Councillors Stuart Pringle, chair- person of Subcouncil 8, and Bene- dicta van Minnen of Subcouncil 22 met with the Metro East Education District on 11 February to discuss the pressing issue. This was the first meeting on the topic between the Western Cape Ed- ucation Department (WCED) and the local councils of the Helderberg since 2012. It was confirmed at this meeting that several additional schools will be built in the area. Last year, the Western Cape Edu- cation Department allocated addi- tional classes to Parel Vallei High School, De Hoop Primary, Hendrik Louw Primary, Strand High and Lochnerhof Primary School to bet- ter accommodate the growing number of learners in the Helder- berg. Despite the additions to these schools, many schools still have long waiting lists, especially those for English-speaking learners. The WCED confirmed that a new primary school will be developed be- tween Strand and Gordon’s Bay. In addition, investigations are cur- rently under way to secure a suita- ble plot midway between the Strand and Gordon’s Bay. Land is being acquired for the de- velopment of a high school behind Gordon’s Bay Primary School. The meeting also agreed that a new school is needed in the Sir Low- ry’s Pass area. A plot close to Macassar Village for a new primary school is also needed. Land is needed for schools in the Heldervue and Kelderhof areas as well. Several of the proposed new schools are part of a broader three- to five-year plan, Pringle says. Ac- cording to him, the investigation in- to the acquisition of suitable land should be concluded by next year. The WCED says that two new mo- bile schools are being constructed in the Nomzamo area and will ac- commodate learners from April this year. The department has budgeted for the school to move to a new site in Strand. However, construction will only be completed in 2016. Councillor Van Minnen says she will take up a place in provincial government later this year, and her priority is the schools in the Helder- berg. “Once I am at Province I shall vigorously drive it further so that we get new schools built timeously in order to serve the population of the Helderberg better,” she says. “In the meantime,” says Pringle, “we will continue to monitor the situation and take up issues with the department.”

    The good news for parents who

    have been struggling to find

    schools for their children is that

    a number of new schools have

    been proposed for development

    in the Helderberg over the next

    few years.

    Councillors Stuart Pringle, chair-

    person of Subcouncil 8, and Bene-

    dicta van Minnen of Subcouncil 22

    met with the Metro East Education

    District on 11 February to discuss

    the pressing issue.

    This was the first meeting on the

    topic between theWestern Cape Ed-

    ucation Department (WCED) and

    the local councils of the Helderberg

    since 2012.

    It was confirmed at this meeting

    that several additional schools will

    be built in the area.

    Last year, the Western Cape Edu-

    cation Department allocated addi-

    tional classes to Parel Vallei High

    School, De Hoop Primary, Hendrik

    Louw Primary, Strand High and

    Lochnerhof Primary School to bet-

    ter accommodate the growing

    number of learners in the Helder-

    berg.

    Despite the additions to these

    schools, many schools still have

    long waiting lists, especially those

    for English-speaking learners.

    The WCED confirmed that a new

    old boy to the Strand police for

    enrolling him into a school, was

    one of 10 letters received by the

    station commander last week.

    Theboy,who the police prefer not

    to name, was not registered at a

    school when the term commenced

    at the beginning of the year. He ap-

    proached the police as he also did

    not have a school uniform or sta-

    tionery. The Social Crime Preven-

    tionOffice togetherwith theVictim

    Empowerment Programme person-

    nel and the Community Police Fo-

    rum(CPF) joined forces to assist the

    boy with his educational needs.

    C shift on Wednesday 19 February.

    No arrests have yet beenmade fol-

    lowing the robbery of a cash-in-

    transit vehicle at Vergelegen

    Kwikspar last Monday morning.

    Last week the DistrictMail re-

    ported how three armed men, all

    dressed in blue overalls, targeted

    the Protea Coin van parked at the

    entrance of the Kwikspar at 11:29

    on 17 February.

    One of the men stood at the en-

    trance of the store, while a second

    manwalked across the parking ar-

    ea to Tops @ Spar.

    When the security guards exited

    the store, the man at the entrance

    pulled out anAK47 anddemanded

    the cash. At the same time awhite

    Mazda 323,whichhadbeenparked

    intheparking lot, collidedwiththe

    van. The driver of the Mazda

    jumped out and he and the second

    mandisarmedthesecurityperson-

    nel. Shots were fired. The robbers

    grabbed the loot and ran to awhite

    Toyota Camry parked nearby.

    Earlier that same morning, La

    Grotto Pub in Somerset West was

    also hit by an armed man who de-

    manded cash and the keys to the

    safe.Hefledthescenetothenearby

    getaway car where a driver was

    waiting. The pair sped off with an

    undisclosed amount of money in

    the direction of Lwandle, but were

    arrested shortly thereafter. The

    men, aged 30 and 43, appeared in

    the Somerset West Magistrates

    Court yesterday (Wednesday).

