    Downtown Visalians How do we do it?We are three volunteer organizations working together to enhance the downtown experience. Visalia followed the trend ofenclosed shopping centers during the early 1960s. Merchants downtown responded by forming Visalians, Inc. in 1963. Mem-bers are dedicated to marketing and promoting downtown through special events and various promotional activities. Duringthe early 1990s the California legislature made it possible for the property owners to form an assessment district dedicatedto public enhancements, safety and maintenance. The second entity is the Downtown Visalia Property Owners Association,formed in 1998 to meet these goals. This property owners association is now 12 years old. The newest group to join the familyof downtown associations is the Downtown Visalia Foundation. Their primary goal is to increase awareness of the arts, enter-tainment and historic events and buildings downtown in addition to providing outdoor art for everyone to enjoy.

    The alliance of the three organizations is supported with an office staff of three, one full time maintenance engineer and acore of dedicated volunteers. The alliance produces eight major events with a goal of adding one event per year, until wehave twelve signature events. Staff manages the 24-hour security bike patrol and graffiti removal, the renovation of over-the-street Christmas decorations and a gift certificate program; which returns nearly $300,000 into the downtown economy.

    The end result of the work by staff and dedication by merchants and property owners to enhance downtown has resulted in79 new businesses and professionals who chose to locate downtown in the last 18 months. In addition, there is a significantincrease in the remodeling of vacant buildings. Case in point - the conversion of an automotive parts and repair shop into

    a wonderful restaurant and specialty beer pub, Pita Kabob. An engineering firm, Quad Knopf, elected to remodel a formerfitness center into a state-of-the-art office complex and Family Healthcare Network added a second building to their com-plex. Kaweah Delta Health Care District added to the economic growth by building a heliport, opening a second tower andintroducing two new intern programs.

    HISTORY

    OF THE VISALIA LIBRARY

    Before 1878, cities in California had subscription reading rooms, anidea first introduced on the West Coast by upper class immigrantsfrom the East Coast. Andrew Hallidie, the inventor of the cable

    car, was the main proponent for replacing these reading rooms with freepublic libraries. On March 18, 1878, the Rogers Act was passed by the statelegislature, allowing cities to establish their own public libraries.

    Tulare County had almost established its own public library on February9, 1861, when, according to meeting minutes, the Tulare County Board ofSupervisors appointed a committee to select a site on the public squarein Visalia for the purpose of erecting a library. Unfortunately, interest in alibrary soon faded.

    In 1879, the Ladies of Visalia opened a reading room in Good Templars Hallat the northwest corner of Court and Center streets. Local families donatedbooks and money, but the effort lacked the organization necessary for itssurvival.

    The Womens Christian Temperance Union organized a library associationin 1892 and rented a storeroom in the Botsford Building on South Court

    Street for $30 a month. Within ayear, the librarys collection grewto 100 books.

    In 1900, the library was movedto the Levy Building (CentennialHall) on the west side of Courtbetween Main and Center. Thelibrary stayed there rent-free, due

    to the generosity of the land-lord, Elias Jacob. Two years later,Jacob died and his nephew, whoinherited the building, stoppedthe arrangement. The books weremoved across the street to areading room at the Palace Hotelannex.

    Andrew Carnegie, the steel busi-ness tycoon who spent the firstpart of his life amassing incredi-

    ble wealth and the second partdonating it to charitable causes,established the Carnegie Founda-tion, which got into the businessof library giving. If the people ofa city or town in the U.S. wanteda library, they could submit arequest to the foundation and ifapproved, they would begiven money at the rate of $2 per

    resident to build a library. Afterthe construction of many poorlymade libraries across the U.S., theCarnegie Foundation also startedsending out library blueprints.

    In April 1902, Colonel George W.

    Stewart, the editor of the VisaliaDaily Delta, compiled informationfor an application that was sub-mitted to the Visalia City Counciland then sent to the CarnegieFoundation. The application wasapproved, with the result being

    that local citizens and businessesraised $1,500 to buy a propertyat the northwest corner of MainStreet and what is now Encina

    Street, the city council agreed toallot no less than $1,000 annu-ally, and the Carnegie Founda-tion would contribute a total of$50,000.

    The contract was awarded onHalloween 1903, and a one-storybrick building with a high granitebasement was constructed. Thefloorplan called for a referencedesk and a central foyer with a

    reading room at each side. Thefirst librarian was Grace Hurlbut,who arrived in Visalia from York,Nebraska, on February 13, 1904.

    On May 26, 1913, a fire in theVisalia Library resulted in theloss of only 50 books, due tothe quick response of the VisaliaVolunteer Fire Department.

    When World War I resulted in a shortage of nurses, theVisalia Library was selected as the local recruitmentpoint to respond to a national call for 25,000 women to

    join the nursing reserves.

