We must be relentless in our pursuit to make West Virginia a great place for families and businesses. CONSTRUCTION PRICE INDEX "Construction costs increased again in November," consultancy IHS Markit and the Procurement Executives Group (PEG) reported on November 21. November was the 23rd month in a row with higher costs. "Materials and equipment prices rose once again in November, though at a slower rate than October...Price increases for materials and equipment were recorded in 11 of the 12 subcomponents in November; only turbines had flat pricing. Compared to last month, copper-based wire and cable, heat exchangers and pumps had large gains. All other categories...lost some of their pricing power....Current subcontractor labor prices increased at a slightly quicker pace this month." Distributor New South Construction Supply reported on November 21 in its monthly e-newsletter, "Multiple manufacturers of construction products we distribute either announced price increases or increased prices in November. Most cited transportation availability shortages and resulting freight rate hikes as the main culprit, as well as increased raw material costs. A few manufacturers dealing in asphaltic-based products also cited the lack of availability of asphalt as a reason." In contrast, "domestic rebar prices remained stable through November....Concrete reinforcing wire mesh prices have been stable over the past few months, with November pricing staying flat after the double-digit increases seen three to six months ago. Availability has improved but, depending on the gauge and size of both sheets and rolls, lead times are still longer than they have historically has been....The lack of drivers and increased transportation costs are still playing a role with the increased lead times." This MSA ranks third in the nation with a 21 percent increase in jobs from October 2017 to October 2018. Another 400 construction jobs were added in the last year bringing the total to 2,300.

The Charleston MSA is on the other end of the spectrum. Charleston ranked 4th worst percentage losses in a year’s time – a reduction of 500 jobs from 7,500 to 7,000, a 7 percent decline. CAWV YOUNG CONTRACTOR FORUM MEETING A SUCCESS On Wednesday, November 28, Young Contractor Forum (YCF) Chairman Chet Rodabaugh held the annual YCF Membership Meeting at the newly renovated Charleston Coliseum & Convention Center. Over 50 YCF members were in attendance, marking it the largest attended YCF meeting to date. Members received updates on upcoming events and were asked to provide their ideas for future events and community service. Keynote speaker at the meeting was Frank Hartman, partner, public policy strategist, and lobbyist at H2C in Charleston. His presentation informed and entertained members on the importance of being involved in the legislative process. The meeting concluded with a tour of the completed facility. NEW SUPPLEMENTAL GENERAL CONDITIONS NOW AVAILABLE The CAWV Joint Architects Committee Task Force finished work on the new Supplemental Conditions to the General Conditions of the Contract for Construction to conform to the AIA A201-2017, and the AIA B101-2017. The task force, which includes contractors, architects, representatives of the Attorney General’s office, State Purchasing Division and various other state owners, met several times throughout the year to get a document that was amenable to all parties involved. The task force will meet as needed to make changes to the Supplemental Conditions and keep up with changes in West Virginia State Law and the evolving construction industry. Members can obtain copies of the Supplemental Conditions by clicking the links for both AIA A210-2017 and AIA B101-2017. BRADY INTRODUCES END OF YEAR TAX PACKAGE On Monday night, Kevin Brady, Chairman of the Ways and Means Committee introduced a tax package that House Republicans hope to see included in a final, end of year legislative package. On December 7th, federal funding will expire unless Congress passes a final year spending package. By introducing the tax package now, Chairman Brady is hoping to see a number of his tax priorities included in the negotiated spending agreement that Congress needs to pass to avoid a government shutdown. Included in the tax package are a number of AGC supported provisions, including: A technical correction to the “retail glitch” which unintentionally extended the depreciation schedule for interior commercial property improvements from 1 year to 39 years. A one-year extension of the 179D commercial buildings energy efficiency tax deduction. An improvement to a rule governing multiple employer pension plans. The tax package also includes a number of administrative changes to the Internal Revenue Service (IRS), changes to the tax treatment of retirement plans, and other short-term extensions of expired or expiring tax provisions (commonly called “tax extenders”). Unfortunately, the proposal did not include an important priority for AGC and the broader business community—making the temporary individual and business provisions of the Tax Cuts and Jobs Act permanent. Additionally, it is unclear how much, if any, of these tax provisions will end up becoming law before the end of the year. The package was constructed without any Democratic input but will require Democratic support in the Senate to become law. AGC will continue to monitor any developments and continue to support construction tax priorities in any negotiated agreement. WINTER CONSTRUCTION SAFETY

Neither snow, ice nor arctic wind will keep builders from building. This is a year-round industry that requires adaptations on the part of builders to accommodate the changing seasons. In most parts of the country, heating becomes a major issue for construction projects in the winter and portable heaters are generally the most viable solution. However, there are obvious safety concerns when using portable heaters and there is a potential for harm to the structure being built and the workers if they are not properly used. To avoid potential for heater-related mishaps, remind workers of these safety precautions:

• Have heaters inspected, tested and repaired if necessary, by a qualified technician prior to heating season.