    The outcome of the court case

    wasstillunknownat thetimeofgo-

    ing to print.

    Die verdagte wat op 6 Februarie uit

    polisie aanhouding in Somerset-

    Wes ontsnap het, is steeds op vrye

    voet.

    Volgens konstabel Suzan Jan-

    tjies, woordvoerder vir die Somer-

    set-Wes-polisie, is niemand nog in

    hegtenis geneemnie enwoondie 27-

    jarige verdagte nie meer by die

    adres wat die polisie oorspronklik

    gehad het nie.

    Die verdagte het op di dag om-

    streeks 16:45 toegang tot n kantoor-

    gebou in Caledonstraat verkry na-

    dat die besighede reeds vir die dag

    gesluit het. Hy het na bewering n

    stomp mes en roomysstokkie, wat

    vermoedelik gebruik is om slotte

    meeoop te forseer, in sybesit gehad.

    Die polisie is ontbied en die man

    is vir huisbraak endiefstal inhegte-

    nis geneem. Die verdagte wat na be-

    wering van Delft is, het egter om-

    streeks 22:00 uit die polisieselle ont-

    snap.

    Volgens Jantjies is dit onbekend

    hoe die verdagte ontsnap het.n By-

    komende klag van ontsnapping

    Twee geboue in die Helderberg word tans

    geklassifiseer as probleemgeboue en is ge-

    oormerk om gesloop te word indien al die

    nodige prosesse afgehandel kan word.

    Een van die geboue is die ou polisiestasie

    in Wesleystraat, Strand. Dave Venter, raads-

    lidvandieStrand,sdiegebouisaandieeinde

    van 2013 as n probleemgebou geklassifiseer

    ingevolge die Stad se ordonnansie vir pro-

    bleemgeboue.

    Hy s die gebou is vir baie lankal nkopseer

    vir inwonersvandiebuurt,omdatdaarmense

    in die gebou geplak het. Venter s plakkers

    het inwoners gentimideer en misdaad het

    toegeneem.

    Volgens Venter het die Strand se deeltitel-

    vereniging insamewerkingmetdiebuurtwag

    self betaal om n heining om die eiendom op

    te rig. Maar dit, s Venter, het nie lank gehou

    nie. Nadat die gebou as probleemgebou ge-

    klassifiseer is, het die nasionale departement

    van openbare werke, wat die eienaar van die

    gebou is, die eiendom omhein en sekuriteits-

    wagteaangestelomdieeiendomoptepas.Vol-

    gensVenter is daar tans n aansoek indie pyp-

    lyn om die gebou te sloop. Hy verduidelik dat

    daar eers n sertifikaat verkry moet word

    voordat ngebougesloopkanwordomtevoor-

    kom dat infrastruktuur soos rioolpyp-aan-

    sluitings in die proses beskadig word.

    Inwoners van Bellonastraat sit reeds vir

    vier jaar met hulle hande in hulle hare oor

    die plakkers wat in die gebou woon. Verskeie

    vier hoogty in di woonbuurt.

    Nofurtherarrestshavebeenmade fol-

    lowing the kidnapping of a Somerset

    West resident.

    The man (46) was kidnapped from

    his Helderview home on Tuesday 11

    February.

    Constable Suzan Jantjies, spokes-

    person for the Somerset West Police,

    said the victim stopped at his gate at

    about 22:00. Jantjies said he did not

    have his remote control for the gate

    and was about to press the intercom

    for his wife to let him in when an

    armed man approached him. A dark-

    coloured vehicle was parked behind

    his Mercedes Benz.

    He was forced into the back of his

    Mercedesandwasjoinedbythearmed

    man. Two more men, also armed,

    climbed into the front of the car.

    Jantjies says the men allegedly

    drove along MewWay towards Khay-

    elitsha. He was then taken to a shack

    inKhayelitshawherehis captors took

    hisbankcardfromhimandforcedhim

    to give the PIN code for his account

    while assaulting him.

    When his assailants had left the

    shack, he managed to escape and

    flaggeddownapolice vehicle thatwas

    patrolling the area and stopped to as-

    sisthim.A27-year-oldmanfromDrift-

    sands was arrested two days later.

    His bail application in theSomerset

    West Magistrates Court was denied

    this past Monday and he will remain

    in custodyuntil hisnext court appear-

    ance on Tuesday 4 March.

    mitte hernu is, en 100 permitte aan

    nuwe toetreders toegeken is.

    Die toekenning van lynvispermit-

    te is wyd gekritiseer en is deur Sha-

    heen Moolla, n onafhanklike kon-

    sultantvirdievisbedryf, asonwettig

    beskryf.

    while trying to make farming via-

    ble.

