The legal representative entity of the network is the ENoLL Office inBrussels (BE) close to the University campus of Vrije Universiteit Brussel,of two full time staff members. The ENoLL Office is hosted by the ENoLLSecretariat, the Institute of Interdisciplinary Broadband Technology (IBBT). 1.1WordfromthePresident

The Living Labmovement is emergingglo-bally as a tool for economic and social de-velopment at the local and regional scale,giving great opportunities for rural, urbanand regional development, both to largecompanies and to SMEs innovation, levera-ging their sustainable competitiveness, andfinally giving a new role for public authori-ties inpromotingand facilitating innovation. Thus, today the Living Labs are wi-dely recognized and accepted pil-lar of the European Innovation System. EuropeanLivingLabshaveevolvedoverthepast seven years based on and strongly in-terlinked with national and European Poli-cy and Innovation initiatives in the thema-tic areas as broad as addressing following:

The European Commission has supported the Living Labs growth from the outset,recognizing that user-driven open innovation is an efficient way to deal with marketfragmentationandobstacles,makingtheinnovationprocessmoreefficientbybridgingthegapbetweenRDIandmarketentranceandsupportingbetterandfastertake-upofRDIresults.Thesemethodologiesarerapidlybecomingthenewmainstreammethodofinnovatingas they enable small andmedium-sized enterprises (SMEs) to create leadmarkets byovercomingexistingbarriersinlocalandregionalmarketsinEurope.TheLivingLabsmodelincludescitizenparticipationfromtheveryoutsetofthecreativeprocessof technologydevelopment.Asaresult,evaluatingaspectssuchassocialandeconomicimplicationsofnewtechnologieshasbecomemoreaccurate.Sotheneedsofusersarebetterlistenedtoandfulfilled.WithLivingLabsthedevelopmentoftechnologiesandcreationofinnovationsstepsoutfromclosedlaboratories,intoeverydaylife.A first turning point came with the Helsinki Manifesto launched by the Finnish EUPresidencyinDecember2006as“animportantsteptowardsanewEuropeaninnovationinfrastructure”,which established the EuropeanNetwork of Living Labs (ENoLL).Withthe solid support of the initial structure of 19 Living Labs, Living Labs have togetherformedanumbrellaorganizationcalledtheEuropeanNetworkofLivingLabs,non-profitassociationwiththeoverallaimtoexploitsynergiesbetweenthenetworkmembers interms of networking, sharing good practices, provision of services and tools and theabilitytoaccessdifferentusercommunities.ENoLLsecretariatcoordinatesalmost300LivingLabmembersinEuropeandworld-wide.Thecommunityhasgrownthrough5yearly“waves”ofmembershipto274LivingLabsofwhich36areoutsideofEurope,coveringsixContinents.NationalLivingLabnetworkshavebeenestablished in severalMemberStatesand regionalnetworks inChina,LatinAmerica,andAfrica.EachLivingLabbringsdifferentgroupsandsectorialassociationsintoitspartnership,involvingoftenhundredsofSMEsinitsactivitiesandleadingtotheestimated25,000organisationsaffectedbyENoLLactivitiesoverall.FollowingastrategyofglobalizationoftheLivingLabsmovement,ENoLLhasconcludedseveral strategic Memorandum of Understanding (MoUs) with organizations such asthe Beijing City Administration Information System and Equipment Center (CAISEC),UbiquitousNetworkIndustryandTechnologyDevelopmentForum(UNITED,theChineseFutureInternetandIoTinitiative),theFoodandAgriculturalOrganizationofUnitedNations(FAO),LLiSA (LivingLabs inSouthernAfrica) ,AsianSmartLivingSummerSchool andmorerecentlywiththeWorldBank.ThroughtheseMoUs,ENoLLisbuildingaportfolioofactivities,initiatives,exchanges,andpilotexperimentsthroughouttheworld,buildinginternationalnetworksandofferingexceptionalopportunitiestoEuropeanSMEsandthebroaderEURDIcommunity.Todayourambition isno lessthantosetworldwidestandard inopenanduser-driveninnovation,whilestayingtruetoourcorevaluesofbottom-upprocessesandembracingtheopennessofourcommunity.

NatalieWeisshasdoneherinternshipattheENoLLOffice(Nov-Dec)especiallyassistinginthedraftingandthepublicconsultationofthewhitepaperdocumentforthecreationofsustainableLivingLabnetworks inAfrica, includingassisting inthedailyactivitiesoftheoffice.NataliewillcontinueherMasterthesisonLivingLabnetworksinAfricaandissupportedbytheENoLLOffice. ENoLLonlinecommunicationsIn2011ENoLLhassuccessfullyextendeditscommunicationstrategybyusingthesocialnetworkplatformFacebook,addinganotherinternetpresencetotheirTwitterandFlickractivities.TheFacebookgroup"ENoLL-EuropeanNetworkofLivingLabs“wascreatedinJanuaryofthisyearandcanbelikedbyanyinterests.Sofarthereareover400Facebookusersthatreceivenewsbythistoolandcanactivelyengageandcommunicatewitheachother.