• Be sure to keep heater on a firm level surface, to keep it from tipping over.

• Do not use heaters in an area where they may easily ignite combustible materials (e.g., paint, paper or plywood). Do not place heaters directly on plywood floor. Position it on a 4-foot by 4-foot square of fire-resistant drywall or cement board.

• Protect all hoses from physical damage and exposure to excessive heat. Avoid running hoses through all doorways, as a closed door will pinch the hose, thereby causing potential damage to the hose and improper gas flow to the heater. If a hose runs through a window, make sure to put a block on the sill to prevent the window from closing on and pinching the hose.

• Do not operate heater in an unventilated area. Always crack a few windows (on the second floor, or where possible) to evacuate excess accumulation of fumes and heat.

• Do not use site heaters in a manner for which they are not intended (e.g., cooking or warming/drying clothes).

AGC APPEARS BEFORE SENATE COMMITTEE, CALLS FOR INFRASTRUCTURE PACKAGE WITH HIGHWAY TRUST FUND FIX AGC of America Vice President Bob Lanham was one of three stakeholder representatives to testify this week before the Senate Environment and Public Works (EPW) Committee about the need to provide much-needed funding to address the Nation’s transportation and infrastructure needs, specifically the Highway Trust Fund’s revenue shortfall. The other representatives were from the American Association of State Highway and Transportation Officials (AASHTO) and the Sacramento (CA) Area Council of Governments. EPW Committee Chairman John Barrasso (R-WY) called the hearing to start the discussion about an infrastructure package in the next Congress and the need to reauthorize the FAST Act. The hearing was well attended by Senators on the Committee demonstrating the bipartisan interest in addressing infrastructure concerns. Lanham pointed out that the American people, President Trump, bipartisan members of Congress and members of the stakeholder community have all expressed the need for a bold and robust infrastructure vision and urged Congress to act sooner rather than later in passing an infrastructure package. Vice President Lanham’s testimony detailed how AGC has long recognized and advocated for the need to invest more in all types of infrastructure and called on Congress and the Administration to make any new infrastructure plan broad-based. Lanham cautioned, however, that any new proposal must not ignore the gravest threat to transportation investment throughout the nation – the long-term solvency of the Highway Trust Fund. AGC will continue to work with Congress and the Administration enact a robust infrastructure bill that will fix the Highway Trust Fund. WVDOH’s MATERIALS PROCEDURES (MP) COMMITTEE TO MEET DECEMBER 12 - AGENDA RELEASED The WVDOH has released the agenda for their December 12 Materials Procedure (MP) Committee meeting. Members can obtain the meeting materials by clicking here. This is an open meeting beginning at 8:30 A.M. at MCS&T Division and members are encouraged to provide written comments in advance and to attend the meeting. The meeting includes items related to aggregates, asphalt QC, soils compaction, rebar, paints, QA procedures and acceptance of water and sewer line items. 2019 CAWV/WVDOH TECHNICIAN AND INSPECTOR COURSES ANNOUNCED The CAWV is pleased to announce that registration is open for the 2019 Technician Certification Training Courses. The courses, which are offered annually to help individuals prepare for WVDOH certification examinations required under their Quality Assurance Program, have seen greater demand this year due to the passage of the “Roads to Prosperity Bond Amendment.” Thousands of individuals have attended courses in Compaction, Aggregates, Asphalt and Portland Cement Concrete over the last several years. Test comparisons prove that those persons who attend the CAWV/WVDOH courses have a higher success rate for passing the exams. A registration packet is available by visiting www.cawv.org/events/tech-schools.html. * NEW FOR 2019: All certification testing has been moved to an online format that will require the attendee to have a laptop, tablet or iPad type device to take the test. The use of smart phones during the test is prohibited. CLASS TRAINING DATES Soil and Aggregate Compaction Inspector (see note below) January 7-11, 2019 This certification will only include soil and aggregate Inspector certification. If you need to test asphalt compaction, you will need to take the Asphalt Field Technician course. Aggregate Inspector January 14-18, 2019 Asphalt Field Technician (see note below) January 22-25, 2019 A certified Asphalt Field Technician is now required on all paving projects. This course is also required to test Asphalt Compaction. PCC (Combined Courses- see form #4) Jan. 28 - Feb. 1, 2019 Portland Cement Concrete Technician and Inspector- This course will have a test for PCC Technician and a separate test PCC Inspector. This is a great opportunity to get both certifications in one week.
