The Annual Convention of the WomensChristian Temperance Union of this citywill be held on October 17 and 18 at theSunday School House of Calvary Baptist

corner of Eigbth and H Streetsnorthwest The District union comprisesnineteen local branches and six youngwomens unions and altogether there willbe seventyfive delegates in attendance atthe convention The work of the pastyear will be reviewed the reports of thenumerous committees will be received anddiscussed and officers for the ensuing yearwill be elected It Is possible that the at-

titude of President McKinley on the Armycanteen question will be made a matter ofspecial discussion not as a political mat-

port of the operations or the school for thtendrd June 30 The report gives deinformation as to the inmates oftli

institution the amounts received from thbsale of surplus farm products andvarious industries on at the schoolfor the instruction boys the dispo-

sition of these sums an Jienjized state-ment of the receipts and payments of thetreasurer of the school aTrlnv ntory of allpersonal property belonging institcrtion and a statement of the number of em I

the necessary repairs for the proper careand preservation of the buildings and personal property belonging to the schoolhave ben made including those to theworkshops family buildings barns stables fencing sewers roadway steamplant etc in all of which the boys havebeen employed wherever practicable Spe-

cial mention may be made of the repairsto the boiler house and coal vaults whichwere thoroughly overhauled walls repair-ed and the vaults cement lined so as toexclude dampness The green houseu werein great measure rebuilt and all are nowin excellent condition The old bathingpools one of which was located In eachfamily building have been replaced byshower baths thus avoiding the necessityfor a number of boys bathing in the samewater a measure conducive to health andcleanliness

At session Congress passed anact raising the age fffr admission toteschool from sixteen to under seventeenyears and gave the Trustees au-

thority to make regulationsas should be necessary to give parole in-

stead of absolute discharges thus givingthe school the right to reclaim its boyswho after being discharged on parole

into vicious ways and who if absolute-ly discharged could not be reclaimed be-

cause of being over This legislationought to have influence with the indoing away with the commitmentto the and workhouse where they ate

in contact with criminals andcausing commitment to the Reform Schoolto take their place The health of theschool has been excellent and the generalcondition of the entire property is good

The Commissioners have had under con-sideration the changing of the drinkingfountains in some of the public schools Tothis end James Nolan Sons recently sunmitted a sample drinking fountain of im-

perial porcelain which they think shouldreplace the enameled fountains speci-fied in the contracts The contractors claim for the porcelain fountainthat is Is in every way superior to thefountains now in use acd they propose tofurnish the new ones at the same price as-

thft iron fountainsThe proposed fountain was inspected a

few days ago by the Inspector of Plumbingwho reports that the porcelain drinkingfountain proposed to be oaDstltuted for theiron one is a most admirable fixture andits sanitary qualities and durability aswell as its appearance inake it much su-

perior to the fixture specified With respect-to the character of the installation I thinkcertain changes should be madeThe back of the fixture Is windingand should be made flat by on abed such as is used for that purpose Itcan then be placed snugly against thewainscoting which is not now possible

The fixture at present is not properlysecured to the wall It is supported onbrackets and held in place on them onlyby the water supply connections One canreadily be moved an inch or more fromthe wall The brasswork of the outlet isexcellent and well suited to the purposeexcept that I think the small strainersshould be lowered to the depth specifiedone and a half inches below the flanges

In view of the superior quality of thismaterial and the generally good features-of the fixture it may be thought desirableto allow some of the defects in settingwhich I have noted above to remain uncorrected but I cannot so recommend-

It should be stated in this record thatthis porcelain drinking fountain is designed substantially aToTrg lines suggested-by this office in frequent conversationswith Messrs Powell and Madden in whichthe superior sanitary features of such atype of apparatus were clearly recognizedThese applicants should be requested tostate whether it is their intention to malta substitution of similar fixtures if ap-proved for the fountains specified in theGarnet and Gales schools If this is foundto be the case it should be an absolutecondition that such fixtures be providedwith ground backs

ned out by this companyThe facts of the disagreement with the
