Commissioning -the process

• Commissioning starts when mechanical completion is

achieved

• Mechanical completion should therefore be designed

and managed to allow commissioning to commence in

the preferred sequence

• Before the process lets focus on the definitions.

 Mechanical Completion

• Definition

 –  The planned completion of the work [facility]

 –  Built/constructed in accordance with the design requirements

 –  Tested in accordance with the project standards andspecifications. [ANSI, BS, ISO etc]

 –  Typically this testing includes:

 Mechanical Completion

•  Non destructive testing of welded connections

• Strength testing of pipework systems (i.e. hydrotest)

• Proof load testing of lifting equipment

• Alignment (line,level position etc) of rotating equipment

• Tests to prove correct application of painting & coatings

• Leak testing of HVAC ductwork

• Continuity, resistance and insulation testing of cables

• Calibration of instruments

Commissioning-the process

• Define what you want to achieve

 –  identify the project milestones

• occupy living quarters, run gas compression system etc

 –  define the systems required

• design the subsystems

 –  produce the plan

 –  integrate with the construction plan

 –  Produce the procedures and method statements

Commissioning-things to avoid

• Commissioning for ‘something to do’ 

• Start too early!

• Interfering with construction

• Defining subsystems without sympathy for

construction or practicality.

• Commissioning work to Commission again

• Ignoring the importance of planning

Why Bother????

• If we specify what we want then we should know what

we will get.

 –  The work is completed in a planned manner allowing the

overall project goals to be realised –  We will get ‘buy in’ and ‘ownership’ 

 –  Defines the level of documentation records required to satisfy

the contractor, client, company and interested third parties.

 –  To identify construction any constraints –  To ensure a realistic plan

Output

• By stating what you want (phased handover of the

work to suit the projects ultimate objectives) and

clearly defining it. You can:

 –  Have confidence in the contractors plans –  Plan our own work

 –  Be sure of the condition of the completed work

• Minimise risks in decision making

 –  e.g. To go offshore or not

Traditional approach

• The work is completed as and when the fabricatordecides.

• Commissioning is something that ‘others do‘ whenconstruction is complete

• Re work is a natural result of this approach

 –  I.e. you find problems too late

• Documentation is hap-hazard

 –  test sheets etc are developed on the fly.• The overall project duration will be longer thannecessary
