PROMOTING INTERNATIONAL TECHNICAL COOPERATION ON THE FOLLOW-UP OF THE ACCEPTED UPR RECOMMENDATIONS The Paraguayan government is preparing a draft resolu-tion, " Promoting International Technical Cooperation on the Follow up of the Accepted UPR Recommendations ", which will be presented during the 30th Ordinary Session of the United Nations Human Rights Council, to be held in September 2015.

The project aims to support the implementation of the accepted recommendations under the Universal Periodic Review by strengthening international technical coopera-tion, and at the same time, supporting the Voluntary Fund for Financial and Technical Assistance of the Universal Pe-riodic Review (UPR). Additionally, the Office of the United Nations High Commissioner for Human Rights (OHCHR), has contributed for the construction of this project.

THE IMPORTANCE OF INTERNATIONAL TECHNICAL COOPERATION FOR THE IMPLEMENTATION OF HUMAN RIGHTS RECOMMENDATIONS

Paraguay has accompanied the promotion of internation-al technical cooperation on human rights in all interna-tional fora, recognizing the important role in supporting States to meet their international commitments - includ-ing international recommendations received from the in-ternational system of human rights protection.

Paraguay has achieved a good experience with the estab-lishment of Monitoring System on International Recom-mendations of Human Rights (SIMORE for its acronym in Spanish). This project counted with support from the OHCHR Advisor Office in Paraguay and the UPR Volun-tary Fund for Financial and Technical Assistance.

Currently, the result of this cooperation is presented by Paraguay to other countries and regions as a best practice to be implemented internationally, with the ongoing sup-port of OHCHR.

Paraguay is an international reference in Human Rights recommendations Follow-Up systems• With the assistance of the Human Rights Advisory

of the United Nations High Commissioner, in 2013- 2014, the Monitoring System of International Human Rights Recommendations (SIMORE) was developed in Paraguay.

• This system has been recognized internationally by the United Nations and is being used as reference to provide cooperation to other countries. To do this, “SIMORE” materials have been translated to English, aiming to internationalize it.

• In addition, SIMORE has been re-cently awarded nationwide with the WSA Paraguay award in the In-clusion & Empowerment category, qualifying for its international stage.

• Members of the offices of Human Rights and Infor-matics services of the Paraguayan Foreign Affairs Min-istry have been invited to cooperate internationally in order to exchange experience and training of SIMORE, in the following events and countries:

1. Geneva: Presentation as an example of State’s good practice, organized by the NGO UPR Info.

2. Caribbean and South American English-speaking countries: Bridgetown, Barbados

3. Central America: San José, Costa Rica;

4. Portuguese-speaking Countries: Brasilia, Brazil;

5. Latin American Countries: Buenos Aires, Argentina.

Paraguay cooperates in the follow-up of human rights international recommendations

The Monitoring System of International Human Rights Recommendations (SIMORE), developed in Paraguay, was presented at the “Caribbean countries Universal Pe-riodic Review Process Workshop: how to transfer human rights commitments to the national reality”, organized by the Office of the High Commissioner for Human Rights (OHCHR), held in Bridgetown, Barbados

The following countries participated:

• In Costa Rica, the “SIMORE” presentation was held, within the framework of the Interagency Commission for Follow-Up and Implementation of International Human Rights Obligations Meeting.

• Several participating institutions where accounted with the Recommendations Monitoring System, and the Paraguayan Institutional Structure, responsible for monitoring Recommendations on Human Rights at in-ternational levels.

COOPERATION WITH AFRICAN, EUROPEAN AND SOUTH AMERICAN PORTUGUESE SPEAKING COUNTRIES

EXCHANGES WITH LATIN AMERICAN COUNTRIES IN BUENOS AIRES Paraguay presented the online tool “SIMORE” during the Regional Good Practices Exchange in the Follow-Up and Implementation of Recommendations of the Universal Periodic Review (UPR).