    The proposed development en-

    tails 213 houses plus a private

    school for about 1 875 learners on

    a 52 ha property. The 213 houses

    are in two group-housing develop-

    ments of 30 units each and in a life-

    style estate of 153 houses.

    Stephen says he wanted to have

    something on the farm which

    would benefit the community and

    decided on a school, which he be-

    lieves is amuchneededamenity in

    SomersetWest. Wehave received

    a lot of positive feedback from the

    community.

    Stephen says the farm will be

    sold to the developers of the hous-

    ingsectionsandtheprivateschool,

    but would not comment on the

    price.

    The property, which is covered

    in vineyards and orchards, is cur-

    rently zoned for agricultural use

    and falls outside the urban edge,

    with the Lourens River running

    through the farm.

    Peter Ford, chairperson of the

    HelderbergResidentsActionAsso-

    ciation, says the associations

    main concern is that the develop-

    ment falls outside of the urban

    edge. Ford says the reason for the

    urbanedgewas toprotect valuable

    farmland and stop urban sprawl-

    ing. We have worked hard to es-

    tablish this boundary and are un-

    der the impression that it is a per-

    manent boundary.

    ButFord says if it is decided that

    the urban edge can be changed,

    therearemanyotherconcernsthat

    needs to be considered before ap-

    proval is given.

    The major concerns include in-

    creased traffic on an already busy

    Gordon Road, and the application

    to build higher density housing

    than what is currently allowed,

    andtheriskofbuildingontheflood

    plain of the LourensRiver, in light

    of the November 2013 floods.

    But Stephen says the November

    floods did not affect Hathersage

    farm, because we have looked af-

    ter the Lourens River embank-

    ment. He claims the floods affect-

    ed areas further down the river,

    wherethemunicipalityneglected

    the river. Stephen says he cannot

    see why developing this land

    should be a problem, as it is sur-

    rounded by urban development.

    Following a presentation about

    theNovemberfloodsatsubcouncil

    8, Professor Gerrit Basson, from

    the Faculty of Engineering at Stel-

    lenbosch University, was asked if

    he believed this development

    should proceed in the light of his

    findings about the new flood plain

    (readmore on page 7). He respond-

    ed that he would not recommend

    this proposal be approved, due to

    its proximity to theLourensRiver.

    lic meeting has not yet been con-

    firmed, but will be advertised.

    Kapp says that apart from com-

    ments fromofficialswithin thesub

    council, about 150 additional com-

    mentswerereceived frominterest-

    ed and affected parties.

    This is quite a lot compared to

    other applications, he said. He

    pointed out that the next step is to

    incorporate the comments into the

    draft scoping report, which will

    then be published for a second

    roundofpublicparticipation.Only

    once the scoping report has been

    approvedby theDepartmentofEn-

    vironmental Affairs and Develop-

    ment Planning, can the environ-

    mental impact assessment com-

    mence.

    Apart from environmental ap-

    proval, developers also have a re-

    zoning application which will be

    reviewed by the sub council.

    For the past 18

    years the name

    Ettienne Gouws

    has been synony-

    mous with the

    prestigious Parel

    Vallei (PV) High

    School in Somer-

    set West.

    However come

    April, another era

    in thehistoryof the

    school will unfold

    when Ettienne

    steps down as

    school principal to

    enjoy his retire-

    ment.

    He has played an

    instrumental role

    in theHelderbergs

    first hockey Astro-

    Turf, which cost R5,2 million, being laid

    atPVaswell as theR25 millionexpansion

    of the school to accommodate the increas-

    ing capacity of learners. Currently the

    school accommodates 1 192 learners

    which is expected to increase to 1 250 in

    2015.

    Ettienne was born as the eldest of four

    children and raised in Uitenhage near

    Port Elizabeth in the Eastern Cape. His

    name is spelt with a double t and n

    because his father misspelt his name,

    which is actually a French form of

    Stephen.

    Ettienne recalls a childhood filled with

    happiness. His parents, Percy andMyrtle

    GouwshadafarmbetweenUitenhageand

    Steytlerville, where he used to hunt kudu

    and spent many memorable winter holi-

    days.

    My parents weremarried all their life

    and provided us with a happy, blessed

    home.Theygaveuseveryopportunitywe

    couldpossiblyhavehad,playedamassive

    role in our education and enriched us

    with culture, religion, sport, and music.

    This I value immensely, says Ettienne.

    I remember we used to go on holiday

    and travel the country at least once a

    year.

    Ettienne says as a youngster he played

    music andparticipated in all the manly

    pursuits such as swimming, hiking, sail-

    ing and hunting.

    He recalls building a boat with his fa-

    ther when he was 12 and going fishing in

    the Krom River near Cape St Francis.

