In a letter sent to HCW in October, PSIRA states that HCW may not ren- der a security service as it is not regis- tered as a security service provider. It points out that “no person may ren- der a security service if not validly registered as a security service pro- vider”. PSIRA states in the letter that a follow-up inspection will be con- ducted in two months’ time “to assess progress made to register the busi- ness”. HCW has since embarked on a process to register with PSIRA. According to Siziwe Zuma, spokes- person for PSIRA, the investigation into HCW was launched after an anonymous complaint was submit- ted. “The business was given a warn- ing letter to cease all operations until the business and its directors were registered.” She says if HCW is found to be oper- ating without registration again, a criminal case will be opened and a let- ter of warning will be sent to mitigate criminal charges. In newspaper advertisements, HCW states they are “Leaders in com- munity policing” and provide proact- ive patrolling, meet and greet servi- ces, roadside assistance, holiday pa- trols, a 24-7 control room in any emergency, and tactical and K9 re- sponse through a security company. Peter Brand, chairperson of HCW, confirmed that HCW has been operat- ing since receiving PSIRA’s letter and continues to provide its emergen- cy response services, via its service provider, Vetus Schola. Brand says he received the letter from PSIRA in October last year, but says there was no obligation to “cease operations”. He says the letter stated that HCW may not “render a security service”. “We had never considered our- selves a security company, as we are not in the alarm or guarding busi- ness, particularly as we contract a se- curity company to carry out opera- tions, and we had some doubt regard- ing PSIRA’s interpretation of our operations. “Nevertheless, we decided that it could do us no harm as we felt that our business model and operations would not be affected in any way through membership of PSIRA, and we have taken the appropriate steps, which will be finalised shortly. This would make us fully compliant with PSIRA’s requirements.” Turn to page 8 for Brand’s full state- ment. Meanwhile, PSIRA is investigating the Somerset West Neighbourhood Watch after receiving an anonymous complaint against them. Zuma says that only once the investigation is concluded at the end of February, will PSIRA be able to comment on the na- ture of the investigation. Louis le Riche, chairperson of the Somerset West Neighbourhood Watch (SWNW), says a complaint was made that the SWNW is running a security company. “In broad terms, that the SWNW is providing a securi- ty service for a fee.” Le Riche says under no circum- stances is the SWNW running a secu- rity company. “Its function is to coor- dinate the voluntary activities of its members, who act as eyes and ears for the police and security compa- nies.” He says that the SWNW does not charge a fee of any kind, in accord- ance with its constitution, but does receive donations from the communi- ty. Le Riche says the debit order sys- tem that has been set in place for those who wish to regularly contrib- ute to the upkeep of the radio control room, was presented to PSIRA as the charging of fees. Major-General Johan Brand, clus- ter commander of the Khayelitsha po- lice cluster, says only once the PSIRA investigation is concluded will the CPF election be held. He further states that HCW will not be allowed membership in the upcoming CPF elections, as the CPF constitution does not allow for organisations that charge fees for security reasons to be a member. Peter Brand, chairperson of HCW, says this will not be a prob- lem for HCW. Maj-Gen Brand says a separate se- curity forum in which the security companies cooperate with the police will be established. Learners at ACJ Phakade Pri- mary School were sent home at 09:00 on Wednesday due to the ongoing go-slow by teach- ers, which started on Monday after toilets overflowed and left parts of the school flooded with sewage. Helderberg Crime Watch (HCW)has been found by the Private Se-curity Industry Regulatory Au-thority (PSIRA) to be operating asecurity company illegally.

In a letter sent to HCW in October,PSIRA states that HCW may not ren-derasecurityserviceasitisnotregis-tered as a security service provider.It points out that “no person may ren-der a security service if not validlyregistered as a security service pro-vider”. PSIRA states in the letter thata follow-up inspection will be con-ductedintwomonths’ time“toassessprogress made to register the busi-ness”.

TheMacassar toddlerswhowere severely burnt in afire in a broken down carlast Thursday may havebeenplayingwithmatches.

