Local Guard Force (LGF) Training U.S. Embassies and Consulates

DSA Detection provides comprehensive training focused on U.S. Embassy Command and Control (CAC) and checkpoint locations. DSA’s training covers screening systems and technologies, security operations and threat detection by guards. DSA’s course content is unparalleled due to our in-depth knowledge of U.S. Embassy Guard Force operations and screening technologies. Our courses offer extensive detail on threat detection to train guards how to identify various threats they may encounter, such as guns, knives, and bombs. DSA will also provide the Regional Security Officer with a detailed assessment of the LGF knowledge level in using the equipment and recommend equipment settings for optimized threat detection. The following is a schedule listing topics covered during an actual week long session, conducted in December 2014, at an eastern European embassy compound; Day 1: Administrative

DSA Detection Site Assessment Report:

Conduct assessment prior to commencement of training, which includes a complete review of the embassy equipment performance, followed by four days of training. The report will include recommendations on correct equipment settings for best probability of detection and LGF screening weaknesses with corrective actions.

DSA TIP/OTS Library Upgrade

DSA Detection advanced x-ray correct explosive simulants have allowed us to develop a comprehensive TIP/OTS library upgrade for the Smiths Detection X-ray systems. The library will allow you to train your guard force to a higher standard and expose them to threats not included in the Smiths Library. Over time your guards will become very familiar with the images in the Smiths Detection base library making the training less effective. The DSA upgrade will allow you guards to expand their training and let you reevaluate their scores and capability on more realistic threats.

Disadvantages of Smiths base image library: The smiths Library only contains 33 images that use the same IED circuit multiple times The blasting caps are not x-ray correct in the Smiths explosives library There are no Grenades of Pipe bombs in the Smiths Library All of the explosives alarm (red box) which is not what an operator will normally see in a real bag Only having 33 IED threats allows your guards to learn the images very quickly making the training less valuable when used over an extended period. DSA IED Library Advantages: The DSA library contains 90 plus images of IED is different configurations and types The DSA library contains metal and PVC pipe bombs The DSA Library contains U.S. and foreign grenades The DSA library have a mixture of alarms (red box) and no alarm which is more realistic The DSA Library IED’s are x-ray correct and all components (e.g. blasting caps) look like the real threat The DSA Library contains all of the different types of firing circuits that a Guard could potentially encounter. DSA Offers 3 levels of upgrade image libraries:

• Level 1: 90 plus images covering all of the different types of IEDs. These threats are presented in a way that allows the guards to see all of the components thus letting them start the learning process. The images are a combination of alarms (red box) and no alarm allow you guards to learn detection with and without the auto-detection feature. This alone re enforces the limitations of the x-ray system to AutoDetect an IED threat hidden in a bag with clutter.

• Level 2: 90 plus images covering all of the different types of IEDs but presented in an

angle that does not allow the guard to see all of the components. These images are more difficult and challenging to your guards and will teach them to find even the most difficult IED in a bag.

• Level 3: 70 plus IEDS that are concealed on a container (hair dryer, laptop, cell phone,

etc.) and are by far the most challenging type of IED threat to detect in an x-ray system.