TheENoLLTwitteraccount@openlivinglabshasbeenactivesinceApril2010andalreadycountsmore than900 followers.Thedistributionofshortnewsand the retweetingofimportantmessagesgivefollowersaquick,butthroughlinkagesatthesametimeaveryextendedviewof theENoLLactivitiesand interests.BothnetworkingcommunitiesareusedtostrengthenthenewsdistributionandpublicpresentationoftheEuropeanNetworkofLivingLabs.Theseplatformsguaranteeandfacilitiesafastandeasycommunicationinanetworkstructure,givingeveryonethechancetoparticipate.Slideshare,ScribdandVimeoaremorepossibilitesfortheuserstogatherinformationaboutENoLL.

TheENoLLOfficehassentmonthlynewsletterforitsmembersincludingallthepeoplethathaveregisteredassubscribersontheENoLLPortal.TheENoLLnewsletterfeatureslatestnetworkactivitiesandinitiatives,importantfundinginformation,projectbriefsandnewsfromthecommunity,includingcalendarofevents.Thenewslettermailingliststodayisover1000individuals/organisations,numberofsubscribershasdoubledfromtheyear2010.Accordingtothestatistictheclick-to-openratehasbeenwellabove30%(Addemarsystembenchmarkis25%).

2ENoLLStrategicProjectInvolvement TheEuropeanNetworkofLivingLabs,asanInternationalAssociation,selectivelyparticipatesinEU-fundedprojectsthatareasstrategicallyimportantforthewholenetworkorforitsworkinggroups.MostlytheENoLLroleintheseprojectsinvolvestasksindisseminationandstakeholderengagement.TheENoLLProject InvolvementGuidelines(approvedbytheENoLLCouncilinJune2011)definethekeyaspectsofENoLLprojectinvolvementinastructuredwayandproposesasetofoverallmanagementprinciples,withpurposeto:

1)ReassurecompliancebetweentheENoLLprojectinvolvementandtheENoLLmission andbylaws.

2)IncreaseprincipalfeasibilityoftheENoLLprojectinvolvementand.

3)DefineprocessesthatmaximizeprojectrelatedbenefitsandopportunitiesforENoLL payingmembersandthenetworkaswhole.

2.1TheEuropeanPlatformforIntelligentCities TheEuropeanPlatformforIntelligentCities–EPIC–willcombineinnovationecosystemprocesses, fully researched and tested e- Government service applications and newcloudcomputingtechnologiestocreatethefirsttrulyscalableandflexiblepan-Europeanplatformforinnovative,user-drivenpublicservicedelivery,alongwithauserRoadMap.

LivingLabshelpindividualpublicadministrationsharnessthepowerofWeb2.0andfuturepolicydirectionstodevelopanddelivercitizenandbusiness-drivenservices.Cloudcomputingisincreasinglyhelpingtheprivatesectortoreducecost,increaseefficiencyandworksmarter.EPICisuniqueinthatcombinesbothoftheseinnovationsinafirst-of-its-kindwaytoenable 1) local SME‘s to rapidly prototype scalable new user-driven solutions, 2) innovative public administrations to test and deploy them and 3)citiesacrossEuropetoultimatelyaccessandusethem.

Insodoing,EPICwillpresentpublicadministrations–regardlessofwhethertheyhaveaLivingLab–withauniqueopportunitytocutcostsanddriveinnovationbyprovidingaccess to amarket-leading shared infrastructure that facilitates rapid prototyping andtesting.

TheobjectiveofPERIPHIRIAistodeployconvergentFutureInternet(FI)platformsandservicesforthepromotionofsustainablelifestylesinandacrossemergentnetworksof“smart”peripheralcitiesinEurope,dynamicrealitieswithaspecificvocationforgreencreativity.ItsOpenServiceConvergencePlatform,an“InternetbyandforthePeople”,extendsandenhancestheSaveEnergyproject’sSocialInformationArchitecture,integratingkeynewcomponents–sensornetworks,realtime3Dandmobilelocation-basedservices–withtheFIparadigmsofInternetofThings(IoT),InternetofServices(IoS)andInternetofPeople(IoP).

2.2TheSmartMetropolitanAreasRealisedThroughInnovation&People(SMARTiP)

TheideaoftheSMARTiPprojectistotaketheexperiencedevelopedbyawiderangeofexisting user-driven, open innovation initiatives in Europe, particularly thosedevelopedthrough Living Labs, and to apply this experience to the challenge of transformingpublic services by empowering ‘smart citizens’ who are able to use and co-produceinnovative Internet-enabled services within emerging ‘smart’ cities. The aim is toenabletoadoptionofopenplatformsfortheco-productionofcitizen-centricInternet-enabled services in five test-bed sites,Manchester,Gent,Cologne,Bologna andOulu.Theobjective is toenhance the abilityof thecities togrowand sustain a ‘smart city’ecosystemwhichcansupportnewopportunitiesemergingforadynamicco-productionprocessresultinginmoreinclusive,higherqualityandefficientpublicserviceswhichcanthen bemade replicable and scalable for cross-border deployment on a larger scale.

