    The Bank of Canadas latest announcement to hold its interest rate target at one per cent does not come as a surprise. The experts expect that to hold steady at the next BoC rate announcement coming up on April 16, and well into mid-2014. The rate has been holding at that level since September 2010, which is good news if youre in the market for a mortgage.

    There are many excellent mortgage products available from banks and brokers that will suit your individual needs, and could well be lower than posted bank rates, which are currently hovering around three per cent for a variable rate. With a pre-approval in hand, youre protected if rates rise; if they go down, youll likely get an even lower rate. A pre-approval can be a win-win situation for shoppers, since it means you dont have to wait to get financing approval on a home when you put in an offer. This is an especially good tool to have when markets are hot. Removing the conditional on financing clause could mean your offer is accepted first since you already have your financing in place.

    So when will rates rise? Its anyones guess, but most experts agree its unlikely there will be any significant movement until mid-year.

    However, we cant assume that will be the case, and you shouldnt wait too long to get pre-approved for a mortgage. It can take a few days. Many lenders offer online pre-approvals to make the process faster and easier.

    Start the spring season off right by taking advantage while you still can.

    GREAT RATES HOLDING STEADY

    A home is probably the biggest purchase youll make in your lifetime, and its also arguably the one that will bring you and your loved ones the most joy. In the long run, real estate is generally a sound investment that yields security and a good return, should you ever decide to sell. And if youre looking for immediate gratification, nothing beats the feeling of stepping through the door and knowing youve arrived home.

    There are about as many different types of condos out there as there are types of buyers. Whether youre leaning toward a small-but-sweet loft in the downtown core, with every imaginable amenity steps from your front door, or you have your eye on a spacious townhome in a quiet part of town, rest assured that the perfect home is out there for you!

    Its important to keep an open mind but also know what you want. You may have your heart set on a two-bedroom condo but can you live with one bedroom in the interest of a balcony or rooftop patio? You decide. You may be surprised at where you end up.

    Heres where it helps to make a list. Note your must-haves and know what youre willing to compromise on. Dont forget to check out the amenity spaces. While not within your four walls, the lobby, fitness facilities, barbecue areas and the like are an extension of your living space, impacting your lifestyle while you live there as well as the resale value when you choose to sell.

    Buying a home is an important purchase, but dont be a victim of over-analysis paralysis. Have fun and enjoy the ride!

    Imagine a world in which everyone has a similar vision of what it takes to build a great city. Thats the vision of the home building and land development industry.

    The industry faces many hurdles in executing great city plans but believes it will take the power of alignment to get Toronto and GTA to the next level. That means aligning all of the stakeholders involved: politicians and senior civil servants at both the municipal and provincial level, the industry, new-home buyers and the public.

    As you can imagine, the GTA was a different place 40 years ago and today all of our partners must share a common vision of policies, values and outcomes to ensure that our industry can continue to build quality, complete communities for up to 100,000 people and 50,000 jobs that come to this vibrant region every year.

    Recently, BILD and the Ontario Home Builders Association submitted two papers to the province on the Development Charges and Land Use Planning and Appeals consultations that offer up some very worthy solutions to make the development process more efficient.

    Among our solutions, we believe that there is a lack of fair and consistent application of provincial planning policy through municipal planning documents across Ontario.

    Its difficult to set a course for that new vision of building complete communities when many zoning bylaws around the GTA date back to the

    1980s and 1990s, with some even from the 1950s. The lands most affected by outdated planning policies are often in

    downtown areas and transit corridors. Both areas are earmarked in the provincial Growth Plan, Places to Grow, to be the focus of intensification. The problem is that landowners must apply to rezone the land at a costly price in order to build there.

    The province must do more to encourage municipalities to update zoning bylaws to reflect the intent of Places to Grow by pre-zoning and pre-designating lands, streamlining the process of building approval so that municipalities can create a city that lives up to the goal of the provincial plans vision.

