CHAPTER 1. SUMMARY OF THE PROJECT AND IMPLEMENTATION PROGRESS

1.1. Project introduction

The Development of the Northern Chu and Southern Ma Rivers Irrigation System Project (NCSMRISP, the Project) is the second phase of the Government’s investment program. The Project will provide farmers with reliable irrigation services, to increase agricultural productivity and the incomes of the rural poor. Situated within Thanh Hoa Province in North Central Viet Nam, the Northern Chu and Southern Ma Rivers Irrigation System (NCSMRIS) is presently served by one large and many small pumped schemes, drawing water from the Chu and Ma Rivers. With the recent completion of the Cua Dat reservoir and multi-purpose project, these pumped schemes will be converted to gravity irrigation supplied from the reservoir. The Project will develop new main and distribution canals, rehabilitate existing irrigation and drainage facilities, improve water management, enhance operation and maintenance (O&M), and mitigate the effects of climate change

1.1.1. Project objectives

Output 1. Improved water resources management, delivery of irrigation services, and irrigation system operation and maintenance. The project will help to (a) establish financially viable service providers by assisting the Thanh Hoa Department of Agriculture and Rural Development (DARD) to prepare business plans for and restructure the IMCs as autonomous and financially viable entities to operate and maintain irrigation systems; (b) train and enhance the capacity of MARD, DARD, and the IMCs to improve water resources management and sustainable irrigation system management, modernize the NCSMRIS management system, improve market opportunities for irrigated crop production, address climate change adaptation within the system, and support institutional reforms for improved irrigation management; (c) strengthen the capacity and participation of water user groups (WUGs) and water user associations (WUAs) in irrigation management, development of on-farm infrastructure and O&M capacity building, following the rural development support model; and (d) promote gender equality and provide support for affected persons and ethnic minorities.

Output 2. Improved irrigation infrastructure. Activities under this output will comprise (a) construction of the new north and south main canals, (b) provision of canal control and electrical equipment, and (c) construction supervision. Construction of the new north (34.5 km) and south (23.5 km) main canals will include the rehabilitation of about 15,758 ha of existing irrigated areas and the development of about 8,141 ha of rainfed lands, for a total future irrigated area of 23,899 ha.

Output 3. Improved access to and use of rural support services, agricultural inputs and information. Activities under this output will comprise (a) assessment, training, and capacity building to support agricultural extension; (b) support for demonstration plots; and (c) purchase of equipment and improvement of minor infrastructure for seed farms.

Output 4. Effective project management. This will include technical support for project management, implementation and monitoring, and include training for staff involved in project management and implementation.

CHAPTER 2. MONITORING RESULTS

2.1. Implementation of the 9th and 10th environmental monitoring

The main tasks of on – site monitoring at construction site included:

Community consultation: Interviews the local authorities (CPCs) in the project area on the impact of project on the environment, society; interviews some households in the project area;

Environmental monitoring through construction supervision consultant: Collects monitoring forms; consultation of construction supervision consultant for environ-mental management planning of construction contractor

Site inspection: project information; fix the issues in the period monitoring; meas-urement to minimize the impacts on the environment; the implementation of social security measurements; the implementation of safety measures in working and transportation.

2.2. Implementing organization of environmental monitoring

To implement effectively monitoring and consulting of environmental management performace for whole project, consultant selected the expertes who are adequately cpacity and experience with meet the requirement of TOR. The experts are selected as follows:

o Ecological environment expert

Figure 3 provides binding relationship between the CPO (CPMU), PMUs, civil contractors, environmental monitoring contractors, stakeholders and requirements of reports on environmental management

2.3. Community-based monitoring

2.3.1. Consultation arrangement

Consultant has came and interviews the local authorities and residents in the project area on the impact of construction on the environment, society and resolve conflicts arising during construction time. The number of interviewees is 105 from 4 communes Xuân Lai, Thọ Lập, Thọ Minh, Yên Bái under Thọ Xuân and Yên Định districts (detail in annex 3), including:

- Classified by gender: 70 male and 35 female - Classified by positions: 1 president, 1 vice – presidents, 2 officers in charge of land

administration, 2 officers of environment and 100 villagers in the area.

2.3.2. Community-based monitoring results

According to the community consultation in the 9th and 10th monitoring, and through interviewing the leaders of communes in the project area, contractors have maintained a good relationship with the local authorities during construction time, the local government and people have supported and created favourable conditions.

There 16/19 lots are belong to 04 Packages of ICMB3 and 03 Packages of PMU Thanh Hoa all received 100% indicators ≥ 3 marks.

