1. General

1.1 Summary of the Project

Ghar Khola Hydroelectric Project is a run-of-river (ROR) project located in Annapurna

Rular Municipality (formerly Shikha and Ghara VDC), Myagdi District, State No. Four (4) of

Nepal. The project area lies within very famous trekking route of Annapurna circuit near

Tatopani bazaar. The project has an installed capacity of 14.00 MW with design discharge of

3.46 m3/sec. The rated net head of 482.38 m produces 78.094 GWh hydroelectric annually.

Geographically, the project area lies in between longitudes 830 38’ 00’’ E to 83° 40’ 20” E

and latitude 280 27’ 00’’ N to 28˚ 29’ 05” N. The proposed Headworks is located in

Kurilabagar and power house is located at Pokharebagar, on the left bank of Kaligandaki

river, about 300m downstream from the confluence of Kaligandaki and Gharkhola. Ghar

khola is one of the major tributaries to Kaligandaki river.

Physiographically, the project area belongs to the Lesser Himalayan Zone of Western Nepal

and lies in between 1160 m to 1660 m above mean sea level. The project area is about 302

km from Kathmandu, including 281 km black topped road upto Beni, the headquarter of

Myagdi district and 21 Km earthen road from Beni to the Pokharebagar, on the way to Beni

Jomsom Highway. The Beni – Jomsom highway is being upgraded, which is a part of

Kaligandaki corridor. An existing 6 km rural road connects Ghara Village to Pokharebagar,

which is under maintenance, at present. Additional 2km road is to be constructed from

Birauta (3KM from Pokharebagar) to project headworks site, the Kurilabagar. For headrace

outlet portal, 500m road is to be constructed from Deurali, the proposed bunker house

location, which is nearly 5KM from Pokharebagar. Regular bus service is available from

Kathmandu, Pokhara and Beni to project site.

2. Project Implementation

2.1. Funding

Nagarik Urja Butwal Ltd. is investing the equity part of the project, however the

local people will be encouraged to invest in the company. The ratio of debt and

equity will be 70:30 of the total project cost of NPR 2,415.82 Million. The Syndicated

Loan Agreement (SLA) between Myagdi Hydropower Private Limited (as a Borrower) and

NMB BANK LIMITED (as the Lead & Agent Bank) and NIC ASIA BANK LIMITED &

KAILASH BIKAS BANK LIMITED (as Participating Banks) has been completed on

Thursday, 6th April, 2017 AD (2073-12-24 B.S.). NMB Bank Ltd., NIC Asia Bank Ltd., and

Kailash Bikas Bank Ltd., shall finance the said project under a Consortium; however in due

course of time, other Banks/FIs can participate to finance the Project under the Consortium,

with maximum term loan limit of NPR 1,690 Million, but not exceeding debt equity mix of

70:30.

2.2 Work Schedule / Work Program

It is targeted to start the full fledge construction of project by end of November,

2017 in site. But the contract packages as stated in Clause (1.3) Project Contract

3 Work Progress

3.2 Monthly Progress

3.2.1 Civil Works

3.2.1.1 Infrastructure Works

Site office and Permanent Construction Facilities

A private house in the vicinity of Powerhouse has been rented to establish the project site

office, and staff camp, which will serve for the purpose until the permanent project site office

building are constructed. The location for bunker house and army camp has been finalized, the

construction work will be started following this rainy season. The permanent camp will be

constructed in Pokharebagar, nearby powerhouse area. Negotiations with the land owners are

being carried out, for the procurement of land.

Access Road

The Powerhouse is located beside the Beni – Jomsom highway which needs no separate

access road.

The road from Pokharebagar to Ghara village is under improvement by the local

community and MHL has partially supported the work.

The road from Birauta to Kurila bagar (HW site) is under construction. And excavation

has reached nearly halfway. Involvement of local people has been prioritized for the

construction of protection works.

Alignment for the road from Deurali to Headrace outlet portal has been selected, the

construction for which will commenced soon after monsoon.

Talks for the road, connecting Hallekharka to mid - section of penstock alignment is also

under progress.

3.1.1.2 Headworks

The Headworks of the project is located in Kurila bagar. The Weir is ogee shaped free

overflow with 25m length and 12m height. It is associated with frontal intake and

undersluice. Intake is followed by a 14.25 m long, 3.0m wide and 1.4m high gravel trap.

