On the above date and time officer was on patrol in the area of Water and Mulberry when officer noticed a subject on a bicycle that appeared to not

have lights on it. Officer stopped the subject, Justin Hendricks, at which time officer could smell a odor of an alcoholic beverage coming from his person.

Officer noticed the bike did have lights but they were very dim and not visible from behind. Officer noticed a small "Bug Juice" bottle in the water bottle

holder of the bike. Mr. Hendricks was asked if he had been drinking alcoholic beverages and he advised yes. Mr. Hendricks was asked what was in the

bottle and he advised "Strawberry Vodka". Officer smelled the liquid and it had the odor of Vodka at which time Mr. Hendricks was issued a summons,

7656, for Open Container in Public. Mr. Hendricks was advised of his court date on 04/25/14 at 0900 hours and he was issued his copy then released.

Officer seized the bottle and properly disposed of the bottle and liquid inside. Officer has nothing further

Detective received information that Timothy 'Carlin' McMahon was suspected of taking and misusing the employer issued charge card of girlfriend

Stephanie Gohring. Detective has investigated Mr. McMahon several times, including current cases #13-22959 and #14-1033.

On 04/11/14 detective contacted Stephanie Gohring and obtained from her the enclosed recorded statement.

Ms. Gohring confirmed that Mr. McMahon, with whom she lived with for the past few months, began acting out of character recently and she

suspected that he was again abusing drugs. Ms. Gohring advised that on the morning of 04/08/14 while preparing for work she realized that her employer

issued charge card was not in her wallet in her purse. Ms. Gohring advised that she questioned Mr. McMahon about it and from across the kitchen he

held up the card while looking in her purse as though he found it in the purse after she checked and thought it to be missing. Ms. Gohring advised that

she still had suspicions and informed office manager Robin McNichols, Magnolia Dental, of those suspicions. Ms. Gohring advised that Ms. McNichols

accessed the dedicated Bank of America account and they found numerous charges at local businesses conducted between 04/02/14 and that day,

04/08/14, totaling $2,755.68. Ms. Gohring advised that she again checked her wallet, found that the charge card was still missing and texted Mr.

McMahon to pack his belonging sand vacate her apartment. Ms. Gohring advised that she was also missing $30 in cash. Ms. Gohring advised that Mr.

McMahon responded that he found the charge card in the sink and that it must have fallen and slid under a plate. Ms. Gohring advised that she was in

another part of the office later that day at about noon when she was informed by Ms. McNichols that Mr. McMahon had just stopped by the office and

put cash and the charge card in her purse. Ms. Gohring advised that she checked moments later and found the card and $20 cash in her purse.

Ms. Gohring advised that Mr. McMahon was using a cellular telephone belonging to her mother at the time and had since returned it. Ms. Gohring

advised that she had since deleted the texts from her phone and noticed that Mr. McMahon did likewise before returning her mother's phone.

Ms. Gohring advised that the charge card statement included some work related charges that she conducted as though Mr. McMahon took and

returned the card several times over the seven days of unauthorized charges.

Robin McNichols confirmed being notified by Stephanie Gohring on 04/08/14 of her suspicions concerning the charge card and checked the account.

Ms. McNichols advised that there were a number of charges, namely at area gas stations, totaling $2,755.68 that Ms. Gohring advised that she did not

conduct. Ms. McNichols advised that around noon later that day she was in the front office and observed Mr. McMahon, with whom she was

previously familiar, enter and put the card and cash in Ms. Gohring purse while informing her that he was putting cash in the purse.

Ms. Gohring and Ms. McNichols confirmed that Mr. McMahon never had permission to use or even possess the charge card.

Ms. McNichols provided detective with the enclosed statement of charges, and stated that the card had since been canceled and destroyed. Ms.

McNichols advised that she, practice doctor Bryan Basom and Ms. Gohring are the only three employees with business issued charge cards, each with a

different account number.

