This document provides guidance for organisations seeking authorisation to provide meteorological reporting services for aviation in Australia.

Civil Aviation Regulations 1988, regulation 120 (CAR120) states:

120 Weather reports not to be used if not made with authority (1) The operator or pilot in command of an aircraft must not use weather reports of actual or forecasted meteorological conditions in the planning, conduct and control of a flight if the meteorological observations, forecasts or reports were not made with the authority of:

(a) the Director of Meteorology; or

(b) a person approved for the purpose by CASA.

Penalty: 5 penalty units.

(2) An offence against subregulation (1) is an offence of strict liability.

Note For strict liability, see section 6.1 of the Criminal Code.

Annex 3 to the Convention on International Civil Aviation – Meteorological Service for International Air Navigation (Annex 3) outlines the standards and recommended practices (SARPs) pertaining to meteorological services for international air navigation.

Annex 3, clause 2.1.4 states:

2.1.4 Each Contracting State shall designate the authority, hereinafter referred to as the meteorological authority, to provide or to arrange for the provision of meteorological service for international air navigation on its behalf.

In Australia, the Bureau of Meteorology (Bureau) is the designated Meteorological Authority.

In order for the Director of Meteorology (Director) to make an assessment of the application for authorisation of an aviation meteorological reporting service, it is a requirement that the interested applicant(s) provide documentation detailing the intention of the proposed services, procedures and processes that will be used as well as any other supporting material.

It is a requirement that all meteorological reporting service providers authorised by the Director will comply with Annex 3 SARPs and Australian Registered Differences with particular reference to the Technical Specifications in the Appendices to Annex 3. It is also a requirement that all meteorological reporting service providers authorised by the Director state in their Exposition of Compliance any differences against Annex 3 as well as reasons for the differences.

MET.1 Applicability

This document prescribes:

(1) information governing the authorisation and operation of organisations providing a meteorological reporting service for aviation; and

(2) the requirements governing the provision of meteorological reporting services for aviation.

MET.3 Definitions

In this document:

“Aerodrome Weather Observer” is a person who, having been trained and certified as competent, is authorised by the Director to perform aerodrome weather observations;

“AIP” means the Australian Aeronautical Information Package published by Airservices;

“Annex 3” means Annex 3 to the Convention on International Civil Aviation – Meteorological Service for International Air Navigation;

“BIP-MT” means the WMO Basic Instruction Package – Meteorological Technician;

“Bureau” means Australian Bureau of Meteorology;

“CAR120” means the Australian Civil Aviation Regulations 1988, regulation 120;

“CASA” means the Australian Civil Aviation Safety Authority;

“Chief Executive” means the person in whom the authority of the aviation meteorological reporting service authorisation is vested;

“Director” means the Australian Director of Meteorology;

"Erroneous meteorological information" means any meteorological information that is, or has the potential, to be outside the allowable accuracy or tolerance for that information;

“Exposition of Compliance” means documentary evidence of procedures, processes and standards applicable to the operation of the meteorological reporting service;

"Facility" means any system or equipment that provides an automatic function that supports a meteorological office or provides meteorological reports;

“ICAO” means International Civil Aviation Organization;

“Meteorological Authority” is the authority providing or arranging for the provision of meteorological services for international air navigation on behalf of a Contracting State. In Australia the Meteorological Authority is the Bureau of Meteorology;

"Meteorological observations" means the evaluation of one or more meteorological elements;

"Meteorological office" means an office designated to providing a meteorological reporting service;

"Meteorological report" means a statement, in support of aviation, of observed meteorological conditions related to a specific time and location;

"Meteorological reporting service" means a service for the supply of meteorological reports in support of aviation;

“QMS” means Quality Management System;

“Registered Differences” means any differences between the national practices of a Contracting State to the international standards contained in Annex 3, notified and registered with ICAO;

“SARPs” means the international standards and recommended practices as stated in the Annexes to the Convention on International Civil Aviation;

“Senior Person” means a person or persons who are responsible for ensuring that the applicant’s organisation complies with the requirements of this authorisation;

“SMS” means Safety Management System;

“Standard Operating Procedures” means a document specifying the procedures for the operation and maintenance of the meteorological reporting service;

“WMO” means World Meteorological Organization.

