THE ENGLAND NATIONAL FOOTBALL CENTRE – ST GEORGE’S PARK

KKP supported development of the new (England) National Football Centre, St George’s Park. We are also assisting the FA to secure national, regional and local community use via negotiation with NGBs, CSPs, local authority leisure services, local leagues and clubs.

KKP set out how SGP is to be used by the national and local ‘football community’, other NGBs and local people. Our operational plans show how the various types of use will be managed, orchestrated and measured and how the business plan for this ‘stacks up’. They:

Detail specific site availability for national/regional/local football and other sports use. Show how SGP will accommodate national, regional and local sporting use by the

OXYLANE SPORTS VILLAGES KKP was the retained consultant on a programme which brought together Decathlon (capital and revenue), NGB capital (e.g., FA, British Cycling, LTA), NGB revenue (e.g., the RFU, England Athletics and England Rounders) and commercial operators to develop a multi-partner complex incorporating free to use park and recreational spaces, commercial indoor and outdoor sports facilities plus retail, vending and catering and other amenities.

HALEWOOD LEISURE CENTRE

In this instance we took Knowsley MBC through the feasibility/business planning process and worked with Council appointed architects to find ways to reduce the capital cost of the proposed facility by 25%, without fundamentally limiting project ambition, facility mix or affecting financial/business plan projections.

This was achieved, matching Lottery funding gained and the facility has been open, operational and trading at the level predicted for 5-6 years.

UNIVERSITY OF BIRMINGHAM SPORTS CENTRE

KKP conducted the original site assessment, feasibility, design, business and master-planning for the University’s new £65million sports facility. Incorporating a 50m pool, triple court hall, 250+ station fitness and a range of other specialist accommodation including a set of brand new squash courts, when open, this will be one of the largest higher education based sports complexes in the UK. KKP also produced full lifecycle planning cost scenarios for 25 and 40 years. The venue is scheduled to open for the 2016-17 academic year.

Our work was key to specification development and drawing in NGBs, other external partners and user groups

ABERYSTWYTH UNIVERSITY SPORTS CENTRE

As part of this, current, feasibility study and project plan we has assessed the feasibility, capital and lifecycle costs of development of a new wet and dry sports facility to serve the university, the town and surrounding area. The venue, which may include a new full sized floodlit, 3G artificial grass pitch, is being considered for development on a combination of the university campus and an adjacent school site with the concomitant benefits to all parties.

SPORT CITY FEASIBILITY: DONGZHOU - CHINA As part of a consortium of companies, KKP assessed the feasibility of developing a city (of up to 80,000 people) based upon offering high levels of access to both elite and community sport via both stand alone sports facilities, schools-based provision and by weaving sport and physical activity opportunities into the day to day lives of its residents and workers.

SUNDERLAND AQUATIC CENTRE

The Council was supported through the process of pool development, prepared the feasibility study/business and lifecycle cost plan for the venue and supported the Council’s work to secure funds from one North East, Sport England and other partners. We were subsequently commissioned to assess the feasibility of adding a large (20 badminton court) arena and dry sports facility to the facility and to secure design specifications and full project costs for this..

Sport England and RDA funding was secured was gained and the facility opened in late 2008. Business plan figures have been fully borne out. The facility is a key flagship element of the joint venture company set up by the City to manage its facilities going forward..

PLYMOUTH LIFE CENTRE

KKP delivered the original feasibility study/business plan and design process for the facility and was, in the latter stages of the process asked to return to take the City Council through a due diligence process and to ensure that Sport England funding was secured. We delivered the detailed final business plan process creating an affordable staffing structure that could also deliver key development objectives. Matching Lottery funding was secured and the facility (including 50m pool, 12 court sports hall, 150 station fitness, 8 rink indoor bowls and other amenities) opened in March 2012. It has been operational and trading at the level predicted for its first three years.

KIRKBY LEISURE CENTRE

KKP managed the original feasibility study/business plan for the facility, taking the Council through a range of processes linked to the complexities associated with development on a church school site with a high level of diocesan involvement in plans and legal arrangements. Design issues also incorporated dealing with a range of rights of way factors. Our business plan, capital cost appraisal and lifecycle cost plans were used to form the basis of the successful bid to attract Sport England funding. The venue includes a 25m pool and teaching pool, sports hall, 90 station fitness and studios attached athletics provision and specific provision for the local boxing club. It has now been open and operational and trading above the level predicted for eight years.

KHAZANAH INTERNASIONAL BERHAD: INTERNATIONAL SPORTS VILLAGE

KKP's feasibility assessed domestic and World markets, core specification, design, site preparation and build costs, management structures (taking account of the skills required to market the facility on an international basis. Business plans, financial modelling, variation analysis and 25-40 year lifecycle costs have been factored into a comprehensive investment/ cost plan. KKP has taken delegations from Malaysia to the FA’s England National Football Centre at St George’s Park, Cardiff, Manchester & Glasgow Commonwealth Games venues and to major playing pitch sites run by the London Playing Pitch Foundation. The facility is under construction and scheduled to open in 2016.