    Hewas schooled atMuir Collegewhere

    he matriculated in 1971. In 1972 he joined

    the air force and from 1973 to 1976 attend-

    ed Graaff Reinet Teachers Training Col-

    lege.

    Ettienne says he always wanted to pur-

    sue a career in teaching or ministry. It

    washisdadwhopersuadedhimtobecome

    a teacher.

    He started teaching at Queens College

    in January 1977

    andthreeyears lat-

    er was invited to

    teach at his alma

    mater. While

    teaching at Muir

    College, Ettienne

    completed his BA

    Degree at the Uni-

    versity of Port

    Elizabeth (UPE).

    In 1986 he was

    promoted from

    senior teacher to

    head of depart-

    ment at the South

    African College

    School (Sacs) in

    Newlands and

    moved to theWest-

    ern Cape. He was

    promoted to depu-

    ty head in 1994 and

    continued to work

    at Sacs until 1996.

    In January 1997 he was appointed as

    principal at PV. Ettienne says it was not

    an easy adjustment as he had only taught

    at boys schools which had less learners.

    It was a daunting task, maar ek was

    lus daarvoor, laughs Ettienne, who now

    almost two decades later says it feels like

    he took on the challenge yesterday.

    He sayshis journeyatPVhashad it ups

    and downs, but the good times far out-

    weigh the bad ones and the academic,

    sporting and cultural achievements of all

    the learners make it worth while.

    It hasbeena fast,wonderful andamaz-

    ing experience. However, the time has

    come for me to step down and allow a

    younger person to take the school to new

    heights, he explains.

    Ettienne says his retirement at the age

    of 60 was prompted by the decision not

    towork himself to the bone.When hewas

    diagnosed with colon cancer at the age of

    56, the thought of early retirement

    crossedhismind.However, after recover-

    ing so well after the cancer was removed

    andreceivingacleanbill ofhealth in2008,

    Ettienne decided to keep going since God

    clearly had a hand in his life.

    Although he thoroughly enjoys teach-

    ing, he is now looking forward to the gol-

    den years preparing for it, enjoying the

    company of his wife, Marianne and

    putting family instead of school first for

    a change.

    Ettienne says the most difficult chal-

    lenges he faced in his teaching career

    were the changes in curriculum and

    transformation in education.

    By incorporating and maintaining

    goodvalues ineducation ithasbeenasuc-

    cessful journey.

    In Grade 10 we were asked to write an

    essay entitled, If you were the principal

    of your old school... I remember thinking

    about it long and hard and finally I com-

    pleted my essay. Today, I can say that I

    achieved that.

    Ettienne Gouws has been described by

    his peers as a humble and worthy leader

    who inspired many learners at Parel Val-

    lei High School and encouraged every-

    one to achieve more.

    Baby rescued by homelessman

    der a bridge in Somerset West has been

    placed in a place of safety.

    Amber was found in Andries Pretorius

    Street byahomelessman,Martin, onSatur-

    day 8 February at about 11:00.

    Thenewbornwhowaswrapped inablack

    rag, barely breathing and with ants crawl-

    ingonherbody. Shewas sniffedoutbyMar-

    tins dog.

    She was named by paramedics on the

    scene who thought Amber (referring to an

    ambulance) was an appropriate name for

    the newborn.

    Amber was admitted to the Helderberg

    Hospitalsoonaftershewasfoundwhereshe

    progressed well.

    Shewas placed in the care of theWelling-

    ton-based welfare organisation, Norsa

    Community Care last Wednesday, weigh-

    ing 2,8 kg.

    On Tuesday Norsa social worker Mari-

    etjie Bezuidenhout, said Amber was doing

    well and that she was placed in a place of

    safety pending the investigation.

    Constable Suzan Jantjies, spokesperson

    for the Somerset West police said a case of

    concealment of birth is being investigated.

    Costly solutions for future floods

    Ratepayers might have to

    fork out more than R300 mil-

    lion for measures to mitigate

    the effects of future flooding

    of the Lourens River.

    Possible long-term and emer-

    gency short-term solutions for

    this challengewere presented to

    Subcouncil 8smonthlymeeting

    on Thursday 20 February.

    The report was compiled by

    Professor Gerrit Basson from

    the Stellenbosch Universitys

    Department of Civil Enginee-

    ring after the City of Cape Town

    commissioned him to investi-

    gate the November 2013 floods.

    The long-term solution presented

    byBassonwas the samesolutionpre-

    sented to theHelderbergMunicipali-

    ty after a flood in 1981.

    Bassonexplainedthat in1981,after

    a 54-year flood, themunicipality also

    commissioned a study, which found

    that a bypass canal was needed to di-

    vert some of the water to rejoin the

    river downstream. This recommen-

    dationwas never implemented, with

    financial constraints listed as the

    main obstacle.