- The remaining 03 lots faced some problems as follows: + Lot 1 (Joint Venture of Trung Nam Construction and Machine Company and IMICO

Petroleum Investment and Construction JSC): 2 indicators received 2 scores (partly implemented or implemention without care). Air quality is affected by dust, smell, noise, and vibration as the Constructor poorly performed on equipment maintenance nor covering trucks to avoid dust; as well as road had not been regularly cleaned. The indicator “Issues during construction work” received 2 scores as the workers have not fully equipped with PPE.

+ Lot 2 (Xuan Khiem Construction Ltd.Co): all these 6 indicators received 2 scores (partly implemented or implementation without care).

+ Lot 2 - Package B.2.3: there are 3 indicators received 2 scores because of no frequent spraying of waterto prevent dust, that affected households living near the construction sites; the muds and soils dropped have not been well collected; pesonall protective equipment have not been fully provided for workers at construction site of Thi river and Tay sluice water-bridge; the warning signs have not been set up at Thi river water-bridge site.

Results of the 10th monitoring period from the Construction supervision consultant are as follows:

- In 10th period, there were many lots under completed packages as Package B.1.1, lot 1- Package B.1.4; Lot 1 – Package B.2.1; lot 2, lot 3 – Package B.2.2 and lot 2 – Package B.2.3. In 10/2016, 5 Packages of branch canal in Bac canal are started construction. All remaining and commencement of Packages have 100% indicators with scores ≥ 3 marks.

b. The pending issues

Most of recommendations for pending issues in the 10th monitoring are not fully implemented by Contractors. Details are as follows:

- Dust issue: dust occurred at the roads through constructions is remaining issue. However, there are not only trucks of project travelling on the road but also trucks of others firm exploiting stone, other construction materials, etc which contribute to cause dust and road degradation (road route of Yen Lam commune of Yen Dinh district, Tho Lap, Xuan Tin communes of Tho Xuan district).

- Lot 3 – Package B.1.1: water bridge of Cau Chay river is completed, however, it is needed to clean site plan. The empty oil tanks have not been carefully handled.

- Working safety and health of workers: most of contractors have not fully supplemented medicines and treatment aids necessary for the on-site construction workers.

- Working safety: + The damaged commune roads need to be fixed because it caused discomforts to the

local traffic. + Material yard no.7 at Xuan Chau commune and no.5 at Xuan Tin commune:

Contractors of Package B.2.1; B.2.2; B.2.3; B.2.4 and B.2.5 have not set up fence and warning signs to ensure safety for children and local people.

c. Monitoring results of reforestation program implementation by PMU Thanh Hoa

The decisions and Contracts for afforestation are specified in the 7th and 8th monitoring reports. During monitoring period of reforestation (from 020/12/2016 – 25/12/2016), under supervising and speeding up of PPMU Thanh Hoa, 19.3 ha has been replanted by Xuan Lien natural reserve community. At the present, the rate of living tree is 100%.

2.5. Environmental Effect Monitoring

2.5.1. Environment parameters sampling locations

Monitoring sites are identified based on Contract’s requirements and on the real situation of project area. Monitoring sites are selected closed to the main construction items for assessing the impacts of construction process and of operation process to the surrounding environment. At time of the 9th monitoring from 26/9/2016 to 30/9/2016 and the 10th monitoring from 20/12/2016 to 24/12/2016 there were several works in construction such as main North canal (package B1.1, lot 1, 2), aqueduct across Cầu Chày river, aqueduct across Hép river (package B1.1, lot 3), aqueduct across Âm river, main South canal (package B2.1, lot 2), aqueduct across Thi stream (package B2.3, lot 2), Northern branch canal and Southern branch canal. Information on monitoring sites is presented in the below table:

2.5.2. Monitoring and analyzing methods

a. In-field monitoring methods

For monitoring the ambient air environment, measurement of meteorological parameters (temperature, humidity, wind direction and hours of sunlight and of in- field parameters (dust, noise, vibration) is implemented at every selected sites and air samples are taken to analyze parameters CO, SO2, NO2 in laboratory. For surface water samples, some parameters are measured in field such as pH, EC, DO and other parameters are analyzed in laboratory. Monitoring, sampling methods are followed to the standards detailed in the below table.