The account statement contains a total of 47 reportedly fraudulent charges ranging from $1.39-$185.52 at Murphy USA (the gas station at WalMart),

HD Mart (the former MotoMart at Western Avenue/West Water Street), BP Duke/Dutchess (North High Street/Orange Street), Champs (Chillicothe

Mall), Marathon Oil, Speedway, TJ Maxx (Chillicothe Mall), Tim Hortons, Danbarry Cinemas (Pawnee Road), Valero gas station (North Bridge

Street/Riverside Street), Rue21 (Zane Plaza), BP Duke/Dutchess (East Main Street/Renick Avenue), McDonalds, Wendy's, Valero gas station (North

Bridge Street/East Second Street) and Sinfully Tan (643 Central Center).

Ms. Gohring advised that Mr. McMahon appeared to recently have money, which was out of the ordinary, and she knew of him going to Danbarry

Cinemas and mentioning to her that he bought a tanning package for both of them. Ms. Gohring advised that when questioned, Mr. McMahon told her

that his grandfather gave him some money.

TO A STUDENT POSSIBLY OVERDOSED ON PILLS AND IS COMPLAINING OF ABDOMINAL PAIN

Ofc dispatched to the Chillicothe High School, 381 Yoctangee, reference a student who was complaining of abdominal pain from possible

consumption of medication. Ofc was advised the CFD was en route for transport. Upon arriving, Ofc contacted Principal Jeff Fisher who advised he

just spoke with Brooklyn Watts, 15 y/o Sophomore, who advised him between 2200hrs yesterday and prior to school today, she consumed approx 15

prozac she stated she is prescribed. Fisher stated Watts was depressed from a recent break up with a boyfriend and has had depression issues in the

past. Ofc was advised the mother of Watts, Robyn Eley-Watts, was already made aware of the complaint and wished to have her transported to ARMC

where she would be waiting. CFD arrived and transported her to ARMC. Ofc will forward this report to the Ross County Children Services for further

investigation.

call from the residents at this location. Fire department personnel advised that they found Jason Herman deceased in the living room. They advised this

was at 11:14am. Ofc. secured the scene and Detective Rourke responded and the scene was turned over to him.

Ofc dispatched to 940 E. Fourth St. ref to a theft. Upon arrival, ofc contacted the resident, Michelle Betts. Ms Betts advised she left the house and

when she returned she noticed her friend''s kindle fire had been stolen. She said her son was in his bedroom in the basement when the incident happened

but didnt hear nor see anything. She said the kindle fire was laying on a table next to the tv stand. She said when she left the front door was slightly ajar

and when she returned it was standing open. Ofc located no physical at the scene.

Ms Betts stated she suspects her friend, Tracy Hall, who is living across the street at 937 E Fourth St. because she has stolen from her in the past. She

said Tracy was just over at her house earlier today visting.

Ofc went to 937 E Fourth and contacted Tracy Hall and the resident, Earl Frisbie. Ofc separated them and asked Tracy about the kindle fire and she

denied taking it.

Ofc then spoke with Earl who stated he just arrived home and didn''t have a problem with officer looking in his house for the device. Ofc checked the

entire house and found no kindle fire. Ofc advised Tracy at the request of Ms Betts she was BARRED from 940 E. Fourth St. Ms Betts advised she

would contact officer with any serial numbers she can find for the kindle fire. Nothing further at this time.

Officer was dispatched to Walmart reference a female shop lifter in custody not causing a problem.

Upon arrival Officer contacted assistant manager Kenny Hay and loss prevention officer Don Barton and the suspect a Nancy Kutschbach. Mr

Barton said that he had been back in the electronics area of the store and observed that Ms Kutschbach had food items already bagged up in her cart, he

said this made him suspicious so he kept observing Ms Kutschbach. He said he saw her select a twenty three inch Vizio television and place it into the

cart. He said as he she exited the electronics department he saw that she was trying to remove the security wire from the box the television was in. He

said she then went to the grocery area, selected more food items to put in the cart and finally finished removing the security wire from the box and placed

into behind some items on a shelf. He said had already notified Mr Hay of what was happening and he was waiting outside the grocery area of the store.

