With respect to fireworks in LOE, they have historically been discouraged. On several occasions, Harris County has banned all fireworks due to drought conditions particularly around July 4th. When the county allows fireworks, the LOE community has an option to allow/ restrict fireworks. e actual residential documents do not specifically address fireworks. e only restriction currently in our documents is more general in nature - "No noxious or offensive trade or activity shall be carried on upon any Lot, nor shall anything be done thereon which may be, or may become, an annoyance or nuisance to the neighborhood" (Declaration Article V., Section 1. j.). As residents and Board members, we see two sides to the issue when fireworks are legal: 1) Families should be able to enjoy a fun celebration time together, but 2) No resident has the right to endanger another person’s property or create an annoyance to others. We do not believe these are mutually exclusive and with a little effort and thought, all parties can be accommodated. For example, as long as the fireworks were limited to reasonable hours, located away from all homes and the area cleaned afterwards, then it is possible they could be enjoyed by residents wishing to participate. However, before any proposals are enacted, we would like to understand the actual desire of the entire community. erefore we have established a survey open to all resident families to try to gather a broad understanding of the community wishes. If the community desires a permanent ban on fireworks in all circumstances, then a formal change to our documents would be required. Full community notice and opportunity to comment would be given if such a ban is proposed. ankfully the firework issue does not have to be finalized until June, so we have time to seek the community’s input. We are asking each family to submit one response to the survey on fireworks. https://www. surveymonkey.com/s/NZYPVZ3 We will share the survey results with the community as soon as they are available. We would like to thank everyone for their patience as we work through this issue. LOE Board of Directors Volume 14, Issue 2 February 2015

FIREWORKS IN LOE & COMMUNITY SURVEYRecently, several residents contacted First Service on the use of

fireworks. The Board of Directors would like to share some history and request your feedback. This article is a repeat of an eblast that was sent on January 14, 2015.

With respect to fireworks in LOE, they have historically been discouraged. On several occasions, Harris County has banned all fireworks due to drought conditions particularly around July 4th. If the county prohibits fireworks, then LOE prohibits all fireworks. Failure to adhere to that ban results in a $500+ fine from the sheriff. When the county allows fireworks, the LOE community has an option to allow/restrict fireworks. The actual residential documents do not specifically address fireworks. The only restriction currently in our documents is more general in nature - "No noxious or offensive trade or activity shall be carried on upon any Lot, nor shall anything be done thereon which may be, or may become, an annoyance or nuisance to the neighborhood" (Declaration Article V., Section 1. j.). As residents and Board members, we see two sides to the issue when fireworks are legal: 1) Families should be able to enjoy a fun celebration time together, but 2) No resident has the right to endanger another person’s property or create an annoyance to others. We do not believe these are mutually exclusive and with a

little effort and thought, all parties can be accommodated. For example, as long as the fireworks were limited to reasonable hours, located away from all homes and the area cleaned afterwards, then it is possible they could be enjoyed by residents wishing to participate. However, before any proposals are enacted, we would like to understand the actual desire of the entire community. Therefore we have established a survey open to all resident families to try to gather a broad understanding of the community wishes. If the community desires a permanent ban on fireworks in all circumstances, then a formal change to our documents would be required. Full community notice and opportunity to comment would be given if such a ban is proposed.

Thankfully the firework issue does not have to be finalized until June, so we have time to seek the community’s input. We are asking each family to submit one response to the survey on fireworks. https://www.surveymonkey.com/s/NZYPVZ3

We will share the survey results with the community as soon as they are available.

We would like to thank everyone for their patience as we work through this issue.

i Neighbors is a free community communication option. It is very useful for items such as lost and found or posting items for sale. However, it is not an official communication channel for the LOE Board of Directors or for First Service Residential, our management company. The posts you may read on i Neighbors are provided anonymously without any verification system. So, while there might be an occasionally accurate posting or two, most posts are inaccurate, misleading or incomplete. This is especially true for rules, policies, enforcement and general management within our subdivision. Unfortunately, posts of this type have caused division and ill-will within our subdivision. That is not beneficial to our community.

If you have a concern, please contact First Service Residential, specifically Elise Campagna. If Elise cannot immediately address the issue, she will forward the item to the full Board of Directors. If Elise does not acknowledge the resident inquiring within 72 hours, then First Service Residential leadership and the LOE Board of Directors should be notified. Any calls placed to First Service after normal working hours are routed to an answering service and will be addressed the following work day. If you have an emergency issue of such criticality that an immediate response is required, please call 911, the sheriff or the appropriate emergency personnel.

BULK HEADREPAIRS

Quilt Show!MUD 341

MUD 341 has completed their work to repair and stabilize the bulk heads around all of LOE lakes. They repaired all major cracks that were jeopardizing the integrity of the bulk heads, installed anchor cables in several locations to prevent further bulk head collapse, and added concrete caps in locations where water was frequently flowing over the top of the bulk head. The MUD will monitor the integrity of the bulk heads on a yearly basis and has committed to additional repairs as necessary.

The 2015 West Houston Quilter's Guild will be held at the Richard E. Berry Educational Support Center in Cypress, Texas on March 6-7, 2015. There will be lots of quilts, vendors, and items for sale. Come and see what Guild members from Lakes on Eldridge have been creating!

The LOE Bible Study Group will begin a new study on February 10, 2015. Does it even seem possible that 2015 is here already? Well, it is and we are not yet ready for the Lord’s return. What does it mean to be ready for the Lord’s return? Dee Brestin shows us through her study “A Woman of Beauty” that looks at First, Second and Third John in the New Testament. Each of these letters from the Apostle John is written to believers in Jesus Christ. They define the beauty that God wants to see in us when He sends Jesus to take us to our eternal home. This beauty is not just outward, but comes from deep within us. We can see from the scriptures exactly what God expects from His faithful followers.

Our group meets every Tuesday at 9:15 am, at the Lakes on Eldridge Beach Club for fellowship, music, study, and prayer. We welcome all who would like to know more about growing in God’s love and grace. We finish around 11:30 and go out to lunch together on the second Tuesday of the month. If you need additional information or would like to register for the Spring session please email leggettstephanie@ ymail.com or text 713-560-0042. We look forward to hearing from you.

February 23 - Orphan Train by Christina Baker Kline. Between 1854 and 1929, so-called orphan trains ran regularly from the cities of the East Coast to the farmlands of the Midwest, carrying thousands of abandoned children whose fates would be determined by luck and chance. This is the story of one such child.

March 23 - The Searchers: The Making of an American Legend by Glenn Frankel. In 1836 in East Texas, nine-year-old Cynthia Ann Parker was kidnapped by Comanches. She was raised by the tribe and eventually became the wife of a warrior. Twenty-four years after her capture, she was reclaimed by the U.S. cavalry and Texas Rangers and restored to her white family, to die in misery and obscurity. Cynthia Ann's story has been told and re-told over generations to become a foundational American tale. NOTE: This will be the Holly Hall book review in March, so those interested may want to attend that.

April 27 - And the Mountains Echoed by Khalid Hosseini. Khaled Hosseini gifts us with a poignant story of love, loss, and recovery across several families and over several generations. Like an intricately woven tapestry, And the Mountains Echoed pulls us into the lives of disparate children, men, and women in Afghanistan, France, Greece, and California, showing us how the choices they and other make resonate over decades.

So many books, so little time!
