Disposition Comments : Ofc was dispatched to 369 E Water St in reference to a criminal mischief complaint. Ofc contacted Oran K Green who stated

he had returned home from work when he was confronted by an unknown white male in front of his residence. Mr Green stated he believed this subject

was under the influence of alchol. Mr Green stated he asked this subject who he was and he replied, "Delong, Taylor Delong". Mr Green stated Mr

Delong hit him at one point and he just laughed it off and went inside his residence. Mr Green informed Ofc he has no idea who Taylor Delong is or why

he was in front of his residence. Mr Green stated he was inside his residence a short time later when he heard a loud banging out front. Mr Green stated

he looked out the window and saw "Taylor Delong" walking away from Mr Green''s vehicle, which now had a dented rear passenger door and a broken

window on the same door. Mr Green informed Ofc there were no other subjects in the area at this time. Mr Green stated he called police then. Mr

Green''s vehicle is a green 2000 Kia Sophia (Ohio Reg# FQH-3683). Ofc obtained a written statement from Mr Green regarding this incident. Ofc

photographed the damaged door and broke window. Ofc checked the area but was unable to locate Mr Delong. Due to Mr Green not being acquainted

with Mr Delong personally, Ofc will be showing Mr Green a photo line-up at a later time in order to obtain a positive identification before charges are

filed. Investigation continues....

Destroyed/Damaged/VandalizedIncident Disposition Date :Incident Disposition Comments : Ofc. was dispatched to 234 E Water St. in reference to a

burglary. Upon arrival, ofc. contacted the residents, Gary Bernett and Ellen Burnett. Ms. Burnett advised that she and Gary had left their apartment

around 11:00 PM on 4-15-2013 and returned at 3:30AM today. Upon returning, they found their two interior doors on the east side of the residence had

been kicked in to gain access to their apartment. Ms. Burnette advised that her purse, containing her driver''s license, Homeland Credit Union checkbook,

her wallet, $300 cash in $50 bills, and Direction card. Ms. Burnette also stated that Gary, who has just been through brain surgery had his medication

stolen as well. The missing medications were: Gabapentin (50 count), 10mg Valium (90 count), and 20mg Citapran (25 count). Ms. Burnette advised

that Gary''s medications were laying on a table in the living room. Ofc. photographed the damage to both doors and observed the frame of the door

frames were broken. Ofc. also photographed a partial shoeprint on one of the doors. Ofc. was unable to locate any latent prints. Ms. Burnette

advised that she shares a common front door on the north side of the apartment that also leads to another apartment downstairs. Ofc. has not been able

to contact the downstairs resident at this time and will attempt to do so on the next work day.Nothing further at this time.

spoke to Shantel Thompson who stated she and Nicholas McCabe had been drinking last night. Ms.Thompson stated Nicholas been came very

intoxicated and started hitting her. Ms.Thompson stated Nicholas hit her in her chest, ribs and slapped her face, cutting the inside of her mouth(photo).

Ms.Thompson gave Ofc. a written statement. Ofc. found Mr.McCabe lying on the porch. Ofc. attempted to wake Mr.McCabe up several times. Ofc.

was finally able to wake Mr.McCabe up and there was a strong odor of alcohol on his person. Mr.McCabe was unsteady on his feet and had blood shot

eyes. Mr.McCabe admitted to drinking and there were several empty bottles of beer lying around him. Ofc. placed Mr.McCabe under arrest for

Assault and issued Nicholas McCabe MM Citation 09 5276 for Disorderly Intoxication with a Municipal Court date of 4-29-2013 at 9:00AM.

Ofc. was dispatched to 509 E.Main St. ref. drug paraphernalia. Ofc. spoke to Gary Cunningham who was evicting Adam Patrick from 509 E.Main St.

Mr.Cunningham stated he had found what appeared to equipment for growing marijuana in a small room off of an upstairs bedroom. Mr.Cunningham

stated there was potting soil, empty boxes for halogen light bulbs, and torn up aluminum chimney pipe. Mr.Cunningham advised there were also copies

of Mr.Powell's electric bill and the appeared to be higher than normal. Mr.Cunningham advised there was no forwarding address for Mr.Patrick. Ofc.