This is according to Macas-sar Police.The three year olds, Oyama

Dingani and Siyanda Saul,were allegedly playing in thecar at the home of one of theboys in Nomza MapungwanaStreet in Macassar Village at10:00 on Thursday when thecar caught alight. Oyama’suncle,MzoxoloMasimini (43),says for twoyears hehas beenin the process of repairing theengine of the 1981 Toyota Co-rolla thatwasparkednext tohishouse.Oyamawas inheandhiswife’s care when his mother,PumzaDingani (31), workedona farm inWorcester during theweek. Masimini’s wife, VivianMbema (42), says the toddlersregularly played in the car.Half an hour after the boys

hadgoneoutside, sheheardherneighbour screaming that thecarwasonfireandthat theboyswere inside.“I couldn’t get outside quick-

ly as Iwaswalkingwith awalk-ing stick. I was too scared tolook,” says Mbema.She said another neighbour,

the car was open and the win-

dowof thedriver’s sidewashalfrolleddown,but the firewas toointense for him to get close tothe car. “I then saw a child be-tween the front seats and triedopening the door closest to me,but the handles burnt myhands,” he recalls.He managed to grab the boy

by the back of his pants andpulled him from the flames. “Iwent back to look formore kidsand through the smoke andflames I saw another childstanding on the passenger seat.I tried grabbing him by thehands, but itwas toodifficult ashe was severely burnt. I tookmyshirtoffandkickedthebackwindowoutand liftedhim fromthe car,” he says.

Jamda says he wrapped the

boy in his shirt and left thescene as he was too trauma-tised.Mbemarecallshowamandriving past stopped and tookthe toddlers to the MacassarHealthcare Centre.Sizeka Saul (36), Siyanda’s

mother, expressed her grati-tude towards the staff of thehealth centre. “I will forever begrateful to them for what theydid. Doctors, nurses and clean-ing staffwere consolingmeandprayed forme. All of them triedtheir best.”Siyandawas rushed from the

clinic to the RedCrossHospitalby ambulance, where he diedthree hours later. Oyama wasairlifted by helicopter and diedbefore reaching the hospital.Saul was at her son’s bedside

when he died. “I sat with himfor three hours after doctorstold me that there was nothingthey could do for him. He waspeaceful when he breathed hislast breath.”Saul says her son had been

“an easy child” who developedquickly and never fought.“He and Oyama were both

quiet little boys and bestfriends. He always sang whenhe wanted something... Ndi-lambile, ndilambile he wouldsing when he was hungry. Hewas a lovely child and for threeyears hemademe very happy,”she says. Spokesperson for theMacassarPolice, SgtChrisyLe-waks says an inquest docketwas opened and the case is stillunder investigation.

A crowd of concerned parentscongregated outside ACJ Pha-kade Primary School yesterday(Wednesday)morning in supportof a go-slow undertaken by theLwandle school’s teachers.

The parents were present in pro-test of the “dangerous conditions”at the school.The teachers embarked on a go-

slow on Monday, claiming theirpleas for help have fallen on deafears. “We have to relieve ourselvesin buckets in the classrooms,” saysa teacher, who spoke on conditionof anonymity.“Wehavenomore dignity and the

children laugh at us.”Other issues include stagnant

raw sewage outside classrooms andthehaltingofconstructiononunfin-ished school buildings.Learners were sent home at noon

onMonday and at 09:00 on Tuesday.Yesterday morning principal Tho-bile Majingo waited for the arrivalof a provincial education depart-ment representative until 09:00; hiswait was in vain.

The learnerswereonceagainsenthome, while a delegation from theschool accompanied Majingo to thedepartment’s district office.The school, established in 2012,

hasbeenhoused in temporaryclass-rooms. Construction on the perma-nent buildings commenced in Janu-ary last year.However, Majingo says the con-

tractor, who was supposed to beback on site on Tuesday 6 January,never showed up and no work hasbeen done this year.“We expected the buildings to be

completedinMay,butnowthatdoesnot seem likely,” says Majingo.Departmental spokesperson Jes-

sica Shelver confirms the comple-tion date for construction is set forMay and adds that the contractorwill be back on site on Monday.Majingo says the completion of

the permanent building will solvethe ablution facility problem, asstaffers have no ablution facilityafter their facility’s septic tankoverflowed.He says teachers cannot use the

learners’ facilities, as these havebeen vandalised and are alreadyovercrowded. “There are only nine

toilets for the girls and seven toiletsforboysinaschoolwithalmost1 500learners.”He says teachers relieve them-

selves in buckets in the classroomorgotoanearbypetrolstation.This,Majingo says, cannot continue aslearners cannot be left unattended.Shelver says a contractor visited

the school last week and found thatthe septic tankwasoverflowing, but

could not “mitigate the situation”.She adds the Department of Trans-port and Public Works has been in-structed to empty the septic tankand will deliver 20 chemical toiletsshould the problem not be resolved.ButMajingosays there isnospace

for chemical toilets and he will notaccept this as a solution.He explains the sewage problem

Asthenewschoolyearstarted lastweek, scores of learners had to beturned away from primary andhighschools that just cannotmeetthe demand for schooling in theHelderberg.