Thiswillfocusonaseriesofpilotprojects,asoutlined‘TechnicalPilots’,coveringthreethematicareas:

• Smartengagement • Smartenvironments • Smartmobility

Thepilotsaimtoactasacatalysttostimulatecitizenengagement inbecomingactivegeneratorsof content and applicationsdevelopment, aswell as beingmore informedand involvedusersof thedeveloping Internet-enabled services in ‘smart’ cities. ‘Smartcities’require‘smartcitizens’iftheyaretobetrulyinclusive,innovativeandsustainable.Thepromiseoftheinformationsociety,tocreatenewwaysofempoweringpeopletoplayafullerandmoreequalroleinemerginggovernancesystemsthroughtheiraccesstodynamicInternet-enabledservices,isalsoprovingtobeitsbiggestchallenge,asnoteveryoneisgettingequalaccesstotheskillsandopportunitiesthataresupposedtobethere.

2.3 Networked Smart Peripheral Cities for SustainableLifestyles(PERIPHERIA)PERIPHEBildschirmfoto2011-11-18um10.57.57RIAdevelopstheLivingLabpremiseofshiftingtechnologyR&Doutofthelaboratoryandintotherealworldinasystemicblendof technologicalwith social innovation. It defines five archetypical“Arenas” – specificurbansettingsorinnovationplaygrounds,withdefinedsocialfeaturesandinfrastructurerequirements–asthespaceswhereco-designandserviceintegrationprocessesunfold:

•SmartNeighbourhood:wheremedia-basedsocialinteractionoccurs•SmartStreet:wherenewtransportationbehavioursdevelop•SmartSquare:wherecivicdecisionsaretaken•SmartMuseumandPark:wherenaturalandculturalheritagefeedlearning•SmartCityHall:wheremobilee-governmentservicesaredelivered

PilotprojectsinthefivePERIPHERIAPartnerCities–Malmo(SE),Bremen(DE),Athens(GR),Genoa(IT)andPalmela(PT)–useSeriousGamestostimulatesocialinteractionof“peopleinplaces”,cross-citylinkingofArenasanddiscovery-drivenplatformconvergence.TransferscenariosdevelopedwiththesixSponsoringPartnercitiesvalidateup-scalabilityandtheemergentNetworkofPeripheralSmartCities.ENoLLisinvolvedinthisprojectassubcontractedbytheKIT.

2.4CitySDKENoLLisalsoapartnerinnewlyapprovedCIPSmartCitypilotCitySDKservicedevelopmentkit.CitySDKisfocusingonseeingcitiesasservice,peer-to-peerservices,andhowtocombinecommunitieswithservicesinthesechaos-likeenvironmentsthatcitiesintheirnatureare.Thethreemainareasofthisprojectaremobility,travelandtourismandthecitizenfeedbackonthecityservices,finallysupportingtheroamingofservicesonapan-Europeanscale. 2.5CONCORDCONCORD Future Internet PPP programme Facilitation and Support action advancestheEuropeanFuture InternetresearchbysupportingtheEuropeanCommission in thesuccessfulimplementationofacoherentFIPPPprogramme.CONCORDwillcoordinateandfacilitatethealignmentofFIPPPactivitiestoensuretherelevance,rigorandrobustnessoftheco-createdFutureInternetconcepts,visionsandroadmaps.ThemethodologyusedisanappliedSECImodelwithaspiraldevelopmentprocess.CONCORDadvocatesfair,openandinclusiveproceduresforthesupportedpartiestoachievecommonlyagreedgoals. Reflecting this, CONCORD creates an open and transparent decision-makingmechanism and collaborative environmentwhere in a systematicmanner, all projectscontributeto,andareaccountablefor,theircontributionstowardsthesuccessoftheFIPPPProgrammeasawhole.Oneof thekey rolesofENoLL (EuropeanNetworkofLivingLabs) in theCONCORDproject is to facilitate interactionbetweenFIPPPconsortiaand localandregional ICTinnovationecosystems.Projectwebsite:www.fi-ppp.eu

3ENoLLHIghlightsof20113.1Importantpolicyinitiativesof2011EUDigitalAgendaandLivingLabs

TheEUDigitalAgenda forEurope is theEuropeanUnion‘s roadmap forbringing thebenefitsofadigitalsocietyandeconomytoEurope‘scitizens.Butitcanonlydeliverifall stakeholdersare involved inassessingproblemsand identifyingsolutions.ThemainobjectivesoftheAssemblywereto:

• AssessprogresstodateondeliverytowardstheDigitalAgenda‘sgoalsand actionsandseekwaystoimprovedelivery; • IdentifychallengesaheadfortheimplementationoftheDigitalAgendaand fortheinformationsocietyingeneral; • Mobilise stakeholders‘ actions to make further progress and address challenges.

TheEuropeanCommissionthereforeinvitedabroadrangeofparticipantsfromindustry,the research community and NGOs, as well as representatives from Member Stategovernments, and the other EU institutions to assess progress inmeeting the targetsoftheDigitalAgenda.ENoLLwasrepresentedatthisfirstDigitalAssemblybyCouncilmembersPieterBallon,TuijaHirvikoskiandDaveCarteratoneoftheworkshopsentitledDigitalAgendaforLocalandRegionalDevelopment.

