Rensselaer County Legislature:

Urges the New York State Public Service Commission

to Investigate Fees – The Legislature is calling upon the

New York Public Service Commission to look into the newest

modem fee tacked on to residents monthly bills. The Minority

Office emphasizes that customers do have a choice; they can

continue to lease the modem provided by Time Warner Cable or

purchase their own from a third-party retailer and won’t be

charged the fee.

Urges the Governor and State Legislature to Enact

Meaningful Reforms to Pre-school Special Education -

New York State’s Pre-School Special Education program provides

essential services like speech, physical and occupational therapy

to children between the ages of three and five years of age

who have special needs. The challenge of the program in New

York is that it is misaligned between the payer and the provider

of services. Counties have no real role in the preschool special

education program, yet counties pay 40.5% of the costs.

Introduced Legislation - This Legislative Body requests State

law makers to provide comprehensive mandate relief during

2013 to ensure counties and local governments do not continue

to be over-burdened by unfunded state and federal mandates

and to ensure local budget stability and protection of needed

local services.

Advocates for Rensselaer County Residents and New

York State – The New York State Thruway Authority recently

proposed a major toll increase without opportunity for public

comment, and without convenient or accessible public hearings

for residents and business affected by the proposed increase.

Acting in the best interests of the residents, the Rensselaer

County Legislature requests a series of public hearings to be

held across the state for any future toll increase or other state

increase.

Next Meeting - The Legislature will hold its next meeting,

Tuesday, February 12th, at 5:30 PM in the Legislative Chambers,

located on the 3rd Floor of the Ned Pattison Government Center.

The performance must also include two songsthat are accompanied by some type of choreographedmovement.Team Balsa must design and build a structure made of onlybalsa wood and glue that will balance and support as muchweight as possible. Before weight placement begins, the teammust present a commercial that includes the structure rollingdown a ramp. The structure will be scored for how far it rollsand for how much weight it holds. The team must also integratethe placement of the weights into the performance.

Merola is strongly urgingRensselaer County residents to process their registrations andrenewals through County DMV after NYS DMV Processingcenters reported major problems in registration processingequipment that is preventing these centers from issuingregistration and sticker documents paid for after January 1,2013. “Due to defective document supply, anyone sending aregistration or a renewal through the Utica processing center isreceiving a letter from DMV stating that although theirtransaction has been processed, they cannot send anyregistration window sticker until they receive the new documentsupply. As a result, these drivers are in danger of being stoppedby law enforcement and ticketed for driving an unregisteredvehicle due to the state’s error.”NYS DMV is instructing drivers to keep a copy of this letter withthe most recent registration to present to law enforcement inthe event of being stopped; a procedure Mr. Merola doesn’tthink goes far enough to protect the driver. “Hopefully, lawenforcement will accept this letter and not issue tickets fordriving without a registration. But the onus is still on the driverto prove that they processed the registration and if they forgetthis letter, they will more than likely be ticketed for a violation.I sincerely hope that the state would send these affected driversa temporary registration to cover the period of time until theyreceive their permanent registration.”Mr. Merola proposes a simple solution for County drivers aboutto register or to renew a registration. “I urge all county driversto utilize County DMV in Troy for all their DMV business, includingregistrations and renewals. By registering and/or renewing inTroy, you will receive your registration form and stickerimmediately. You will not have to wait weeks for some letterstating that although the transaction is complete and yourmoney taken, they are unable to process at this time. THE BLOOMINGROVE SCHOOLEducation was very important to early settlers of NorthGreenbush. We are fortunate to have a building still in existencewhich may have been the first school in the town. Today thebuilding serves as an office for a CPA firm and is located twodoors down from the Bloomingrove Reformed Church.It is an example of the style of building often used for meetinghouses in the Albany area in the 18th and early 19th century.The building is a small, one story square shaped structure witha hipped roof, octagonal central cupola with arched openings.You can see it from the parking lot of the Stewart’s store inDefreestville.The structure dates from 1809-1820 and was used as a schooluntil the late 1930’s or early 40’s. If anyone knows the exactdate, please let me know (283-6384).Before schools were established, I imagine schooling wasundertaken by individual families. I have a copy of a receipt toPeter Defreest dated January 1, 1797 for teaching his daughterCatrina writing and spelling. We also must remember that manypeople, both male and female, could not read or write.The property was deeded to the school trustees in 1809. Theindenture states that “the inhabitants of the neighborhood areanxious and desirous to erect a house for the education andinstruction of youth and the promotion of the gospel.”This last phrase is important: early schools were taught by thelocal minister. In this case, the teacher was probably Rev.Nicholas J. Marselus who served as pastor for the BloomingGrove Reformed Church when it was built in 1817.The early classes were taught in Dutch because the heritage ofour earliest settlers was Dutch. Several years ago I took agroup of Cub Scouts on a walking tour of the area. I told themthe Dutch Pastor taught the school children and the languagetaught was Dutch. I asked them where the settlers came from.One boy answered “Dutchland!” Oh well, he had the right idea.By the late 1920’s costs for running the school increased from$1,800 to $2,800 in one year. The trend in education was toconsolidate schools into larger districts. This would impact bothBloomingrove and Bell Top School, but that is a story for thenext article.