Date :Incident Disposition Comments : Ofc dispatched to the area of 315 Clay St reference a disturbance. While en route, Ofc was advised the

disturbance involved a white car, possibly a Crown Victoria, had struck a subject who was now lying on the ground and the white vehicle had left the

scene. Upon arriving, Ofc observed several subjects around a B/M who was lying in the grass in front of 321 Clay St. The B/M, identified as Allen

Bailey, advised he was struck by a white Dodge Intrepid owned by Kendrick Young''s mother, which threw him from the road to the grassy area he was

found lying. Bailey advised this stems from an incident that he advised was from 2 days ago when friend Taylor Delong was confronted about yelling in

his phone near his home at 297 Clay St. Since that time, Bailey stated Delong has been confronted by subjects wanting to fight. On this date, Bailey

was at Delong''s home on Clay St when 4 B/M''s arrived, one being Brandon Beverly and the other being Kendrick Young. The other 2 subjects are

unknown at this time. A verbal confrontation occurred where Bailey, Delong and friend Eric Baker were outside with these B/M''s. At one point, Bailey

advised he was down by 321 Clay St when a shirtless B/M he didn''t know struck him with the white Intrepid. Before being struck, the driver of the

Intrepid put the vehicle in reverse and struck a parked vehicle in front of 326 Clay St owned by Kimberly Dearth (see report 13-6291). The driver then

accelerated driving the vehicle towards him with a total of 4 occupants inside. Bailey stated he thought the driver was just trying to scare him so he

walked backwards. Bailey stated he was struck by the front of the vehicle while facing it and he was thrown from the vehicle causing injuries. Bailey

stated he complained of pain in his right hand, back, hip and left shoulder. Bailey advised the B/M driver was unknown but was shirtless. Young and

Beverly were in the vehicle but weren''t driving. Ofc asked if he had any weapons at the time and he stated no. Bailey was transported to the ARMC by

CFD squad for the injuries. Ofc noticed no open lacerations or other signs of trauma at initial contact. Ofc will follow-up with Bailey on his condition

and obtain a full statement. Ofc contacted Baker who advised he witnessed the event where Bailey was struck by the vehicle. Ofc asked if he

noticed who was driving and he stated no, but stated Kendrick Young and Dante Claytor was in the vehicle. Written statement provided. Ofc

then contacted Delong who advised this is all due to subjects thought he was yelling at them 2 days ago when he was talking to his girlfriend on the

phone. Apparently Delong was having a heated conversation on the phone and the subjects in the white Intrepid drove by as he was talking. The

subjects took offense to the conversation as if he was yelling at him so a small confrontation occurred then. No report was ever filed. These subjects

kept coming back trying to fight him as they followed him home during the first incident. Ofc was advised the subjects had been to his house a total of 4

times trying to fight him, however no reports were found. On today''s date, 4 B/M''s arrived at his house yelling at him, one being Kendrick Young. A

verbal confrontation occurred where Bailey ultimately was struck by the white Intrepid operated by who he thought was a B/M named "juice", who was

described as having a thin beard known as a "chin strap". Ofc contacted Jason Woodruff and wife Emily Woodruff who too advised they

witnessed the event from the west of the incident location while at 311 Clay St. Ofc was advised it appeared to them the vehicle intentionally struck the

victim as they swerved to strike him. Ofc was advised the victim had a baseball bat prior to being struck. Written statement provided. Ofc

contacted Ruth A Short, witness to the event while at 315 Clay St, who advised she too saw the event and believed the vehicle intentionally struck the

victim. Ofc was advised the victim had a baseball bat and that is why the subjects ran to the car and fled the area. Written statement provided.

Ofc then contacted Markel Cain and Kelly Carpenter who advised they witness Delong and Bailey running up Clay St with ballbats. Ofc was advised

they took off running E/B on Clay St and heard a large crash. They looked back to see the white Intrepid accelerating quickly from a parked vehicle.

They advised they didn''t see the impact with Bailey nor who was driving the vehicle. Ofc then contacted Albert Price who advised while at 363

Clay St, he witnessed the white vehicle traveling E/B through the alley behind his home and between Tiffin School after the impact with the parked car

and with Bailey. Ofc then contacted Lisa Demint who observed the impact with Bailey by the white car while west of the incident location.

Demint couldn''t advise who was driving the vehicle. Ofc ran Kendra Young''s information and found she had a white 2003 Dodge 4 door

registered to her bearing OH ESJ3061. Ofc advised all units to BOLO for this vehicle and if located, to impound the vehicle and identify any occupants.