EuropeanInnovationPartnershipforHealthyAgeing

ENoLLVicePresidentTuijaHirvikoskiwas invited topresent theLaureaLivingLabandENoLL at the European Innovation Partnerships – meeting societal challenges andreinforcingcompetitiveness,SimulationSeminarforERACregardingthepilot"ActiveandHealthyAgeing“.Herpresentationwasentitled“LivingLabsasPlatformbreakingdownbarriersbetweenkeyplayersatregionallevel”.

The overall objective of the European Innovation Partnership (EIP) is to increase theaveragehealthylifespanofEuropeansby2years,by2020.Thechallengeistoensurethatpeoplenotonlycanlivelonger,butalsolivehealthier,moreactiveandindependentlives.Innovativeapproachesarethereforeneededtoempowertheelderlyinmoreintegratedhealthandsocialcaresystemswhilebuildingontheirwealthofexperiencesandsocialskills. In addition to developingmedicines and new treatments to address age-relateddiseases,thefocusmustbefirstandforemostonkeepingcitizenshealthyandindependentandconsequentlyondesigningageappropriateservices,productsandsolutions.TheseambitiousobjectivesshouldleadtoaparadigmshiftregardingEuropeanvisionofageingbyempoweringourcitizensandproviding innovativesolutionswhichwill improve thequalityoflifeandatthesametimegeneratenumerousnewjobopportunities.

OpenLivingLabsPublicPrivatePartnership

Duringtheyear2011ENoLLengagedheavilyinthepolicyinfluencingespeciallytowardsthe new Framework Programme for Research and Innovation (Horizon 2020), anintegratedfundingsystemthatwillcoverall researchand innovationfundingcurrentlyprovidedthroughtheFrameworkProgrammeforResearchandTechnicalDevelopment,the Competitiveness and Innovation Framework Programme (CIP) and the EuropeanInstituteofInnovationandTechnology(EIT).

ENoLLwasinvolvedduringtheyearconsultationswithstakeholdersinvariouscontextsbothinEuropeandthroughouttheworld,startingwiththepublicannouncementofourintentiontoformtheOpenLivingLabsPPPdrivenbyENoLLattheFutureInternetWeekinGhent (BE) inDecember2010. ENoLLwas involvedorganizingseveral stakeholdermeetingsandinAugust2011openedaconsultationprocess,whichfedintothecreationofthewhitepaperdraftentitled“StrategicInnovationEcosystemsandEnablingActionsForAddressingSocietalChallenges and ImprovingEuropeanCompetitivenessPhase I:Towardsthe2020Horizon”.Thepapersynthesizesthemanycontributionsreceivedtodate,particularlyonthepartofENoLLmemberswhohavecontributedsignificanttimeandenergyonavoluntarybasis.

ENoLL isproposingthestrengtheningof theEurope-wideopenRDIecosystemoftheLiving Labs community institutionally, financially and in termsof itsRDI infrastructure,includingnewavenuesofresearchandexperimentationinsocialandothersciences.ThepaperdiscussedfurthertheconstitutionofaPublicPrivatePartnership(theOpenLivingLabsPPPledbytheEuropeanNetworkofLivingLabs)tobelaunchedinthefinalyearsofthe7thFrameworkProgrammeandthushavingthepotentialtodramaticallychangetheEuropeaninnovationlandscapeinHorizon2020.

3.2ENoLLbeyondEuropeDuring the year 2011, the ENoLL internationalization initiativeswere focused onAsia,SouthAmericaandAfricaextendingtheEuropeanNetworkpicturedbelow. The Living Lab approach for the development of innovative Information andCommunicationtechnology(ICT)servicesisprovinganeffectivewaytobringtrueandsustainableinnovationtothebroaderdynamicsofdevelopmentatthelocal,nationalandregionallevels.Theprincipleofcollaborationandco-creationbyabroadpartnershipofallrelevantstakeholdersnotonlyproducesinnovativetechnologiesbutequallypromotestheemergenceofnewformsofcollaborationaswellasthebehavioraltransformationrequiredtomaketheshifttowardssustainableformsofhumanactivity.

The linkage has become evident in European experiences over the last five years,particularly inareassuchasruraldevelopment,environmentalmonitoringandregionalinnovationpolicies,andthisisnowspreadingtoAfrica,LatinAmericaandAsia.TheENoLLLivingLabpre-conferenceworkshoporganizedjointlytogetherwithISTAfricaandLLiSAinGaborone(Botswana)inMay2011aimedtobringtogetherkeystakeholderstofacilitateknowledgesharinginrelationtowhatisinvolvedinsettingupLivingLabsinAfricaaswellasfocusingonexperiencesandlessonslearned.

During the firstworking session on the Living Lab experiences, best practices, LivingLabmethodologiesandtoolswerepresentedbythepanelists.ENoLLPresident,AlvaroOliveirasharedmore informationonENoLLInternationalCooperationandBrazilasanexample,DaanVelthausz(ENoLLCouncilmember,AmsterdamInnnovationMotor,AIM,MerakaInstitute)onEnergyEfficiencyexampleintheCityofAmsterdamandexamplesofLivingLabprojectsfromTrentobyAaronCiaghi(FondazioneBrunoKessler).Inaddition,lessonslearnedandrecentactivitiesfromtheSouthernAfricanNetworkofLivingLabs(LLiSA)weregivenbyProf.MarlienHerselman(MerakaInsitute).

