History of Visalia

VVisalia is the oldest town between San Francisco and Los Angeles and indeed is the Crown Jewel of the San Joaquin Valley.

Once a creek side settlement, Visalia is now a thriving city with nearly 130,000 inhabitants and has become a community that takes great pride in the small town feel and high quality of life that accompanies big city amenities. Just a few short miles from dusty Highway 99 with big rigs bar-reling along at a fast pace and cars jockeying for position; make the exit east 198, there is a respite for the weary road warrior in Downtown Visalia.

When California achieved statehood in 1850, Tulare County did not exist. The land that is now our county was part of the huge County of Mariposa. In 1852, some adventuresome pio-neers settled in this area, then called Four Creeks. The area got its name from many watershed creeks and rivers flowing from the Sierra Nevada Mountains. All the water resulted in a widespread swampy area with a magnificent oak forest. The industri-ous group of settlers petitioned the state legislature for county status and on July 10 of that same year, Tulare County became a reality. One of the first inhabitants of a fort built by the settlers, unnecessarily as it turns out; to protect themselves from Native Americans was Nathaniel Vise. Nathaniel was responsible for survey-ing the new settlement. In November of 1852, he wrote, “The town contains from 60-80 inhabitants, 30 of whom are children of school age. The town is located upon one of the subdivisions of the Kaweah (River) and is destined to be the county seat of Tulare.” In 1853, that prediction became a reality and Visalia has remained the county seat since that time.

In 1858 Visalia was added to John Butterfield’s Overland Stage route from St. Louis to San Francisco. A plaque commemorating the location can be found at 116 East Main Street. Included in the early crop of citizens were some notorious and nasty indi-viduals who preyed upon the travel-ers along the Butterfield Stage route. Many saloons and hotels sprouted up around the stage stop downtown and commerce was brisk if a bit risky.

The next memorable event was the arrival of the telegraph in 1860. Visalians then could get timely information of the events taking place on the East Coast which would ultimately develop into the Civil War.

During the Civil War, many of citizens of Visalia couldn’t decide whether Visalia should stand on the side of the North or the South, so they simply had a Mini Civil War of their own on Main Street.

No one really knows the outcome of the war, but apparently it was concluded to the satisfaction of the participants and life returned to normal.

The federal government however, was not so easily convinced and reacting to concern about sedition banned Visalia’s pro-south Equal Rights Expositor newspaper and established a military garrison. Camp Babbitt was built in 1862 to stop overt southern support as well as maintain law and order in the community. During these Civil War years, Visalia was incorpo-rated which gave the town new rights. The second incorporation in 1874 moved Visalia into city status with a common council and an ex-officio Mayor and President.

Once a creek-side settlement, Visalia has grown up to be a thriving city with over 120,000 inhabitants and has become a community that takes great pride in the small town feel and high quality of life that accompanies big city amenities.

Downtown is a barometer of the entire community. It is the second place a prospective industrial park candidate visits, right after the potential location. Corporate executives understand the downtown is a reflection of the community’s health. If you find a decaying core area you are bound to find those same problems throughout the city.

Bike racks have been installed to make the area more pedestrian-friendly. The more than 2,000 trees planted by the Urban Tree Foundation make Downtown Visalia a very pleasant place to spend the day.

A snow covered Sequoia National Park is just 45 minutes away.In a community-wide cultural arts survey conducted by the City of Visalia, participants chose downtown as one of the top three places to bring visitors. With the

most of everything to offer all within a compact area, it is no wonder the central business district is a favorite. From free concerts in the Garden Street Plaza to world class entertainment at the historic Fox Theatre. Restaurants and shopping along with the best in nightclub action you can go out on the town and stay at one of our world class hotels; the Marriott Hotel Visalia at the Convention Center and the Comfort Suites Hotel. Both are conveniently located in the heart of downtown with plenty of free parking.

Visalia, in the heart of the 2nd largest agricultural community in the United States. Billions of dollars of produce, dairy and nuts come from Tulare County. Naturally, Downtown hosts a farmers’ market each Thursday night March through October. Many of the 50 restaurants downtown use the products produced here in their favorite recipes. It makes the foods better and less expensive to produce when you buy locally.

