Development Planning is a multi – disciplinary profession and it carries with it a long term responsibility. Somehow this task was not so much known 40 years ago when planning School was established in 1972. I am glad that School of Planning at CEPT University has ventured into most of the areas which finally create a comprehensive development plan. With exposure to several disciplines, studying, I must say, have proved their ability at several National and Multi – National organizations, in proposing alternatives to suit special conditions. And today, they rank in top bracket of demands. As a founder Director, I feel proud of these graduates who have proved their worth beyond expections.

The School of Planning under the Faculty of Planning and Public Policy was es-tablished in the year 1972. The primary focus of the institution is on promoting sustainable development, and strives to impart quality education as well as to encourage research. These have the primary intention of developing strategies and influencing policy that may directly improve the quality of life of those being planned for.The curriculum of the post-graduate pro-grammes emphasizes the understanding of a wide range of development issues and encourages the pushing of tradition-al frontiers in planning by the questioning of established practices. The learning process integrates physical planning with a rigorous theoretical backing, support-ed by workshops and internships.Currently, seven post-graduate pro-grammes are offered by the Faculty of Planning and Public Policy, leading to a Master of Planning degree in the follow-ing specializations:

Faculty of Planning and Public Policy(FoPPP)Urban and Regional PlanningSecond Semester: Urban Development PlanLocation: Kathmandu Valley RegionTo provide a coherent spatial framework together with implementation strate-gies to ensure integrated social, economic and physical development in three districts in Nepal: Kathmandu, Lalitpur and Bhaktapur.Third Semester: Regional PlanLocation: Dakshina Kannada, Kodagu and Mysore, KarnatakaRegional imbalances have been a subject of immense concern in India. This lab attempts to understand these and to knit a regional plan for three distinctly different districts in southern Karnataka, from the perspective of spatial arrange-ment and temporal changes.

HousingSecond Semester: Housing StrategyLocation: Guwahati, AssamA housing strategy for the city was prepared taking into account the issues of each of the housing sub-markets. The different housing sub-markets chosen were encroachment on government land, encroachment along railway tracks, encroachment on hills, employer-provided housing and private housing.Third Semester: Real Estate ProjectLocation: Pune, MaharashtraThe main aim of the lab was to prepare real estate projects driven by citywide housing policy. This involved the undertaking of a review of the present housing stock in the city, identifying the housing gap and then preparing a citywide housing policy incorporating the issues of housing, followed by a feasible real estate housing project.

Environmental PlanningSecond Semester: Regional Environmental Management PlanLocation: Pokhara Valley, Nepal and Mahabaleshwar & Panchgani Regions, MaharashtraTo develop an Environment Management Plan that pertains to regional growth focusing on environmental conservation of Pokhara Valley and Ma-habaleswar & Panchgani regions.Third Semester: Environmental Impact AssessmentLocation: Vishakhapatnam, Andhra PradeshEIA is an important tool for environment management and decision mak-ing. This lab attempts to carry out environmental and social assessment of Vishakhapatnam Master Plan. The attempt to assess a Master Plan is a first of its kind.

Industrial Area Planning & ManagementSecond Semester: Urban Development PlanLocation: Kathmandu Valley RegionTo provide a coherent spatial framework together with implementation strate-gies to ensure integrated social, economic and physical development in three districts in Nepal: Kathmandu, Lalitpur and Bhaktapur.Third Semester: Regional Industrial PlanningLocation: Kutch RegionThe project aimed to understand the current industrialisation in the district of Kutch and to prepare a strategic plan for industrial development. It consisted of a study of the region with a special focus on the impact of industrialisation on socio-economic structure and environment

Rural Planning & ManagementSecond Semester: Rural ProjectLocation: Dasada, Gujarat and Thiruvambadi, KeralaPreparing tourism development strategies for Dasada, Gujarat to ensure economic development of the region and upliftment of the local people taking into account the conservation of eco-sensitive zones. Developing strategies for a Local Development Plan (LDP) for Thiruvambadi Gram Panchayat, Kerala oriented to the natural resource base in western ghats. Third Semester: Rural Regional PlanningLocation: Nilokheri, HaryanaThis lab consisted of an exploration of the Nilokheri Model of Rural Develop-ment in order to develop a concept plan for PURA (Provision of Urban Ame-nities to Rural Areas). The identification of potential growth centres for PURA constituted an integral part of the exercise.

Urban Transport Planning & ManagementSecond Semester:Strategic Land-use & Transport PlanLocation: Ramanagara, KarnatakaThe aim of the lab was to understand the strategic transportation planning process for an urban area. Traffic surveys such as Household surveys, Classified Volume Count, Road Side interviews, Road Inventory, Speed Delay Survey, Cordon-line survey were done to understand the travel behaviour of the people of Ramanagara. The outcome of the lab was a forecasting of the travel demand was and a transportation plan for 2032.

Infrastructure PlanningSecond Semester:Urban InfrastructureLocation: Nadiad, GujaratThe studio focused on preparing a City Development Plan for a Class I Town: Nadiad. The final City Development Plan prepared by the batch was reviewed by Authorities from Nadiad Municipal council and the Gujarat Urban Develop-ment Mission. Well-received by the jury members, the final report is under due process by Nadiad Municipal Council for making it an official document.

Dual Degree in URP & Urban Design

The Dual Degree programme in Urban and Re-gional Planning and Urban Design offered by CEPT University, was first introduced in 2010, with the intention of bridging the gap between these two disciplines which have distinct academic programmes but which borrow extensively from one another in practice. Students from either programme with a background in architecture can choose to do the Dual Degree by spending an

additional year completing the coursework of the other programme, thus earning a dual Master of Planning in Urban and Regional Planning with a Master of Architecture in Urban Design. The students of the first batch of the Dual Degree programme have graduated this year, with a rigorous and holistic understanding of the prin-ciples, practice and inter-relationships of both Urban Design and Urban and Regional Planning.

Environmental Planning

The Postgraduate programme in Environmental Planning was initiated in 1987 and is outlined to inculcate the expertise required to integrate the built environment with the natural environment by building skills in the following areas:

Strategic Environmental Assessment and Management; Climate Change Adaptation and Resilience; Sustain-able Development Framework; Energy Management and Sustain-ability

© Himadri Bhuyan

The programme emphasizes a rational and scientific perspective by combining contem-porary theory in environmental planning with a hands-on problem-solving approach. The concept of sustainable development is used as the guiding principle, with a focus on policy and management. The programme is geared towards training graduates who aspire to make a positive contribution to planning and the environment.