The design, quantity estimation, rate analysis and preparation of bills of quantity for

the headworks had been completed by the consultant and is under review by the

individual expert. Construction material testing from the headwork’s quarry has been

completed, however, few more sites has been identified for the quarry of construction

materials which will be tested in near future. Hydrological study, sediment analysis,

etc. are being carried out.

3.1.1.3 Desanding basin and flushing

Two equal and parallel settling chambers with effective length of each chamber 40m,

width 5.0m and depth 2.0m. Thre is 30.5 m long flushing box culvert with size 1.5m x

1.0 m to flush sediment deposited into the downstream river course.

All the geotechnical, geographical and sediment analysis tests had been completed

including the detail design, quantity estimation, rate analysis and detail construction

drawings has been completed. The report from the consultant is under review by the

individual consultant.

3.1.1.4 Headrace Canal and Headrace tunnel

Headrace Canal

There is 233.2m long RCC closed headrace canal to convey the design discharge from

desander to tunnel inlet portal. The size is 2.0 m width and 2.0m depth.

Headrace Tunnel

There is 2979m long inverted D shaped tunnel with the finished size 2.4m (W) and

2.6m (H). There are only two excavation faces from inlet and outlet portal no

intermediate audit. The bed slope of tunnel is 1: 2000 and 1: 1000. The geophysical

investigations for the HRT has been completed and the design of the tunnel has also

been completed along with quantity estimation, cost estimation and BoQ preparation.

The documents area being verified by an independent consultant.

3.1.1.5 Surgetank

The effective Size of Surge tank is 15m high and 4.0m diameter, inclined to the

excavated slope for the tunnel outlet portal. The full supply level of the surge is El.

1655.00 m. The design, quantity estimation, cost analysis and BoQ preparation has

been completed.

3.1.1.6 Penstock pipe

There is 1200m long 1.2m internal diameter penstock pipe the thickness of which

vary from 8mm to 36mm. The proposed penstock is surface type with 18 numbers of

anchor blocks.

3.1.1.7 Powerhouse and Tailraces

A surface type powerhouse with the dimension of 29.5m length, 18.22m width and

14.0m height shall be constructed in Pokharebagar adjacent to Beni Jomsom Highway.

About 56m long 2.0m wide and 2.0m deep tailrace canal is proposed to drop the

water to Kaligandaki river from the powerhouse.

The detailed design is continued by CEAPAD Hydro Consultants (P.) Ltd. and

construction shall be started from February 2018.

3.1.2 Hydro – Mechanical Works

The hydro – mechanical works includes steel penstock pipes, gates and stoplogs,

trashracks, bends, expansion joints and base plates etc.

The work includes 1200m long penstock pipe, eighteen (18) expansion joints, ten (10)

gates at headworks and two (2) gates at tailrace. There are 10 stoplogs and 3

trashracks with a surge pipe.

The detailed design is being continued by CEAPAD Hydro Consultants (P.) Ltd. which

then be reviewed and procurement process will be started.

3.1.3 Electro-Mechanical Works

The electro- mechanical works include turbines, generators, transformers, governors,

control system and communication system.

There are 2 horizontal axis pelton turbines each having capacity of 7000 kW at the

rated speed of 600 rpm, 2 sets of synchronous brushless three phase horizontal axis

8235 kVA capacity generators and 8500kVA, 6.3/132 kV, 50 Hz 2 step up

transformers.

The detailed design is continued by CEAPAD Hydro Consultants (P.) Ltd. and

contract shall be concluded once the design is reviewed.

3.1.4 Transmission Works / Interconnection facilities

6 km long 132kV transmission lines from powerhouse to Dana Hub, Myagdi was

proposed to transmit the generated power. However, due to lack of construction

space in Dana, difficult topography, minimum line loss, easiness in construction and

low initial cost we have planned to evacuate the generated power through 33 kV

transmission to Dana substation. The application process for the 33kV has been

submitted to the Grid connection department, NEA.

The detailed study is being continued by CEAPAD Hydro Consultants (P.) Ltd. and

contract shall be concluded after reviewing.

