1.0 Project Background

Andhra Pradesh (AP) state has one of the longest coastal belts in India. Out of 67,362 Km of road network in the state, the

nine coastal districts cover 26,000 km of road length. Every year during the period of April-May and September-December,

cyclonic situations set in to the Bay of Bengal. With the recent changes in climatic conditions, the catastrophic events are

increasing resulting in very devastating cyclones like Laila, Jal etc where the loss is enormous. In the 97 years ranging

from 1892 to 1989, there were as many as 67 cyclones within the State.

It is essential to provide safe residential accommodation to the vulnerable population during any eventuality or disaster due

to natural calamities such as cyclones and associated tidal waves and storm surges. The project is formulated based on

experiences of Government of Andhra Pradesh in mitigating such disasters during the past and also keeping in view the

existing facilities available in the project area in Andhra Pradesh.

The Government of India has applied for a credit of US$ 255 Million equivalent from the International Development

Association (IDA) toward the cost of National Cyclone Risk Mitigation Project (NCRMP), and it intends to apply the

proceeds to payments for goods, works, related services and consulting services under this Project.

National Cyclone Risk Mitigation Project (NCRMP) Project Implementation Unit (PIU), Andhra Pradesh, headquartered at

Hyderabad has invited the consultants to submit proposals for providing the consultancy services for Third Party Quality

Audit for 9 coastal districts namely Srikakulam, Vijayanagaram, Visakhapatnam, East Godavari, West Godavari, Krishna,

Guntur, Prakasam and Nellore. The project Construction of Multipurpose Cyclone Shelters, Roads to Cyclone

Shelters, and Roads to habitations and Roads & Bridges under NCRMP is funded by International Development

Association and received through Government of India. This consultancy is envisaged to audit the quality of works being

implemented by various line departments working under PIU. The number of works under progress / for which

agreements are concluded in each district is shown in the table below.

5.0 Progress of NCRMP works:

The district wise progress of works is shown below. The works in the West Godavari are not started and the works in

Krishna District has just started. At many places the first milestone is completed but works are not started. The line

departments are to analyze the reasons for the slow progress and if necessary penalty for the slow progress as per the

agreement conditions should be imposed.

6.0 District wise status of tests conducted by TPQA:

Apart from monitoring the tests being conducted by the implementation team (contractors & Line department) at

various stages, the Third party Quality Audit team also conducted tests to confirm its compliance with the standards.

These tests are carried out in the site itself and in some cases samples are collected and testing done in outside

Milestone 3 - to the end of Dt.31.01.2012, BT and Road Furniture.3 The measurements like width and thickness of the OGPC and Seal coat Layer from Km 0.000 to Km

1.930 are verified and found to be fairly tallying with the required measurements. The details aregiven in Annexure - 1.

4 Sieve analysis, Bitumen Extraction, AIV and FIV QC tests conducted for OGPC and Seal coat inbetween Km 0.000 to Km 1.930 and Prime and tack coat QC test conducted for rate of spray of Kg/Sq m.

With M 30 Grade of concrete mix, 200 mm thick CC Pavement was completed from Km 1.917 To km1.970 .Measurements like width & thickness are checked at execution time and Slump testconducted, 6 No of cubes are casted and 3 cubes were tested for 7 day strength. 3 cubes will betested for 28 day compressive strength. Cores will be taken to confirm the compressive strength after28 days. QC tests were also conducted for FA, CA, water and Cement.

6 The measurements like width and thickness of the WBM Gr-III Layer from Km 1.680 to Km 1.930 andKm 0.000 to Km 1.250 are verified and found to be fairly tallying with the required measurements.The details are given in Annexure - 1.

7 Volumetric analysis tests were conducted for WBM Grade III layer from Km 1.680 to Km 1.930 andKm 0.000 to Km 1.250 QC tests were conducted for WBM Grade III ( field and lab ) i.e.

Gredation,AIV,FIV and Water absorption. The details are given in QC Test summary. They are fairlytallying with the specification requirements of clause 405 of MORD.8 Guard stone shall be provided at L/S of the road berm portion, throughout irrigation canal from Km

1.680 to 1.970 at an closed interval of 2.0m9 Painting is to be done with Black & White strips for the guard stones and also white painting to be

done for speed breakers & pipe culvert body walls for the clear visibility to vehicular traffic.10 CD Works: 1) Pipe culverts 600mm dia 2no.s in KM 0/2, Km.1/6 Completed.11 Cautionary and Warning signboards at school and speed brokers locations shall be erected as per

the NCRMP norms.12 Concrete was laid over pipe culvert portion in Km 0/2 but concrete and bituminous layers be joined

smoothly without any bump.13 Para wise compliance report shall be furnished duly attending to the above remarks and the earlier

QCR.

Concrete roads for low volume roads, need to be followed in cutting and spacing of joints and curingthe CC road as mentioned below.

(i) Construction of joints shall be mechanically sawn joints spaced 2.5 m to 3.75 m(ii) Length of the panel in the direction of traffic shall not be less than the width of the pavement.(iii) Joints shall be cut when the pavement is neither too soft nor too hard and able to bear the

weight of the machine and crew. Normally it may vary from 8 to 12 hrs depending on weatherconditions

10 Construction joints shall be butt joints and placed after a days work is over or when work is suspendedfor more than 30 minutes

11 Expansion joints shall be provided near bridges and slab culverts and consists of bitumen impregnatedjoints/ premoulded synthetic joints filler board about 20 mm thick.

12 (i)After completion of the finishing operations, the surface of the pavement shall be covered with wetHessain cloth, burlap or jute mats. They shall be maintained fully wetted and in position for 24 hrs(ii) Upon the removal of the wet covering out the end of 24 hrs, the slab shall be thoroughly wetted andcured by ponding or sprinklers.

13 After minimum 28 days after casting the concrete pavement ,joints groove at contraction joint shall bewidened to a 10 mm width and to a depth 18 to 20mm and shall be sealed

3 The field officers have not furnished the bills for Bitumen used for the road. The same shall befurnished to the TPQA staff for verification.

4 The field officers have furnished the test results for Soil, GSB, WMM and B.T obtained from

Department of Civil Engineering, Andhra University Visakhapatnam.5 BM and SDBC samples are collected on 14.06.2011 and got tested for bitumen content and gradation.The result are found to be fairly satisfying the specification requirement as per Mirth. The result werecommunicated in the 1st QCR

6 The formation widths are verified from Km: 12/000 to Km 13/500, Km: 13/850 to Km 15/200m and Km:15/400 to Km 15/760m and found to be varying from 6.0m to 7.0m. The field officers are requested tofurnish the reasons for not providing the full width. The field officers are requested to explore thepossibility of mocking up the required formation width.

7 At some locations the outer edges of BT Road are not maintained true to line8 The embankment formation requires trimming of side slopes as specified in Mort & H sections 301 &

305.9 The measurements like width and thickness of the BM and SDBC layer from KM 12/000 to KM 15/200

and KM 15/400 to 15/900 are verified and found to be tallying with the required measurements.The approved letters of quarries like earth and aggregates have not been produced by field officersfor verification

10 Village name boards, Guard stones, cautionary and mandatory signboards at necessary points allalong the outer edge of sharp curves and at school locations shall be erected.

11 The Project informatory boards were erected with all details at site as per the guide lines given bySPIU, NCRMP.

12 Para wise compliance report shall be furnished for this QCR and First QCR dated 15-07-2011 dulyattending to the above remarks.