Sports tournaments ranging from youth baseball world series events and bowling championships to indoor events at the Visalia Convention Center including everything from mixed martial arts and sold out concerts to the California Home Show.

The city completed a $17 million renovation of the ballpark which is home to the Rawhide Baseball Team. The renova-tion produced a park that is rated number one for baseball in the United States. All of it is accessible from the Downtown Visalia Trolley for just 25 cents.

TTake in a bit of Visalia’s history by strolling though our historic downtown. Along the way you’ll discover old churches, the little white schoolhouse, early hotels and the famous Fort Visalia. The tour begins at Fort Visalia where the first Euro-Americans planted themselves in 1852. The original granite curbs, retired horse-tie rings, and weathered wall bricks still evoke similarities to the 19th century, while newly installed informational plaques along the way describe major historical events.

End of the TrailThis lone figure on his weary horse is one of the most recognized symbols of the American West. By many it is viewed as a reverent memorial to a great and valiant people. To some Native Americans, however, it is viewed as a reminder of defeat and subjugation a century ago. The monu-mental, 18’ plaster sculpture was created for San Francisco’s 1915 Panama-Pacific International Ex-position and received the exposition’s Gold Medal for sculpture. The subject of immediate popular acclaim, the image was widely reproduced in postcard, print, curio and miniature form.

Although Fraser hoped his masterpiece would be cast in bronze and placed on Presidio Point over-looking San Francisco Bay, material restrictions during the First World War made the project impossible. Instead, in 1920, the city of Visalia, California, obtained the discarded statue and placed it in Mooney Park, where it remained, in a gradually deteriorating condition, for 48 years. In 1968, the National Cowboy & Western Heritage Museum acquired this original plaster statue, restored it to its original magnificence, and made it a focal point of the museum. Downtown Visalia’sVictorian Homes

VVisalia has a large number of restored Victorian homes and fine examples of early bungalow dwellings. Many of these can be found along North Locust between Murray and Race; along North Willis and along Grove. The Spaulding House located at 631 North Encina is a wonderful example of a Colonial Revival. The home is one of two Bed and Breakfast Inns in Visalia. The other Bed and Breakfast, 601 North Encina at Race is the Ben Maddox House, one of the few early homes, which has been continuously occupied since it was built.

1 General Sherman Tree: The General Sherman Tree Loop 1/2 mile trail

descends upon some of the most magnificent trees in the National Park and culminates at the base of the General Sherman Tree-the world’s larg-est living thing. Relax at convenient benches that line the trail along the way. If you only have time to do one thing in the Sequoias, choose this!

2 Moro Rock: Spectacular views of the Great Western Divide and

western half of the Park await you atop this giant granite dome. Trust us: the steep 1/4 mile staircase to the summit is well worth the photo op at the top. And it’s only 400 steps!

3 Tunnel Log and Crescent Meadow: Most impressive in spring when

the wildflowers are in bloom, this meadow is home to wildlife and many other trails that weave through remote areas of the forest. Drive under Tunnel Log, a site noted as one of the last “novelty” sites in the Park. This tree, which feel in December 1937, measures 21 meters in diameter at its base and stood about 275 feet tall!

4 Mineral King Valley: Take a scenic drive to Mineral King in Sequoia

National Park for sweeping views and vistas of the East Fork of the Kaweah River and adjacent mountains. The road is not for the faint of heart, as it ascends in tight curves for 25 miles (1.5 hours one-way) along a steep, narrow road. The drive, while daunting, is well worth your time. At the end of the road you will be rewarded with the opportunity to hike or peer into some of the most stunning and accessible high country in the Sierra Nevada

5 Crystal Cave: Sequoia National park’s majestic, towering forests

will definitely have visitors looking skyward at the big trees, but don’t forget to look down, too. One of 270 caves hidden throughout the park, Crystal Cave offers visitors a remarkable peek beneath the surface of the Sierras. Formed of marble, Crys-tal Cave in California’s Sequoia Na-tional Park is decorated with curtains of icicle-like stalactites and mounds of stalagmites.

