That's the claim of Copy KillsMusic, an alliance of German artistsand record labels which cametogether at last week's Popkomm '99trade fair to give the industry asneak preview of its mixed mediaawareness campaign.
Set to be launched in September,the campaign goes under the slogan"The End of the Song" and, at Pop-komm, German artists spoke out on
exactly why copying kills music."What is created in the minds of
artists is a service to the public whichhas to be paid for," said Smudo of hiphop act Die Fantastischen Vier. Headded: "Copyright is our capital asartists-we cannot afford to see itundermined."
Successful R&B singer SabrinaSetlur believed that: "All new artistsshould have the same chances that Ihad when I started off in music." Herproducer Thomas Hofmann-himselfone half of hip hop duo RHP-wasworried by "the attitude displayed bysome parts of the public that you can
be proud of getting music for free."The availability of CD -R copiers is
growing fast. An estimated 700,000CD "burners" were in circulation inGermany at the end of 1998, accordingto Peter Zombik, managing director ofmusic industry body BundesverbandPhono. Hardware manufacturers havehigh expectations for the future, and itis widely expected that 3.4 millionburners will be in German householdsby the year 2001.

With her My LoveIs Your Love albumat the top of M&M'sEuropean Top 100Albums chart fora third successiveweek, the Aristaartist was speakingin Vechta, Germany,ahead of her nine -week, 32 -show liveitinerary.
Houston says shehas been energisedby the continuing success of what shedescribes as "my hip -hop album, avery urban sound, but on a classierlevel" which has notched up a grandtotal of 41 weeks on the Europeanalbums chart.
My Love Is Your Love has, accordingto Arista, sold 3.8 million copies world-
wide excluding the US. The album hasan IFPI Platinum Europe certificationfor sales of one million units, while thecurrent title track has sold 1.4m copies,all but 50,000 of them in Europe. "It'sone of those radio records that just
seems to grow andgrow," enthuses NicoleMoore -Fitton, seniormanager, internation-al promotions andmarketing, at BMGInternational.
Yet the storymight not have beenso rosy. The album,released last Nov-ember, debuted onthe UK chart at thealarmingly low posi-tion of 27, and wasintroduced by a big

Preparations for the launch of theEnglish -language CHR station-which will be targeted mainly at theUK-are currently in the final phaseat its Amsterdam -based headquar-ters. The construction of two giantantennae on a platform in Dutch ter-ritorial waters in the North Sea is tocommence in a few weeks' time.

It's not war yet, but it's getting closer.The relationship between Germany's broadcasters and
the country's music industry has entered a dangerous phase.Thomas Stein's attack on radio stations during the
Popkomm trade show in Cologne has re -focused attentionon German radio's alleged lack of support for new acts anddomestic repertoire.
For some Gallic observers, Stein's tone echoed Frenchcomments in the early '80s which eventually led to theintroduction of quotas. But we're not there yet, even if thesituation does seem dramatic.
Yet even if some of the BMG executive's claims seemlegitimate to the record industry, the position is weakenedby an absence of figures backing up his claim that radiostations are not supportive enough of new local acts.
What's more, some of Stein's colleagues from otherrecord companies do not necessarily share his views, andbelieve instead that stations are showing more supportthan ever for new German artists.
Only a thorough examination of German radio's air-play during the past three or four years would offer some
evidence one way or another.What Stein should have pointed out is that German
radio regulators are really the ones responsible for thelack of diversity within Germany's radio scene and, aslong as the system remains as it is, little will change.
As much as the intentions of Germany's regionalisedmedia system are fully honourable-it was designed afterthe war to avoid media being used for propaganda pur-poses-the current system has revealed its limitations.
Germany has changed. It is now totally integrated intothe EU, and its media world bears no resemblance to thatof 50 years ago. So Germany's broadcasting system is ananachronism. More flexibility should be introduced; thepower of public broadcasters should be limited; nationalnetworks should be authorised; radio should be regulatedat a federal level and the regulators' task should be toguarantee a diversity of formats.