    Basson recommends that a 2 500-

    metrebypass canal bebuilt fromBiz-

    weni, opposite Penny Lane and

    downstreamtotheN2.Thisproposed

    canal is shorter than the one pro-

    posed previously and runs mostly

    parallel to the Lourens River. It

    could, he states, prevent flooding at

    the Mediclinic Vergelegen and its

    surrounds. He further suggests that

    flood banks or levees be used where

    the river runs through Strand and at

    the seawall.

    He added that waterways, which

    carry the Lourens River underneath

    the railway line and the N2, be en-

    larged to accommodate more water.

    According to Basson, these inter-

    ventionswill cost up toR300 million.

    The alternative, he said, would be to

    build flood dams that would fill up

    during times of flooding. This,

    though, would be environmentally

    unsound and would also cost up to

    R600 million.

    The emergency measures which

    Basson recommends be implement-

    ed before the winter, include the

    clearingofalienrivervegetationand

    fallen trees. Local storm water prob-

    lems should also be solved, such as

    thedrainageof theBizweniandMain

    Road crossing, he said.

    He added that a solid concrete

    boundarywall at PennyLane should

    replace the current boundary to di-

    vert water.

    Basson suggests that a flood war-

    ning system via SMS and social me-

    dia also be implemented.

    Basson emphasised the dire

    need for these interventions by

    explainingthat futurefloodscan

    be much worse than the 2013

    floods.

    He explained that although

    there was enough rain at 18:00

    on 15 November 2013 to cause a

    100year floodevent, theriverba-

    sinwasverydryandable tosoak

    upmuch of the water. However,

    by02:00 thenextmorningwhen

    another shower of rain descen-

    ded onSomersetWest a 15 year

    flood erupted.

    He says the flood could have

    been much worse if the river

    bankwas not able to soak up the

    first rainsandwarnedSubcoun-

    cil 8 to take preventative measures.

    Basson advised the City of Cape

    Town to not allow any further devel-

    opment in the flood plain upstream

    from Penny Lane.

    The City of Cape Town is in the

    process of adopting the new, much

    wider flood plain of the Lourens Riv-

    er, which Basson established during

    his research.

    Roads and Stormwater says the city

    is in theprocessof clearingalienveg-

    etation, but has limited funds.

    Wood explains that the areas af-

    fected by the November 2013 floods

    weredeclaredadisaster areaand the

    city is awaiting over R7 million of

    disaster relief funds to implement

    the emergency measures recom-

    mended by Basson.

    The City of Cape Townwill review

    Bassons report before making it

    public, and decide the way forward

    regarding long-term interventions.

    Somerset West streets after the November

    Local inventormakes fuel fromwaste

    A machine that turns waste such as tyres

    andplastic intomulti-fuelandgastogener-

    ate electricity may sound really far-

    fetched, but it is in fact a genuineworking

    invention, conceived, developed and per-

    fected by an engineer from Strand.

    This revolutionary invention has no carbon

    footprint and creates nopollutants in the proc-

    ess of turning plasticwaste into valuable ener-

    gy.WilliamGraham,directorofFueltech, situ-

    ated in Strand, has already received interna-

    tional accolade after establishing how to

    significantly improve the manner in which

    polluted, or sea water is purified. His water

    plantinventionisusedacrosstheglobeandhas

    been his signature invention, until now.

    Graham says his multi-fuel plant is his

    crowning achievement, because it addresses

    not only energy and environmental problems,

    but also has the potential tomake a significant

    difference in the socio-economic status-quo of

    many communities.

    Duringademonstration for theDistrictMail,

    the multi-fuel made from plastic waste was

    used to power a generator that supplies the en-

    tire factory with electricity without any foul

    pollutants being released. The only by-prod-

    ucts of this process are hydro-gas and carbon

    black, the hydro-gas being an industrial heat-

    ing gas and carbon black is used, for instance,

    in paint. Grahamexplains, in laymans terms,

    that his waste-to-fuel invention only heats the

    plastic and does not let it combust. The new

    technologywhichhepatentedbreaksdownthe

    hydrochainscontainedinplasticstotransform

    it intoamulti-fuel andagas,whichcanbeused

    in households. Fueltech is preparing to send

    both the fuel and water plant to a community

    in Ghana, where theywill be able to use waste

    to create electricity that will run the water

    plant and supply them with clean water.

    Whenaskedifthisinventioncanhelptheglo-

    bal energy crisis, Graham says he believes it

    is a crucial part of the solution, if only more

    people would believe it is possible.

    come to the realisation that it is good

    for highlighting the traffic issues in the

    area. Traffic services has held opera-

    tions in this area, recording various

    speeding offences, and will attend to the

    complaints again.