2.5.3. Environmental monitoring result for project area

a. Air environment quality

Air environment quality of project area is assessed based on in field monitoring results and in laboratory analyzing results which is compared with National technical regulation on noise (QCVN 26:2010), National technical regulation on vibration (QCVN 27:2010) and National technical regulation on ambient air quality (QCVN 05:2013). Monitoring and analyzing results of air samples are presented in the below table:

Comparison between two monitoring periods: - Dust (TSP): In the 9th monitoring period, TSP concentrations varies from 234 to 386

µg/m3, the average value was quite high of 270 µg/m3, however, still met the Standard , except for monitoring site at provincial road TL.518 (Tho Xuan- Yen Dinh line) its dust concentration exceeded the Standard 1.3 times. However, in the 10th monitoring period,

TPS concentration at observation position varies from 201 đến 325 µg/m3, TSP concentrations fluctuate from 201 to 325 µg/m3, the average value is quite high of 263 µg/m3, however, still within the allowable value of the Standard.

In 2 periods, all major construction items such as aqueducts and main canals have been completed and only branch canals are in construction. Therefore, construction mass including volume of filling and digging soil and materials transportation decreased dramatically, therefore, dust level decreased, comparing to previous monitoring events. However, the provincial road TL.518 (Tho Xuan- Yen Dinh line) is still a key route for materials transportation under project. As well, the road’s traffic load is inherently heavy (many vehicles not belong to the project), causing a road deterioration and leading to a serious problem of road dust.

- Noise and vibration: : In the 9th and 10th monitoring period, noise and vibration levels between monitoring sites were not so different. In the 9th monitoring, it varies in range of 52- 66 dBA và 50-68dB; the 10th period has decreased, fluctuate in range of 51- 71 dBA and 50-69dB. In general, noise and vibration levels are quite high, however, still meet the Standards.

Except for monitoring site at provincial road TL.518 (Tho Xuan- Yen Dinh line), its noise exceeded the Standard insignificantly (1.02 times). There are a big traffic of trucks running on the road, including both of project’s trucks and others which run speedily causing high noise and vibration levels.

- Gases CO, SO2, NO2: concentration of these gases at all monitoring sites are lower than allowable standards many times; in detail, CO concentration is in range of 202- 316g/m3; NO2 concentration is in range of 13- 22 µg/m3; SO2 concentration is in range of 18- 32 µg/m3. At the monitoring site of provincial road TL 518 (Thọ Xuân- Yên Định line), concentration of CO, NO2, SO2 are 2- 3 times higher than those of other sites but still meet the Standards.

In summary, at almost sites in the tenth monitoring (North main canal at Ngoc Trung commune, Ngoc Lac district; South main canal at Xuan Tan commune, Tho Xuan district; North branch canal, South branch canal) the air quality has met the Standard. In general, level of dust, noise, vibration and concentration of CO, NO2, SO2 are decreased comparing to previous monitoring events. However, at the monitoring site of provincial road TL 518 (Thọ Xuân- Yên Định line), there was a slight pollution of dust and noise. Reason of the pollution was due to heavy traffic mass including both of project’s trucks and others. According to expert’s assessment, the situation of dust and noise pollution is not caused totally by the project’s activities, however, project’s trucks also contribute partly into the pollution.

Therefore, the air pollution level in construction sites has decreased significantly and met the environmental Standard.At this time, all major construction items such as aqueducts and main canals have been completed. Only branch canals were being constructing sparsely. Therefore, emission sources decreased dramatically.

Surface environment quality of project area assessed based on in field monitoring results and analysing in the laboratory. The analyzing results used to compare with Standard on surface water quality (QCVN 08:2015, class B: standard for irrigation purpose). Monitoring and analyzing results of surface water samples are presented in the annex 2.

Monitoring and analyzing results is detailed as following: - pH, EC, salinity: In the 9th period, pH values at all monitoring sites fluctuate in range

of 6.6- 7.5 which meet the standard; EC values were quite high in range of 16-28 mS/m; salinity at all monitoring sites were very low (0,01-0,04%o). In the 10th period, the parameters tend to rise: pH values at all monitoring sites fluctuate in range of 7.1- 7.4 which meet the standard; EC values were quite high in range of 11-32 mS/m; salinity at all monitoring sites were very low (0,02-0,09%o).

- TSS: at almost monitoring sites, TSS concentration were quite high, fluctuate in range of 31- 62 mg/l, especially at Ma river, it was very high up to 280mg/l. In many sites, TSS concentration exceed the Standard 1,1- 1,3 times such as in Hép river, Cầu Chày river, Thi stream, Âm river, particularly, in Mã river exceeded the Standard 5,6 times. However, in the 10th period, at monitoring sites, TSS Concentration decreased, comparing with the results from the 9th period, detailed as follow: TSS concentration was small, fluctuated in range of 11- 25 mg/l, caused of dry season without rain, low water level, and small flow.