He said Ms Kutschbach then pushed the cart out the grocery exit passing all points of sales and was stopped as she started exiting the store by Mr Hay.

She was then escorted back to the stores loss prevention office by both men.

Ms Kutschbach was visibly upset stating that her home had burned down over the winter, she was living out of a camper and had lost her job of

seventeen years do to down sizing. She stated she was not thinking when she took the items and had no criminal record or any contact with the police or

sheriff''s department. Officer checked this and found she was telling the truth.

Officer asked Mr Hay if he would prefer Ms Kutschbach be taken to jail or would a summons/citation suffice in this incident? He stated he was fine

with issuing Ms Kutshbach a summons for the incident.

Officer then issued Ms Kutshcbach summons citation 5258 for theft and advised her of her court date. She was also advised that she was permanently

barred from all Walmart property located at 85 Rivertrace Lane and that if she returned she could be charged with Criminal Trespass. She stated she

understood, signed for her copy of the citation and left without incident.

The items taken were secured at the store by Mr Barton and Mr Hay.

Officer was dispatched to Walmart in reference to a fraudulent return. Officer made contact with Loss Prevention Officer, Donald Barton, in front of

Walmart who advised he observed Odetta Anderson return 7 IPAD cases that were stolen from Walmart in Circleville, OH earlier today. Barton advised

he observed that a black male, Raymond Lett, was with Odetta in the parking lot and that he is the person on surveillance video from the Circleville, OH

Walmart Theft. Barton advised that Odetta was in a red truck near the gas station and Officer made contact with her.

Officer advised Raymond and Odetta of their Miranda Rights which they both advised they understood.

Raymond denied stealing the items from the Circleville, OH Walmart and that Odetta''s husband gave her the items.

Odetta at first advised the same as Raymond but after being separated from everyone she admitted that Raymond gave her the IPAD cases in Piketon

and asked her to return them for him. Odetta advised he was going to give her two packs of cigarettes. Odetta admitted to thinking that the items were

possibly stolen but advised she was not for sure.

Donald advised that Loss Prevention at the Walmart in Circlevile, OH are reviewing the security video and are going to contact Circleville PD in reference

to filing charges on Raymond. Donald advised he is going to work on getting this Officer a copy of the Theft report.

Officer issued Odetta a Summons # 7635 charging her with Receiving Stolen Property (ORC 2913.51) and advised her of her Municipal Court date on

4/25/14 at 9:00am.

Officer photographed the IPAD cases and released them to Walmart to hold as evidence. Donald advised both Raymond and Odetta that they are barred

from Walmart.

Ofc. was contacted by Kathy Smith, MUI Coordinator for the Ross County Board of Developmental Disabilities. She provided information for a

theft from one of her consumers, Matthew Chapman. The suspect, Jeremiah Beatty is a suspect in a few other thefts involving DD clients. Ms. Smith

advised that Mr. Beatty had been employed by Easter Seals as a care giver for Matthew over the past couple of months. Mr. Beatty no longer provides

services, as he has been let go by Easter Seals.

Ms. Smith provided an internal MUI report showing that Matthew''s mother, Ms. Chapman had filed a complaint that Mr. Beatty had taken

Matthew''s Ipod and pawned it at Cashland on Bridge St. The reports also show where Mr. Beatty had been taking Matthew''s other monies.

This Ofc. and Ms. Smith then went to 330 E. Water St. and contacted Matthew. He stated that a few weeks ago, Mr. Beatty asked him for some

money. Matthew did not have the money, so he said that he would let Mr. Beatty pawn his Ipod and let him have that money only if he paid him back.

According to Matthew, Mr. Beatty stated that he would pay him back as soon as possible. Mr. Beatty and Matthew went to Cashland, and Mr.

Beatty pawned the ipod, received the money and then asked Matthew for additional money to get gas.