3.1.6 Study, Investigation and Test

Hydrological and Sedimentation Study

Myagdi Hydropower Limited has engaged Recham Consult Pvt. Ltd. for the hydrological and

meteorological study of Ghar Khola HEP. The consultant had establish the discharge gauge for

flow measurement in Gharkhola Headwork area. It has also installed the raingauge in Ghara

Village to record, measure and correlate the precipitation to Gharkhola discharge.

The Sediment samples from 15th June – 15th August 2016 has been examined and the report

has been submitted.

Geological and Geotechnical study

The company has awarded the agreement to Centre for Geo-environment and Engineering

Research Pvt. Ltd. Khichapokhari, Kathmandu, for the geophysical investigations (ERT, SRT,

MAM and MASW) of the Ghar Khola project site, in January, 2017. The Consultant has

completed the field works and final report has been submitted to the Client according to

which the final design has been revised.

Detailed Project Report, Detailed Design and Tender Documents

The Detailed design and tender documents preparation works has been undertaken by

CEAPAD Hydro Consultants (P.) Ltd. Mahalaxmisthan, Lalitpur. The design consultants is

guided by Dr. Hari Shankar Shrestha, Headworks expert and Mr. Subas Sunuwar, Expert in

Geology and Tunneling. All these documents are in the final stage of completion.

4 Environmental Issues

The project is located in Annapurna Rural Municipality under the management of Annapurna

conservation area managed by NTNC/ ACAP.

The Environmental Impact Assessment (EIA) Study of Gharkhola Hydroelectric Project for 8.3

MW had been completed and approved by the Ministry of Science, Technology and

Environment, Government of Nepal. The supplementary EIA for the additional 5.7 MW is in

5 Details of Construction Materials/ Goods Stocks/ Human Resources

Mobilization /Staffs /labor / Contractors manpower/ equipment at site

The company is planning to award the contract of all lots as stated in 2.3,

Procurement Schedule. The employer’s temporary camp has been established at

Pokharebagar, however the construction of permanents camps will be started after

Kartik, 2074.

Other remaining sub components like materials, equipment, human resource and

labor shall be at site once the contractor will start the construction activities.

Two excavators has been mobilized to site, and working since end of Jestha, 2074 for

the construction of access road to Headworks area.

5.1 Construction Schedule

The Construction Schedule has been attached in ANNEXURE – 1.

5.2 Reports of Concrete testing

Concrete testing shall be provided after the civil contract is awarded to the

contractor.

6.0 Contractual Matters, if any

Till date only two contracts has been awarded:

I. Consulting Services for Ghar Khola Hydropower Project, &,

II. Contract for Approval of Liscence, Supply & Security Arrangement for Explosive

Management of Ghar Khola Hydroelectric Project, Ghara & Shikha VDC, Myagdi.

The first contract has been awarded to CEPAD Hydro Consultants, Mahalaxmisthan,

Lalitpur, on 28 Marga, 2073. And the second contract has been awarded to Integrated

Energy Management group Pvt. Ltd., Kathmandu metropolitan City – 10, Buddhanagar,

Kathmandu on 16th Chaitra, 2073.

7.0 Cost Estimate, Disbursement/ Cash flow and Interim Payment

Total project cost with interest capitalization is NRS. 2,415,825,131.88 in the exchange rate of

1 US $ in NRs.110.The break-up of Project Cost is as under;

7.2 Disbursement/ Cash flow

contractor requested for the payment after construction started in site.

8.0 Forced Majeure and other factors affecting in Project Progress.

Our primary focus was to construct the Access road to various work fronts since the very

beginning of the year 2074. But, our efforts was hindered by the local election and the

following monsoon season. The Force Majeure events has been enlisted as follow:

Force Majeure event 1.0

From 1 Baishakh, 2074 to 31 Jestha, 2074,

Due to local level election held on 31 Baisakh, 2074, all the local people were busy in election

related activities, which made us difficult to negotiate with them for the matters related with

access road and land procurement.

Force Majeure event 2.0

From 18 Jestha, 2074 to till date,

The project area is among the heavy precipitation areas of Nepal, with monsoon starting from

early June. We had started to excavate the access roads, due to heavy rainfall at the site, the

freshly excavated slopes became unstable, and on the request of local concerned people we

were forced to stop the construction works. Furthermore, the access road from Beni to

pokharebagar was also deteriorated at various locations, making impossible for the

transportation of construction materials from other part of the country.