    Traffic services is doing everything in

    its power to curb speeding in the area.

    Besides the enforcement operations, traf-

    fic services also does regular road safety

    campaigns in the area.

    However, we need the cooperation of

    residents. Motorists have a responsibili-

    ty to other road users to be responsible

    when using the road.

    Residents are welcome to approach

    their local ward councillor to discuss the

    implementation of traffic calmingmeas-

    ures in a bid to reduce speeding in the

    residential area.

    Traffic services will monitor the situa-

    tion and continue with its enforcement

    operations.

    have solution

    to fuel crises

    An inventor from the Helderberg

    has found a way to turn waste mat-

    ter, such as tyres and plastics, into

    a usable multi-fuel and gas.

    WilliamGrahamis the inventorof

    this multi-fuel plant, which is al-

    ready up and running at his Strand

    based company called Fueltech.

    He is currently using themulti-fu-

    el, which he makes from waste, to

    power a generator that supplies his

    entire factory with electricity.

    Graham is alreadywell known in-

    ternationally for his water plant in-

    vention,which purifies pollutedwa-

    ter or sea water.

    If his latest invention is as simple

    and workable as he claims it to be,

    it could justaswellbeoneof thesolu-

    tions to thecurrentenergycrisis fac-

    ing the world.

    Officials at the local fire depart-

    ment told the DistrictMail on

    Tuesday that the cause of the

    fire at Somerset Place on 13 Feb-

    ruary is still unknown.

    Victims who were displaced

    by the fire are still residingwith

    family members and friends

    whilst they await the pending

    fire report.

    Sharon Bosch, spokesperson

    for the Goodwood Fire Depart-

    ment, said the investigation as

    to thecauseof the fire, theextent

    of the damage caused by the fire

    and whether or not adequate

    fire prevention strategies were

    in place is still ongoing.

    The department is unsure

    when the report will be complet-

    ed, she said.

    Ruan Blaauw, one of the resi-

    dents whose flat burned down

    said residents have been in-

    formed that they are liable for

    the loss of their possessions and

    are therefore expected to claim

    from their insurance policies.

    A woman was robbed of her

    expensive camera on Gor-

    donsBayBeachlastweekand

    would like to warn other

    beach-goers.

    The 20-year-old woman, who

    wishes to remain anonymous,

    says the incident occurred

    around 09:00 last Thursday. She

    is a photographer and was tak-

    ing photos between Harbour Is-

    land and Harmony Park.

    Two men walked past and

    greeted her. When she turned

    around she saw them shaking

    hands and became suspicious.

    One of the guys came from my

    left side and cornered me. He

    grabbed my right arm and

    pushedme onto the rocks before

    grabbing my camera and run-

    ning off, she recalls.

    Her attacker met up with his

    accomplice, who has long dread-

    locks and was walking a small

    brown and white dog, and the

    pair made off with her Nikon

    D5100 camera. An elderly wom-

    an who had been swimming

    heard her scream and came out

    of the sea to assist. They then

    phoned the police.

    I am terrified. I panic every

    time I see a guy with long dread-

    locks. I also dont want to go

    down to the beach any more.

    The womans mother said it is

    annoying to think that some-

    one put their hands on her

    daughter.

    She worked hard to save

    money for that camera. Its just

    frustrating, said the mother.

    The camera cost R5 000 and its

    lens an additional R1 500 two

    years ago when it was pur-

    chased. W/O Nico Beukes, Gor-

    dons Bay Police spokesperson,

    warned people to be on the look-

    out for any suspicious activity

    on the beach.

    He said residents should not

    be deceived by the tranquillity

    of the beach and urged them to

    report such incidents.

    Die skilderagtige dorpie Somerset-

    Wes, aan die voet van die Helder-

    berg, gele rondom die Lourensri-

    vier enVergelegen-plaas, het in 1822

    ontstaan en is vandag bekend vir sy

    boomryke woonbuurte en asemro-

    wende, panoramiese uitsigte.

    Die dorp is na die eertydse Engelse

    goewerneur van die Kaapkolonie, Lord

    Charles Henry Somerset, vernoem. Ja-

    relange Somerset-Wes-inwoner en

    voormalige raadslid en burgemeester,

    Gert van derMerwe, vertel dat die dorp

    se naam aanvanklik Somerset was. Hy

    s die dorp is egter later verdoop na So-

    merset-Wes om verwarringmet Somer-

    set-Oos in die Oos-Kaap te vermy.

    Boudewijn de Vries, wat sedert 1948

    in Somerset-Wes woon, meen hy het

    slegs aangename herinneringe van sy

    grootwordjareopdidorp.HysSomer-

    set-Wes was destyds bekend as the vil-

    lage, en plekke soos Southeys Vines

    in Hoofweg was buite die dorp, oorkant

    die rugbyveld waar die roostuin nou

    gele is.