MET.5 Meteorological reporting services — authorisation required

MET.6 Meteorological reports

Organisations providing meteorological reports shall:

(1) utilise equipment that is suitable for the observations being made;

(2) employ a mechanism for checking the quality of data and systems; and

(3) ensure that personnel providing visual meteorological observations hold a Basic Instruction Package – Meteorological Technician (BIP-MT) qualification as defined by WMO or a current Aerodrome Weather Observer certificate as defined by the Bureau.

MET.7 Application for authorisation

Each applicant seeking authorisation as an aviation meteorological reporting service provider shall:

(1) consult Meteorological Authority document “MA.2 - Aviation Meteorological Reporting Services Authorisation Process”

(2) complete the form “MA.3 - Aviation Meteorological Reporting Services Application Form” and provide the Director with an Exposition of Compliance and/or Standard Operating Procedure as stipulated in section MET.79(1) and/or MET.103; and

(3) provide payment of the appropriate fee as applicable to their application as listed on “MA.13 - Meteorological Authority Fee Schedule”.

MET.9 Granting of authorisation

An applicant is entitled to authorisation as an aviation meteorological reporting service provider if the Director is satisfied that:

(1) the applicant meets the requirements of Part B of this document;

(2) the applicant, and the applicant’s senior person or persons required by MET.51 are fit and proper persons; and

(3) the granting of authorisation is not contrary to the interests of aviation safety.

MET.11 Privileges of certificate holder

(1) A meteorological reporting service certificate of authorisation specifies the types of services and the offices and facilities supporting the services that the service provider is authorised to provide.

(2) Subject to MET.105, the holder of a meteorological reporting service certificate may provide the service listed on the holder's certificate provided that for each

service the information supplied and the location of each service is listed in the certificate holder's Exposition of Compliance.

MET.13 Duration of authorisation

(1) Initial meteorological reporting service authorisation may be granted for a period of up to two (2) years and upon ending of that period a renewal granted for a period of up to three (3) years.

(2) The Meteorological reporting service certificate remains in force until it expires, is suspended or revoked or if the certificate holder requests termination.

(3) The holder of a meteorological reporting service certificate that expires or is revoked shall forthwith surrender the certificate to the Director.

(4) The holder of a meteorological reporting service certificate that is suspended shall forthwith return the certificate to the Director for amendment of the certificate classification.

MET.15 Renewal or amendment of certificate

(1) An application for the renewal or amendment of a meteorological reporting service certificate shall be made on the form “MA.3 - Aviation Meteorological Reporting Services Application Form”. MET.107 of this document provides details about the amendment of a meteorological reporting service certificate.

(2) The application shall be submitted to the Director with the appropriate fee payment before the application renewal date specified on the certificate or, if no such date is specified, not less than 90 days before the authorisation expires.

(3) Should the Director, through the Meteorological Authority Office, amend the requirements and/or details of the requirements of the Exposition of Compliance the applicant will be notified and requested to amend their Exposition of Compliance with a signed copy of the amended Exposition of Compliance forwarded to the Director. No fee will be charged for this service.

MET.51 Personnel requirements

(1) Each applicant for the granting of a meteorological reporting service certificate shall engage, employ or contract:

(a) A senior person identified as the Chief Executive who has the authority within the applicant's organisation to ensure that each meteorological reporting service listed in their Exposition of Compliance can be financed and carried out to meet the operational requirements, in accordance with the requirements prescribed by this document;

(b) A senior person or group of senior persons who are responsible for ensuring that the applicant's organisation complies with the requirements of this document. Such nominated person or persons shall be ultimately responsible to the Chief Executive;

(c) Sufficient personnel to plan, operate, supervise, inspect, and maintain the meteorological offices and facilities and provide the meteorological reporting services listed in the applicant's Exposition of Compliance.

(2) The applicant shall provide a statement signed by the Chief Executive on behalf of the applicant’s organisation confirming that the Exposition of Compliance and any included manuals which:

(a) will define the organisation and demonstrate its means and methods for ensuring ongoing compliance with this certificate; and

(b) will be complied with at all times.