Matthew stated that Mr. Beatty was always bumming money from him for gas so that they could drive around town, and often to Piketon and other

places to get car parts for Beatty''s car. Matthew also states that Mr. Beatty asked him for money on several occasions over his employment for food.

Matthew feels that he has been taken advantage of, and Mr.Beatty refuses to return his calls or pay back any of the money. Matthew also pointed out

a car muffler that Mr. Beatty asked him money for.

Ofc. spoke with ms. Chapman. She stated that she also feels that Mr. Beatty took advantage of Matthew and borrowed and took the money outside

of his scope as a caregiver.

Ms. Smith stated that Mr. Beatty was entitled to pay (both for food or admission to an event) if acting in the capacity of taking Matthew

somewhere connected to his duties as caregiver. Ms. Smith states that Mr. Beatty received mileage from Easter Seals as compensation for gas as well.

Ms. Smith states that Mr. Beatty is not entitled to "extra" food and gas provided by Matthew just so that they can drive around and hang out. Ms.

Smith states that Matthew''s case plan shows that he should have no control or responsibility over his money ,and that when he has his own money

would be susceptibility to someone taking advantage of it.

Ofc. has been trying to interview Mr. Beatty on other matters, but he has been avoiding officer. Offcier is attempting to follow up at Cashland.

Ofc. left written statement forms and asked for more detailed incidents.

Ofc. was dispatched to Kmart located at 1470 N. Bridge St in reference to a theft complaint. Ofc. arrived and spoke with Jason A. Book, who works for

Kmart in Loss Prevention. Jason advised that he stopped a male and female for shoplifting. Ofc. later identified the male and female as Alex. W. Massie

and April D. Collier. Jason explained that he observed Alex and April enter the store together and later separate. April went to electronics where she

selected a blue pair of JVC earbuds. April walked to automotive where she met up with Alex. Alex and April then walked to the sporting goods aisle

where Alex selected a pair of black and yellow MMA gloves and a mouth piece. Jason observed Alex and April as they walked through the store with

the items. Alex and April where in produce when April handed Alex the earbuds. Alex concealed the earbuds, gloves, and mouth piece on his person.

April and Alex walked passed the last point of sale and exited the store without paying for the items. Jason stopped Alex and April outside the store and

had them return inside to the office until Ofc. arrived.

Ofc. read Alex and April their Miranda warning and asked if they would speak with Ofc. Alex stated "It''s all on me I took the stuff." Alex admitted to

concealing the items and leaving the store without paying for them. April told Ofc. that she selected the ear buds and handed them to Alex to conceal.

April stated " I took the stuff to sell to be able to buy my kids things they need." Ofc. placed Alex under arrest for theft and placed April under arrest for

complicity to theft. Ofc. also found that Alex had three active warrants through our department. Ofc. transported Alex and April to the Ross Co. jail

where they will be held in-lieu of bond. Ofc. barred Alex and April from Kmart and Sears. Ofc. took photographs of the merchandise and left it at Kmart

for safe keeping for Ofc. Alex was served IBA warrant CRB1303621A for an original charge of theft filed by Ofc. Demint, IBA warrant CRB1400131

for an original charge of theft filed by Ofc. Pratt, and IBA warrant CRB1303621B for an original charge of receiving stolen property filed by Ofc.

Demint. Ofc. advised Alex and April of their appearance in Chillicothe municipal court on 04-15-2014 at 09:00AM.

CAD Dispatcher comments : 04/14/2014 16:40:14 - .19 BLUE CHEV S10 EDR6699, MALE DRIVER.

Officer was dispatched to 150 East 2nd Street in reference to a blue Chevy S10, Ohio license plate number EDR6699, parked in front of Children

Service with possible intoxicated driver.

Upon arrival Officer contacted Stephanie Karshner who was in the driver seat parked with the vehicle off in a none parking stop. She had squinted

eyes that was glassy and watery. Officer explained the nature of the complaint and she replied with slurred speech that she is not intoxicated.

Hettie Armstrong was in the passenger seat and she claimed to be at Children Service to visit her child.