    OnshetopdieDeHoop-plaasgewoon

    net onderkant Merrimanlaan, wat toe

    net nplaaspaadjiewas.Bokantons,wat

    nou Firmountweg is, was mense met

    pruimbome. Ek het heel onskuldig met

    my kindervriend, Melvin Adams, gaan

    pruimeplukengladniebesef dis eintlik

    vrugte steel nie.

    Die eienaars het bloot die spoor

    pruimpitte gevolg en my ouers gaan

    spreek. Dit was die eerste groot teen-

    spoed inmy lewe, s DeVries geesdrif-

    tig.

    De Vries s sy pa het n werkswinkel

    gehad waar hy oudhede gerestoureer

    het, terwyl die mense wat hulle in So-

    merset-Wes ontmoet het daardie jare

    meestal betrokke was by wat toe as die

    AECIDinamiet-fabriek bekend gestaan

    het. Di fabriek,wat toe as een van die

    grootste dinamiet-fabrieke beskou is,

    was tussen Somerset-Wes en Strand ge-

    le enmense wat daar gewerk het moes

    met hul fietse oor die weg kom.

    Tot met 1955 het my ouers daagliks

    vir my na die Laerskool Somerset-Wes

    geneem, maar toe ek in 1956 horskool

    toe is, was dit per fiets. Die rit was met

    die Stellenboschpad, Hoofweg, regs in

    Orangestraat (nou Andries Pretorius-

    straat), weer regs in Lourensstraat oor

    die spoorlyn, en dan met die spoorbrug

    oor die Lourensrivier. Die groot ding

    was om so te ry dat jy nie langs die pad

    n onderwyser op sy fiets verbyry nie.

    Ons was te bang ons moes groet! Ook

    maarskaam,vertelDeVries,watskool

    toegaanasafdraandenbaieaangenaam

    beskou het.

    Hy s waar Laerskool De Hoop gele

    is, was die area in daardie jaremet den-

    nebome oortrek en het geheet The

    Croft.

    HysvoortsaanvanklikwasHoofweg

    n enkelbaan. Toe dit verbreed is was

    dit groot nuus, maar n paarmooi bome

    het in die slag gebly. Die taxis het langs

    die stadsaal gestaan en daarwas n tele-

    foon sodat jy hulle kon bel.

    De Vries voeg by dat Vergelegen en

    Morgenster toenog inprivaatbesitwas.

    Hy s Somerset-Wes was sover hy kan

    onthou, maar n woon-dorp en nie juis

    n toeristeaantreklikheid nie.

    Maar, vandag is daar baie aantreklik-

    hede in die dorp. Elke Desember word

    die dorp opgehelder deur die feestelik-

    heid van die Kersliggies wat jaarliks in

    Hoofweg aangebring word; die Helder-

    berg Natuurreservaat spog met 363 ha

    natuurlewewatmense daagliks kan be-

    soek; loer in by verskeie wynplase wat

    van die beste wyne, kos en atmosfeer

    bied; slaan n paar gholfballe op enige

    van die plaaslike gholfbane; kom raak

    aan n cheetah tydens n besoek aan

    Cheetah Outreach; en geniet die son-

    skyn op enige van die strande.

    Somerset-Wes is ook gewild onder in-

    woners omdat die gebied baie sentraal

    is Stellenbosch en Kaapstad is slegs

    minute weg.

    Hoofweg met die nuwe Nedbank (regs) en die ou Grand Hotel-gebou. Di foto is

    Die Somerset-Wes-stadsaal in die jare wat dit nog die biblio-

    teek (aan die regterkant) en die bioskoop (aan die linker-

    kant) gehuisves het.

    hoek van Victoriastraat en Hoofweg wat n aantal klein be-

    troude paartjies kenwatmekaar des-

    tyds hier ontmoet het.

    Hy s toentertydhet die jongmense

    vandieStrandal hul tyd indie golwe,

    met n branderplank onder die voete,

    deurgebring.

    Hoewel die Strandmet die jare vele

    veranderinge ondergaan het, is die

    jonges en die ouer generasie steeds

    besigomhulbranderplanktegniek in

    die Strand se golwe op te skerp.

    Die Strand word erken as een van

    die veiligste swemplekke. Die klein

    branders maak dit die perfekte leer-

    skool vir die beginner.

    Visvang is ook sedert die dorp se

    beginjare n gunsteling-tydverdryf

    vir besoekers en inwoners, en het die

    eiesoortige kultuur van die kusdorp

    help vorm.

