 4 drugs vehicle stop checks, positive

    results and 2 shoplifting, both detected. No speedenforcement was carried out in January due to the weather and othercommitments, and there were no incidents of vehicle crime.

    For the first quarter of 2013 the priority will be theft of heating oil looking at crime prevention measures and patrols.

    Sherfield Village Hall / Short Mat Bowls

    Short Mat Bowling was introduced into The Sherfield Village Hall in 1997and we are affiliated to the England Short Mat Bowls Association(E.S.M.B.A.). Through the years The Sherfield VillageShort Mat Bowls Club, (S.V.S.M.B.C.) have beeninvolved in many leagues and competitions withvarying results. They have also run variouscompetitions and friendly matches in the Village Hall.These, although sometimes hard work, are great fun

    both for our own members and visiting clubs.This 2012-13 season we have entered the 'ThursdayTwo Triple Short Mat League' in which we currentlyhold top spot by 18 clear points.

    Whilst we like to remain competitive, we do not lose sight of the fact thatit is a fun game that can be enjoyed no matter what standard you are. Tothis end we hold a ' Roll Up ' on Friday afternoons where anyone can

    Probus Club Is

    Shouted At

    At the first speaker eveningmeeting of the year, theProbus Club of Basingstokesaw and heard JonathanJones giving it loud in hisguise of the Town Crier ofFarnham.

    Arrayed in his splendid regalia Jonathan outlined his various roles tothe audience. The position of Town Crier goes way back to theNorman Conquest. In those days few people could read and the TownCrier had to impart the latest legislation and news to the populace.The well known opening phrase of Oh yez, oh yez can be tracedback to Norman French.

    The position of the Town Crier of Farnham was resurrected a decadeago when the council set up a competition for the post which carrieson honorarium of 500. Having been declared the winner, Jonathan

    Jones has the security of the position for life or until he resigns.

    The Town Crier has specific civic duties in supporting the electedcouncil of Farnham including attending the full council meetings fullyattired in his uniform. He is also involved in supporting some localcommercial activities and charities. He explained that the uniform canbe very hot on some occasions especially outside in the summerwhere he is often mistakenly identified by young children as a pirate.Although he has a tricorn hat he carries a bell rather than a cutlass.

    At the conclusion of his talk Jonathan Jones gave an example of ashout which clearly demonstrated why he won the competition.

    The Four Horseshoes Reopens

    The Four Horseshoes has always played animportant part in the life of Sherfield. Dating

    from the sixteenth century with nineteenthcentury alterations, it is a timber-framedbuilding with later brick cladding. It was acoaching inn and the adjoining single-storeyoutbuilding was the stable and coach house. Itis a Grade II listed building.

    Now the Shoes has

    reopened for businessunder the new ownershipof local man Scott Miles.He has lived in the villageall his life and has alwaysplayed an active role invillage life. He spent

    thirteen years in themotor trade at BMWbefore successfullybranching out on his ownfor several years.

    The Four Horseshoesrepresents a change of

    direction and a newchallenge for Scott, who iskeen to secure the pubsfuture at the heart of thevillage. The pub isundergoing redecorationand refurbishment but theplan is to remain openduring the works.

    evening. However, the room canalso be used for parties,wedding receptions, familygatherings, corporate and socialevents (or a childrens tea partywith a difference?) There is agood sized garden at the rear of

    the pub and plenty of parking.

    On the first Tuesday of each month The Shoes plays host to alocal jazz band. Scott plans to hold additional events throughout

    the year.

    NWR recently held their planning meeting for the year and rather thanadopt the national theme we decided to ring the changed by choosingour own theme - history. This was inspired by two of our plannedactivities. One is to hear Sheena Archer speak about the history ofSherfield, centred on her magnificent dolls house which is modelledon Park Corner Cottage as it was in 1901. The second is an eveningwalk around the village with a 1901 map to see which cottages andhouses were there then; we will also investigate the hostelries. This isalso a fund-raising event for the Church Fund.

    To continue our history theme, we are organising a family historyevening when some of us will present our own research into ourfamily trees and where our families originated from. We also plan tovisit the village of Chawton, near Alton, where Jane Austen lived forsome of her life, to commemorate the 200th anniversary of thepublication of Pride and Prejudice. Our book reading will also behistorical Hunting Midnight by Richard Zimler, which is set in Porto,

    Portugal at the beginning of the 19

    th

    century.

    Our country theme evening is Ireland and we will be celebrating thistwice once in April when Bramley NWR have invited us to theirevening, and then we will be holding our own in October. Otherevenings include the history of underwear, which should beinteresting as well as amusing! We will also be discussing amazingwomen who are around now, debating the future of marriage anddeciding which luxury item and book we would take should we be cast

    away on a desert island.

    To add to this, we are doing our usual mix of activities an eveningramble, safari supper, play reading, music evening and telephonequiz.

    The Village Barn Dance on February 2nd was another sell out and a superevening for all ages.     Loddon Valley Link helps Children with Autism

    Children with Autism help Loddon Valley Link

    Loddon School as many of you know is opposite theSherfield on Loddon Garden centre. This is aresidential school for children from 8 to 19 who need1:1 care all year round. The children have autism,severe learning difficulties and challenging behaviours. Many are at thedevelopmental age of a toddler and they often have communicationproblems.