Stein could do both industries afavour by launching a campaignuniting the music industry, artistsand broadcasters in lobbyingthe federal government, regionalgovernments, and the EuropeanCommission for a wider radiopanorama. Searching for a commonsolution requires more dialogue-the time is ripe for such an initiative.
R3 plans upset labelsby Howell Llewellyn
MADRID - "My commitment is tomusic radio, and so every programmewill remain predominantly musical."
Federico Volpini, director of Spain'salternative public music network RNERadio 3, was commenting on the newsthat, from October 1, his station willbe playing less music (rumoured to beas much as 50% less) to make way foradditional "cultural" programming.
"This is an enormous blow to thealternative music scene," says CarlosGalan, director of SubterfugeRecords, one of Spain's leading indielabels which is renowned forunearthing successful undergroundacts. "Radio 3 has been the flagshipstation for avant garde music of alltypes for 20 years, and has givenmusic radio some credibility. The newformat sounds like a real setback,especially for indie labels."
The changes were leaked toSpain's El Pais newspaper on August23 and were confirmed by Volpini thenext day. Volpini insists publicly thatRadio 3's output will still be 80%music, but other Radio 3 insiders talkof music being reduced to 50%. Theextra cultural content on the stationwill "integrate humour, dramatisedfiction, philosophical and literarythought, cinema, and a few inter-views," according to Volpini.
Although the Radio 3 director toldM&M that the new format hadalready been outlined, he said itwould not be rubber-stamped until aboard meeting of RNE's parent corpo-ration RTVE on September 7. Volpinivoiced his desire for more culturaloutput on taking over as Radio 3director last March.
Volpini promises that no speechelement on the new -look station willbe longer than 12 minutes, and thatall programming will reflect the cul-tural tastes of Radio 3's existing lis-teners. "I shall aim for a total inte-
gration of music and speech, and ifthe listeners tell us it is not working,we will adapt the format," he says.
EMI Spain's marketing directorEsteban Calle says his first impres-sion is that the changes will be "neg-ative for the Spanish music industry."He adds that "Radio 3 has alwaysbeen a fascinating music networkwhich kept speech to a minimum.There are many other RTVE outletswhich could handle more culturalprogramming, such as [news/talk]Radio 1, [all -news] Radio 5, or theminority TV station La 2."
Volpini says: "Many radio directorsthink their public is stupid, but notme. I've been at Radio 3 since itbegan, and I know our public will notbe disappointed. In the final analysis,the listeners will decide. "

World-wide sales of Church's debutalbum, Voice Of An Angel (SonyMusic) now top over two millioncopies. ON THE BEATBOOYA ENDS UNIVERSAL DEALCOLOGNE - German hip -hop andR&B label Booya Records has endedits exclusive distribution deal withUniversal Music Germany. Penned in1998, the deal was set to operate until2001, although Universal will still dis-tribute, among other acts, Alex Prince,A.K. Swift, Ray Horton, and PappaBear. Booya managing director BerndSchmidt says the company is seeking adistribution deal for its biggest act,Nana.
ARCADE REVIVES BIT MUSICOSLO - Arcade Norway is to revive the Bit Music labelfor Scandinavia. Formerly operated by Arcade's affiliatein Spain, the label will concentrate on licensed interna-tional repertoire, and will be known as Bit Music Scandi-navia. Managing director of Arcade Norway, Tor Eriksen(who replaced Ole Vidar Lien in July), has initiated theproject on the basis that Arcade "needs to have a clearprofile on licensed repertoire, in addition to Arcade TVand CNR." The new label's roster includes Gouryeilla (DJTiesto), Friends On Matthew, DJ Jean, and DJ Jurgen.
ONYX TV MOVES TO COLOGNEBERLIN - Adult -oriented music TV channel Onyx is mov-ing to Cologne from Dortmund to be nearer Germany'smedia hub. "We are hoping to save on long-term coststhrough the move because there are a lot of big recordlabels such as Chrysalis Records and EMI Electrola inCologne," explains Onyx spokesperson Petra Grothe.