- Concentration of DO, COD, BOD5: + 9th period: DO concentration, in general, was quite high in range of 5,0- 7,5 mg/l that

meeting the standard; COD concentration fluctuated largely between monitoring sites in range of 5- 29,7 mg/l and the highest one is in Cựu Mã Giang lake- North main canal, Yên Trung commune, Yên Định district (NM7), however, still meeting the Standard; BOD5 concentration fluctuated in range of 2- 9.5 mg/l, the highest ones was also in Cựu Mã Giang lake, but still within the allowable value within the Standard.

+ 10th period: in general, DO concentration are high in range of 5,6- 7,5 mg/l that meet the standard; COD concentration fluctuate largely between monitoring sites in range of 8- 20 mg/l and the highest COD concentrationis in Cựu Mã Giang lake- North main canal, Yên Trung commune, Yên Định district (NM7), however, still meet the Standard; BOD5 concentration fluctuated in range of 3.9- 10.2 mg/l, the highest ones was in Thi stream (NM9), but still meet the Standard.

9th period

10th period

- Nitrogen compounds (NH4+, NO2

-, NO3-): 9th period , All of monitoring sites had

concentration of NO3- and ammonium below the Standard. However, at some monitoring

sites such as aqueduct across Cau Chay river, Dong Nieu bridge, concentration of NO2-

slightly exceeded the Standard + 10th period, nitrogen concentration was changing: All of monitoring sites had

concentration of NO3- and ammonium below the Standard. However, at some monitoring

sites such as aqueduct across Thi stream, Dong Nieu bridge, Cuu Ma Giang lake, concentration of NO2

- slightly exceeded the Standard.

- Phosphate (PO43-): at all monitoring sites, the phosphate concentration met the

Standard. - Heavy metals (As, Pb, Zn, Hg): At all monitoring sites, concentration of heavy

metals were many times lower than the Standards. - Total oil and grease: At all monitoring sites, total concentration of oil and grease met

the Standard, even though, at some sites were quite high (0.3- 0.4 mg/l) such as Cau Chay river, Dong Nieu bridge.

- Pesticides: At all monitoring sites, it had not detected pesticides in water samples.

9th period

10th period

- Coliform concentration between monitoring sites fluctuated largely in range of 950-

5130 MPN/100mL, all of which met the Standard. However, in 10th period, coliform concentration between monitoring sites fluctuated largely in range of 240- 2510 MPN/100mL

In summary, at the time of the ninth monitoring (in construction phase) from 22/9/2016 to 30/9/2016, the surface water quality of project’s area was relatively good, almost water quality parameters meet the Standards. Except for some sites there was a slight pollution of NO2

-. However, many sites had high TSS levels like Cầu Chày river, Hép river, Thi stream, Âm river, Mã river, but the situation was not worrying because this type of pollution was temporal and itself recovered for a short time. Cause maybe due to the heavy rain in upstream previously and washing away soil and mud into rivers.

In the 10th period, at the time of the tenth monitoring (in construction phase) from 20/12/2016 to 24/12/2016, the surface water quality of project’s area was relatively good, almost water quality parameters meet the Standards. Except for some sites there was a slight pollution of NO2

-. The water samples were taken at small pond or small ditch closed to residential zones, thus, water samples were affected by domestic wastewater with high nitrogen compounds concentration. In appropriate condition (temperature, micro-organisms, anaerobic…) nitrogen compounds (NH4

+, NO3-) in water can be converted to NO2

-. In this time, all major construction works (aqueducts and main canals) have been

completed. Only small scale branch canals were constructing sparsely. Therefore, emission sources decreased significantly leading to a positive quality of the surface water in project area.

2.5.4. Conclusion

The tenth environmental monitoring in construction phase aimed to assess effects of construction processes on the air quality and surface water quality. At this time, all major construction works including aqueducts, main canals have been completed. Only small- scale branch canals in constructing stage sparsely over project’s area.

The monitoring results indicate that at construction sites of branch canals: - The air quality was relatively good; in general, the air quality criteria have met the

Standard. Except for the monitoring site of provincial road TL 518 (Thọ Xuân- Yên Định line), there was a slight pollution of dust and noise. Reason of the pollution was due to big traffic load including both of project’s trucks and others and additionally, deteriorated road lead to

road dust problem. The situation of dust and noise pollution was not caused totally by the project’s activities, however, project’s trucks also partly contributed to the air pollution.