(3) The applicant shall provide a list and organisational chart detailing the senior person or persons required by MET.51(1), including:

(a) names and titles;

(b) job descriptions, duties and responsibilities including matters for which they may deal directly with the Director on behalf of the organisation; and

(c) lines of responsibility and staffing structure at each office and/or facility.

(4) The applicant shall:

(a) provide documentation of the qualifications required and establish procedures to assess and maintain the competence of all personnel relevant to the provision of the meteorological reporting service provided;

(b) provide those authorised personnel with written evidence of the scope of their authorisation.

MET.53 Site requirements

Each applicant for the granting of a meteorological reporting service certificate shall establish procedures to ensure that:

(1) each of the meteorological offices and facilities listed in their Exposition of Compliance is:

(a) sited and configured with security measures designed to prevent unlawful or accidental interference; and

(b) provided with appropriate power supplies and the means to ensure the appropriate continuity of the prescribed service;

(2) each of the weather sensing facilities listed in their Exposition of Compliance is installed and maintained in a technically appropriate position to ensure that the facility provides an accurate representation of the local meteorological conditions.

MET.55 Communication requirements

(1) Each applicant for the granting of a meteorological reporting service certificate shall establish communication systems and procedures to ensure that each of the meteorological offices and facilities listed in the applicant's Exposition of Compliance can provide the meteorological reports for which it is intended.

(2) The communication systems and procedures must be appropriate for the required volume and nature of the meteorological reports being generated so that no information is delayed to the extent that it becomes out-of-date.

(3) The communications system shall ensure that the meteorological reports being provided are communicated securely such that the information cannot be interfered with. The form and type of security will be determined by agreement between the parties involved.

MET.57 Input requirements

Each applicant for the granting of a meteorological reporting service certificate shall:

(1) establish procedures to obtain input of meteorological observations appropriate for the meteorological reporting services being provided;

(2) determine that the standards and formats for the input of meteorological observations comply with the relevant WMO and/or ICAO standards and recommended practices and with Australian Registered Differences;

(3) establish procedures to ensure that each meteorological office and/or facility has adequate observing systems to supply accurate and timely meteorological reports.

MET.59 Output requirements

(1) Each applicant for the granting of a meteorological reporting service certificate shall:

(a) identify the output of the meteorological reports provided by each meteorological reporting service listed in their Exposition of Compliance; and

(b) determine that the standards and formats for the output of the meteorological reports comply with the relevant WMO and/or ICAO standards and recommended practices as well as Australian Registered Differences .

(2) The applicant shall establish procedures to ensure that the meteorological reports supplied by each meteorological facility comply with the standards and formats determined under paragraph MET.59(1)(b).

MET.61 Facility requirements

Each applicant for the granting of a meteorological reporting service certificate shall establish procedures to ensure that all electronic data processing facilities used in the acquisition, compilation, computing, access or dissemination of aviation meteorological reports are of a nature, configuration and capability to ensure the adequacy, accuracy and timeliness of that report.

MET.63 Documentation

(1) Each applicant for the granting of a meteorological reporting service certificate shall:

(a) hold copies of meteorological manuals, technical standards and practices, procedures manuals, log books and any other relevant documentation that is necessary for the provision of the meteorological reporting services listed in their Exposition of Compliance;

(b) ensure that documents remain legible and readily identifiable;

(c) ensure that documents of external origin are identified and their distribution controlled.

(2) The applicant shall establish a procedure to control the documentation required by paragraph MET.63(1). The procedure shall ensure that:

(a) the documentation is reviewed and authorised by appropriate personnel before issue;

(b) current issues of relevant documentation are available to personnel at all locations where they need access to such documentation for the provision of the meteorological reporting services;

(c) obsolete documentation is promptly removed from all points of issue or use, or suitable identification is applied to them if they are retained for any purpose;

(d) changes to documentation are reviewed, identified and approved by appropriate personnel; and

(e) the current version of each item of documentation can be identified to preclude the use of out-of-date editions.

MET.65 Verification, periodic inspection, testing and calibration

(1) Each applicant for the granting of a meteorological reporting service certificate shall establish procedures for:

(a) the routine verification of meteorological reports provided by the applicant;

(b) the periodic inspection of each meteorological office listed in the applicant's Exposition of Compliance; and

(c) the periodic inspection, testing and calibration of each facility listed in the applicant's Exposition of Compliance.

