Living Labs are a user-driven open innovation eco-system where the user (citizen, resident, worker, student, visitor, customer) lives, works, studies, plays and entertains. In this real living environment, the user co-creates, experiments and tests new ideas, products and services. Living Labs Methodologies

  Increased  collabora0on  between  public  authori0es,  research  centers,  businesses  and  user  communi0es.  Sharing  good  prac0ces  

  Flexible  and  adap0ve  design  process  rooted  in  real-­‐life  experience  with  increased  chances  of  succeeding  with  new  products.  Shorter  lead  0me  from  concept  to  market  (promote  viral  adop0on)  

  BeVer  and  more  intensive  use  of  internal  ideas.  BeVer  access  to  ideas  outside  the  organiza0on.    

  Accelera0on  of  innova0on.  Increased  produc0vity  of  the  RDI  ac0vi0es.    Includes  wider  socio-­‐economic  and  socio-­‐ins0tu0onal  factors,  enablers  of  sustainable  development.  Co-­‐crea0on  methodologies  and  tools.

Regional Cohesion Policy (1/2)

•  Regions  have  the  greatest  share  of  resources  for  promo0ng  territorial  innova0on  and  are  where  the  benefits  are  most  visible.

•  Regions  through  its  territorial  coopera0on  programmes  as  well  as  through  its  mul0-­‐layer  governance  system  under  shared  management,  can    foster  cross-­‐border  and  trans-­‐na0onal  integra0on  and  exchange  of  good  prac0ces.

Conclusions (1/2) •  The  big  global  challenges  of  our  0me  demand  mass  par0cipa0on  of  

users/consumers/ci0zens.  Finding  solu0ons  to  climate  change,  managing  demographic  shiIs,  presen0ng  and  managing  chronic  diseases,  providing  safe  water  supplies  and  maintaining  food  security  will  require  the  pooling  of  diverse  types  of  knowledge  and  resources,  and  harnessing  the  mo0va0on  of  millions  of  individuals  and  their  communi0es.  

•  Technologies  are  not  sufficient  to  resolve  the  challenges  in  a  sustainable  way,  user  behaviour  transforma0on  is  required  and  this  can  be  enabled  by  the  use  of  ICT  and  the  Living  Lab  methodologies.  

•  Brazil  has  embraced  with  enthusiasm  the  Living  Lab  culture  and  partnerships  being  forged  with  the  European  movement    aims  to    contribute  to  a    stable  and  sustainable    mutual  development.  ENoLL    vision  is    to  support  this  approach  on  a  global  scale.

Conclusions (2/2)

•  Europe  needs  to  address  its  poli0cal  integra0on  leading  to  more  Europe.  The  current  crisis  has  uncovered  hidden  fragili0es  but  also  fostered  new  solu0ons.  Regions  such  as  Danube  and  cross-­‐border  collabora0on  using  Living  Lab  methodologies  can  accelerate  a  faster  and  more  effec0ve  integra0on.  

•  The  European  RDI  policies  encourage  the  use  of  Living  Lab  eco-­‐systems  and  methodologies  to  achieve  faster  and  more  efficient  results.  

•  Universi0es  need  to  be  more  involved  with  the  other  stakeholders  of  the  innova0on  system.  Technology  is  important  but  needs  to  be  complemented  with  other  knowledge  and  exper0se  such  as  entrepreneurship  culture  and  innova0on  and  business  prac0ces.

Rationale for EU ICT driven Energy Efficiency

  Ci0es  Consume  75%  of  the  World  Energy  and  produce  80%  of  green  house  gas  emissions.  About  40%  of  energy  consump0on  in  Europe  is  building  related  (Residen0al,  public,  commercial  and  industrial).  

  By  2012,  25%  increase  of  final  energy  consump0on.  Substan0al  rise  in  green  house  gas  emissions.  Climate  changes  implica0ons.  Risks  for  energy  security.    

  Climate  and  Energy  Policies  are  at  the  heart  of  EU  Poli0cal  Programme.  European  Council  set  precise  and  legally  binding  targets.  (European  Strategic  Energy  Technology  Plan).  

  ICT  is  clearly  iden0fied  as  an  enabler  of  Energy  Efficiency.  Energy  consumer  behaviour  is  iden0fied  as  a  main  target  for  change.  RDI  and  Pilot  project  should  research,  develop,  test  and  pilot  the  best  solu0ons  to  solve  the  Energy  challenge.