DRAMATIC FINAL ACT

It was a dramatic final act for the Village Stage. The theatergroup operating in Troy has decided to call it quits. Joe Starzykwho has been the president for the last 18 months says, “Itisn’t a sad day, but a happy one. When we took over 18months ago, the group was broke and had been performing todwindling audiences. We were profitable and played to nearlysold out venues. Aside from that, we were able to provideseveral free performances and provided a rising playwrightsscholarship to a student from Ichabod Crane.”As part of the dissolution, the group was able to provideextensive financial help to deserving groups. Soul RebelPerformance Troupe, Averill Park High School Drama Club andARC of Rensselaer County were the beneficiaries. “We reallywanted to support deserving groups that were doing somethingdifferent. And we are thrilled to help provide opportunities tominority actors, disabled actors and a local high school dramaprogram.”Going forward, Starzyk will continue to produce plays asfundraisers under the title of Starzyk Play Productions.

The Troy Public Library and HVCC are pleased to announce theprogram, “The Capital Region’s Role in the Story of the U.S.S.Monitor,” presented by Dr. P. Thomas Carroll, executive directorof the Hudson Mohawk Industrial Gateway in Troy, at 6:30 pmon Monday, February 11th, 2013, at the Main Library.The 1862 Civil War encounter between the U.S.S. Monitor andthe C.S.S. Virginia, known as the “Battle of the Monitor andthe Merrimac,” is generally agreed to be the world’s first militaryengagement between two ironclad vessels. The circumstancesof this battle changed the course of naval warfare andeventually rendered the wooden warship obsolete. Dr. Carrolldiscusses the making of the U.S.S. Monitor and the battle thatwould not have happened had the ship not been constructedin record time in 1861-62. This program is being held inconjunction with the HVCC exhibit, “Lincoln: the Constitution

As legislative representatives of District 3, including the townsof Brunswick, Pittstown and Schaghticoke, we are happy toprovide our constituents with a report on actions taken at theJanuary 8, 2013 legislative meeting.We are looking forward to 2013 and will continue to work toprotect taxpayers, needed county services and attract newjobs and opportunity to the county. Late last year, theLegislature adopted a 2013 budget under the state tax capand played a role in helping Regeneron expand and create 300new jobs.Legislators also requested the state Public Service Commissionto review a new fee being levied by Time Warner. Time Warneris now charging a $4 monthly fee for modems already installedin homes or businesses. Many believe the fee is unnecessarygiven the modems have already been installed, and the newmodem cost is also unfair because of the ongoing recession.We will also continue to work to advocate for needed relief andreform of state and federal mandates to help protect countytaxpayers and safeguard county services. Protecting our solidfinancial position and positive bond rating will also be focalpoints during the New Year, particularly as a strong financialposition helps attract new jobs and investment to our county.Legislators passed resolutions related to ongoing efforts toprotect farmland and open space in the county, and to supporta farmer’s market. The county is continuing a relationship withthe Agricultural Stewardship Association for the farmlandprotection efforts.We were also joined by Pat Abrams of Brunswick, whose sonMichael wrote a book “Networking for Veterans” to help veteransre-enter civilian life after military service. Both Pat and Mike areveterans and we thank them for their service to our country.We also adopted a resolution thanking sponsors and supportersof the annual Christmas party for kids at the VanderheydenHall youth facility.The Legislature also welcomed the family of Willis Wiley, aresident of District 3 who passed away last fall. Willis had workedwith the City of Troy’s Public Utilities Department until hisretirement.The next meeting of the Rensselaer County Legislature isTuesday, February 12, 2013.
