1. General information

Access to designated areas of the airport by vehicle or on foot requires the consent of Fraport AG. As proof of its consent, Fraport AG issues Airport ID Cards and Vehicle ID Cards. Every individual working at Frankfurt Airport and every vehicle operated at Frankfurt Airport requires an ID Card. As a rule, only one ID Card is issued to each individual and vehicle.

2. Applying for an Airport ID Card

Applications for Airport and Vehicle ID Cards must be submitted to the Airport ID Card Service Center (SCF) of Fraport AG in writing. When available, the respective forms supplied by Fraport AG for this purpose (http://www.fraport.com/en/business-partner/services/airport-id-cards.html) must be used. To ensure applications for ID Cards are processed quickly and properly, applicants must enter all the information required on the form digitally and sign it. Each application will be reviewed individually and must state the reasons why an ID Card is being requested. There is nolegal entitlement to issuance of ID Cards or specific authorization. All ID Cards are the property of Fraport AG.

Please refrain from inquiring about the status of your application. The company submitting the application will be notified via e-mail once processing has been completed. For activities inside the security areas, a background check will be conducted by the Frankfurt Police Department n as the relevant aviation authority. In such cases, processing may take up to four weeks.

3. Training

Aviation security training:On April 11, 2008, the German Aviation Security Training Act (LuftSiSchulV - Luftsicherheits-Schulungsverordnung) went into effect. In particular,it specifies how training is to be conducted for security personnel who perform aviation security tasks in accordance with Section 8 and/or Section 9 of theGerman Aviation Security Act (LuftSiG - Luftsicherheitsgesetz). Furthermore, Section 8 of the LuftSiSchulV - in conjunction with the Decree on Air Security issued by the German Federal Ministry of the Interior on October 31, 2013 - requires both airport operators and air carriers to train “individuals other than passengers who require unaccompanied access to security areas” as well. Training for this group of individuals consists of a three-hour theoretical lecture followed by a test.

Basic safety training:In accordance with Regulation (EU) No. 139/2014, Fraport AG, as an aerodrome operator, is required to introduce and maintain a managementsystem that incorporates a safety management system. Among other things, the safety management system must encompass a safety trainingprogram that ensures that personnel involved in the operation of the aerodrome are trained and competent to perform the safety managementsystem duties.

This means that all internal and external holders of red and yellow Airport ID Cards must successfully complete at least basic safety training and pass the subsequent test before authorization to access the apron area is issued or renewed.

For that reason, effective August 1, 2017, every individual requesting a red or yellow Airport ID Card is required to complete basic safety training in addition to aviation security training before being issued an ID Card.

4. According to Section 7, para. 2, sentence 3, of the German Aviation Security Act (LuftSiG - Luftsicherheitsgesetz), applicants must beprovided with the following information concerning background checks:

The competent aviation authority is the Frankfurt Police Department. Information is collected, processed, and used for purposes of background checks.The following agencies and authorities may be involved in performing background checks: police departments and intelligence services of each German state, the Federal Criminal Police Office, Customs Investigation Bureau, Bundesamt für Verfassungsschutz (federal intelligence service), Bundesnachrichtendienst (foreign intelligence service), Military Counter-Intelligence Service, Federal Commissioner for the Records of the State Security Service of the Former German Democratic Republic, Central Criminal Registry, Foreign Criminal Registry, foreigner registration offices, airport operators, air carriers, current employer, and law enforcement agencies. If there are any concerns, the aviation authority can request that applicants themselves provide additional information, if need be submitting records from previous countries of residence. The aviation authority will notify the data subject, his or her current employer, the airport operator, air carrier, or air navigation company, as well as any federal or state police departments or intelligence services of the results of the background check. The findings on which the results are based may not be shared with the current employer. Other information may be shared with the current employer, provided it is required to conduct court proceedings in connection with a background check.Under section 18 of the LuftSiG, any individual deliberately or negligently making false statements in violation of Section 7, para. 5, sentence 3, of the LuftSiG is committing an offense. Such offenses are punishable with a fine of up to 10,000 euros.

Part A - Personal data of the applicant

I hereby agree that:- My personal information for this application and any future applications will be stored electronically.

I hereby affirm the following:- The Airport ID Card will be used by me only and only for official purposes related to the assigned task.- I will store the Airport ID Card in a safe place and will report any suspected or actual loss immediately to the

Safety & Security Control Center of Fraport AG (phone: 069 690-22222).- Technologically secured access points opened using my ID Card will be traversed by me alone.- ID Cards are the property of Fraport AG. As such, they must be returned to the owner immediately when they are no longer valid or other

conditions for possessing one are no longer met.- I understand and acknowledge the Airport User Regulations and the ID Card Regulations.

Under Section 18 in conjunction with Section 10 of the German Aviation Security Act (LuftSiG), any individual using an (Airport) ID Card in the following manner is committing an offense:- Deliberately or negligently failing to wear the Airport ID Card visibly when in restricted areas.- Lending it to a third party- Failing to return the ID Card in a timely manner or not returning it at all- Failing to report the loss of the ID Card in a timely manner or not reporting the loss at all- Using the card to gain unauthorized access to restricted areas for himself/herself or a third party

To enable prosecution of such offenses, the necessary information may be shared with the competent authorities. Such offenses are punishable with a fine of up to 10,000 euros.

Part B - Background check (for ID Cards granting access to the security area)

I hereby agree that:- I will be subjected to a background check on the basis of Section 7 of the German Aviation Security Act (LuftSiG – Luftsicherheitsgesetz).- For the purpose of a background check, my information may be shared with and stored by the Frankfurt Police Department as the relevant

aviation authority.- For the purpose of recertification my information can be submitted to the relevant aviation authority and stored electronically without additional

consent.- The agencies and authorities involved in accordance with Section 7, para. 2, sentence 3, of the LuftSiG will share any findings relevant to

security with the competent aviation authority.- The aviation authority will obtain information from law enforcement agencies if there are any concerns about my trustworthiness.

If the applicant has lived outside Germany for more than six months over the past five years, the application must be accompanied by a(european) certificate of good conduct in German or English (certified translation). Failure to attach this certificate will result in the rejection ofthe application to prevent the early termination of the background check by the responsible aviation authority.

Part C - Data of applicant company

The company submitting the application affirms that:- The information provided by the applicant is complete and matches that found on his or her personal identity document as indicated above.- The Airport ID Card is necessary for the performance of official duties.- The request for personnel access will be made for only those areas that must actually be entered to perform the work.- The ID Card(s) will be properly returned.

The company submitting the application confirms that:- The applicant possesses any required work and/or residence permits. These documents must be presented to the Airport ID Card Service Center

(SCF) of Fraport AG upon request.- It will bear the cost of processing the application and issuing the Airport ID Card, the fees for a requested background check and recertification,

the fees for failing to return any ID Cards on time, and basic safety training (the current list of service charges is available at www.fraport.com).- It will notify the Airport ID Card Service Center (SCF) of Fraport AG if the company’s employment relationship with the holder of the ID Card

terminates, the individual is no longer employed at the airport, or if the employee no longer meets the requirements for possessing the ID Card.

The individual signing below is authorized to sign on behalf of the named company. The Airport ID Card Service Center (SCF) of Fraport AG has a specimen signature on file. The Airport ID Card Service Center (SCF) of Fraport AG has a declaration of commitment containing current company information on file. The work at Frankfurt Airport has been approved by Fraport AG.

Part D - Client commissioning work at Frankfurt Airport

- The company submitting the application is working for Fraport AG or another company based at Frankfurt Airport.