Africa

Later on, ENoLLwas appointed by the as one of theAfricanNetwork of Living Labs(ANoLL)TaskForcemembers,tocoordinateactiontosupportthecreationofasustainableLivingLabNetworksinAfrica.TheinitiativeleadbytheAfricanUnionCommissionandtheEuropeanCommissionand includingmemberssuchas theLivingLabs inSouthAfrica(LLiSA)NetworkandtheWorldBank,theIST-AfricaandmorerepresentativesforthefiveAfricanregions.AscopingpaperwascreatedbyIST-AfricatoinformaboutthecurrentAfricansituationandtodelivercasestudiesofAfricanLivingLabsalreadyinpractice.Onthebasisofthis,ENoLLisinvolvedincreatingWhitePapergatheringalltheknowledgeamongitsmembersincludingotherrelevantstakeholders,tobringtogetherrecommendationsforaroadmap.

The aim of ENoLL within this initiative is to share best practice and to establish acontinuous and sustainable development of a peer-to-peer learning system thatworks both ways. ENoLL wants tomake use of its large network to create a strongrelationshipandtodrive innovationontheAfricancontinentbysupporting theAfricanLivingLabs inestablishingstrongnetworks,fortheAfricancontinent.By implementingthese strong networks the ENoLLmember organisations (Living Labs) and emergingLiving Labs can be supported and are enabled to work in the most effective way. ChinaTheENoLLPresidenthassuccessfullyachievedtheinitiationofameshnetworkbetweenENoLL,Europeangovernmentsandcompanies,CNoLL(coordinatedbyUnitedForum,alargeorganizationfocusedontheUbiquitousComputing,FutureInternetandInternetofThings),Chinesegovernmentandcompanies.Main interestsofthis initiativeareSmartCities,EnergyandAAL.

Latin-andSouthAmericaTheENoLLpresidentparticipatedinInovAmazonas.Conferencewhereaworkinggroupto establish theBrazilianNetworkof Living Labwas founded. Following theMANAUSmanifestowaswritten,signedandpresentedtothePlenarySessionattheInovAmazonasand delivered personally to the FederalMinister of Science andTechnology in Brazilwith extensive press coverage of the event. ENoLL President appointed CoordinatorforInternationalizationPolicyofENoLL,ProfAniltonGarciaisactingasthechairoftheworkinggroup.

BrazilianNetworkofLivingLabs isemergingwithan initialcoreof20LivingLabswaspubliclyformalizedonthe3rdand4thofNovember inVitoria ,Brazilwith thesupportof ENoLL and the EuropeanCommission, ENoLL PresidentAlvaroOliveira andMarioCampolargowerepresentattheConference.

3.3LearningtoInnovatethroughLivingLabs

TheLivingLabsSummerSchoolistheannualgatheringofpeopleinterestedinlearninghow to innovate throughLivingLabs. SponsoredbyENoLL, theSummerSchool triesto create a permanent open school of innovators, where experienced leaders ofLivingLabsandfuturepractitionerscoulddevelopapeertopeerlearningenvironment.TheEconomicandSocialCommitteeof theEuropeanUnion(EESC),alsosupportsLLprojects-basedmethodologyandenhancetheroleoftheLivingLabsSummerSchoolinEurope,asreferentofnewskillsforinnovativejobs,openpathwaysandopportunitiesforunemployedyoungsters.

TheLivingLabSummerSchooolstartedsuccessfully inParis2010withthesupportofAMI-Communities,andsponsoredbyENoLL,thesecondeditionwasorganizedbyCitilab,alivelylivinglabandENoLLmemberatCornelladeLlobregat(Barcelona).

LivingLabSummerSchoolentitled“YouCanLearntoInnovatethroughLivingLabs”tookplaceonlastweekofAugust2011andwasattendedbyover100peoplefromalloverEuropeaswellasmembersfromtheSouthAmerica,AsiaandAfrica.

ENoLLheldaspecialsessionatSummerSchooltopresenttheENoLLOfficeandservicesand the ENoLL participation projects and to inform about the recent activities of thenetwork,andespeciallyonhowtheENoLLmemberscanusethebenefitsandservicesENoLLisoffering.

TheENoLLPresident,ChairoftheENoLLCouncil,Prof.AlvaroOliveira, introducedthehistoryofthenetworkfromitsfoundingyear2006uptothisday includingthefuturestrategicroadmapofthenetwork.TheENoLLNetworkManagerAnnaKivilehtopresentedtheday-to-dayactivitiesoftheENoLLOfficewithemphasisoftheserviceofferingstotheENoLLmembers.FollowedbypresentationbytheProjectManagerAnaGarciagivinganoverviewofENoLLprojectparticipationandthebenefitsitbringstoENoLLmembers.

Duringthethirdday,ENoLLheldasecondspecialsessionontheLivingLabsaddressingsocial challenges. The interactive panel discussion and the lively discussion with theaudiencewillfeedintothepreparationsoftheENoLLledPublicPrivatePartnership(withPeople)positionpaperthatwilladdressthegapsandchallengesofthecurrentfundinginstrumentsforlivinglabsaswellasthestrengths,evidencebaseandbestpracticesoftheLivingLabsandsocialandsocietalinnovation.ThepanelistsofthesessionincludedProf.AlvaroOliveira(Alfamicro,ENoLLPresident,ChairoftheCouncil)Prof.Dr.PieterBallon(iLab.o/IBBT),RobertoSantoro(Esoce-Net),JesseMarsh(MedLab),Dr.ArturSerra(Citilab).

ThesessionwasmoderatedbyTuijaHirvikoski(LaureaUniversityofAppliedSciences).With the help of the team at Citilab, session also included videopresence of ENoLLmembersinBrazil(HabitatLivingLab)andSiaykhulaLivingLab,includingRlabs(memberoftheLLiSA).

3.4FutureInternet,LivingLabsandSmartCitiesSincethedayoneoftheprojectFIREBALL,thatintendstobringtogetherthecommunitiesofFutureInternetresearch,LivingLabandSmartCities,ENoLLhasbeenactivelylookingcloselyintothisinterestingproject.Asoneofthesub-domainsoftheThematicDomainsofENoLLisSmartCitiesandSmartregionsdevelopment,itseemedmorethanappropriatetoorganizeaworkshoponConnectedSmartCitiesandLivingLabs.

TheConnectedSmartCitiesworkshop,chairedbyMr.PekkaSauri,DeputyMayor,CityofHelsinki,washeldinparalleltothemorningsessionoftheCKIRworkshoponAugust26th.CitiesandotherSmartCitiesStakeholderswereinvitedtoparticipateinaworkingsessionwiththemainobjectiveofcommonlydefinethestepsfortheoperationalisationoftheConnectedSmartCitiesNetwork,co-producingtheroadmap,actionplan,methodologyandtherecommendationforthepolicyinstrumentstoachieveit.ImportantfiguressuchasMr.MarkkuMarkkula,AaltoUniversity,CommitteeofRegions,RapporteuronDigitalAgenda and Espoo City Councillor, Prof. Dr.Alvaro Oliveira, Chair of ENoLL andMr.JarmoEskelinenCEOForumViriumandENoLLVice-President,werepresentandactivelycontributedtotheresults.

ENoLLintheframeworkoftheprojectCONCORD,thecoordinationandsupportaction(CSA) of the Future Internet Public Private Partnership (FI-PPP) organised two eventsduring the9thEuropeanweekofregionsandcities.TheOpenDays2011formedtheidealopportunitytodisseminatethepotentialofthefutureInternettowardsthevariousrepresentativesofthelocalandregionalauthoritiespresentinBrusselsforthisoccasion.

These events welcomed several high-level speakers from the European Institutions,amongstthemMrConstantijnvanOranje-Nassau–MemberoftheCabinetofEuropeanCommissionVice-President for theDigitalAgendaNeelieKroes,MrRobertMadelin –DirectorGeneraloftheEuropeanCommission’sDirectorateGeneralfortheInformationSocietyandMedia,MsPilardelCastillo–MemberoftheEuropeanParliamentfor theEuropeanPeople’sParty(EPP)andChairoftheEuropeanInternetFoundation(EIF),andMrMarkkuMarkkula–MemberoftheCommitteeoftheRegions.The first event, entitled ‘Future Internet, SmartCities,Coming yourWay’was heldonthe 11th ofOctoberwithin the premises of the European Parliament in Brussels.TheeventtookplaceintheframeworkoftheKnowledge4Innovation3rdEuropeanInnovationSummit(EIS),whichtookplaceinparalleltotheOpenDays.TheeventthreeoftheeighttechnologyinnovativeintegratedprojectsoftheFIPPP-programme,includingfourSmartCity-pilots(fundedbyCIPICTPSP)coordinatedbyENoLLmembers.

SmartCities,were even the theme at the PICNIC 2011 at Living Lab track organizedjointlybyAmsterdamLivingLabandENoLL.ItwasaspecialwholedayeventthatfocusedonthecontributionthatENoLLlivinglabsmakeinSmartCitiesdevelopment,showcasingmorethan20presentations,state-of-the-artsmartcitiesprojectsfromthemembersoftheEuropeanNetworkofLivingLabsandotherinterestinginitiativesoneHealth,durabilityandenergy,mobilityandopendata.AlltheSmartCityinitiativesthatENoLLisincludedwereamongthepresentations.ThedayendedwithinspiringpresentationsfromtheWorldBank(Mr.IlariLindy)andtheCommitteeoftheRegions(Mr.MarkkuMarkkula)andaboatrideonthecanalorganizedjointlywithForumViriumHelsinki.

3.5Growingcommunity–5thand6thWaveBudapest

The 5thwave ENoLLmemberswerewelcomed onMay 16th in conjunctionwith theFutureInternetWeekinBudapest,TheeventwashonoredbythepresenceofMr.VilmosNemeth,HeadofDepartment,NationalOfficeof InnovationandMr.PerBlixt,HeadofUnit, InformationSocietyandMediaDirectorateGeneraloftheEuropeanCommissiononthebehalfofMr.ZoranStancic,DeputyDirector-General,EuropeanCommission,DGInformationSocietyandMedia.

The5thcallfornewmembershadbeenannouncedinDecember2010duringtheFutureInternetWeekinGhent,and122pre-registrationsweremadeand80applicationswerereceived.Therigorousevaluationprocess,ascarriedoutinpreviouswaves,resultedin62acceptednewmemberstotheglobalnetworkoflivinglabs.ThisincreasedthenumberENoLLLivingLabsinto274,outofwhich48werefromEUmemberstatesandaltogether14werenon-EUmembersfromcountriessuchasAustralia(1),Canada(1),Colombia(6),Egypt(3),Tunisia(1)andSwitzerland(1).

Aftertheofficialannouncement,thestagewasopenforthenewmemberstopresenttheirorganizations in aBarCampsession.The restof theafternoonwasdedicated topresentationsof recentandupcomingENoLLactivities.Theeveningwasdedicated tonetworkingonaboatrideonthebeautifulDanuberiverattheheartofBudapest.

During the week, members of ENoLL community participated in various differentworkshopsandsessionsuchastheFutureInternetAssemblysessiononsmartcitiesandfire: experimentation and living labs for the future internet, andespeciallyonbridgingtheexistinggapsinexperimentationanduserinvolvementmethodologiesandpractises,withpresentationsfromAnnaStahlbrost(LuleaUniversityofTechnology)andMarijaZlataBoznar(MEIS)andwithpanelistsfromtheENoLLCouncil,Prof.PieterBallon,DaveCarter(MDDA)andRobertoSantoro(EsoCe-Net).

Poznan

Theofficial parallel session held in Poznan (PL) at the Future InternetConferenceonOctober24th2011,wasdedicatedtoUserDrivenInnovationandwasorganizedbyENoLLandclosedwiththeannouncementoftheEuropeanNetworkofLivingLabs6thWaveforMembershipapplications,openuntilFebruary29th,2012.

The network of currently 274 members is still growing and all public and privateorganisations, interested in applying for the accreditation and interested in exploitingsynergies between Living Labs all around the world, in terms of networking, sharinggoodpractices,provisionofservicesandtoolsandtheabilitytoaccessdifferentusercommunities,areinvitedtoapply.

3.6Diversecommunityi2cat Foundation, in collaboration with ENoLL and the Citilab, organised a workshopaboutDigitalCulturalHeritageandLivingLabs.InstitutionsactiveinthefieldofCulturalHeritage likemuseums, foundations, companies, academia, knowledge and innovationcenters,publicadministrations,livinglabs,areinvitedtophysicallyorvirtuallyparticipateinthisworkshopthataimsatbringingtogethertheCulturalHeritageandtheLivingLabscommunitiestoexploresynergiestojointlyhelptheboostofthedigitalculturalheritageindustry,tobroadly involvecitizens inthetransformationofourmuseumsandculturalheritageinstitutionsandingeneraltoexplorehowinnovationinthedigitalizationoftheCulturalHeritagecanbenefitoursociety.BackgroundEuropeisacontinentofculture.

AnaGarcia(ENoLLOffice)moderatedtheeventandAnnaKivilehto(ENoLLOffice)gavea presentation on ENoLL.

3.7StrategicpartnershipsMoU will be signed between theWorld Bank and European Network of Living Labsconcerning collaboration on Open Development Technology Alliance, established bytheWorldBank in2011asnewglobal initiativetofacilitateknowledgesharingthrougha collaborative forumwith the objective of leveraging ICT for transforming the waygovernmentsdeliverservicestocitizens.

WithinthisMoU,ENoLLandtheWorldBankwillexploreopportunitiestoconduct jointfeasibilitystudiestoadvancetheuseofICTandinnovationinstrumentsforbettermunicipalservicesindevelopingcountries

ENoLLwillfacilitateinparticularpeer-to-peerlearningbetweenitsmembersandtheWorldBankanditsclientsonhowtobuildregionallynetworkedSmartCityprojectsandcontentrelatedtoFutureInternetincludingservicesandapplicationsinthecontextofselectedEuropeanSmartCityprojects,whereENoLLoritsmembersarepartnersin.

ENoLLwillparticipateintheGlobalKnowledgePlatforms(KP)oftheWorldBank,,morespecificallyENoLLwillparticipateintheICT,Urbanization,andGreenGrowthKPs,asamemberinstitution

ERRIN ENoLL further deepened its cooperation with the ERRIN network (European RegionsResearchandInnovationnetwork)andespeciallytheirICTworkinggroupthroughworkingcloselytogetherwithintheFIPPPprojectinorganizingseveralrelatedevents.

TheFoodandAgricultureOrganisationoftheUnitedNations(FAO)

Thetwo-dayworkshop"Innovating4Development“on25-26thJanuary2011inRome,wasorganizedbyFAO(TheFoodandAgricultureOrganisationoftheUnitedNations)andENoLLattheFAOheadquartersinRome.

The aimof this two-dayworkshopwas to set the scene and to explore the potentialforcooperationundertheumbrellaoftheENoLL-FAOMemorandumofUnderstanding,broadenthepartnershipofactorsandagenciesinterestedincollaborationandtakestockofcurrentinitiativesamenabletointegrationwiththeLivingLabapproach.

ENoLLandFAOagreedtojointlyorganizeseveralworkshopinLatinAmerica.

LivingLabsinSouthernAfrica(LLiSA)

During thebeginningof theyearENoLLconcludedamemorandumofUnderstandingwith LLiSA,whichwas initiated byTuijaHirvikoski andDaanVeltzhaus, promtedmorecooperationbetweenthetwonetworks,furthertoLLiSANetworkCoordinatorMmakanyePitseBoshmanesexchange toENoLLOffice inBrussels. LLiSA andENoLLwill furthercooperatewithintheinitiativetosupportemergingAfricanLivingLabsandotherrelevantinformationexchange.

TheLivingLabsinSouthernAfricanetwork(LLiSA)wasformedandofficiallylaunchedon24February2009inStellenbosch,SouthAfrica.ItwasinitiatedbyDST,COFISA,SAFIPAandtheMerakaInstituteoftheCSIR.

AsianSmartLivingSummerSchool

ActiveENoLLmemberLaureaLivingLabhassincelongbeenworkingcloselywiththeTaiwaneseTalentCultivationProgrammeforSmartLiving Industry.Asaresultsof this,thecooperationagreementbetweenAsianSmartLivingSummerSchoolandENoLLwassignedattheLivingLabSummerSchoolinBarcelona,wherebothpartiesagreetoincreasethecommunication,sharingknowledgebestpracticeandexperiencesandtopromoteeachotherssummerschoolinitiatives. APOLLON

APOLLON(AdvancedPilotsofLivingLabsOperatinginNetworks)isaCIPPilotBproject,co-fundedbytheEuropeanCommission.ThemainobjectivesoftheAPOLLONprojectaretoconductcross-borderLivingLabpilots,aimedinparticularatSMEs,toharmonisemethodologiesandtoolsforcross-borderLivingLabprojects,andtocreatesustainablecross-borderdomain-specificLivingLabnetworks.

ENoLL has established a closer and more strategic cooperation with Apollon andENoLLThematicDomainthatwillbeformalizedinformofacooperationagreement,aMemorandumofUnderstandinghasbeenproposedtotheApollonconsortium.

AmbientAssistedLiving

TuijaHirvikoski,DirectoroftheLaureaUniversityofAppliedSciencesinFinlandandENoLLVice-chair,presentsomebreakthroughideasforsocialandsocietalinnovationintheAALForum2011aspartoftheSessionE5calledSocialInnovationinactiveandhealthyageing.

Tuija’spresentation,called“GivetheButterflyEffectaChance”developedimportantideassuchus“Facingsomeproblem,peoplearepartof thesolution”, “technologydoesn’tsolveproblems,peopledo”,“withthehelpofemotions learningand innovationwillbeeasier”,“ProudAgeing”,“towardssocietaltransformationsandself-renewalsystemswithholisticapproachandsystemicinnovation”.

Social innovation forerunners, such us SeniorLab (Cornella), FinalSpurt (Helsinki) andCaringTv (Espoo), can be found among the Living Labs movement as examples ofmultidisciplinary andmulti-stakeholder environments, where innovation, value creationandserviceco-designisdrivenbyseniorcitizens.ENoLL,whichfostersopen,userdrivenhealthinnovationallovertheworld,supportsandpromotesSocialInnovationforsocialandsocietal transformationandcountsamong itsmemberswith largeamountofAALorientedLivingLabs. Inorder tomake the innovation to flourish, Public-Private-Peoplepartnership,multilevelgovernanceandcross-sectorco-operationisneeded.ThatiswhatENoLLisfor,andthenewPublicPrivatePartnershipwithpeople(OpenLivingLabsPPP)initiative,drivenbyENoLLisaimingat.

Ana Garcia (ENoLLOffice) participated in a panel session on the integration ofAMIandAAL Platforms in the Future Internet Platform Initiative. Itwas held inAmsterdamdiscussingonhowthedigitalagendaoftheEuropeanCommissionincludesplansforthebuildingofInformationandCommunicationTechnology(ICT)basedonanewgenerationofnetworks,ortheInternetoftheFuture.Tothisend,theFutureInternetPublicPrivatePartnership programme (FI-PPP) has been established with the help of the EuropeanCommission.

Oneofthemainchallengesofthisplatformistobegenericwhileservingtheneedsofspecific application sectors.Theworkshopwill focuson the challengesof integratingAmbientIntelligence(AmI)andAmbientAssistedLiving(AAL)platformswiththeFIPPPof platform. Participants in theworkshop includedmembersof theAmI/AALplatformcommunity, members of the FI community, and policy makers. In this respect, theworkshopprovided informationonconcretemeans toengagewithFI-PPP futurecallsandexperiments,eitherasauserorasaco-developer.Asecondobjectiveistoexplorethe opportunities for joint statements and declarations addressing the grand societalchallengesofaging,e-inclusionande-competences,aswellastheimplementationoftheDigitalAgendastrategy.

AsaresultofwerethefurtherdiscussionsoncoordinationbetweenAALOA(AALOpenAssociation)andENoLLtoberealizedduring2012.
