While we have acquired these assets from other operators, the team has worked hard to improve the quality of these assets, enhance rev- enue and control operating and maintenance expenses. The quality of roads operated and maintained by HC1 is world class. It is true that the number of roads in our portfolio is stagnant for about two years but we shall see growth resuming in 2019. The growth prospect for the sector look good as more assets become available through NHAI’s Toll Operate Transfer (TOT) program and existing operators exiting their HAM or other operating assets. At HC1, we also need to build capabilities to participate in last mile construction projects or to bid directly for con- struction assets. Wishing everyone at HC 1 the very best in 2019. - Milind Joshi, Partner, GIP India LLP. We are continu- ously automating our systems. This year we automated our HR and procure- ment systems. Starting from two years back around the same time, this is the eleventh issue of “Inroads” in your hands. We continue to look forward to receive your contributions and communications. HC1 has been stressing on health as a fundamental ingredient of human life. In the year 2018, HC1 produced its own walking program called “Steps Highways” to encourage consistent walking/ running amongst its employees. Program started on 12th October 2018. Initially, nine teams of 4 were formed and teams got a point if they did 20,000 steps in a day. Also, team got an additional bonus point if all members did a minimum of 4000 (later raised to 6000) steps in a day. Individual members could provide bonus points to team by walking a minimum of 10000 steps. Also participation in 10 kM / 21 kM marathon events provided opportunities to earn 3/5 additional points. Overall contribution of individual bonus points was limited to 60 (over the 84 day period) in order to ensure consistency.

After 6 weeks, teams were merged to create bigger team size of 9 members each. Additional bonus points to team were provided if individuals performed better than the first 6 weeks. Team winner was decided based on a complex formula which accounted for consistency. Some of the statistics is staggering:

. Total Steps by HC1: 32.33 million ( ~ 24638 km)

. Total Steps by Top 10 players : 11.65 million ( ~ 8873 km)

. Best team performance steps : 8.58 million ( ~ 6539.km)

. Participation in 10 KM/21 KM : 8 / 1. We will return next year with bigger program. Till then we encourage HC1 to continue walking….

Ministry of Road Transport and Highways (MoRTH) instituted awards for the best performing road assets and toll plazas across the country with an objective of strengthening and augmenting the road infrastructure in the country. HC1 participated in all three categories pertaining to O&M of roads viz.

. Excellence in Highway Safety – Nirmal BOT

. Excellence in Operation & Maintenance - Godhra Expressways Private limited (GEPL)

. Excellence in Toll Plaza Management – Ulun-derpet Expressways Private limited (UEPL)

Winners were selected based on multiple rounds of rigorous assessment. A detailed evaluation framework was to be filled by concessioner. After assessing the validity and propriety of data submit-ted by applicants, site inspection was undertaken for the shortlisted applicants. An independent Jury then decided on the award.

Nirmal BOT won Gold Award for Highway safety

which acknowledges commendable work done to reduce road accidents. Nirmal BOT has analysed all black spots and specific improvements were done to improve road geometry. This resulted in signifi-cant reduction in accidents (45% over past three years). Also, accident severity index for Nirmal BOT is 3.7% vis-à-vis country’s average of 31.3%.

GEPL received Champion recognition for excel-lence in O&M as it is offering excellent riding qual-ity due to proactive maintenance approach. quality due to proactive maintenance approach.

Neeraj Sanghi, CEO, HC 1 was a speaker of Eighth Annual Conference on Operations, Maintenance & Tolling in the Road Sector on 13th No-vember 2018 at Delhi.

Eighth Annual Conference on “Operations, Maintenance and Tolling in the Road Sector” took place at Delhi on November 13, 2018. Neeraj Sanghi was invited to participate in a panel discussing the operations from the perspective of developers and investors. The co-panelists included Vivek Rastogi, CEO, Oriental Tollways and Vinay Sekar, Sr. VP, Cube Highways. Panel discussed critical issues regarding O&M of highways viz., insourcing vs. outsourcing of toll operations, ETC development in the