    If municipalities updated their zoning bylaws as they refreshed their Official Plans (OPs), they would reduce unnecessary processing delays, which would save new-home buyers a lot of money and help them achieve their dreams of home ownership. Best of all, this shift in priorities doesnt have to cost taxpayers a penny. Its simply a change in using the public resources that are already in place.

    Legally, Official Plans must be updated every five years and zoning bylaws within three years of an OP update. The province must take on greater responsibility to ensure municipalities are meeting this legislative requirement. This will lead to more certainty, fewer building delays and fewer appeals to the Ontario Municipal Board.

    We are all in this together and we should all be part of the solution. The industry, the consumer and government partners must work collaboratively for solutions and with integrity. It is time to imagine the city region in 40 years and make that vision happen. Thats alignment.

    Together with our partners in government, BILD will continue to work toward building safe, quality, complete communities that new-home buyers can afford to purchase. Why do we care so much? Because we live here, too.

    CONDO MARKETS STILL TRACKING SOFT LANDING Genworth Canada releases Winter 2014 Metropolitan Condo Outlook

    CONDOMINIUM MARKETS IN MOST CITIES WILL AVOID PRICE DECLINES IN

    2014 and 2015, according to the latest Conference Board of Canada condo report released by Genworth Canada. The Winter 2014 Metropolitan Condo Outlook forecasts that urban centres of higher risk, like Toronto, are expected to see the condominium market cool, but still expect a soft landing. The outlook is generally stronger in Western cities, including Calgary and Edmonton and even the Vancouver market is improving.

    With a variety of price points and central locations, condominiums remain an attractive and affordable option for those who want to be close to all that urban life has to offer, says Brian Hurley, chair and CEO of Genworth Canada. For first-time buyers, well-maintained buildings with reasonable maintenance fees provide that balance between responsible debt investment and home ownership.

    All eight cities covered in the report, along with Canada as a whole, are forecast to enjoy employment and population growth in 2014 and over the next few years. These gains, along with low mortgage interest rates, continue to underpin housing demand. An aging population and rising housing prices should help ensure that condominiums, popular

    with both empty-nesters and budget-conscious first-time buyers, capture a larger share of this expanding market.

    Although many commentators view the Canadian condominium market as an overvalued bubble about to burst, we think it is only slightly overheated and enjoys sound economic underpinnings, says Robin Wiebe, senior economist at the Centre for Municipal Studies at The Conference Board of Canada.

    As such, markets are likely to cool gently. To potential homebuyers, monthly mortgage payments, rather than house prices, are what matter and these should remain moderate.

    Resale prices for condominiums are expected to rise in both 2014 and 2015 in Canadas major cities. Toronto condominium resale transactions are forecast to remain flat in 2014, then rise modestly; while condominium starts fell over 40 per cent last year as builders faced higher inventories, stronger absorptions will lift starts both in 2014 and 2015. For 2014, Calgary will see the largest growth at 3.3 per cent, and Vancouver the slowest at 1.5 per cent.

    The Winter 2014 Metropolitan Condo Outlook forecasts that urban centres of higher risk, like Toronto, are expected to see the condominium market cool, but still expect a soft landing.

  • If you read my column in the March 29 issue of New Condo Guide (titled For Sale: An objective approach to an emotional decision) then youll remember my dread of having to endure weeks (possibly months) of painful open houses and showings. Well, lucky for us, that For Sale sign turned to Sold quicker than expected.

    Now, those worries about selling our home have shifted to buying one and meeting everything on our must-have list budget and timing included.

    In a casual chat with a real estate agent about our plan selling our home first, then buying he advised me and my husband to take the reverse route and buy first. Its a sellers market, he said. Selling wont be the problem, its buying that you should be more concerned with.