(2) The procedures shall ensure that:

(a) the systems required for the routine verification of meteorological reports have the required capability and integrity for verification;

(b) appropriate inspection equipment and systems are available to personnel for the inspection of each meteorological office;

(c) appropriate inspection, measuring and test equipment and systems are available to personnel for the inspection, testing and calibration of each facility;

(d) the inspection, measuring and test equipment and systems have the precision and accuracy necessary for the inspections, measurements and tests being carried out and are traceable to known national standards; and

(e) all meteorological facilities are calibrated and configured so that the sensors fitted yield, as far as possible, reliable, accurate and representative meteorological observations.

MET.67 Release of meteorological reports

(1) Each applicant for the granting of a meteorological reporting service certificate shall establish procedures for:

(a) the release of meteorological reports from each meteorological office listed in their Exposition of Compliance; and

(b) the placing of facilities listed in their Exposition of Compliance into operational service.

(2) The procedures shall ensure that persons authorised to supervise the production and release of meteorological reports and persons authorised to place meteorological facilities into operational service have been assessed as competent under the procedures required by MET.51(4).

MET.69 Notification of meteorological office or facility status

(1) An applicant for a meteorological reporting service certificate must establish procedures to notify the users of the applicant's meteorological reporting service, of relevant operational information and of any change in the operational status of each meteorological office or facility listed in the applicant's Exposition of Compliance.

(2) The applicant must ensure that the procedures established under paragraph MET.69 (1) include:

(a) the process by which the operational information for each of the applicant's meteorological reporting services are to be forwarded to the Director to arrange for publication in the Aeronautical Information Publication (AIP) Australia; and

(b) the method by which users and the Director are notified, without delay, of any change in the operational status of the meteorological facility or office if the change may affect the safety of air navigation. For those meteorological offices and facilities published in the AIP, the information concerning any change to their operational status may also require advice to the Airservices NOTAM office.

MET.71 Check after accident or incident

(1) Each applicant for the granting of a meteorological reporting service certificate shall establish procedures for checking the adequacy, accuracy and timeliness of any of their meteorological observations and reports that may have been used by an aircraft or an air traffic service involved in an accident or incident.

(2) The procedures shall ensure that:

(a) the checks are carried out as soon as practicable after notification to the applicant's organisation of such an accident or incident; and

(b) copies of the meteorological reports are kept in a secure location for possible use by any subsequent investigation.

MET.73 Malfunctions and erroneous information

Each applicant for the granting of a meteorological reporting service certificate shall establish procedures:

(1) to identify, record, notify, investigate and rectify any report of erroneous meteorological information;

(2) to identify, record, notify, investigate and rectify any detected malfunction in the facilities and meteorological reporting services listed in their Exposition of Compliance that may result in the supply of erroneous meteorological information;

(3) to notify without delay all users that have received the erroneous meteorological information;

(4) to notify the Director, within 12 hours, of those malfunctions that cannot be remedied within 72 hours;

(5) where applicable, to notify Airservices for the issuance of a NOTAM; and

(6) for the continuation of status reports in the event of erroneous information or malfunction at intervals as required by the Director.

MET.75 Records

(1) Each applicant for the granting of a meteorological reporting service certificate shall establish procedures to identify, collect, index, store, maintain and dispose of the records that are necessary for the supply of the meteorological reporting services listed in their Exposition of Compliance.

(2) The procedures shall ensure that:

(a) there is a record of all input meteorological observations obtained under the procedures required by MET.57 and consistent with MET.75(2)(b);

(b) there is a record of all output meteorological reports identified under MET.59(1)(a);

(c) the records specified in paragraph MET.75(2)(a) and (b) are retained for a period of at least 60 days or as agreed or required by the Director;

(d) there is a record for the performance of each meteorological office and facility listed in the applicant's Exposition of Compliance. A traceable history

is recorded of its maintenance, service and product quality, periodic inspections, and the persons responsible for each of these activities;

(e) there is a record of the equipment and systems used for verification, inspection, testing and calibration under the procedures required by MET.65. The record shall provide a traceable history of the location, maintenance, verification and calibration checks for the equipment and systems;