    After the citizens of Fresno applied for a $250,000 grantfrom the Carnegie Foundation in 1916 to consoli-date their city and public libraries into one entity, thecitizens of Visalia decided to do the same thing. A plan

    to consolidate the city and county libraries, as well asthe Tulare County Law Library, into one building led toan application to the Carnegie Foundation for $75,000.Unfortunately, the application was unsuccessful, due inpart to disagreements between the city, county, librarytrustees and property owners.

    In 1926, a new proposal was drafted, which the boardof supervisors shelved for two years. The plan, whichwould have cost more than $250,000, became a lowpriority once the Great Depression hit the Valley.

    President Franklin Roosevelt s Works Progress Admin-istration (WPA) eventually came to the rescue anda library was constructed at Tipton Lindsey Park forabout $35,000. A tour of the nearly completed facilityrevealed major flaws, and the initial decision was madeto hold the final payment of $240 from the construc-tion company until the problems were fixed. Thebeams were realigned, but it was determined that thebuilding was constructed 12 feet south of the selectedsite, leading to an extra expense of $360 for additionalfoundation work.

    In 1961, the library added a childrens library. By 1966,the library had grown to 62,000 books, 22,000 of themin the childrens and young adult s categories.

    On February 2, 1976, the Tulare County Board of Super-visors and Visalia City Council signed the documentsthat effectively ended the Visalia Municipal Libraryeffective that July 1st, replacing it with the VisaliaRegional Branch of the Tulare County Public Library

    System. By that time, the excavation and utility workhad been completed and walls were going up at thenew library location, 200 W. Oak Ave., where it is today.

    The library was officially opened to the public on No-vember 22, 1976.

    The library in Visalia is the main branch of the TulareCounty Public Library, with other branches located in

    Alpaugh, Dinuba, Earlimart, Exeter, Ivanhoe, Lindsay,Orosi, Pixley, Springville, Strathmore, Terra Bella, Tiptonand Woodlake.

    The Arts Consortium, yourlocal arts agency

    The Arts Consortium brings together artists, organi-

    zations and art enthusiasts to advocate, promote andprovide opportunities to create and celebrate thearts for all Tulare County residents and visitors. TheArts Consortium hosts the annual South Valley ArtistsStudio Tour, and supports special projects includingthe My Voice Media Center, Visalia Visual Chronicle a public art collection, the Visalia Opera Company,the Urbanists Art Collective and First Friday. The ArtsConsortium holds monthly membership meetingsthat are open to the public on the first Tuesday of the

    month. The meetings are held at 400 N Church Street,Visalia and are a great way to network within the artscommunity.

    Members of the Arts Consortium provide art activitiesfor all ages throughout the year. Whether you are a fanof live theatre, classical music, or just want to take thefamily for a fun night out, chances are high that youwill find something to enjoy.     ful music at local events and through a grant from theFresno Regional Foundation, this year the Visalia OperaCompany will partner with UCLA Mariachi to composeand perform an original Mariachi Opera.

    The Visual Arts

    Besides live music and theatre, Visalia offers plenty ofplaces to see (and shop) for the visual arts. Arts Visalia,a public art center, holds monthly art exhibitions at itsgallery located at 214 E Oak Avenue. Today, Arts Visaliahas established itself as one of the premiere visual artsvenues in Californias Central Valley. The diverse exhi-bition schedule features the work of regional, nationaland internationally recognized artists, with an emphasison providing exhibition opportunities to artists fromthe Tulare County region. Arts Visalia offers a wide vari-ety of art classes, artist talks and presentations and ed-ucational programs for all ages. Through a year round

    calendar of classes and events, community membersof all ages come together to express their creativity and

    be inspired by that of others. Arts Visalias summer art camps for childrenand youth grow each year, providing six weeks of classes for ages five andup, culminating in a featured exhibition, the Young at Art show, held eachAugust. Finally, Arts Visalia operates an exceptional gift shop featuringunique and handmade items, gift cards and all manner of works createdprimarily by local and regional artists.     VISALIA The first operation-al helipad in Tulare Countysurpassed the number of

    landings anticipated in its firstyear with nearly a third of thosebringing patients to Kaweah DeltaMedical Center for life-saving care.Kaweah Delta Medical Centershelipad received 183 helicopterlandings in its first year; 51 of whichbrought patients to the hospital forcare, while 132 transferred patientsout of the area to receive a higherlevel of care.

    One of the first inbound flightssince the helipad became opera-tion on June 3, 2013, brought PeteAtkins, of Escondido, to KaweahDelta after he was injured on ahorse packing trip in a remote area

    between Tulare and Inyo countiesinaccessible by car.I fell on my right shoulder, myelbow jammed into my rib cageand I heard my bones crack, Atkinssaid. If it wasnt for that helicopter,I think I would have bought thefarm. Its a fact that because therewas a helipad I was able to get careand attention much more rapidly.At the time, Atkins couldnt walkand couldnt get on his horse. Hisguide came to the rescue ridingnorth until he got to a rangerstation where he radioed for help.Not long after, SkyLifes helicopterlanded and Atkins was carriedonboard. In 26 minutes, Atkins wasat Kaweah Delta.