    Well, the agent was right on one count our house sold in a matter of days. But buying before selling? While the idea of taking our time to house hunt, pack and move appealed to us (my husband are I are both meticulous planners; we had our whole wedding timed, right down to the minute!), the possibility of paying two mortgages simultaneously, or settling for less than list price on our home in the interest of a quick sale, were certainly not in the plan. Ultimately, our comfort level dictated that selling before buying was the way to go. We now know exactly how much equity we have to put toward our new house, and we wont get stuck paying two mortgages. To us, this peace of mind is worth the risk of possible bidding wars and being beaten out by a bigger, better offer. If fact, we almost expect that scenario. After all, it is a sellers market, right?

    While its a good idea to pay attention to the headlines and all the advice offered professional and otherwise take it with a grain of salt. You can never really predict what will happen in the real estate market, though many may try. Experts guess at where the market is going based on trends and historic data. And while the picture may look a certain way from a national, provincial or city-wide perspective, what happens from one street to the next, from one price range to the next, can differ dramatically. Your guess as to what the housing market holds in your specific circumstances is as good as anyones.

    Is it a buyers or sellers market? Will prices rise or drop in the next few weeks while we search for the best home and the best deal? What will happen to mortgage interest rates in the short term? Should we buy now, or wait until the feverish, spring-time frenzy blows over? Rather than losing sleep worrying about things you cant predict or control, think about your own circumstances and plan your future based on your personal facts.

    Take an honest look at your financial situation. Review your assets and debts, including mortgage (current and expected payments), car loans, lines of credit, student loans and other bills. Are you secure in your job? Are you planning to grow your family? Will you be taking parental leave from work, and if so, can you afford to pay all your bills on your now-decreased income? Once you figure out what your reality is and where your comfort level lies, youll be better equipped to make a decision without being bombarded by the latest headlines.

    The key message? Buy when youre ready for the market, not when the market is ready for you.

  • for repairs. What does this all mean? Basically, when it is time to do the Pre-Closing Inspection, know that if you dont list it, you may not be able to compel the builder to fix it. Therefore, it is critical you list everything! Here is a minimum list of what I believe will help you in making sure you are covered:

    01 Insist on having enough time to do the inspection and allow yourself enough time with no need to be anywhere else;

    02 Write everything down yourself. Dont let the builders representative take charge;

    03 Dont rush! Dont let the builders representative push you, and insist on moving at your own speed;

    04 Write or mark down everything that is incomplete, broken or not working properly, no matter how small or seemingly insignificant;

    05 Dont accept promises of repair during inspection if something is not right, mark it down;

    06 Try every light, socket, tap, drain, toilet, door, lock, window, appliance, everything that could be defective now or go wrong later;

    07 Watch for stains on carpets, scratches on wood floors, cracks in paint or drywall, and areas where the builder forgot a second coat of paint;

    08 Look for water stains or spots on floors and walls, and if you see any, insist on knowing where they came from and why;

    09 Houses: dont forget the exterior roof, drains, bricks, mouldings. Is there sod, is the grading complete and is your driveway in?

    10 Condominiums: go check out the common areas lobbies, garbage rooms, parking areas, lockers, pools, tennis courts and health clubs. Remember, as a condo owner, you own part of these common areas, and if parts are incomplete or defective, put them on the list!

    Remember that this inspection is, in all probability, the only chance you will have to deal with deficiencies, so make sure you check carefully. Some readers ask what happens if the builder rushes them or something happened and they did not get the opportunity to finish their inspection. The answer is to compile a complete list as soon as possible, and send it to the builder and to Tarion in order that the record is on file.

    There is probably more to this, and I do not suggest that this list is complete. But I hope it helps in making you realize how important it is to

    do a thorough job on the Pre-Closing Inspection.

    As the City of Toronto and the surrounding municipalities continue to grow, the need for improved methods of getting around also increases. We often hear of the importance of more transportation options and how we need new projects but we often forget there are a number of current projects on the go that will help move us to where we need to go for work and for play.