    Some of the older students (with staff) have been delivering the LoddonLink, in our local area. This is a type of work experience for them. Thismay sound a simple task but consider the many small steps of learning

    that are taking place. Houses have various types of letter boxes indifferent positions, through which magazines have to be pushed. We onlyneed one magazine per house so the fellow students have to take note ofwhere their fellow students have delivered. Some houses may have dogsinside which may bark and startle the youngsters. Then there are roadsafety issues to consider.

    We are proud that our students have taken on this task and glad to be abeneficial part of the community.

    A View from the Borough - Councillor Chris Tomblin

    I would like to take this opportunity to introduce myself to those I havenot had the chance to meet, as your local Independent member of theBorough Council. It has been good to meet some of you at theSherfield events over the last few months.

    The last month has seen an intense round of meetings at the Borough

    Council where the Planning and Infrastructure (P&I) committee havebeen debating the Local Housing Development Plan and the individualsites that have been proposed. I have been representing the wardsinterests to make sure the committee understand the potential impactsof development on our area and find a long term solution to suit all.

    Many residents have turned out to meetings and there have been anumber of notable speeches made to the committee reflecting on theimpact of the proposed developments. Concerns were a serious lack

    of infrastructure, the overall master planning of how sites affect thevillages and each other, and the impact of extra demands on localschools.

    The general consensus of opinion of members of the P&I committeewas that Bramley and Sherfield sites including Redlands, Razor andCufaude Farms were not suitable for reasons of achievability andaccess, and also that Redlands would only work if the site around theincinerator was developed. I pointed out (with data) the obvious

    impact of the incinerator and sewage works on any future residents ofthis site. The committee challenged the proposed number of 770houses per annum .They were concerned that developing this side ofBasingstoke would further congest the A33 and lead to coalescenceof the villages with the urban areas.

    They also supported the use of a locally developed NeighbourhoodDevelopment Plans which would determine where up to 200 housesfor Bramley might go. They wanted to make sure that Manydown is

    developed in the way that was envisaged given that it was purchasedfor the Boroughs long term housing. It was felt that Manydown shouldtake far more than the 3080 houses suggested and members askedfor this to be factored in to the final recommendations.

    Local Plan delays have been caused by a judicial review over theprevious decision of the Conservative administration not to promoteManydown. This has resulted in an increase in the required housingnumbers which means more use of our green fields is likely, unless

    the Cabinet takes the views of the P&I Committee into consideration.(continued on p. 48)

    As I write this, the comments of the P&I Committee meetings were to bepresented to the Council Cabinet with the Planning Portfolio holderCouncillor Chris Sherlocks recommendations for a decision but themeeting was postponed to Feb 28th to allow more time to work up theproposal. However, the Planning Officers are recommending the original

    plan which I believe does not fully reflect the views of members and thepublic. It is to be hoped that Councillor Sherlock will also consider theconclusions of the P&I Committee which were not fully supportive of theOfficers report.

    The February meeting should have been our AGM but our chairpersonwas unable to attend due to a family bereavement. This will now be heldat our next meeting in March. The meeting was chaired by our secretaryand after the business part of the meeting everyone enjoyed a few games

    of bingo, followed by tea and biscuits and a raffle. The next meeting onMarch 4th will be our AGM, followed by a talk from Gerald Merritt from thehospital trust.

    The Womens Institute -Reported by Ilene IlesApproximately 40 Members attended a delicious annual lunch atBasingstoke College of Technology on the second Wednesdayin February which was arranged, with her usual efficiency, byHelen Rolton.

    Most of the members returned to Sherfield Village Hall afterwards for ourmonthly meeting, chaired by our President, Dee Bulpitt. Support wasgiven for a trip to Oxford in April as our spring outing. Other businessmatters were discussed and Dee mentioned that she had prepared mapsfor those visiting the National Needlework Archives on the 20th February.The business meeting closed at 3.50 pm.

    Burns Night January 2013

    We had a fantastic Burns night celebration, with all the traditions suchas haggis Scottish dancing and a dram of whisky. It was a jointfundraising event between Sherfield Park Community Association andthe St Leonards Church extension project. We managed to raise600 which was split between the two projects. We would like toextend our thank you to everyone who attended and hope to makethis an annual event at the Centre.

    Sherfield and District Gardening Club

    On Monday 18th

    March our speaker is Peter Barwick. Peter workedfor many years in the commercial soft fruit industry and later washead gardener at Blackmoor Nurseries. His talk will

    be Growing Soft Fruit and will cover soilpreparation, plant selection and growing strawberries,raspberries, currants and gooseberries. This is thesecond time that Peter has talked to our club and healways offers plenty of practical advice.

    Our April meeting sees us returning to flowers rather than producewith a talk from Brian Fisher on The Use of Climbing Plants in theGarden. Brian has a Wisley Diploma (Hons) Master of Horticulture

    RHS and has thirty-seven years experience in horticulture. He

    currently designs and advises on private gardens, and also presentstalks on cruise ships. A recognised plants man, he has travelledwidely and has discovered many exciting plants and gardens. and

    now has over 40 titles available for lectures to gardening societies.
