Library Carrathool Shire Council’s W.G. Parker Memorial Library is located on the corner of High and McGee Streets Hillston. The current library complex was opened in 2005. It consists of a meeting room, public toilets, offices for rental, Centrelink access centre, TAFE Riverina Institute video conferencing facilities, local studies room, youth room, computer room, children’s play area and the main library. Council Fees & Charges - Rates

Rates and charges may be made by four instalments, due at

the end of August, November, February and May annually.

Reminder notices will be sent for each instalment, thirty days

before the due date. If you do not wish to pay rates by

instalments, payment in full must be made by the first

instalment date.

There are three payment options:

1. Post: Cheques/money orders made payable to

Carrathool Shire Council.

2. In person: Goolgowi Shire Office, 9-11 Cobram Street,

or Hillston District Office, 139-145 High Street.

3. BPAY: Biller Code 908863. The reference number is

shown on your notice/invoice.

If you are experiencing difficulties paying your rates, please

contact the Rates Officer on (02) 6965 1900 so arrangements

can be made and to avoid legal action.

Water Potable water is available for residents of Hillston,

Goolgowi, Merriwagga and Carrathool. Council is currently

working towards supplying potable water to residents of

Rankins Springs. Ratepayers are charged for their water on a

user pay system. This includes a fixed annual connection fee.

These charges vary depending on your location within the

shire. For further information on water charges, please

contact Carrathool Shire Council’s Manager Water & Sewer.

Garbage and Tips Council provides a garbage collection service for Hillston, Merriwagga and Goolgowi. Collection occurs

Tuesday mornings for Hillston, and on Thursday mornings for Goolgowi & Merriwagga. Residents of

Carrathool and Rankins Springs can utilise waste depots in close proximity to these townships. Garbage

collection and tip access levies are charged with rate charges.

Development Applications Most structures require Council development consent and should you be considering building please

contact Council’s Director Planning and Environment for advice on this process.

Trees Trees within Carrathool Shire may be covered by Council’s Tree Preservation Order. Should you be

considering removing or pruning you should contact Council for further advice.

Companion Animals All dogs and cats living in urban areas must be registered in NSW according to the Companion Animals

Act. If you are moving to the Shire from another state then you must register your dog or cat by visiting

the shire offices in Goolgowi or Hillston. Please note all dogs and cats must be micro chipped prior to

registration.

Land For Sale Carrathool Shire Council currently has no residential land for sale in Hillston or Goolgowi. Further

releases may occur in the early part of 2016. Contact Council for further information.

Council Corner - Newsletter Council Corner is a monthly newsletter distributed by Carrathool Shire Council to all its residents and

ratepayers. It includes information on events, council operations, council meetings and general

information on the Shire. Community Groups are encouraged to contribute dates for the calendar.

Rural Fire Service Carrathool Shire is part of the Northern Riverina Fire District. Permits are required for burning off during

the annual declared bushfire season. Persons must notify the Fire Control Centre on 6966 7800, not later

than 2 pm on the day of the burn of all details on the permit. There is no burning on weekends or public

holidays. There is also no burning from Christmas Eve till the next working day after News Years day. If a

Total Fire Ban Day is declared for the Northern Riverina District, this applies to the Carrathool Shire, and

permits are suspended for the duration of the Total Fire Ban. For further information, please contact the

MIA District Fire Control Centre on 6966 7800, Monday-Friday 9 am to 5 pm.

HILLSTON

Hillston is the largest town in the Carrathool Shire. It was settled in 1863 on the banks

of the Lachlan River and celebrated its sesqui-centenary in 2013. It is a rich

agricultural centre, supplying food and fibre to the Australian and export markets. The

township has a long main street with various shops, and there are two well maintained

parks that provide picnic areas with a view of the river. Hillston’s booming

agricultural industry has increased the towns multiculturalism adding to the richness of

the town.

GOOLGOWI The village of Goolgowi is located only fifty kilometres from the City of Griffith.

Situated at the crossroads of the Mid Western Highway and Kidman Way, Goolgowi

has all the basic services and offers a relaxed lifestyle whilst only being a half hour

drive from a major centre.

Goolgowi was settled in 1925, following the development of the railway line between

Griffith and Hillston. Located in the Murrumbidgee Irrigation Area, Goolgowi is

essentially a wheat farming and grazing area, however in the past decade the industry

has diversified to include olives, walnuts, grapes, lettuce, a prime cattle feedlot and is

currently experiencing a high level of agribusiness and associated developments.

Goolgowi is the headquarters of Carrathool Shire Council.

Education: Goolgowi Public School (K-6), High School students travel by bus to

Griffith or Leeton.

MERRIWAGGA

The village of Merriwagga is home to the legend of the Black Stump, and the tallest bar

in the southern hemisphere. Merriwagga is situated 40 kilometres south of Hillston, and

20 kilometres north of Goolgowi on the Kidman Way. The village was gazetted in 1924

following the opening of the railway line.

Education: Nil - students travel by bus to Goolgowi or Hillston.

CARRATHOOL

The village of Carrathool is steeped in history as the original headquarters of the

Carrathool Shire Council, it is located only a short distance from the picturesque

Murrumbidgee River. Originally located on the banks of the Murrumbidgee River,

during the 1850’s Carrathool was one of the earliest river port towns. In 1882 a new

village was established two miles north of the river.

For one weekend a year the village comes alive for the Carrathool ‘Best of the Bough

Shed’ Races. Over two thousand people attend this historic race meet.

Education: Carrathool Public School (K-6) High School students travel by bus to Hay.

RANKINS SPRINGS Rankins Springs is a small village set in the middle of the Conapaira Ranges between

Goolgowi and West Wyalong, established in 1870. Located only sixty-five kilometres

from Griffith, Rankins Springs is well known for its friendly people and community

spirit. The village is situated on the Mid Western Highway and with its shady green

parks is a popular resting place for travellers.

In October Rankins Springs comes alive with its Birds of the Bush Festival that attracts

tourists and avid bird watchers.

Griffith or Leeton

Rankins Springs Recreation Ground, Golf Club, Pony Club, Birds of the