OUNDLE SCHOOL – SPORTS CENTRE & OUTDOOR SPORTS COMPLEX

KKP led the first phase of master-planning and business planning along with a capital cost appraisal for a £25million project for Oundle School (Northants) England. The School will develop a campus style sports village to service pupils, elite sports and community use.

This multi-phase development incorporates a major double court hall and events venue, 50m pool, multiple grass and artificial grass based pitches including several floodlit facilities, specialist cricket and tennis provision, plus athletics, squash, fives and large scale match-day entertainment facilities.

The sports hall also converts into an indoor events space that is able to seat 1,800 guests.

The first phase of construction work was recently completed with the addition of new floodlit, outdoor artificial grass pitch facilities.

KKP has now been commissioned to support design development, project management plus directorate of sport staffing structure planning.

EBBW VALE LEISURE CENTRE – LIFE

KKP managed the feasibility study for the £15million leisure centre which opened in November 2013. Dry facilities include a 65 station fitness suite with dedicated "Spin Bike Area", 8 court sports hall which converts to become an events arena (catering for up to 1,200), dance studio, free weights room and meeting rooms. It also has a cafe/bar area overlooking the swimming pool. It has a 25m (6 lane) swimming pool, learner pool & leisure water area with water features. It also has 2 water slides the specialist nature of which is designed to draw, in people from a wide catchment External facilities include a full size "3G" pitch plus four "3G" training pitches, one designed for rugby training plus grass pitches and dedicated outdoor change.

REDCAR LEISURE CENTRE: COMMUNITY HEART

KKP managed the feasibility study for the £13million wet and dry sports facility which formed part of a wider £31million town centre based civic and leisure complex for the town of Redcar. Dryside" facilities include extensive fitness, a large sports hall and a ballroom facility to replace an existing town centre venues. Wet facilities include a 25m (6 lane) swimming pool, learner pool & ‘flow rider facility. For this project, KKP had to bring the facility in at an affordable capital cost and with a business plan that will, progressively, assist the council to substantially reduce the overall revenue subsidy for the network of leisure facilities it operates. Assessing lifecycle costs were essential given that the centre must operate in an environment where the net cost of operational management and service delivery will reduce substantially up to 2020, The facility opened in April 2014.

PROPOSED SCOTTISH NATIONAL PERFORMANCE CENTRE (DUNDEE)

KKP supported a consortium of partners to prepare site master-plans plus the associated financial and business plan models for the proposed development of the SNPC on a major park and open spaces site to the east of the centre of the City of Dundee. Facilities include international standard grass pitches, a full-sized indoor pitch, extensive changing and catering accommodation, sports science, sports medicine and fitness facilities.

£25million was made available by the Scottish Government to develop a facility. It was designed to be fully available for national elite squad, local professional club, university and community use. The operation will be underpinned by a series of community related initiatives to serve a relatively deprived population within the immediate local venue catchment.

Although Dundee did not win the competition – funding has been allocated for a new facility in the City.

‘THE EMIRATES’ NATIONAL INDOOR SPORTS ARENA – GLASGOW In 2001, KKP undertook the first study to assess the potential options for the NISA on behalf of the City Council. This extensive study incorporated assessment of the option to upgrade and/or redevelop the existing Kelvin Hall facility and evaluation of a range of alternative venues for development of a new ‘National Sports Campus' for Scotland. In addition to developing designs and specifications, preparing business plans and mapping out prospective use also involved the assessment of eight potential sites.

KKP's work provided a range of costed options along with potential development sites. These enabled the Council to respond both to Glasgow's needs, and to the range of outcomes and recommendations emanating from the National Study.

Outcome: The original proposal has, on the back of Glasgow's successful bid to host the 2014 Commonwealth Games, been extended to incorporate the addition of a velodrome and various other facilities. It was opened in October 2012.

Alongside this, we assessed options to develop the iconic Palace of Art for alternative sports, fitness and related leisure activity. This covered potential uses such as fitness, 5-a-side football, spa/treatments plus other non-sporting activities including conferences, events and training. We evaluated capital cost relative to revenue generation potential and the implications of each option plus the extent to which such a development might cannibalise existing markets. Procurement options considered include prudential borrowing, partnering and commercial partnership.