Officer then advised Ms. Karshner of her Miranda Rights which she understood. Officer then asked her to step out of the vehicle to perform some

field sobriety tests.

Officer did not smell any odor of an alcoholic beverage and did not visibly see any alcohol inside the vehicle. Ms. Karshner was then explained the

Horizontal Gaze Naystagmus and asked if she had any eye issues which she claimed to have cataracts. Officer then performed HGN and she lacked

smooth pursuit, had distinct nystagmus at maximum deviation and had onset at 45 degrees.

Officer then explained and shown the One Leg Stand. She again was asked if she had any medical issues to her legs and she stated she had arthritis to

her hips and some type of issue to her knee or knees. After she was told how to perform the test she was advised to start and began by resting her heel

on the ground and count out loud. Officer advised her to lift her foot up to about six inches and she raised it around 12 inches. She was corrected and then

placed her heel back on the ground. She was told to continue and raised her foot up properly but sat it back on the ground after about five seconds.

Officer stopped the test and moved on the to the walk and turn.

Ms. Karshner was shown and explained the walk and turn. When she was told to start she walked off the line twice and did not walk heel to toe.

She claimed it was her oversized shoes so she took them off. She then began to test over and she was unable to walk in the straight line and did not touch

heel to toe.

Ms. Karshner was then arrested for OVI and place in the rear of car 14 that had not working computer or camera system.

Officer then contacted Ms. Armstrong who contacted a person for a ride out of town.

The vehicle Ms. Karshner was inventoried and inside her purse was a small container with green leafy substance that appears to be marijuana

through my training and experience. Officer collected the possible marijuana as evidence to be tested.

Penwells tow service arrived and towed the Chevy S10 and Officer transported Ms. Karnshner to the Ross County Jail.

While in the jail Officer read Ms. Karshner the BMV22-55 Form and she refused to provide a breath test or urine test. She was given to the custody

of the Ross County Jail and she was charged with Physical Control of the a Motor Vehicle (traffic ticket number 21156) and Possession of

Drug-Marijuana (mm ticket number 5212). Her court date and time in the Chillicothe Municipal Court is April 15 2014 at 9am.

Officer was dispatched to 281 Mechanic St in reference to an Assualt. Officer made contact with Cheyenne Au, Brittany Stidham, and Hayden Price

who all advised that Malik Boston "Mekee" threatened to damage Brittany''s car that was sitting out front near this address. All advised that Malik

stated he was going to "shoot up Brittany''s car" and started to make a hand motion as if his hand was a gun and was pointing it at her car. All advised

Cheyenne''s mother, Kelly Graves, came out to tell Malik to leave and that he called her a "Drunk Bitch" and shoved her causing her to fall to the ground.

All advised that Malik threatened them and that he was going to get some people to take care of them. All advised that Kelly''s husband, Anthony

Graves, came out and told Malik to leave and that Malik swung his fist at Anthony hitting him on the arm. All advised that Christoper Sutton and Lisa

Steward came running down the street towards 281 Mechanic St. All advised that Christopher ran straight up to Anthony and punched him in the head

knocking him out. All advised they know Christopher and Cheyenne advised she was 100% sure it was him. All completed written statements.

Officer made contact with Kelly and Anthony and observed that both had injuries. Officer observed Kelly was bleeding from her elbow area on her left

arm and Anthony had a large knot forming on the top of his forehead that was also bleeding. Officer also observed Anthony was bleeding from his right

elbow area and his the top of his right hand. Officer photographed the injures and both refused EMS to be called to treat them.

Kelly advised she came out to tell Malik to stop yelling at her daughter, Cheyenne, and that was when she got shoved and fell to the ground causing the

injury to her elbow. Kelly advised then she observed a black male sucker punch Anthony in the head causing him to fall to the ground.

Anthony advised he heard Malik screaming at his wife, Kelly, and came out to tell him to stop and leave. Anthony advised pushed his wife to the ground

and punched him in the arm. Anthony advised he then was punched in the head by a black male later identified as Christopher.