Photos taken and Ofc seized evidence of the collision left behind during the impact with the van, which appeared to be wheel well and inner bumper

pieces. The items were photographed and placed into evidence. Ofc will attempt to contact Kendrick Young, Brandon Beverly and Dante Claytor

reference this report. Ofc is awaiting the completed written statements provided to the witnesses and upon receiving them, a more detailed narrative will

follow. Investigation continues.

Buehrle regarding a Disorderly Conduct complaint that occurred at Menards, 1570 N Bridge St. Toni advised Ofc that she was working Security in the

wood yard when a black Ford truck DBB5324 approached the gate. Toni advised that she was going to do a security check to make sure that the

customer had the correct items before he left the area. She advised that the driver was an elderly w/m possibly in his 70s and there was a elderly w/f

passenger. She advised she approached the driver side front quarter and advised the driver of her intentions and was asking him to sign a paper. She

advised the driver became angry stating that the items in the truck were his and she was not going to check anything. She advised that she was standing to

the side of the front of the truck when he began to move and turned into her causing her elbow to strike the mirror. She then hit the button to close the

gate and advised the subject he would have to stay since he had hit her. He then attempted to hit her with his fist from inside the truck and stated "I''m

getting out of this truck to kick your ass". She advised that she then let him out of the gate. Toni advised that it was on video and that she had already

filled out a written statement form but did not bring them to the LEC. She advised that she would provide these to Ofc at a later time. Toni did not know

if she wished to file charges but did want a report made. Ofc did not note any signs of injury to Toni but she stated she was having numbness in her

elbow and had not seen a doctor at this time. She advised that she had consulted with management and they advised her to file a report before she

attempted to go to the hospital or seek any treatment. Ofc found that the registration DBB5324 belonged to Susan A Roden on a black 2010 Ford

truck. There are no contacts on this subject and Ofc will attempt to contact her by other means. More to follow if it becomes available.

21:35:54Incident Disposition Comments : Ofc was dispatched to Sonny''s Sports Plus ref to a female parked on the East Side of the building possibly

passed out behind the wheel. Upon arrival Ofc observed a gray 2003 Toyota Corolla (OH/EBW6988) parked facing W/B on the East Side of the building

with a female sitting behind the wheel. Ofc observed that her head was down leaning forward as Ofc approached the vehicle. Once Ofc reached the

driver''s side window Ofc could see that she was holding a cell phone in her hand, however as Ofc knocked on the window to get her attention, because

Ofc''s cruiser with the flashing blue lights didn''t, Ofc noted that she was very slow responding. The female did finally open the door and as soon as the

door opened Ofc could smell a very strong scent of an alcoholic beverage emitting from the vehicle. Ofc then contacted the female and identified her as

Dorothy Terry. Ofc advised Ms. Terry why Ofc was there. Her response was that she was never passed out. As Ofc was in contact with her Ofc noted

that her speech was extremely slurred/thick tongued and her eyes were bloodshot/glassy. Ofc also observed that the vehicle was not running but the keys

to it were in the ignition. Due to Ofc having reason to believe that Ms. Terry was under the influence of alcohol Ofc asked her to exit the vehicle. At first

Ms. Terry told Ofc that she didn''t want to, however once Ofc advised her that it was not a request she did comply and got out of the car. As Ms. Terry

was attempting to walk back toward Ofc''s cruiser Ofc observed that she could not stand up without assistance and nearly fell. Ofc had Ms. Terry sit

on the hood of Ofc''s cruiser so that she would not fall. Ofc then advised her of her Miranda Rights, which she said understood and elected to waive. Ofc

asked Ms. Terry if she had been consuming any alcoholic beverages tonight? Ms. Terry said that she had but that it had been several hours ago. She said

that she never drank and drove and that she had just been sitting in her car waiting for someone to pick her up. Ofc asked Ms. Terry where she had been

drinking at? She said at home. Ofc asked her how she got to the parking lot and she told Ofc that she had drove but that when she was driving she was

not intoxicated. Ofc then asked her if she had been consuming alcohol in her vehicle while parked in the parking lot? She told Ofc again that she drank at

home and then drove the vehicle to where it was at, however she said that she never drank and drove. Ofc asked Ms. Terry if she would submit to

taking any Field Sobriety Tests (FSTs)? Ms. Terry said that she would. Ofc then began the Horizontal Gaze Nystagmus test. Prior to beginning the test

