• All Units/Agencies, must maintain and monitor communication with LONGRIFLE when they are in training areas, off-shore operating areas, beaches, training facilities, ranges and/or operating within Camp Pendleton special use airspace.
• LONGRIFLE is the final authority on all real-time matters pertaining to range safety, and has the authority to put any unit/agency into a “check-fire” status and/or cancel air operations in the interest of safety.

Emergency Medical Procedures • The Three (3) MEDEVAC Categories
– Emergency / Urgent = Life threatening / Limb Loss– Priority = Non-Life threatening but warrants evaluation– Routine = Minor injuries – A Band-Aid will take care of it
• ALL MEDEVAC’S must be reported to LONGRIFLE promptly, regardless of the category.
• ALL Emergency / Urgent AND Priority Patients -
• LONGRIFLE will call for ALS Assessment AND possible transport
• This 911 phone call will be placed by LONGRIFLE, unless there is a radio problem.

Emergency Medical Procedures • If radio communication fails, units / agencies shall use any available
telephone to contactLONGRIFLE – 760-725-3975
– Any RED PYRO is designated as the ALTERNATE SIGNAL for any emergency.
• During a MEDEVAC, ALL UNITS on the LONGRIFLE safety net shall cease communication on the net until the MEDEVAC has been completed, or another unit requires MEDEVAC support.

• LONGRIFLE has ultimate MEDEVAC initiation responsibility all accidents occurring on and within Camp Pendleton ranges and training areas.– It is critical that the MEDEVAC category, incident details, victim
injuries and assets necessary are clearly relayed to LONGRIFLE.
Competent medical personnel or the senior Marine on location shall determine the extent of a medical emergency and categorize it as

• LONGRIFLE has ultimate MEDEVAC initiation responsibility cont.
• In circumstances, that are determined to be Emergency / Urgent and Priority the most effective action will be a radio call to LONGRIFLE who will place the 911 call
• The Most Appropriate Evacuation will be determined by the responding Paramedic unit
• The patient(s) will be triaged, treated and transported to the MOST APPROPRIATE facility for continued treatment.
• Camp Pendleton Fire Dept must be on-scene for AIR AMBULANCE evacuation.
• Civilian air ambulance advertises a 15 - 20 min response time and may be delayed and CAN ONLY be dispatched by the Camp Pendleton Fire Department.

Upon occurrence of a “MAJOR” medical or accident involving significant injury on a range, the Range Officer should respond directly to the scene to take control of the situation and direct necessary actions. If R.O. is unavailable, the nearest Supervisor or Leader needs to take charge.
Contact 911 via Base Telephone. If a cell phone is used ask CHP Dispatcher to put you in touch with Camp Pendleton Fire Department, state “I have a medical emergency on base and you need Paramedics”
Facilitate Paramedics access to the scene, post individuals to direct Fire and Medics to the patient – best access Nature of Problem # Injured Condition & Vitals Remove all
unnecessary personnel from the immediate scene. All minor injuries will be transported to NHCP, heart related incidents will go to TCMC, trauma patients will go to
Palomar, Mission or Scripps, burn patients will go to UCSD. All MEDEVAC patients will be transported via Mercy Air or Copter One depending on availabilty. Secure the scene area and identify witnesses for later investigation – keep a log.

Wildland Fires • All personnel must recognize that training
activities start over 200 wildland fires a year in our training areas (excluding fires in the Zulu, Whiskey and Quebec impact areas)
• Wildland fires are potentially devastating to life and property
• Wildland fires will cause all training to stop in the vicinity of the fire and potentially cause all training aboard the base to stop until the fire is out or under control

• Fire Danger Rating (FDR)– In order to allow maximum training during the fire
season while providing a reasonable capability to contain the 200+ wildland fires started every year on the base, the Commanding Officer, MCB Camp Pendleton publishes Fire Danger Ratings and some associated restrictions to training based on prevailing conditions
– The FDR applies to all organizations and individuals aboard Camp Pendleton
– LONGRIFLE will notify RSOs of the FDR and of changes as they occur