Both completed written statement and this Officer photographed their injuries.

Officer was unable to located Christopher and will request a warrant charging him with Assault.

Officer made contact with Malik, his gaurdian, Mara Fairrow, and his mother, Patricia Fairrow, at 59 W. Seventh St. Malik denied pushing or hitting

anyone and advised the older man pushed him.

Officer made contact with Malik''s brother, Deandre Farriow, and friend, Jamarr Brown, who advised the same as Malik but all three did not want to try

to fill out statements.

Officer had Mara complete a Promise to be Responsible Form for Malik and this Officer will forward this report to the Juvenile Prosecutor''s Office

recommending that Malik be charged with Assault and Menacing.

Officer will place a copy of this report in the Children Service''s basket.

Nothing further.

Ofc. was dispatched to 610 E. Second St in reference to an assault complaint. Ofc. arrived and spoke with Ricky A. Scarffol, who is the complainant.

Ricky advised that he had been walking W/B through the alley behind 610 E. Second St when he was hit from behind. Ricky explained that he was

knocked to the ground and hit and kicked. Ofc. observed a contusion starting to form on the left side of Ricky''s forehead. Ricky also complained of

having trouble breathing. Ricky stated that he couldn''t describe who had attacked him. Ofc. also observed mud and dirt on Ricky''s pants from where he

had been knocked to the ground. Ricky was transported to ARMC by Medic 3. Ofc. patrolled the area, but didn''t locate anyone who may have assaulted

Ricky.

Officer was sent to 142 Race Street for loud music. Upon arrival Officer hear loud music coming from the second floor to 142 Race Street. Officer

knocked on the door and no answer. Officer also shined flash light in the second floor windows and still no one answered. Officer then began to knock

harder on the door until Carrie Dunkle answered.

Officer then warned Ms. Dunkle for loud music and if it continued she could be charged which she stated she understood.

Ofc. obtained a fraud return report from LPO Barton. Barton states that he was requested to investigate a returned item. The item, a universal

case/stand valued at $49.88, was returned by Terry Heneck who was identified by his Ohio ID card (SX440766). Mr. Heneck obtained a gift card valued

at $53.50 which reflects the post tax value of the returned item.

Barton reviewed video and saw two unknown female enter the store at 3:56 PM 04/11/2014. They selected several items, not all known, and

concealed them. They were seen passing items back and forth and both made there way to the front where the female who selected the returned case

made a small purchase. Both walked out past all points of sale with the case and other unknown items. They returned to the vehicle they arrived in.

At 4:34 PM this date Mr. Heneck can bee seen arriving in the parking lot and exiting his vehicle on his cell phone. He walks to the passenger side of

the vehicle that the two females are waiting in and obtained a Walmart bag. He enters and walks to the service desk with the stolen universal case and a

container of baby formula. The formula return is denied but the stolen case was returned and he obtained the gift card, made a small purchase with it and

leaves the store.

Ofc. went to 24 Cheyenne Dr where Mr. Heneck had an involvement in February but no one answered the door. Ofc. has no other recent contacts on

Mr. Heneck and will request two warrants for him. One for the possession of the stolen item and one for the theft of the gift card obtained through the

return. If the two females are identified they will both be charged as well.

Investigation continues.

Ofc. obtained a theft report from LPO Tyler Russell. LPO Russell advised that Kohl''s employees stated there may have been a theft from Walmart

at 6:18 PM on 04/04/2014. He reviewed video and observed a subject enter on the garden side and go to the sporting goods where he selected two tent,

both totaling in value at $288.97. Within a couple minutes of arriving the suspect walks the two items out of the garden center exit past all points of sale

without paying. He walked to a silver Pontiac Grand Am (Ohio - FEY7565) and leaves the property.

An employee advised LPO Russell that the suspect is Jeremiah Johnson. Ofc. ran the plate which showed it should be on a black 1988 Ford. Ofc.

will need identify the Walmart employee that identified Mr. Johnson to complete report and possibly pursue charges.

Investigation continues.