Ofc asked Ms. Terry if she was suffering from any recent head or eye injuries? Ms. Terry said that she was not. Ofc then began the test, however after

attempting to explain it to her numerous times she would not track the pen (stimulus) with her eyes. She would either just look straight ahead or turn her

entire head. Since Ms. Terry could not or would not perform the nystagmus test Ofc attempted to have her take the One Leg Stand FST. Ofc asked

Ms. Terry to take one step forward away from the cruiser so that she could not lean on the car. As soon as Ms. Terry stepped away from the cruiser

she fell over the hood of the cruiser and on to the ground. If Ofc would not have been there to somewhat catch her she would have landed in a large

puddle. It was apparent that Ms. Terry could not safely perform the FSTs without possibly hurting herself so Ofc did not even attempt to continue.

Ofc placed Ms. Terry under arrest for Physical Control and secured her in the back of Ofc''s cruiser. While waiting for Penwell''s Towing to arrive on

the scene, Sgt. Meyers began inventorying Ms. Terry''s vehicle. While checking around the center console Sgt. Meyers found plastic cup/mug of what

appeared to be some type of wine. Sgt. Meyers also located a large glass bottle of Carlo Rossi Chardonnay sitting on the ground in front of Ms. Terry''s

vehicle. Ofc transported Ms. Terry to the Ross County Jail. Once at the jail Ofc observed Ms. Terry for 20mins and read her the back of the BMV

form 2255. Ofc then offered to take the Intoxilizer BAC test, which she elected to take testing a .187. Ofc issued Ms. Terry all the appropriate

paperwork along with traffic citation 19528 charging her with Physical Control. Ofc also issued her minor misdemeanor citation 095080 charging her with

Open Container. Ms. Terry will remain incarcerated at the Ross County Jail in lieu of bond. She was advised of her mandatory court date on 4/17/13 at

the Chillicothe Municipal Court. At this time Ofc has nothing further.

:Incident Disposition Comments : Officer was dispatched to 213 Hirn Street in reference to telecommunications harassment. Upon arrival, officer

contacted Jessie Graves, who stated that Susan Queen, the mother of his child, has been calling and harassing him. Mr. Graves stated that Ms. Queen

has been calling and threatening to maybe come over and start a fight with Brittany Stonerock, his new girlfriend. Mr. Graves played back a partial

telephone conversation, in which Ms. Queen was arguing with Mr. Graves, for officer to hear. Mr. Graves advised that they have pending civil

protection orders against each other and that he just wanted to make a report about this. Officer advised Mr. Graves that contact would be attempted

with Ms. Queen to warn her about her conduct. Mr. Graves was advised that he needed to handle his situation with Ms. Queen in a civil manner as well.

Officer attempted to contact Ms. Queen, however she was not home. Officer will conduct a follow up on the next work day in order to speak with her

in regards to her handling her situation in a civil manner, due to them having a child together. Nothing further at this time.

On the above date and time Ofc was dispatched to the lobby of the LEC, reference to domestic violence.

Ofc contacted Angl-ina Jarrells who reported that her and her husband, Ryan Jarrells, were arguing on the above date throughout the whole day. Ms.

Jarrells reported that they had went their separate ways in different vehicles but she followed him back to their apartment to continue the argument. Ms.

Jarrells stated at her own admission that while Mr. Jarrells was brushing his teeth she went into the bathroom to start yelling at him again. Ms. Jarrells

reported that she was yelling at Mr. Jarrells when he grabbed her by the face slammed her head on to the couch, held her down by her wrists and would

not let her up. Once Ms. Jarrells was able to get up off of the couch, she reported that Mr. Jarrells held her behind the door and slammed the door on her

face repeatedly. She was able to leave the apartment and contacted the police department. Ms. Jarrells reported that she and her husband are going

through a divorce and she only wanted to file a report. Ms. Jarrells stated that she did not want to file charges against Mr. Jarrells and did not want him

contacted because she felt like it would make it worse. Ofc did not observe any marks, wounds or bruises on Ms. Jarrells. Ms. Jarrells completed a

voluntary statement which Ofc has attached to this report.

Ofc did not contact Mr. Jarrells at the request of Ms. Jarrells. Ofc has nothing further.