AAbout the Arts Consortium The Arts Consortium brings together artists, organizations and art enthusiasts to advocate, promote and provide opportunities to create and celebrate the arts for all Tulare County residents and visitors. The Arts Consortium is a nonprofit membership organization and its members hold an impressive number of events year round in Tulare County and in Downtown Visalia. Whether it is a family-friendly event or world-class music, each week brings a different way to enjoy the arts. Membership meetings are open to the public and held every first Tuesday of the month at the Creative Center’s Jon Ginsburg Gallery. Visalia’s Taste the ArtsVisalia’s Taste the Arts returns to Visalia September 27 – October 1 in downtown Visalia. The event debuted in 2010, when members of the Arts Consortium boldly took the fine arts outside of traditional galleries and onto the streets of-downtown Visalia. In 2011, thousands gathered for a weekend of hands on engagement and creativity. Children carved zucchini into veggie animals, graffiti artists competed in an aerosol paint contest, COS art students maneuvered a steam roller to create print works, pre-teens and cover bands rocked the stage, and 40 regional artists showed beautiful art pieces in oil, acrylic, ceramics, gourds and photographs. Additionally member organizations invited the public to enjoy free opera, free symphony, and free theatre performances. Save the date, because you won’t want to miss the Valley’s premier art, music, and culture festival.

Those behind the counter at 210 are accustomed to the surprised comments of first-time visitors who were unaware of the café’s gallery-like atmosphere. Art on FIRE

CCOME TAkE A WALk WITH US!Designs for the artwork on 20 fire hydrants in Downtown Visalia spread like wildfire. Replacing the traditional yellow, the select-ed hydrants are the canvas for creative art designs with unique themes.To create Visalia’s first Art on FIRE Hydrant Walk, Arts Visalia, along with the Arts Consortium, made a call to local artists. Using their imagination, artists created designs that would both reflect our South Valley community culture and display their own recognizable artistic style.

Artists, whose submissions were picked, were awarded a monetary gift for each design they created upon the completion of the final project. The artist also had to be available to paint their fire hydrant on Friday, September 28 during a public art demonstration as part of the Taste the Arts Festival. A plaque acknowledging the artist’s name, the title of the artwork, and sponsor information is located next to each fire hydrant. The Taste the Arts Festival is a yearly signature event in Visalia which celebrates art in its many forms, along with the agriculture our valley produces. In 2012, the 5 day event, which is kicked off by the Waiters Race, will run from September 27 – October 1.

Downtown Visalia is a blaze of fun colors and now sports these unique pieces of eye candy for the many tourists and local pedestrians to view and enjoy. Start your Art on FIRE Hydrant Walk at Santa Fe and Main Street. Heading west on Main Street, you will enjoy one or two hydrants on both the north and south side of each block. As you stroll down the 18 blocks, stop into one of the many fine eateries and pick up a lunch to go. At the west end of the hydrant tour, you will have a choice of either the Mayor’s Park or Moore’s Rose Garden Park to enjoy your lunch. The hydrants will be on display until 2014, when artists will again compete for a chance to showcase their artwork in the Art on FIRE Hydrant Walk in Downtown Visalia.

Sound of Downtown

OOver the past few years, Downtown Visalia has earned its reputation as the “musical oasis” of the Central Valley. Despite Visalia’s small-town feel, large national touring artists have repeatedly chosen to make Visalia perfor-mances while routing between San Francisco and Los Angeles. But with larger cities surrounding the town, why has Visalia become the hot bed for music?

To start, the city has fostered the growth of live music by supporting non-profit music-preservation organiza-tions such as The Friends of the Fox and Sound N Vision Foundation. The Friends of the Fox have maintained the town’s classic 1,200-seat Fox Theatre; a venue that hosts a variety of music, comedy, and live-action events throughout the year.

The Sound N Vision Foundation is another non-profit organization that books and promotes music throughout Visalia. The organization makes Main Street’s The Cellar Door the hippest music club in the entire central valley. The intimate 400-capacity venue is literally known world-wide for hosting concerts by Grammy Award winners such as “Best New Artist” Bon Iver, and modern-day buzz

bands on the rise like indie rock band Foster the People. All the while, the Cellar Door and the Sound N Vision Foundation support the Central Valley’s own local bands.