• All fires are to be reported• Personnel will not generally engage in fire fighting
– Unit leaders must place the greatest amount of importance on personnel safety
– Under no circumstances will personnel attempt to fight a fire in an impact area
• Upon discovering a fire, the senior person present should take the following steps– Determine if the using unit can extinguish the fire– Evacuate all personnel that are in danger– Inform LONGRIFLE of fire size and location– Provide cause and type– Remain in a safe location subject to the orders of the fire department

• Camp Pendleton is home to many endangered species, wetlands, and sensitive habitats which are protected by federal laws strictly enforced by local agencies
• It is essential to consider environmental concerns while planning training operations and exercises
• OICs shall ensure all personnel are thoroughly briefed, as per the ORM, on the location of all environmentally sensitive areas within the scheduled area prior to occupation

Specific BFX Requirements• OIC (GySgt And Above):
• OIC shall:– Ensure that Only BFX listed and approved by the RCO are used.– Give final authorized the firing of each BFX IED or RPG.– Visually approve the location of all BFX and approved the
designation of the minimum safety distances.– Ensure that reflective over pressures are calculated and minimum
safety distances are adhered to.• RSO (SSgt & Above):
• RSO shall:– Visually verify the location of all BFX and the designation of the
minimum safety distances approved by the OIC.• BFX Operator:
• All BFX operators shall attend the Camp Pendleton BFX Operators Class.• At least one California State Powder one (1) card shall be on site acting
as the BFX Supervisor and provide a photocopy of both sides.• Remainder of BFX operators must possess, at a minimum, California
State Powder two (2) card and provide a photocopy of both sides.• BFX operator shall check-in with the unit RSO and ensure that all IEDs
are briefed and that all required safety measures are adhered to.• At no time shall any BFX be used in any enclosed space.• At no time shall any BFX be used with out “eyes on’.

• All IEDs shall be command detonated.• All IED “mortars” shall be tamped/covered with non-

shall be adhered to at all times by all personnel.• PPE will be worn at all times by all participants.
– RPGs:• All RPGs command fired shall be command detonated.• All RPG Rockets will be captured on a wire - “Free
Flight” is not authorized.– Propane IEDs:

Specific BFX Requirements (cont)• Blank Ammunition:
– The following precautions will be observed during the use of blank ammunition:
• Blank Firing Attachment (BFA) shall be used on all weapons.
• 5 meter safe separation distance (SSD) will not be reduced. – This distance includes a dispersion angle of 10

• Force-of-Force:– OIC & RSO will ensure that:
• That no personnel have conducted any live fire training within the past 24 hours. If any have, than they shall not be permitted to train.
• All magazines are inspected to ensure no live ammo is present.
• All ammunition delivered is either blank or approved SESAMS munitions.
• All weapons are inspected to ensure that all are in condition 4 prior to training.
• That all personnel who arrive after the safety brief is conducted and inspections have taken place will be given a safety brief and all magazines and weapons are inspected.

Powder Burning• FDR LOW, MODERATE, and HIGH:
• Burn Powder bags/Increments in AFA/MFA • FDR is VERY HIGH or EXTREME:
• The unit conducting training shall burn powder at AFAs 16, 31, 43, MP1, MP6 MFA 14, R218A & R215A Burn Pits and R408 Concrete Pad only, unless coordinated with LONGRIFLE.
• During all powder burning activities, powder shall be burned in areas cleared to mineral earth, and no closer than 200 feet to vegetation.
• Powder shall be burned, • Arty - not to exceed a total of 40 bags.• Mortars – not to exceed 100 increments.
• Units shall have fire extinguishers, water, and shovels at the burn site.• Units shall contact LONGRIFLE for permission prior to burning.• During FDRs of VERY HIGH and EXTREME, units shall remain at the
burn site for 30 minutes after the last burn, ensuring no fires have been started in the surrounding vegetation.