(f) there is a record of each occurrence of erroneous meteorological information reported and of each malfunction detected under the procedures required by MET.73. The record shall detail the nature of the erroneous meteorological information or malfunction and the findings of the investigation and the follow-up corrective actions;

(g) there is a record of each internal quality management review of the applicant's organisation carried out under the procedures required by MET.77. The record shall detail the element or activity of the organisation that was reviewed, the findings of the review and any necessary follow-up corrective and preventative actions;

(h) there is a record for each person who is authorised by the applicant to supervise the production and release of meteorological reports and for each person who is authorised by the applicant to place facilities into operational service. The record shall include details of their experience, qualifications, training and current authorisations;

(i) all records are legible, and of a permanent nature;

(j) all records other than those required by paragraph MET.75(2)(a) and (b) are retained for the period of the authorisation plus at least one year, or for a longer period as may be required by the Director, in order to establish a history of the performance of the meteorological reporting service.

MET.77 Quality management

(1) Each applicant for the granting of a meteorological reporting service certificate shall establish and implement a properly organised Quality Management System (QMS) or Safety Management System (SMS) comprising procedures, processes and resources necessary to provide for the quality management of the services being supplied to the users. The quality management system should be in conformity with the International Organization for Standards (ISO) 9000 series.

(2) The senior person who has the responsibility for the QMS or SMS shall have direct access to the Chief Executive on matters affecting the adequacy, accuracy and timeliness of meteorological reports.

MET.79 Organisation Exposition of Compliance

(1) An applicant for the granting of a meteorological reporting service certificate shall provide the Director with an Exposition of Compliance which shall contain:

(a) a statement signed by the Chief Executive on behalf of the applicant's organisation as defined in MET.51(2);

(b) details of the senior person or persons and provision of an organisational chart as required by MET.51(3);

(c) a summary providing:

(i) the location of each meteorological office operated by the applicant;

(ii) the location of each meteorological facility operated by the applicant that provides meteorological reports directly to the users; and

(iii) the meteorological reporting services provided by each of those meteorological offices and facilities.

(d) details of the applicant's procedures and systems required by:

(i) MET.51(4) regarding qualifications and competence of personnel;

(ii) MET.53 regarding site requirements;

(iii) MET.55 regarding communication requirements;

(iv) MET.57 regarding meteorological input requirements;

(v) MET.59 regarding meteorological output requirements;

(vi) MET.61 regarding facility requirements;

(vii) MET.63(2) regarding control of documentation;

(viii) MET.65 regarding verification, inspection, testing and calibration;

(ix) MET.67 regarding release of meteorological reports and the placing of facilities into operational service;

(x) MET.69 regarding notification of meteorological office or facility status;

(xi) MET.71 regarding checks after notification of an accident or incident;

(xii) MET.73 regarding malfunctions and erroneous information;

(xiii) MET.75 regarding identification, collection, indexing, storage, maintenance and disposal of records;

(xiv) MET.77 regarding the quality management system of the organisation;

(e) the provision of Standard Operating Procedures for each office or facility as required by MET.103; and

(f) procedures to control, amend and distribute the Exposition of Compliance as required by MET.107.

(2) The applicant's Exposition of Compliance must be acceptable to the Director. The Exposition of Compliance may be provided in a form agreed by the Director. This may include an electronic copy and/or a hard copy.

MET.101 Continued compliance

Each holder of a meteorological reporting service certificate shall:

(1) hold at least one complete and current copy of their Exposition of Compliance for each meteorological office specified in their Exposition of Compliance in electronic and/or hard copy;

(2) comply with all procedures and systems detailed in their Exposition of Compliance;

(3) make each applicable part of their Exposition of Compliance available to the organisations and personnel who are required to carry out their duties that relate to the meteorological reporting service provided;

(4) continue to meet and comply with the requirements of Part B prescribed for authorisation;

(5) notify the Director of any change of details, such as addresses for email, service, telephone number, or facsimile number required using the form “MA.3 - Aviation Meteorological Reporting Services Application Form” within 28 days of the change.