Meanwhile, Visalia’s only independently-owned record shop, Velouria Records, also regularly showcases live performances by national touring artists and locals alike. The store vends thousands of vinyl albums, including some of the finest music in every genre spanning the past seventy years of music.

During the spring and summer months, lively outdoor street performance events like Blues Brews & Barbecue and Taste the Arts annually fill The Garden Street Plaza and various downtown locations.

Visalia invites you to come on out and enjoy the “sound of downtown”.

IThousands of homeless animals enter our shelter each year, all with the hope to find a new home. In 2011 Valley Oak SPCA provided care and shelter for 14,999 lost, stray, injured, deceased, abused, abandoned and unwanted animals – 9,148 of those from Visalia. Less than 10% of the dogs and less than 3% of the cats that arrive at our shelter have any form of identifica-tion – including a microchip. Even if your pet’s collar and license are missing – if your pet has a microchip and your information is current with the microchip company, many times we can get your lost pet back to you the same day or next day. Valley Oak SPCA offers pet microchips for $35 each at our Shelter and Clinic and these can be adminis-tered during regular business hours without an appoint-ment. Your veterinarian can also microchip your pet. Per City of Visalia Ordinance 6.12.030 – all dogs and cats over 4 months of age must be vaccinated against rabies and licensed. Unique Security Services

O“Our officers are dedicated to downtown, and to the safety of business owners and visitors. Their professional demeanor and the ability of these officers to handle a number of problems set us apart from all other downtown programs” Says On Site owner Duane Rodriguez. Officer Dominic Mena of the Visalia Police Department and Downtown Commercial Policing Officer says of our downtown security patrol team, “There is not a better witness to a crime than these trained security officers.” The security officers are trained to cautiously diffuse 99% of the problems.

As big a part of their job the downtown security team acts as the unofficial downtown ambassadors. They know nearly all the business owners and employees by first name and are able to guide tourists and locals to their intended destination in a caring and friendly manner. You can tell a downtown is healthy when there is an abundance of activity both day and night. Downtown Visalia certainly fits that bill thanks in a very large part to our excellent security team. Downtown Bike Patrol is provided by the Downtown Visalia Property Owners Association. This group of property owners formed a 501(c)6 association in 1998 so that funds could be collected to provide capital improvements to downtown and to partner with Downtown Visalians in a number of their projects. Through their involvement, several million dollars has been invested in capital improve-ments, graffiti removal, maintenance and security.

kkaweah Delta got its start in downtown, and today, more than 50 years later, kaweah Delta Medical Center continues to operate here, in the heart of the city. By day, the district’s more than 3,600 employ-ees shop and eat in downtown Visalia, and by night, the bright lights of the district’s six-story Acequia Wing watch over Main Street. While Kaweah Delta is committed to staying downtown and here in the future, here’s a look at what’s happening now to better serve the health care needs of this growing community.

Wound CenterConstruction is happening now to establish the first wound center in Tulare County with hyperbaric chambers. Estimated to open in September on Kaweah Delta’s west campus at Akers Street and Cypress Avenue, the wound center will offer specialized physician oversight and will care for people whose wounds do not heal naturally or respond to other wound-healing methods, particularly diabetics. People who are diabetic often have poor circulation, which prevents nutrients and oxygen from reaching cells to help heal wounds and infec-tions. The hyperbaric chambers infuse oxygen into a patient’s system to accelerate the wound-healing process. Graduate Medical Education

This summer, construction will begin to build-out the fifth floor of the district’s Support Services Building at Mineral King Avenue and Willis Street in downtown Visalia in anticipation of Kaweah Delta’s Graduate Medical Education program. By September, this project should be complete and will house the Margaret Foley Graduate Medical Education Center including conference rooms, a resident lounge and the graduate medical education offices. The simula-

tion center, currently located in the fifth floor Lynn Havard Mirviss Education Center, will also be expanded to include a control room and an additional simulation suite, where residents will be trained and observed as they work with patient simulators.

In July 2013, Kaweah Delta will welcome its first recently graduated physicians for residency training. Kaweah Delta, will establish GME residency training programs in the areas of Family Practice and Emergency Medicine in 2013, followed by a Psychiatry Residency program in 2014, and a General Surgery and Transitional Year program in 2015. The five residency programs will bring physicians who have recently graduated medical school to Tulare County to complete training in their respective specialties. It is estimated that between 40-50% of the physicians that train in Tulare County through the GME programs will remain and practice in the Visalia area.