- The surface water quality also was good; in general, river water samples was clean, meeting Standard. Except for some sites there was a slight pollution of NO2

-. During this time of the year in the dry season, there was no rain, therefore there was no washout of contaminants. As well as all major construction works have been completed thus, discharged sources limited dramatically.

The tenth monitoring period showed that environmental quality of project’s area including air quality and surface water quality improved significantly.

CHAPTER 3. CONCLUSION AND RECOMMENDATION

3.1. Conclusion

3.1.1. Achieved results

a. For PMUs (ICMB3 and PPMU)

- PMUs have done well the issue of periodical check on the implementation of measures to minimize the impacts on the environment and society by the construction contractors.

- The PMUs also regularly communicate with the local government about the environmental management practice and require the contractors to keep good relationships with the locals to be able to proactively environmental sanitation protection, occupational and traffic safety at the construction sites .

- After each environmental monitoring period by IEMC, the PMUs have reminded the contractors to gradually raise awareness of environmental management.

b. For Contractors

- The contractors have good coordination with local authorities and the PMU during the construction process.

c. For Construction Supervision Consultant (CSC)

CSCs have fully recorded the monitoring forms and periodically sent to the PMU. Fully reflects the information on occupational safety, environment, transportation and the issues arisen at the construction sites.

d. For local governments/communities

CPCs in the project area have taken full responsibility for community supervision, regularly inspect and reflect with the PMU on the impacts of construction on the environment and society. At the same time, the local people have created favourable conditions for the contractor in the registration of temporary residence for workers in the construction activities.

e. The impact of construction on the quality of the environment

Construction activities of all packages have not affected the air quality in the area because most of the contractors adherence to the noise mitigation measures: using construction machineries that meet the standards of emissions, noise and vibration.

3.1.2. Pending issues

Pending issues of packages are mostly of environmental sanitation; safety and health of workers ; public and traffic safety, as follows :

a. Environmental sanitation

- Material/waste transport trucks have not been covered: almost packages have not implemented in a serious and strict manner (B.1.2; B.1.3 and B.1.4).

- Contractors have not sprayed water and cleaned frequently material spillage in roads (2 times/day) to reduce dust during construction as well as material transport process through the residential areas: Packages B.1.1; B.2.1; B.2.2; B.2.4; B.2.5; B.2.6.

b. Occupational safety

- Almost Contractors have not fully provided the protective suits for workers. - Medical box, medicine and first-aid box for workers at site have not been provided

fully: Package B.1.5 to B.1.9

c. Traffic safety

The degraded roads need to be repaired even it is not only damaged by the activities of Contractors of the project. All the stakeholders should discuss with each other to solve this problem (Kien Tho, Minh Tien, Lam Son, Xuan Thien, Tho Lap commmune).

d. Other issues

The information signs are not set up as well as the construction-site signs at 2 sides of site (Package B.1.3, B.1.4).

- It has not storage and safekeeping used oil tanks that may caused leaking and absorption into soil.

3.2. Recommendation

- ICMB3 and PPMU are required to have necessary measure to remind the Contractors to implement the recommendations and the time schedule following the Table 12.

- For Construction Contractors: It is necessary to resolve the shortcomings from the 9th and 10th monitoring period (table 12)

- Thanh Hoa PPMU, ICMB3 and construction supervision consultor are requested to remind contractors oil tank safekeeping from leaking.

- For construction supervision consultants, besides fulfilling information in Form 1, it is need to supervise implementation of the recommendations from the previous monitoring periods and to fill the raising issues into Form 2 and to reflect timely to PMU.

- The Employer shall apply a financial penalty, not to exceed 0.05 % of the Contract cost, for each major infringement, in addition to the cost for restoration activities. However, the maximum financial penalty shall not be exceeding 3% of the Contract cost.

- Rehabilitation requirement: The Contractors are required to implement rehabilitation action requirement. At the completion of construction work, all construction camp facilities shall be dismantled and removed from the site and the whole site restored to a similar condition to that prior to the commencement of the works, or to a condition agreed to with local authorities and communities.

- The Contractors are required to completely collect and handle wastes of demolition of worker camp, Mechanical workshop, and other facilities before leaving the project site.

- Septic tanks to have concrete cover removed, sanitized by lime then filled and covered with soil followed by planting of trees.

- Sites to be cleared of all debris

3.3. Plan for the next monitoring period

The plan of the next monitoring period will be implemented in March 2017 with the following contents:
