    1 ENOLL:INTRODUCTION

    The European Network of Living Labs (ENoLL) is the international federation ofbenchmarked Living Labs in Europe and worldwide. Founded in November 2006 underthe auspices of the Finnish European Presidency, the network has grown in waves up tothis day. Up to this date, altogether four successful Waves have been launched, resulting in212 accepted Living Labs. The ENoLL international non-profit association, as the legalrepresentative entity of the network, is headquartered in Brussels, at the heart of Europe.

    What is a Living Lab?

    A Living Lab is a real-life test and experimentation environment where users andproducers co-create innovations. Living Labs have been characterised by the EuropeanCommission as Public-Private-People Partnerships (PPPP) for user-driven openinnovation.

    A Living Lab employs four main activities:

    Co-Creation: co-design by users and producers

    Exploration: discovering emerging usages, behaviours and market opportunities

    Experimentation: implementing live scenarios within communities of users

    Evaluation: assessment of concepts, products and services according to socio-ergonomic,socio-cognitive and socio-economic criteria.

    ENoLL is a community of Living Labs with a sustainable strategy for enhancinginnovation on a systemic basis. The Association supports the evolution and the wideuptake of the Living Lab paradigms throughout Europe and beyond.

    2 WORD FROM THE PRESIDENT

    Dear friends,

    2010 was once again a very busy year, both in terms of operations and in terms of steps forwardtaken in the establishment of ENoLL legal body.

    The European Network of Living Labs today is the result of a series of ambitious objectives thathave been reached and even surpassed, motivating the community and its members and providing a

    platform and dynamic network for living labs globally.For a number of years, since 2006, these objectives primarily concerned smaller group of memberscommitted to living labs and open user-driven innovation.

    Now ENoLL has become a significant network in Europe; establishing a position also globally,first by Waves of Membership, of which the 5thWave was launched in Ghent in December 2010,and more recently by opening a dialogue with various different actors for example in China,Taiwan and Brazil. Along the way, ENoLL has also enlarged its scope of activities with thesupport of the newly established ENoLL Office in Brussels.

    Today, our ambition is no less than to set the worldwide standard in open and user-driveninnovation. This does not mean we have decided to change our core values of bottom up processesand open community: it simply means we have decided to transform the way we operate in theinterest of offering and enhancing our growing number of members now 212 the support andservices they need.

    With the significant growth of the network, the costs for administering the ENoLL Network havegrown as well. In order to satisfy new requirements, ENoLL General Assembly felt it wasnecessary to introduce a new network administration fee for the year 2011 that will provide a stableand predictable source of funds to enable ENoLL to meet its obligations as the networkadministrator and central hub, and to maintain the quality of the activities.

    These fees will enable ENoLL to provide more robust management and quality improvementinitiatives. Funding for such activities and initiatives will grow in direct proportion to the overallgrowth of the network.

    Lastly, I would like to take this opportunity to thank my colleagues, friends and supporters fromcommunity, our interlocuteurs in the European institutions; our member organisations for theirinvolvement and support; and in particular my colleagues in the ENoLL Council, which I have hadthe honour to chair during the year 2010.

    I also want to thank my colleagues in the Secretariat for their extraordinary commitment to ENoLL,their high professionalism and their drive within the Secretariat team.

    It is by acting together, that we form this dynamic community. And we look forward to continuingthis path, together, in the year to come!

    Initiated 2006, the European Network of Living Labs - ENoLL has grown into a globalnetwork of 212 living labs that instrument user-powered real-life innovation activities inmore than 32 countries (2010). This non-profit network is the first of its kind. It

    4 ENOLLMEMBERSHIP

    4.1 ADHERENT MEMBERS

    Adherent members are organizations that represent a Living Lab, which was duly selectedaccording to the ENoLL selection process (Wave). During this selection process,adherent member applicants provide ENoLL with a motivated application as a Living Lab.If the organisation meets the criteria set by the ENoLL association, adherent membership isgranted to the applying organisation. These members are included in the ENoLLcommunication channels, and have the right to be present and participate in the ENoLLactivities.

    4.2 ASSOCIATED MEMBERS

    Associated members are organizations (mainly companies, universities, cities,departments) which are involved in the object and activities of the association, but who arenot selected according to the ENoLL selections process. These members pay the annualmembership fee.

    Through payment of the annual membership fee they get access to the member activities,

    but no voting rights in the General Assembly. They also get full rights to act and representENoLL aisbl.

    5 ESTABLISHMENT OF ENOLL

    Since the first workshop on European Network of Living Labs (ENoLL) governance thattook place in Brussels in October 2007, the need of founding an ENoLL Association,financed from membership fees, offering networking services and function as a platform.

    Finally, 2010 this new ENoLL association is became a reality as ENoLL ASBL wasestablished as a legal entity as an International Non for Profit Association under Belgian

    law. The founded ENoLL AISBL is a non profit, horizontal organisation, whose mission isto support the evolution and the wide uptake of the Living Lab paradigms throughoutEurope.

    The association has an open structure, with a core of fee-paying members and partnerssupplemented by more informal networks of policy-makers and individualusers/enthusiasts. The Association comprises effective members, adherent members andassociated members.

    6.2 ENOLLOFFICE

    As of August 2010, ENoLL Secretariat welcomed a new staff member in the beginning ofAugust as Anna Kivilehto joined the team in the new position of Network Manager at theENoLL Office. The Office is based in Brussels, at IBBT, and currently employing one

    person and the Office serves as the official single contact point for queries concerning thenetwork and its activities.

    In April 2010, followed by the establishment of ENoLL International Non-ProfitAssociation and ENoLL Office, the network published its new website(www.openlivinglabs.eu) and monthly ENoLL Newsletter (e-bulletin).

    The monthly ENoLL Newsletter has been subscribed by over 500 individuals, and by theend of the year 2011, 8 volumes have been distributed. All individuals interestedsubscribing the ENoLL Newsletter can do so (not only restricted to members).

    The ENoLL Strategy 2010 included five strategies, corresponding to five key words Direction, Innovation, Thematisation, Partnership-building, and Internationalisation andthe five ENoLL operational Work Groups.

    7.1 DIRECTION

    ENoLL Strategic Planning Work Group provides ENoLL with a clear strategic directionresponding to member needs:

    Constitute the ENoLL Strategy Work Group to analyse and review strategicdirections for ENoLL, updating the strategy on a 6-monthly basis.

    Implementation follow-up

    Facilitate communication between the activities of all ENoLL Work Groups, toharmonize efforts and coordinate strategies.

    Use ENoLL meetings as opportunities to interact, listen, learn and enjoy, in order tobuild the ENoLL strategy bottom-up and respond to the needs and concerns of itsmembers.

    Promote the adoption of built-in impact assessment approaches in all ENoLLactivities in order to validate strategic assumptions and favour the scaling-up / roll-out of Living Lab methodologies and services.

    Support research, projects and actions along the lifecycle of ENoLL, its domainsand cross border and international collaboration.

    7.2 INNOVATION

    Future Internet, Living Labs and Social Innovation Work Groups aims at making ENoLLitself a Living Lab for open innovation tools and methods:

    Constitute the Future Internet, Living Lab and Social Innovation Work Group tokeep ENoLL at the forefront of promoting citizen driven social innovation and

    behavioural transformations for a sustainable and happier society.

    Establish strong linkages between ENoLL and networks dealing with innovationfrom a range of disciplinary standpoints (academic, technology, business,sociology, design, etc), managing a coordinated program of participation in events

    and conferences. Foster interaction between on-going Living Lab projects in different domains, and

    pool ENoLL member publications, presentations, videos etc. into a commonresource library.

    Pool ENoLL members developments and creativity to support open innovation,participation and governance as well as peer-to-peer technology transfer services(e.g. an ENoLL Apps store for sharing common LL platforms and apps, gadgetsand widgets developed by members).

    Support research, projects and actions to integrate the Living Lab methodologieswith other current Innovation paradigms and theoretical frameworks. Examples ofrelevant technologies and how they may be employed for smart buildings, Citiesand Regions

    7.3 THEMATISATION

    Thematic Domain Living Lab Work Group aims to strengthen the role of ThematicDomain Networks to clarify the Living Lab contribution:

    Use high-visibility Thematic Domain Networks such as Energy to promote LivingLabs as a central element of the policy response to key social challenges as theyemerge.

    Draw up a common regulation for Thematic Domain Networks to allow for clearfunctioning and allocation of responsibilities and to favour the decentralisation ofENoLL activities.

    Set in place a coordinated program for Thematic Domain Network Leaders to

    manage political and policy links with relevant DGs and Ministries and with keyindustry leaders, using ENoLL to promote transversal, cross-sector innovationstrategies.

    Give visibility to Thematic Domain Network Leader organisations by hostingENoLL events and meetings in order to reinforce ENoLLs presence across Europeand learn from different thematic approaches and cultures.

    Thematic Domain Work Group held a joint workshop with the Apollon-project on theLiving Lab cross-border and cross-thematic cooperation in Ghent, Belgium on 13th ofDecember 2010.

    7.4 PARTNERSHIP-BUILDING

    ENoLL Policy Coordination Work Group aim is to broaden and deepen ENoLLs politicaland funding base in Europe:

    Constitute the Policy Coordination Group to identify the policy impact of Living

    Labs and promote strategic trans-European alliances among the main Living Labstakeholder groups: business, government, research and citizens.

    Map the funding and sustainability structures of ENoLL members and coordinatefunding opportunities from different sources to attract public and privateinvestment, including the promotion of innovative approaches such as Pre-Commercial Procurement.

    Promote the development of trans-European ENoLL services that can be offered bydifferent partner constituencies e.g. venture capital, open innovation programmes ofmulti-national industries, NGO support for sustainability programmes, etc.

    Coordinate the links between national Member State Living Lab networks andfunding programmes and ENoLL, and coordinate the promotion of ENoLLobjectives across EU presidencies.

    Create a Work Group to support local/regional/ funds to integrate Living Labsmethodologies in their policies, projects and actions and aggregate fundingopportunities (LL funding opportunities laboratory) that could help spreading theLiving Labs methodology.

    On April 14, 2010 in Valencia, ENoLL announced its fourth wave results. The call for newmembers had been announced in January and 117 applications were received. Theevaluation process, as carried out in previous waves, resulted in 83 accepted new membersto the global network of living labs.

    This increased the number ENoLL living labs into 212, out of which 25 are outside ofEurope, now also covering four other continents (North and South America, Africa andAsia).

    On the 14thof December 2010, ENoLL will open the 5thWave of Call for Memberships inGhent (Belgium) in conjunction with the Future Internet Week, supported by the BelgianEU-Presidency.

    9 HIGHLIGHTS OF THE YEAR 2010

    9.1 WORKSHOP ON SMART CITIES CALL CIPICT-PSP

    On the 26, January 2010, a workshop was organised by ENoLL, supported by CO-LLABS,EUROCITIES and APOLLON. The workshop was divided in networking, starting in themorning and Co-creating in the afternoon.

    The networking sessions started with three presentation: the first one, presented by Mr.Roberto Santoro, focused on the opportunity of co-creating "smart" commons through theOpen System of Living Labs Community. Dave Carter showed then the role of SmartCities as Creative Cities emphasising challenges and opportunities and the need of a realcitizen engagement. In the last presentation Dr. Prof. Pieter Ballon offered an overview ofthe just started APOLLON project (Advanced Pilots of Living Labs Operating in

    Networks) aimed at demonstrating the positive impacts of cross-border domain-specificLiving Lab networks.

    Participants were given the opportunity to present and discuss their experience and ideaswith a view towards development of Call 4 Pilot B proposals. On basis of this session, fourthematic domains emerged as a basis for Pilot B proposals. A joint co-creating session wasorganized in four parallel working groups to elaborate the potential Pilot B proposals. Thegroups elaborated their proposals focusing on three aspects: ideas that make a city "smart",innovative services to be delivered by Smart Cities based on Future Internet technologiesand existing platforms made available by involved Cities and LLs.

    All together five proposals to this call for proposals were directly facilitated by ENoLL.Finally three succeeded in bidding for this highly competitive CIP ICT Policy SupportProgramme Call, which received over 40 proposals. ENoLL is partner in three of thesuccessful proposals, taking part in the dissemination activities.

    On April 13, 2010 European Network of Living Labs (ENoLL) organized a Living Lab

    Bar Camp in Valencia to warm up the new and older livinlabbers. The stage was open forall spontaneous speeches and presentations, and the Camp gave a sneak preview for thecontents behind the news given out the next day. On April 14, 2010 European Network ofLiving Labs announced its fourth wave results.

    The official Launch Event of the Fourth wave ENoLL members on April 14th washonoured of the presence of Mr Juan Tomas Hernani, General Secretary of Innovation ofSpain and Mr Zoran Stan!i!, Deputy Director-General, European Commission, DGInformation Society and Media. The afternoon of the 14th was dedicated to presentation ofactivities and prospects on Future Internet and living labs. The innovation policies world-wide call for end-user participation; living labs offer not only a platform engaging them,

    but an eco-system to produce demand-driven services while bridging the gap between ICTR&D and applications on various ICT implementing domains (transport, health, energy, e-governance).

    Valencia collected several events to be held during the same week. The main conferencewas for the European Framework RTD Programme From economical recovery tosustainability. "Energy Efficient Building (EeB)" PPP, "Factories of the Future (FoF)"PPP, "Green Car (GC)" PPP and "Future Internet (FI)" PPP were launched on that week inValencia. Side events within the week include meetings of E2B Association, EFFRA, the4th Future Internet Assembly and other co-located events organized together with the

    European Commission.

    9.3 FIRST LIVING LAB SUMMER SCHOOL

    The first European Living Lab Summer School was held in Paris at the Cit des sciences etde l'industrie la Villette on the 25. -27. August 2010. It was initiated by the AmiCommunity Learning open innovation and living labs created at the end of the year2009.

    The Summer School was organized by two French living labs (ICT Usage Lab, IntegrativeUsage Lab) Esocenet and Unbla. It gathered more than 80 participants coming from 24countries including Canada, Mexico, Taiwan, Senegal and Singapore.

    During these three days of Summer School, the participants enthusiastic interactionproduced a landscape of practices and research knowledge as well as a roadmap,contributing to major societal issues in innovation. The Living Lab Summer School 2010

    pursues its working process towards a Living Lab Handbook.

    9.4 ENOLLCOOPERATION WITH OTHER ORGANIZATIONS

    In September 2010, ENoLL signed a Memorandum of Understanding with Food andAgricultural Organization (FAO) of the United Nations.

    On the 25th of November ENoLL signed a Memorandum of Understanding on CityAdministration and Public Service Innovation with Beijing City AdministrationInformation System and Equipment Center (CAISEC) and an agreement of collaborationwith the Ubiquitous Network Industry and Technology Development Forum (UNITED).

    LAUNCH OF THE 5THWAVE AT LIVING LABS AND SMART CITIES-DAY

    During the Living Labs and Smart Cities day on the 14thof December 2010, the 5thWaveof Living Labs Call for Membership applications was launched.

    The event included Pilot B project public launch in the 2010 CIP Call for OpenInnovation for future Internet-enabled Services in smart Cities. These projects have theaim of accelerating the uptake of innovative Internet-based technologies and services incities. Each of the pilots applies user-driven open innovation methodologies acrossnetworks of smart cities, which involve citizens as co-producer of content and services.

    EPIC

    EPIC European Platform for Intelligent Cities will create a pan-European platform forweb-based infrastructures and software as service that enables smart cities to learn fromone another and exchange in practical working models in a real life context.

    PERIPHERIA

    Peripheria (Networked Smart Peripheral Cities for Sustainable Lifestyles) aims to deployconvergent Future Internet platforms and innovative services for the promotion ofsustainable lifestyles and workstyles in and across emergent networks of smart peripheralcities in Europe. The project develops the Living Lab premise of shifting technology R&D

    out of the laboratory and into the real world in a systemic blend of technological withsocial innovation.

    9.7 GNSSLIVING LAB PRIZE

    Supported by the FP7 project GAINS (Galileo Advanced Innovation Services), the firstGNSS Living Lab Prize was established as part of the European Satellite NavigationCompetition 2010, aiming at connecting GNSS related ideas and business opportunities tothe real life validation settings offered by Living Labs.

    In this context, Living Labs could provide GNSS Industry with use testing and validation

    services for new products/services/applications, while, at the same time, paving the wayfor the potential adoption of the experienced services. From 57 ideas that have beensubmitted from May to July 2010, three ideas have been selected as winners in thecategories energy, health and media and were awarded on 18 October 2010.

    The 2nd stage of the GNSS Living Lab Prize called for interested Living Labs to submitproposals for launching pilots for the three winning ideas. This Open Call for Living Labswill select three Living Labs, who will get the opportunity of hosting a "reality check trial"with one of the winning ideas in their own Living Lab environment, with the involvementof relevant user communities and potential future customers.

    On The 7th of December a Match Making of Living Lab and SMEs took place in Rome inthe framework of the ESoCE Net Industry Forum User Driven Open Innovation For SMEsIn Advanced Service-product development. SMEs holding a Business idea have chairdedicated Multi-stakeholder Tables to identify practical steps forward for the launch of

    joint initiatives and to discuss and negotiate terms and conditions for conducting realitychecks trials with the ENoLL Living Labs. The call will close on 15 January 2011.

    9.8 CONNECTED SMART CITIES NETWORK

    On November 18, 2010, some 200 professionals from across Europe gathered in Helsinki,Finland, for the Connected Smart Cities Conference -- a convening of practitioners,academics and both public and private sector representatives committed to advancing theSmart City development.

    The conference was organized jointly by the City of Helsinki together with the EU-funded

    FIREBALL project, Forum Virium Helsinki, Culminatum Innovation, Aalto Universityand European Network of Living Labs. The afternoon event was moderated by the ENoLLVice President Jarmo Eskelinen (FVH) including interventions from Alvaro Oliveira(ENoLL President), Pieter Ballon (ENoLL Secretariat), Petra Turkama (Aalto University,Apollon-project).

    During the day, the blend of those interested in future internet, user-driven innovation (i.eliving labs) in city context-- a growing cadre -- enjoyed the opportunity of meeting andlearning from each other; discussing and clarifying common goals and differentexperiences; hoping to shape concrete strategies for Smart City advancement.

    The day witnessed the launch of the Connected Smart Cities Network of the core cities ofFireball, namely Amsterdam, Manchester, Lisbon, Barcelona and Helsinki, will continue towork closely with EUROCITIES network and European Network of Living Labs,exchanging best practices and hoping to find new ways forward to boost and sustain thecapacity for open innovation, co-production and sustainability to future internet enableservices in cities across Europe.

    The Conference was constructed around two sessions: the morning official part, followedby the afternoon presentations of different Smart City-projects and further moving on toeven questioning the overall landscape of the Smart Cities and the sustainability of EU-funded projects. Each Q&A session began with a brief presentation by the moderator,followed by colourful discussion and debate. The event even created a somewhat heateddebate on Twitter, by both believers and skeptics. As one of them pointed out: Biggesttakeaway from today is that smart cities, sensors and open data etc are not Internet fads butEU level priorities.

    9.9 ENOLLSTRATEGIC COOPERATION WITH CHINA

    ENoLL President lvaro de Oliveira was one of the key speakers at the Helsinki RegionInnovation Days, held on 13-14 October 2010 at the Finnish pavilion during the ShanghaiWorld Expo devoted to "Better City, Better Life". The themes included user-driveninnovation and co-operation between European and Finnish partners and China.

    During the Forum Virium Helsinki organized session, ENoLL President gave apresentation on The European Network of Living Labs (ENoLL) from Policy toMethodology. After presenting ENoLL evolution as a pillar of the European InnovationSystem he illustrated the Living Labs international collaboration with the case of theBrazilian Network of Living Labs, which raised enormous interest among the Chinese

    participants and created the opportunity to strengthen the innovation cooperation withChina.

    The moderator of the day, Jarmo Eskelinen (ENoLL Vice President, CEO, Forum Virium

    Helsinki) focused on Smart Citizens and Smart Cities. Forum Virium Helsinkis SmartCity Project Area is involved in the development of digital urban services that maketravelling and living in the city easier. It focuses especially on ubiquitous technology -technologies that are thoroughly integrated into everyday objects and activities.

    Furthermore, in November, ENoLL President was invited back to Beijing for developingENoLL - Chinese strategic relationship in areas such as Urban Living Labs, Smart Cityservices, IoT, and where he met with Vice President of Beijing Academy of Science andTechnology (BJAST), the largest local scientific research institute in China, directly

    belonging to Beijing Municipality and a meeting with MOST (Ministry of Science and

    Technology in China) including BMSTC (Beijing Municipal Science and TechnologyCommittee). Oliveira also gave a speech at the Global Internet of Things Conference 2010on the importance of user-driven innovation in smart city environments.

    9.10 NEW ENOLLCOMMUNICATION TOOLS AND SERVICES

    During 2010 ENoLL was further improving information access and communications,including a whole new house style (new logos) and the drafting of ENoLL CommunicationStrategy.

    ENoLL Portal, was launched in April 2010, with new member profiles, continuouslyupdated news section, including all the basic information on the network. Portal has a ownmembers section featuring repository of official ENoLL documents, funding informationand member events.

    ENoLL Newsletter, during the year 2010, 8 monthly newsletters been launched, featuringhighlights, members news, and upcoming events calendar. Currently ENoLL has

    approximately 500 newsletters subscribers. According to the statistic the click-to-open ratehas been well above 30%, which means that of every 10 emails delivered to the inbox, 3were actually opened and then clicked a link featured in the newsletter (Addemar system

    benchmark is 25%).

    ENoLL in Social Media, on twitter ENoLL has around 300 followers, and regular tweetshave been launched weekly. ENoLL Slideshare has been popular, with growing amount ofviews and downloads. Scribd account has also been activated recently with already over2000 views and 10 followers. ENoLL has also published pictures of all the recent eventson Flickr. Including this, ENoLL Vimeo account has been established with the first videoof the summary of the ENoLL Apollon Thematic Domain workshop in Ghent).

    ENoLL Communication Strategyhas been approved by the ENoLL General Assembly.

    The document included the analysis of the current situation, target groups, overall valuesand objectives for communication. It also describes the different communication tools inuse, and tentative action plan (including evaluation). The communication strategy will beregularly reviewed and updated and a detailed evaluation report will be provided during2011.

    11.1 ABBREVIATIONS AND TERMINOLOGY

    AISBL ENoLL international non-profit making association under Belgian law

    Associated Associated members are organizations which are involved in the object andactivities of the association, but who are not selected according to the ENoLLselections process. These members pay the annual membership fee. They aremainly companies, universities, cities, departments, etc...

    Council Council is used synonymously with ENoLL AISBL Executive Board, as definedin AISBL ByLaws

    Directors Members of the AISBL Executive Board Directors are used synonymously withCouncil Members.

    Domain Shared area of interest among Living Lab actors. There are different types of areaslike: Application areas (automotive, eHealth, public transportation etc),geographical areas (Urban, Rural etc) or demographic areas (young people, elderly

    people, kids in school etc).

    Effective Adherent members can choose to become Effective members, and have a vote inthe organisation and strategic directions of the ENoLL association. Only approvedLiving Labs can become effective members.

    Living Lab A Living Lab is a system enabling people, users/buyers of services and products, totake active roles as contributors and co-creators in the research, development andinnovation process.

    UDI User-driven Innovation

    User An individual person who works with, is beneficiary of or otherwise depends onthe innovation being created in a Living Lab. Usersincludes individuals in manydifferent roles along the innovation value chain such as; inventors, developers,(re)sellers, providers, buyers, customers and end users.
