Capital Improvement Program
• The county has approved replacing the existing La Plata branch with a new facility measuring 13,000 sq.ft. in its Capital Improvement Program. The facility would only receive an 111 sq.ft. increase, which will not adequately serve the growing community
• P.D. Brown Memorial Branch is over 14,000 sq.ft., and has no meeting, study or program rooms, and does not host administrative offices
• Administrative and Mobile Services staff will need space to work in the new La Plata branch. Making the new La Plata facility large enough to centralize the library administration will be necessary

Facility Sizing
In the state of Maryland, library aid is distributed on the basis of population and is equalized so that jurisdictions with smaller per capita tax bases receive more aid per capita
• The average for Maryland Public Library facility sizes is 0.6 sq.ft. per capita. At present time, the La Plata branch is only 0.2 sq.ft per capita, and the increase to 13,000 would only put it at 0.3.
• Charles County library has the lowest overall sq.ft. per capita of 5 comparatively sized Maryland libraries.

Site selection considerations:
• Practical access
• Ease of driving navigation
• Pedestrian safety
• Ample parking
• Visibility
• Supports 30,000-35,000 sq.ft facility

• Both sites are in good locations to support the new library branch and place it as an anchor for the town and community.
19La Plata Branch Site Analysis 4/19/2018Charles County Public Library
Site 1:Encompasses 209 Washington Ave, 214 Washington Ave, 214B Washington Ave
Criteria Details
Quiet location
Near residential area
Only accessible from one street. May cause traffic congestion, or would require additional entryways to be constructed
Expansion will have potential construction challenges due to trees and topography
Not accessible to pedestrians/bicyclists – few connecting sidewalks or low traffic roads
Few shops or school/learning centers in immediate vicinity, will require library users to go out of their way to visit, but out of town residents will be able to access easily
Ample space for large one story facility and parking. A one story facility will remove space dedicated to navigation such as stairs and elevators, providing more space to the collection
Visible from the highway for navigation and as a draw to the town

Few nearby shops or and not on the way to any major locations, but located in the heart of the town and easily accessible for nearby residents.
Not a visible location or easily accessible stop to out of town passerby
Large enough to support multi-story facility and ample parking. A multi-story facility will require additional space for accessibility, such as stairs, ramps, elevators, and maintenance on multiple floors

• Approximately 5% of the active customer base are teenagers. Incorporating teen spaces in the library should be a focus Quiet zone for studying
Computer access
Programming/meeting room
25La Plata Branch Site Analysis 4/19/2018Charles County Public Library
Facility Characteristics• A portion of the facility should be dedicated to
the existing collection, storage, and comfortable reading spaces
• The remainder of the public space should be divided between necessary facility functions (heating/cooling equipment, stairways or elevators, restrooms), and expanding the number of programming/meeting rooms
• With more than 31,000 program attendances in one year, the La Plata community is still asking for more meeting spaces and further expansion of programming Adding small group study rooms, and a
large multipurpose room that can be subdivided to accommodate smaller groups will establish the library as a community center hub for activities and socializing
La Plata’s existing meeting space has no comfortable seating and cannot host more than one program at a time, limiting program possibilities