    Die Strand se besige sakekern spog

    steeds met winkels uit vroer jare en

    dien as n dinamiese getuie van die

    dorp se lang en veelsydige geskie-

    denis. Nmeer as n eeu is Friedman

    & Cohen byvoorbeeld steeds een van

    die Strand se mees herkenbare han-

    delsname en n gewilde besienswaar-

    digheid. Een van die grootste veran-

    deringe aan die Strand se landskap

    enekonomie isdie transformasievan

    die ou AECI-gronde.

    Silke s die De Beers-dinamiet-

    fabriek op die gronde was voorheen

    een van die omgewing se grootste

    werkskeppers.

    Grootskaalse behuising en kom-

    mersile ontwikkeling sal die gebied

    omskep om in die groeiende vraag na

    behuising in die Strand te voorsien.

    Whos flying your aeroplane?

    Oneofmy clients used

    an aeroplane analogy

    to describe the man-

    agement of his invest-

    ment portfolio. He

    considered himself to

    be a passenger on an

    aeroplanebeing flown

    by the asset manager

    withmyrole,ashisad-

    viser, as steward.

    This is a great analo-

    gy, although I think he

    may have the role-play-

    ers wrong, but lets first

    discuss the investment

    process to understand the analogy

    better. Typically a client consults

    with an investment adviser in re-

    spectof investinganamountofmon-

    ey to achieve a specific objective.

    The adviser then recommends a

    suitable investment to provide for

    the objective of the in-

    vestor. The investment

    is managed by an asset

    manager in accordance

    withamandategovern-

    ing the risk and return

    requirements. The ad-

    viser is responsible for

    the ongoing review of

    the investment to en-

    sure the asset manager

    achieves thereturnsre-

    quired to satisfy the in-

    vestors objective. Any

    changeintheinvestors

    objectivewould need to

    be taken into account

    by the adviser to ensure the invest-

    ment mandate is still appropriate.

    So if we go back to the analogy I

    dont agree that your adviser is sim-

    ply a steward on your journey. I see

    the adviser as that of the control

    tower with the client as the pilot

    and the asset manager as the aero-

    plane. The aeroplane will keep fly-

    ing and reach its destination most

    times; it isusuallypiloterror,which

    resultsintheaccident.Justthesame

    the only time an investor will lose

    money on a well-considered appro-

    priately allocated investment is

    when theypanic andcrystalise apa-

    per-loss during market volatility.

    Whenaplaneentersastormandlos-

    es visibility it is the Tower who

    guides the pilot to safety.

    The trick is talking to the right

    tower. You get two types of advis-

    ers, those that dont knowand those

    that dont know that they dont

    know; beware the latter.

    West, concluded a BBBEE

    transaction that saw previous-

    ly disadvantaged staff take up

    a 40% stake in the company.

    All employees working at

    First African Holdings at the

    time when Regius, an empow-

    ermentcompany,wasfounded,

    received shares. Employees

    leavingthecompany,canbene-

    fit financially when selling

    their shares.

    Several local businesses and grassroots

    movements with their origins in the Helder-

    berg have been selected to be part of this

    years official World Design Capital pro-

    gramme in Cape Town.

    Cape Townwas selected in 2011 to host the

    World Design Capital programme for 2014

    and has since been preparing to make the

    most of this title. The year entails more than

    400 official design events, like public exhibi-

    tions and year-long programmes. The ongo-

    ing urban farming initiatives, for instance,

    aim to address the social and economic prob-

    lems of the City through design. Jenna van

    derMerwe, a spokesperson for theWorldDe-

    sign Capital, Cape Town 2014, says a number

    of eventswillbeheldtoboostvisitornumbers

    and offer opportunities for several sectors.

    FiveprojectsweresourcedfromtheHelder-

    berg and include projects from the IT sector,

    performing arts and sustainable farming.

    One of these is a unique African computer

    design which consumes less energy than a

    regular computer. Another project entails a

    grassroots organisation that will record the

    stories of SouthAfricansvia radio, photogra-

    phy and film, culminating in community,

    city-wide and permanent online exhibits.

    The DistrictMail will feature these local

    projectson thebusinesspageduring thecom-

    ing weeks. Van der Merwe says anyone can

    get involved by volunteering their time, sup-

    port andmentorship, adding that through lo-

    cally sourced projects, the design team will

    attempt to bring the Helderberg closer to

    through arts trust

    TheHelderbergYouthPerformingArtsTrust,

    a non-profit organisation that gives children

    the opportunity to shine through dancing, is

    having a performance at the Hottentots-Hol-

    land High School this weekend.

    Founded in 2008, this organisation offers

    free drama, dance, music and art courses to

    children inRusthof, Strand,SirLowrysPass,

    Lwandle,Macassar andGirls andBoysTown.

    The group puts on a variety show once a

    year in conjunction with other community

    upliftmentprojectsandorganisations.Anoth-

    er highlight on their calendar is their annual