Adding to the problem of over-crowding at both primary and highschools, is the demand for Englishschooling. Last year theDistrictMailreported on plans for additional pri-mary and high schools for the area.Construction on a new school at

Rusthof for learners with specialneeds is set to start in June.Although a high school for Gor-

don’sBayhasbeenon thecards since2013, a site is yet to be found.Twopri-mary schools are also expected to bebuilt in Sir Lowry’s Pass andMacas-sar,butasite for theSirLowry’sPassschool still needs to be found.Bernard Simons, principal of Gor-

don High School, says accommodat-ing English-speaking learners ischallenging as the school has onlyone Grade 8 class, which already ac-commodates around 50 learners.Theycurrentlyhave60Grade8s,whohave no chance of being accepted, ona waiting list. “Parents visit theschool daily, hoping to have theirchildrenenrolled inanEnglishclass.There is a need for another highschoolasmanylearnersfromtheHel-derberg have to go to other areas forschooling.”Zandvliet High principal Richard

Basson echoed Simons’ sentimentsand said despite appealing to parentsto enrol their children on time, theystill receive late applications.Parel Vallei High has only been

new Nomzamo Primary which

openeditsdoors in the third termlastyear, tells a similar tale.The school has 53 Grade 1s on its

waiting list, with 160 who could notbe accommodated. Waries says lateapplications were received for allthreegrades,with the total coming to108 learners who were not admitted.Godfrey Julies, principal of Rus-

thof Primary in Strand, says theschool is bursting at the seams.The school has 204 Grade 1s and,

while all applications were finalisedlast year with no learners on a wait-ing list, Julies says schools in theStrand are overcrowded.Dr GJ Joubert has 70 learners on

a waiting list, who they hope will beaccepted at other schools. A spokes-person for the school says additional

mobile classes is not an option asthere is no space at their premises.AtHendrik Louw, 150Gr 1s are en-

rolled and 50 are on a waiting list.Principal JohnReynecke saysGrade1 enrolment is challenging aslearners from their Grade R classesget preferential acceptance.Beaumont was able to accommo-

date 172 of its 204 Grade 1 applica-tions, while Somerset West Primaryhas 111 Grade 1s registered for thisyear.Theschoolreceivedfourlateap-plications last week.MacassarPrimaryhas116Grade1s

NSRI spokesperson CraigLambinon says it appears the beachgoers were not aware of thenew moon spring tide that would cut off and engulf the popularrocky outcrop at high tide. During normal tide, these rocks are easi­ly accessible even at high tide. NSRI Simon’s Town, a provincialHealth Department EMS rescue squad and the Red Cross AMSSkymed rescue helicopter were dispatched, while a WildernessSearch and Rescue team also aided. Washed up boxes believed to contain human ashesJAMEY GORDON

Human remains are believed tohave washed up on shore at Har-bourIslandinGordon’sBayonSun-day.

A resident of Fleur Park, who pre-ferred to remain anonymous, wason the beach just after 18:00 on Sun-day when he noticed three woodenboxes afloat on the water.

The resident says there weremany people on the beach at thistime, all who were aware of the box-es in the water and curious aboutwhat could be inside. He says uponinspection, after the boxes hadwashed up, he immediately identified theboxesasthoseusedtocontainhumanashes.

“One of the boxes was not properly sealedand was marked, clearly stating the name

of a funeral director. I opened it and founda plastic bag containing what appeared tobe human ashes,” says the resident, who al-so shook the other boxes and made the as-

sumption that they must be carryinghuman ash too, since they were seem-ingly light in weight.

The resident says he informed thepolice, who collected the boxes fromhim around 23:00 that evening.

The resident says the question heis left with is how these boxes endedup in the sea.

“Don’t people know that the seadoes not keep anything that doesn’tbelong to it?” he asks.

According to Gordon’s Bay Policeacting station commander WarrantOfficer Fransie Stoffberg, there is norecord of the incident. She explainsthat the reason for this could be that

thepoliceofficerswhowereondutythepastweekend have not yet returned to work.

She says an internal investigation will belaunched.

Helderberg Crime Watch (HCW) received aletter fromthePrivateSecurity IndustryReg-ulatory Authority (PSIRA) in October 2014,where they stated, after they had conductedan investigation, that “HCW was not regis-tered as a security service provider, andmaynot render a security service”, and theywould conduct a “follow up inspection aftertwo months to assess progress made”– therewas no obligation to “cease operations” – seeenclosed letter from PSIRA. (We have pub-lished this letter on the DistrictMail website– ED).WehaverespondedtimeouslytoPSIRA.We