MET.103 Standard Operating Procedures

Each holder of a meteorological reporting service certificate shall provide a set of Standard Operating Procedures (SOP) for each meteorological facility listed in their Exposition of Compliance.

(1) The SOP shall set out the procedures for the operation and maintenance of the meteorological office and/or facility and shall include:

(a) MET.51(2) a signed statement from the company CEO or designee confirming that the SOP will be complied with;

(b) MET.51(3) regarding an organisational chart and details on senior persons responsible for the meteorological reporting service being provided;

(c) MET.51(4) regarding procedures to assess and maintain the qualifications and competencies of personnel who work directly with the AWS;

(d) MET.53 regarding details of site security and power supplies;

(e) MET.55 regarding details of the communications systems and procedures to rectify any faults;

(f) MET.63(2) regarding detail of the procedures related document control of the availability, amendment, revision, identification and distribution of the SOP;

(g) MET.65 regarding details of verification, periodic inspection, testing and calibration processes with particular reference to daily and weekly check routines, staff training and qualifications and record keeping of check routines;

(h) MET.69 regarding details of the process of notification of meteorological facility status;

(i) MET.71 regarding details on the procedure to perform a check after an accident or incident ;

(j) MET.73 regarding details on the procedure to notify users of malfunctions and erroneous information;

(k) MET.75 regarding details on the procedures to identify, collect, index, store, maintain and dispose of records related to the meteorological reporting service named in the SOP;

(l) MET.77 regarding provision of a QMS or SMS; and

(m) MET.107 regarding details on the procedures related to changes to the certificate holders details.

(2) The SOP shall be made available for inclusion in the audit process.

MET.105 Limitations on certificate holder

The holder of a meteorological reporting service certificate shall not:

(1) provide meteorological reports where the meteorological input information required to provide that report is not available; or

(2) provide meteorological reports where the operational performance of the meteorological facility producing that report does not meet the required standards; or

(3) provide meteorological reports where any integrity monitoring system associated with that report is not fully functional; or

(4) provide meteorological reports where any required verification, inspection, test or calibration relating to that report has not been completed; or

(5) provide meteorological reports where there is any cause whatsoever to suspect the integrity of that report.

MET.107 Changes to certificate holder's details

(1) Each holder of a meteorological reporting service certificate shall ensure that their Exposition of Compliance and/or SOP is amended so as to remain a current

description of the holder's organisation and meteorological reporting services provided.

(2) The certificate holder shall ensure that any amendments made to the holder's Exposition of Compliance and/or SOP meet the applicable requirements of this certificate and comply with the amendment procedures contained in the holder's Exposition of Compliance.

(3) The certificate holder shall provide the Director with a copy of each amendment to their Exposition of Compliance and/or SOP as soon as practicable after its incorporation into the Exposition of Compliance and/or SOP but no later than 28 days after the amendment.

(4) Where a certificate holder proposes to make a change to any of the following, prior notification to and acceptance by the Director is required:

(a) the Chief Executive;

(b) the listed senior persons;

(c) the meteorological reporting service the holder provides;

(d) the locations covered by each of the meteorological reporting services the holder provides.

(5) The Director may prescribe conditions under which a certificate holder may operate during or following any of the changes specified in paragraphs MET.107(3) and (4).

(6) A certificate holder shall comply with any conditions prescribed under paragraph MET.107(5).

(7) Where any of the changes referred to in this document require an amendment to the authorisation, the certificate holder shall forward the certificate to the Director as soon as practicable.

(8) The certificate holder shall make such amendments to the holder's Exposition of Compliance and/or SOP where the Director considers this necessary in the interests of aviation safety.

(9) Certificate holders wishing to make amendments to their organisation details, Exposition of Compliance and/or SOP as prescribed in this section should notify the Director using the form “MA.3 - Aviation Meteorological Reporting Services Application Form”.

MET.109 Safety inspections and audits

(1) The Director may in writing require the holder of a meteorological reporting service certificate to undergo or carry out such inspections and audits of the

holder’s meteorological offices, facilities, documents, and records as the Director considers necessary in the interests of civil aviation safety and security.

(2) The Director may require from the holder of a meteorological reporting service certificate such information as the Director considers relevant to the inspection or audit.
