this city will be held on October 17 and 18 at the Sunday School House of Calvary Baptist corner of Eigbth and H Streets northwest The District union comprises nineteen local branches and six young womens unions and altogether there will be seventyfive delegates in attendance at the convention The work of the past year will be reviewed the reports of the numerous committees will be received and discussed and officers for the ensuing year will be elected It Is possible that the at- titude of President McKinley on the Army canteen question will be made a matter of special discussion not as a political mat- ter but as one falling within the province of activity of the W C T U An Interesting feature of the convention will be the reports of Mrs E S Wescott delesateand Mrs Elizabeth Catching be sent to the Reform School the reasons for their commitment being bUsed upon nets committed 6r a gen- eral condition of behavior callingj for ref- ormation rather than support the pbject of the school being refor- mation arj supplemental carrying out of control wcere the a e no longer able to exercise it frequent- ly commit boys to jail or the workhouse because the parents or relatives in charge thir serving a short term of these places to what a much longer one in the Reform School The school has at present a capacity for 250 boys and if would seem as a mere ques of economy to he much wiser to utiU it to the limit of Its capacity than to iiistrfoute toys to farms and other private places where the boys themselves get lit- tle or no instruction the persons to whom they aa committed getting not only their services but compensation making an ad ditional expense to be paid from the pub- lic treasury During the year covered by the report the necessary repairs for the proper care and preservation of the buildings and per sonal property belonging to the school have ben made including those to the workshops family buildings barns sta bles fencing sewers roadway steam plant etc in all of which the boys have been employed wherever practicable Spe- cial mention may be made of the repairs to the boiler house and coal vaults which were thoroughly overhauled walls repair- ed and the vaults cement lined so as to exclude dampness The green houseu were in great measure rebuilt and all are now in excellent condition The old bathing pools one of which was located In each family building have been replaced by shower baths thus avoiding the necessity for a number of boys bathing in the same water a measure conducive to health and cleanliness The character of the work fa the school- room the manual training school j and in struction given In the various shops as well as in outdoor work has been perhaps better usual i At session Congress passed an act raising the age fffr admission tote school from sixteen to under seventeen years and gave the Trustees au- thority to make regulations as should be necessary to give parole in- stead of absolute discharges thus giving the school the right to reclaim its boys who after being discharged on parole into vicious ways and who if absolute- ly discharged could not be reclaimed be- cause of being over This legislation ought to have influence with the in doing away with the commitment to the and workhouse where they ate in contact with criminals and causing commitment to the Reform School to take their place The health of the school has been excellent and the general condition of the entire property is good The Commissioners have had under con- sideration the changing of the drinking fountains in some of the public schools To this end James Nolan Sons recently sun mitted a sample drinking fountain of im- perial porcelain which they think should replace the enameled fountains speci- fied in the contracts The con tractors claim for the porcelain fountain that is Is in every way superior to the fountains now in use acd they propose to furnish the new ones at the same price as- thft iron fountains The proposed fountain was inspected a few days ago by the Inspector of Plumbing who reports that the porcelain drinking fountain proposed to be oaDstltuted for the iron one is a most admirable fixture and its sanitary qualities and durability as well as its appearance inake it much su- perior to the fixture specified With respect- to the character of the installation I think certain changes should be made The back of the fixture Is winding and should be made flat by on a bed such as is used for that purpose It can then be placed snugly against the wainscoting which is not now possible The fixture at present is not properly secured to the wall It is supported on brackets and held in place on them only by the water supply connections One can readily be moved an inch or more from the wall The brasswork of the outlet is excellent and well suited to the purpose except that I think the small strainers should be lowered to the depth specified one and a half inches below the flanges In view of the superior quality of this material and the generally good features- of the fixture it may be thought desirable to allow some of the defects in setting which I have noted above to remain un corrected but I cannot so recommend- It should be stated in this record that this porcelain drinking fountain is de signed substantially aToTrg lines suggested- by this office in frequent conversations with Messrs Powell and Madden in which the superior sanitary features of such a type of apparatus were clearly recognized These applicants should be requested to state whether it is their intention to malt a substitution of similar fixtures if ap- proved for the fountains specified in the Garnet and Gales schools If this is found to be the case it should be an absolute condition that such fixtures be provided with ground backs Capt D D Gaillard Assistant to the Engineer transmitting the report of Plumbing took occasion to say that inasmuch as fixture Installed in the Grant school in every way superior to the fixture specified he would recommend it be accepted provided that it is secured to the wall by a screw or halt extending from one of the brackets through a hole drilled into the fixture itself If similar fixtures are to be for the drinking fountain fied in the Garnet and Gales schools the contractors should be notified that ilrtlie backs are winding they workers remains practically unchanged today No further conference has been held by the two parties A statement has been issued by the Na Electrical Supply Company giving of the disagreement from its i point of view E C Graham manager said this morning that of the eighteen men who had gone out fifteen had been re- placed but that the receipts of new busi- ness since the inauguration of the trou- ble provided work for an additional force Referring to the statement issued by the company he said j In February 1S99 an amicable agree ment with the electrical workers was reached by which we agreed to pay 3 a day on a basis of eight hours We agreed- to employ no journeymen wiremen other than members of the union Helpers were not required to be members of the union but not more than three helpers to five Journeymen were to be allowed to work These conditions have been faithfully car j ned out by this company The facts of the disagreement with the workers are these We had a contract j at Fort Washington Md upon which work was called for immediately This is conceded by other trades unions to be without the jurisdiction of local labor or- ganizations Circumstances wore such that we were perior to the fixture specified With respect-to the character of the installation I thinkcertain changes should be madeThe back of the fixture Is windingand should be made flat by on abed such as is used for that purpose Itcan then be placed snugly against thewainscoting which is not now possible
The fixture at present is not properlysecured to the wall It is supported onbrackets and held in place on them onlyby the water supply connections One canreadily be moved an inch or more fromthe wall The brasswork of the outlet isexcellent and well suited to the purposeexcept that I think the small strainersshould be lowered to the depth specifiedone and a half inches below the flanges
In view of the superior quality of thismaterial and the generally good features-of the fixture it may be thought desirableto allow some of the defects in settingwhich I have noted above to remain uncorrected but I cannot so recommend-
