He started his career with Coastal Power Company and later became the lead development engineer for new power plant ventures in Latin America. Homero’s background includes significant experience in project engineering for site evaluations, capital cost estimates, power efficiency analysis, and construction scheduling. During his 14-year career with ConocoPhillips, Homero completed several important assignments in the execution and management of major international EPC projects. He was responsible for the development of power and cogeneration projects and the assessment of new ventures in Venezuela. As a Contracts Specialist for downstream projects, he managed key equipment and services contracts for a large delayed coking project at a U.S. refinery. For a large LNG project in Australia, Homero negotiated and managed a major EPC contract and key equipment supply and service agreements. Immediately prior to joining Baker and O’Brien, Homero served as Procurement Lead and Contract Manager for an EPC contract to build a $1 billion offshore platform located in the North Sea. These assignments covered all project phases, including detailed engineering, procurement, construction, sail away, offshore hook-up, and close-out. He also ensured that the company’s export compliance and technology licensing policies were aligned and auditable with corporate policies and government regulations. In 2019, Homero achieved a Level 7 Certificate (Regulated Qualifications Framework, RQF, accredited at master's level qualification) for Legal Experience Training Advanced Professional Award in Expert Witness Evidence (LETAPAEWE).
