• Multi-state registry effort undertaken by ten states in the eastern U.S.: – CT, DE, MA, ME, NH, NJ, NY, PA, RI, VT (MD)
• Registry effort began in 2003• Key principles:
– develop best practices in data reporting and management
– establish a set of common quantification protocols– support common software platform

• Total of 32 companies and organizations submitted comments, including:– BP, Dominion, PSEG, GE, HP, NRDC, Pew, among
others
• Nearly all comments expressed support for joining a broader registry initiative with other states & regions

• EATS (Emissions and Allowance Tracking System) developed by EPA in 2001
• Purpose: to support multiple criteria pollutant or GHG programs in reporting and emissions trading (e.g., Mexico, China, Chile, New York)
• Web-based system
• Key Points: flexibility in reporting requirements and integration of programs
