Annual Electric Generator Air Emissions Report Background
• NOX, SO2 and CO2 Emissions – Total emissions by state (in kTons) and annual system emission rates – ISO New England generators, not including behind the meter generators
• Marginal Emission Rates – Locational Marginal Unit (LMU), LMP-based method of identifying marginal
units
• Data Sources – U.S. EPA Clean Air Markets Database (CAMD)
• 2014 included 47% of total power plant emissions for NOX, 83% for SO2, and 74% for CO2
– For units without U.S. EPA CAMD emissions • NEPOOL Generator Information System (GIS) monthly data • U.S. EPA’s latest eGRID database or historically assumed emission rates based on
unit type and age

Overall Summary 2013 to 2014
• New England System – Less energy was generated – Mild summer demand – Demand was served by more imported energy and less coal-fired
resources
• System Emissions – NOX & CO2: Total (ktons) and rates (lb/MWh) have small changes (+5%) – SO2: ~30% in total (ktons) and rates (lb/MWh) which was primarily
driven by decrease in coal generation
• Marginal Emissions – NOX (~14%), SO2 (~19%), CO2 small change (+2%) – Primarily driven by additional oil-fired resources on the margin – Continued trend of higher winter marginal emission rates and lower
summer marginal emission rates

• Net Energy for Load decreased 2% – 129,377 GWh in 2013 to 127,176 GWh in 2014
• System Generation decreased 3% – 112,040 GWh in 2013 to 108,357 GWh in 2014
• Net Flow Over External Ties increased 9% (importing) – 18,961 GWh in 2013 to 20,696 GWh in 2014
• Summer Peak Demand decreased 11% – 27,379 MW in 2013 to 24,443 GWh in 2014 – Weather normalized peak increased from 27,835 MW in 2013 to 27,970 MW in 2014
• Generation by Primary Fuel Types (from 2013 to 2014) – Coal-fired units decreased by 19% – Oil-fired units increased by 87% – Natural gas-fired units decreased by 8%

Marginal Emissions Analysis Overview
• Locational Marginal Units (LMUs) are identified by Locational Marginal Price (LMP) – Based on historical real-time generation dispatch records – Not a fuel-type based assumption: that all natural gas and
oil units are marginal
• Marginal emissions calculated for two scenarios: – All LMUs – Emitting LMUs

Marginal Emissions Analysis Marginal Unit Scenarios
Marginal Emission Analysis results for 2009 (earliest year with available data) through 2014 have been calculated for the following scenarios:
1. All LMUs – Includes all Locational Marginal Units identified by the LMP – Reflects all hours in a calendar year and units that have and don’t have
associated air emissions
2. Emitting LMUs – Excludes all non-emitting units, such as pumped storage, hydro-electric
generation, external transactions and other renewables (such as wind, etc.) with no associated air emissions
– Reflects only hours in a calendar year when there are emitting units (has air emissions) marginal and excludes the impact of non-emitting units on the margin