    The $2.7 million helipad was com-pleted with help from $2.3 millionin community donations made tothe Kaweah Delta Hospital Foun-dation. It plays a key role in helpingKaweah Delta, the only traumacenter between Fresno and Bakers-field. Since the designation in 2011,the number of trauma patients hasincreased over 200 percent to over1,000 trauma patients each year.Dr. Nichole Meissner, Director of

    Trauma at Kaweah Delta said, Thehelipad has had far reaching effectsfor the region. It has helped traumavictims get treatment faster andtreatment in the first hour has asignificant impact on survival, espe-cially when it comes to trauma.

    The preserve provides visitors with a sense of whatthe valley looked like to the early Native Americansand to the first settlers who came west 200 years ago,

    when these trees, which grow into the largest oaks in NorthAmerica, were abundant in the area.

    Kaweah Oaks Preserve provides outdoor environmentaleducation opportunities to students of all ages. Each year,about 1,000 students from the Tulare County area experi-ence how science and nature are intertwined, just like thewild grapevines that climb its majestic Valley Oak trees.

    The preserve hosts high school educational restorationwork days, encourages graduate level studies on the land,and leads monthly guided walks for the general public.

    Hikers enjoying the preserves four self-guided paths (all areless than one mile) will see rare native plant species andlocal birds, such as the great horned owl or Nuttalls wood-pecker. A gray fox might even stop to watch them as theypass by.

    One of the trails, the Sycamore Trail, is also a digitaltrail with QR codes (flat black squares on grape posts)that can be read by a smart phone to give visitorsinformation about the plants and the animals thatlive there.

    Kaweah Oaks Preserve offers free parking and the use

    of picnic tables, trail guides and restrooms. Its hoursare: 8 a.m. to 7 p.m. in the summer, 8 a.m. to sunsetin the winter, and 8 a.m. to 6 p.m. in the spring andfall. Dogs are welcome if they are on a leash. (Ownersmust clean up after them.)

    Concerned local citizens teamed up with The NatureConservancy to purchase the land for Kaweah OaksPreserve in 1983 in order to protect its natural beauty.In 1993, the title was transferred to a local conserva-tion organization, the Four Creeks Land Trust, whichalong with two other land trusts later merged tobecome Sequoia Riverlands Trust.

    Sequoia Riverlands Trust, a non-profit organizationthat owns and manages six nature preserves in TulareCounty totaling more than 4,000 acres, ensures thatKaweah Oaks Preserve provides research opportuni-ties, livestock grazing, environmental education andpublic enjoyment. The long-term goal is to protectthe area for the plants and animals that live there andfor future generations, while allowing for traditionalagricultural uses of the land.

    SRT advises visitors to tread lightly and be respectfulof local plants and animals, including grazing cattle.

    They suggest visitors bring drinking water and sunprotection, wear comfortable shoes and watch fornatural hazards, including rattlesnakes and ticks.

    Kaweah Oaks Preserve is located at 29979 Road 182,Visalia. To get there, drive seven miles east of down-town Visalia on Highway 198. Take Road 182 northand go one-half mile. The parking lot is on the westside of the road. Walk past the gate to enter.

    Admission is a $3 donation for adults, and $1 for chil-dren. Donations can be left in the on-site donationbox. Nature preserve trail guides are provided on sitefor a requested $3 donation.

    The local mountains offered early settlers, and thegenerations that followed, a chance to escapefrom the Valley heat and into the splendor of

    the Giant Sequoias. People still visit Tulare County for a

    chance to hike and play among these majestic trees inthe Giant Forest, as 19th century naturalist and authorJohn Muir named it.

    Some of these trees are more than 2,500 years old,including the largest tree in the world, the GeneralSherman Tree. The tree, located in in Sequoia NationalPark, is almost 275 feet tall, comparable in height to a26-story building, and the diameter at its base is widerthan many city streets. Named for the famous Civil War

    general, the trees trunk could fill 2,770 half-ton pick-ups. (The seed it grew from, however, was 58 billiontimes smaller than the tree!)

    The size and beauty of the General Grant Tree hasinspired thousands of people over the years, mostnotably Charles E. Lee of Sanger, California, who afterseeing the tree in 1924, sent a letter about it to Presi-dent Calvin Coolidge, who designated it as the NationsChristmas Tree on April 28, 1926. The Sanger Chamberof Commerce sponsors an annual Christmas Trek tothe Tree at 2:30 p.m. on the second Sunday ofDecember.