MIDDLESBROUGH SPORTS VILLAGE

KKP was first commissioned to assess the feasibility of this project and to appraise the sites (and then locations on the main site) in mid-2012. The first phase (which opened in late 2014) involved assessing the viability of and preparing the initial specification, site master-plan and first round proposals for this £18 million sports village project. We were then invited to take the proposals through a range of politically/financially driven amendments while continuing to ensure that the financial model (capital and revenue) was appropriate and affordable. Prior to this, KKP undertook a major needs assessment for the borough (and in the context of certain facility elements, the wider sub-region). We also assessed other options including that of including a major swimming complex linked to possible rationalisation of older venues in the town, The team (including calderpeel Architects) delivered master-planning, facility design, financial modelling encompassing business and management plan development plus capital cost and full project lifecycle estimates. It also supported negotiation with partners and the background detail for presentation of a successful Sport England Iconic facility bid submission

SPRINGFIELD PARK – LONDON BOROUGH OF WANDSWORTH

This feasibility study, delivered by KKP for the trustees of the former hospital site in the London Borough of Wandsworth and the Primary Care Trust (PCT, has been undertaken in several stages. The overall process involves development of a substantial proportion of the site for housing with KKP considering the needs and working on the creation of the master-plan for the sporting and recreational amenities to be created to accompany and service the dwellings. This was preceded by a needs assessment and playing pitch strategy for the whole Authority the results of which enabled more specific recommendations to be made in this regard. Key to this scheme is the range of connecting routes and the capacity to create a linear park for both residents of the new housing areas and existing local people. This has had to be done taking account of both the capital cost associated with the development and the ongoing revenue expenditure association with the supervision and maintenance of amenities.

DINGLE BANK QUARRY (CHESHIRE) – COUNTRY PARK, OUTDOOR & WATER SPORTS CENTRE

This feasibility study, delivered for the trustees of the Dingle Bank Quarry Estate, assessed the development and commercial viability potential of creating a country park with a range of land/water-based amenities. Business plan options were developed for a combinations including motorised sports, cable water-ski tow, adventure sports, high ropes and an events area.

KKP developed a scenarios to look at and test the optimum format to ensure that a new site could operate on a break-even or better basis. The plans, developed several years in advance of the scheduled completion of quarrying at the site, will be taken forward by the trustees..

ST HELENS – RUSKIN SPORTS VILLAGE

KKP is working with St Helens Council in the Northwest of England on this major sports village project which will cater for football, rugby union, rugby league cricket, bowls, squash, tennis, fitness and hockey. It is to be developed close to the town centre. The KKP team (again with calderpeel) has managed the extensive consultation undertaken with the full cross-section of sports and delivered master-planning, facility design, financial modelling, business and management plan plus capital cost and full project lifecycle estimates. It is also supporting negotiation with partners and the presentation of a case for external grant funding. The £6million project is being taken through planning and the detailed design process stage (supported by KKP/caklderpeel and it is anticipated that work will start on site in 2016.

GRIMSBY TOWN FC STADIUM & LEISURE CENTRE

KKP’s feasibility study assessed the potential to link replacing the town’s flagship leisure centre on a new site building it as part of the infrastructure of the new Grimsby Town Football club stadium. The proposal incorporates a sports hall, 25m x 8 lane pool plus teaching pool, extensive (200 station) fitness, studios, squash plus café and vending provision. Integral to the proposal is the capacity to gain access to the stadium site and leisure centre via a series of off-road walking, cycle and other forms of transport route.

CHILTON TRINITY SPORTS CENTRE

KKP was commissioned to assess the feasibility of a new pool facility for the town and to appraise site options. The Council needed optimum value for money in the context of site cost, infrastructure share and bringing other facilities into community use. We were then asked to prepare a detailed feasibility/ business plans taking account of the PFI basis upon which the chosen school was to be operated and the desire to involved the County leisure trust (1610) in management. KKP’s business planning (and input to facility design assisted the complex to cater for the demands (and rights) of the various partners We then supported the process of selecting a preferred bidder to develop the school site and the new leisure centre (which opened in 2013) and to appraise/improve the business plan.

LEVERHULME PARK SPORTS VILLAGE - BOLTON

This project incorporated undertaking a detailed feasibility study with in-depth scenario testing and financial modelling, developing a business case and the production of management/ development plans for a village facility The venue incorporates athletics, fitness, a PCT (health authority) run wellbeing centre, library, community base and training facility. It also sits alongside a commercial 5-a-side football operator and accommodates a range of formal and informal ‘free use’. Funding was assembled from the Council. East Bolton Regeneration, the PCT, Sport England and other smaller contributors. It is now run, on behalf of the Bolton Community Leisure Trust, by Serco. Leverhulme Park hosts a variety of sporting community and social events including Parkruns, schools festivals and carnivals.

LITHERLAND SPORTS VILLAGE – SEFTON: LIVERPOOL

In October 2006, the brand new sports facilities at Litherland Park in Sefton opened for the first time. KKP played a key role assessing the facility mix securing £1.3 million from the Big Lottery Fund (via Active England) and £1 million from the Football Foundation towards the £5.5 million total cost. It provides a community sports and physical activity hub with a mix of facilities, including Sefton's first synthetic athletics track, grass pitches, a full size synthetic turf pitch, cycling and walking routes. Financial modelling combined income generation via standard routes with fixed and outcome based income from PCT (health authority) supported elements of the scheme. Opened by (at that time) Sports Minister Richard Caborn, it is widely recognised as an excellent example of how sport and health provision can be joined to cater for the needs of a deprived community.