Sequoia Medical CenterThis August, construction is expected to begin on Sequoia Medical Center, a 52,191-square-foot building being developed by State Center Properties LLC of Fresno at our West Campus at Akers Street and Cypress Avenue. Kaweah Delta will lease space inside this center to establish a second Sequoia Prompt Care and for Kaweah Delta physical therapy services. Space inside will be also be leased to doctors and doctor groups. Once construction begins, construction will wrap up in a year.

HelipadThis September, construction is expected to begin on a helipad at Kaweah Delta Medical Center over the hospital’s main parking lot. The helipad will help Kaweah Delta, the only level III trauma center in Tulare County, receive and care for patients. Additionally, the helipad will allow for the transport of patients to other medical centers when they need a higher level of care. By March 2013, construction should be complete and by June 2013, the helipad will be operational.

IIt’s an illness that has no mysterious cause. Its name pretty much sums up the problem. Nature deficit disorder.You’ve neglected the outdoors, you are cooped up inside, you need to get re-acquainted with Mother Nature.

The term nature deficit disorder was coined by the writer Richard Louv in his book, ‘Last child in the Woods: Saving our children from nature deficit disorder’. He uses it to describe the human cost of alienation from nature. He documents studies that suggest without regular time outdoors we can suffer from both physical and emotional problems.

While nature deficit disorder is not a recognized medical condition, you can’t discount the fact that many of us young and old, are truly disconnected from nature.

Physically we are paying the price. Obesity levels are exploding as we sit more and move less. And many kids today have reached their teenage years without ever having had the experience of climbing a tree.

Studies show getting out in nature can actually boost our im-mune system, spark creativity and even change our outlook on life.

At Sequoia Riverlands Trust we understand this malady and are lucky enough to be part of the cure. We own and manage six nature preserves in San Joaquin Valley’s Tulare County. We often hear from individuals and families who have experienced one of our breathtaking landscapes.

At Kaweah Oaks Preserve visitors don’t get bored exploring 322-acres that protect one of the last remaining valley oak riparian forests in the San Joaquin Valley. There are more than 300 plant and animal species which live there. Even if your last nature experience was a trip to your local garden center, we guarantee a rush of excitement when you spy a gray fox, hear the call of a great horned owl or catch site of a soaring red tailed hawk.

We never get tired of hearing visitor’s reac-tions to Dry Creek Preserve. It’s hard for them to imagine that this peaceful, majestic property northwest of Lemon Cove was a gravel quarry for twelve years. The mining operations altered Dry Creek’s streambed and caused severe damage to one of the largest and last remain-ing sycamore alluvial woodlands in California.

Since 2004, Sequoia Riverlands Trust has partnered with community members, edu-cational institutions and other conservation organizations to restore the land. Dry Creek is the first example of an ecologically-based aggregate mine reclamation in Tulare County

Hundreds of oak and sycamores have been planted along with native grasses and an increasing number of resident and migratory birds now call this habitat home. Walking along a trail you can see the great blue heron, bald eagles and turkey vultures.

So if it’s been awhile since you’ve spent some time in nature and you feel a slight case of nature deficit disorder coming on, have no fear. No pill or potion needed, just slip on some comfortable shoes and be our guest at any one of our preserves. Your mind and body will thank you.

YYou wouldn’t know our economy’s in trouble if all you had to gauge it by was the vibrancy of the downtown Visalia scene. New businesses continue to open, established ones are doing fine, and arts and entertainment events are only getting better. Supporting all of this is an award winning website at www.downtownvisalia.com that makes it easy to find everything you need to plan a great day or evening out on the town. A lot of care has been taken to make it easy for people to find what they need, and the site continues to undergo an evolution. Recently it began offering a service to businesses that allows their listings on the site to be expanded into a full blown web page, including downloadable coupons, QR codes, and more. The idea is to provide a unified experience for all things downtown online, and allow the site to bolster the online presence of a participating business…many of which many not have websites of their own.