had never considered ourselves a securitycompany, aswearenot in thealarmorguard-ingbusiness, particularlyaswecontract a se-curity company to carry out operations, andwe had some doubt regarding PSIRA’s inter-pretationof our operations.Nevertheless,wedecided that it could do us no harm, as wefelt that our business model and operationswould not be affected in any way throughmembershipofPSIRA,andwehave taken theappropriate steps, which will be finalisedshortly – this would make us fully compliantwith PSIRA’s requirements.We are very happy that PSIRA is taking an

active interest in our community. This canonly be a good thing for everyone – there waspreviously no mention of any requirementfor us to be registered with PSIRA, but weare happy to comply with their request.HCW continues to perform its proactive

emergency response services to the commu-nity, via its service provider, Vetus ScholaBoland, and continues to assist local law en-forcement authorities and respond to its con-tributors in emergency situations.Prior to the CPF electionmeeting on 18 De-

cember 2014 wewere informed by SAPS that,duetotheon-goingPSIRAinvestigationHCWwould be excluded from theCPFelection pro-cedure. If that is the case going forward, itwould not present a problem for HCW, andwewill continue to cooperate closelywith thelocal law enforcement authorities, as this re-mains in the community’s best interest. Wewill be monitoring the situation closely.We have no further comments to make,

Despite the urgent need for newschools in theHelderberg, there areno immediate plans to have anybuilt.This applies to both primary and

high schools, despite the fact thatmost of the existing state primaryand high schools in the area arecrammed to absolute capacity.

These schools also have longwaiting lists and are forced to turnscores of learners away every year.This scenario has been dragging

on for years, and the need for newprimaryandhighschools for thear-ea is now critical in order to copewith the growth in the area.A few schools have had extra

classrooms – built-on to increasethe capacity of the school, but it isnot enough to copewith the amountof school-going children residing inthe area.Hundreds of people are also flock-

ing to the Helderberg from Gaut-eng, KwaZulu-Natal and the East-ern Cape with their families, onlyto learn that there is no place fortheir children at the schools in thearea.The situation is totally unaccept-

able and somebody needs to standup and take responsibility.Someone needs do something

about it.

Grand old hotelgets a faceliftExtensive renovations are planned for TheNH Lord Charles this year.

NH The Lord Charles Hotel has 198beautiful guest rooms and houses one of thelargest conference venues in the WesternCape.

The hotel has hosted guests that includeNelson Mandela, Thabo Mbeki and Arch-bishop Emeritus Desmond Tutu among oth-ers, saysJacoduPlooy, sales,marketingandrevenuemanger forNHHotels SouthAfrica.

The refurbishment project, which will un-fold in phases,will focus largely on the lobbyarea and conference centre of the hotel, butwill also include upgrades to 100 guestrooms.

These include new beds and the installa-tion of state-of-the-art 42-inch smart televi-sions in all rooms.

The en-suite bathrooms will also receivea makeover.

The hotel’s fully equipped conferencecentre will also undergo a number of im-provements.

“We are looking forward to the end resultof all thiswork.Wehaveplanned the renova-tions in a way that ensures that the impacton our valued guests will be kept to an abso-luteminimumduring therenovationperiod.We are confident that these upgrades willgreatly enhance their stay at ourhotel,” saidSerge Foulon, managing director of NHSouth Africa.

The full refurbishment is scheduled forcompletion by the end of August.

The recent heavy south-easterly windshave cooled down the water along ourshoreline to around 14 degrees, whichhas not been that conducive to goodshore angling.

Good news is that the 6,4kg snoek thatwas boated by eight-year-old Karla Raut-mann on a 6kg line during the recent WPInshore Boating Competition, is a pendingwomen’sWestern Province and SouthAfri-can record.Not many snoek catches have been re-

ported of late, except for a few boats thattook 20 to 40 snoek per vessel from theRocky Bank area.The exceptionally low tides experienced

over the week was ideal for collecting sink-ers and spinners from the reefs.It was also a good time for caring anglers

to cut away the lines causing all sorts ofproblemswhen theyget caughton the rocksMany spinnermen and anglers gather

enough sinkers and spinners during theselow tides to replenish their stocks.Smallish kob, a few dassie, the oddwilde-

perd and one leervis was caught during theGordon’sBayRockandSurfAnglingClub’scompetition on Saturday.Johan Niemand won the competition

with three kob, with a total weight of 6,8kg.Secondwas Ferdi Joubert alsowith three

in the last move of the game in the nail-bit-ing, exciting final.Maties played St. George’s in the one

semi-final and Macassar (1) played YoungPeoples in the other.Other participating teams were: Strand

United; Kuils River; Helderberg (1&2);Whistling Wheels (1&2); Strand Pioneers(1&2),Strand(1&2),MacassarRFC(1&2)andLiving Legends.Strand Pioneers Sports Club would like