    The Union Pearson Express will connect Terminal 1 at the Lester B. Pearson International Airport with Union Station in downtown Toronto and includes two stops at the Bloor and Weston GO Stations. A train will leave Pearson every 15 minutes and the trip will take approximately 25 minutes. One of the greatest benefits of this new rail line is that it will take 1.2 million cars off the road each year which will help ease traffic congestion and benefit our environment. The first Union Pearson Express vehicle will arrive in Toronto this summer and the line will be fully operational for the Pan Am Games in the summer of 2015.

    The Billy Bishop airport is currently only accessible by a very short ferry ride which can be time consuming and certainly susceptible to inclement weather. Thankfully the Toronto Port Authority, which owns and operates the airport, is building a state-of-the-art pedestrian tunnel with moving walkways that will allow travellers to walk underground to the airport. The tunnel will be powered by 100 per cent Green energy and will be ready by winter 2014/2015 in plenty of time for the Pan Am Games.

    Another great project that will keep people moving is the Crosstown LRT, which will traverse across Eglinton Avenue from Weston Road to Kennedy Station and travelling a total of 19 kilometres with 10 kilometres of the route underground. This new route will dramatically increase the speed of crossing midtown Toronto and will be operated by Metrolinx.

    Finally, the Toronto-York Spadina Subway Extension will bring a subway to York University as well as up to York Region for the first time. Six new stations will be added and Downsview station will be renamed Sheppard West. Over 2,900 parking spaces will be added to the six stations to encourage people to take the subway downtown and the new extension will be operational by the fall of 2016.

    These projects, as well as other planned and future projects, will help keep residents of Toronto and the GTA moving for years to come.

Over the last decade, a significant amount of the net worth of Canadians has been tied up in their home equity, and this has provided the foundation for a lot of retirement plans so there is obvious concern. But should there be?

    For the majority of Canadians, the plan is to stay in their current home for at least three to five years. So heres a simple fact: equity is only gained or lost the day you sell. In other words, if the value of your home were to drop by 10 per cent tomorrow, you may feel anxiety over the drop in your net worth but it would only be on paper unless you actually sold your home tomorrow.     reCently, the Daniels Corporation anD habitat for

    humanity toronto held a dedication ceremony that marked a life-changing event for the Zhang-Min family. To help make the dream of home ownership a reality for low-income families in downtown Toronto, Daniels and Habitat arranged for the contribution of two condominium suites in Cinema Tower. At the celebration, the Zhang-Min family was the first to receive a key to their new home. Since 2005, when Frank, his wife Ping and their teenage daughter, Alice, immigrated from China to make a better life for themselves, they have struggled to make ends meet while living in a basement apartment that lacks privacy, fresh air and sunlight. We are so happy to be moving into this brand new building, Ping says. Its close to my husbands workplace so its very convenient for us.

    According to Ene Underwood, CEO of Habitat for Humanity Toronto, We are deeply appreciative of our ongoing partnership with Daniels. The Cinema Tower project is a great example of how innovative partnerships can push the boundaries of affordable housing and further our mission of mobilizing community partners, like Daniels, to make the dream of home ownership a reality for low-income families.

    Daniels executive vice-president, Niall Haggart, adds, For us, successful business and social responsibility go hand in hand. Together with Habitat, we are demonstrating that affordable housing can be achieved, and we are thrilled to welcome the Zhang-Min Family home to Cinema Tower!

    Daniels is a longtime supporter of Habitat for Humanity affiliates across the Greater Toronto Area. Among many other supporting initiatives, in 2008, the company donated land for the construction of 10 Habitat homes in Etobicoke the largest donation of land by a private company in Habitat Canadas history. The Cinema Tower key ceremony marked yet another milestone in the Daniels-Habitat affiliation.

    Habitat for Humanity Toronto (TorontoHabitat.ca) marks its 25th anniversary this year as a non-profit, non-denominational Christian housing organization that

    builds simple, decent affordable homes in partnership with low-income families. The Toronto branch was established in 1988 and has helped more than 250 families find the safety and security of a home in 2013.