TALK LAUNCHES ALL -SPORT STATIONLONDON - National UK digital radio multiplex operatorDigital One has agreed terms with The Wirelessny-owners of national analogue station Talk Radio-tolaunch the country's first 24 -hour all -sports station inJanuary 2000. Talk Sport will be one of seven new radioservices to launch on Digital One's multiplex, which willstart operating later this year. Digital One is nearing thecompletion of negotiations with the chosen operators ofits six other brand new channels, which will include anarts, books and comedy station, a classic rock station anda teen -pop channel.
CADENA SER DIRECTOR DIESMADRID - Jorge de Anton, director of Cadena SER's clas-sic network Sinfo Radio, died aged 58 on August 12.Anton was part of an original group of FM radio pioneerswho shaped Spain's music radio scene in -the mid -1960s.He joined SER in 1965, and created the then RadioEspana FM station in 1969, becoming music program-mer. He spent many years at public broadcaster RNE,during which time he won the National Radio Award in1974. He co -launched the legendary Onda 2 station, and,in 1994, set up Sinfo Radio.
SONY TEAMS UP WITH ECHO KLASSIKHAMBURG - Sony is this year's spon-sor for a CD-due to be released onOctober 4-of shortlisted nominationsfor the sixth Echo Klassik 1999awards. Public service TV station ZDFis to broadcast the awards show livefrom Weimar on October 17. Echo Klas-sik 2000 is to take place on October 222000 in Berlin.
MOVING CHAIRSAUGSBURG - Stefan Zoeller has been appointed to thenewly -created position of music editor at Augsberg Goldstation Radio Roe 87.9 FM. The appointment is part ofa planned re -positioning of the station to appeal to aslightly younger audience.LONDON - Adrian Stewart has been appointed deputyprogramme director at soft AC station 100.7 HeartFM/Birmingham. STOCKHOLM - Only two Stock-holm stations have gained inthe latest RUAB audience fig-ures for the Swedish capital-MTG's dance -oriented CHRstation Power Hit Radio, whichfor the first time rises above10% in daily reach, and SBS-owned classic rock station 106.7Rockklassiker.
The Stockholm figures fol-low the release of nationalSwedish ratings from RUAB(M&M, August 21).
Rockklassiker has benefitedfrom a sharper music profile,clearly focusing on rock artistssuch as Kiss, John Fogerty,Metallica and Aerosmith. Rock-klassiker is now more popularthan its Hot AC sister stationRadio City 105.9, which is stillhaving problems winning backlost audience in the capital.
In fact, eight out of 10 com-mercial radio stations in Stock-holm lost listeners during the
last quarter, according to thefigures.
In January, CLT-UFA re-launched modern rock stationBandit 105.5 as Wow! 105.5and introduced a new modernAC format, mixing the softerpart of the modern rock scenewith more pop -oriented actslike Madonna, Savage Garden,Meja and Jennifer Brown. Thischange hasn't yet helped thestation's ratings-Wow! fell by0.5% in daily reach to just 3.4%in its second survey.
However, CLT-UFA saysthat it considers Wow! 105.5 along term project. Magnus Kall-skog, radio promoter at Virginin Stockholm, describes Wow!'sformat as "alternative rockwith a commercial touch" andadds: "Wow! should be morealternative and play newSwedish rock acts. I thinkthere's an audience for rockmusic radio which incorporatesolder groups. Some of Wow!'saudience may have gone to
Rockklassiker."Newscorp's Sky Radio (AC)
still hasn't taken off in Stock-holm, with a daily reach of just1.5% despite a large marketingbudget. Sky Radio recentlyadjusted its music format toinclude more '80s music anduptempo material.
For MTG Radio, the resultsin Stockholm are a mixed bless-ing. The company is now thebiggest commercial player inboth Stockholm and Swedenoverall, with Power Hit Radioas Stockholm's favourite com-mercial station. However, sisterstation Rix FM, part of thecountry's biggest commercialnetwork, is losing audience inthe capital, down from 3.6 to3.0% quarter -on -quarter. MTG Radio's sales haveincreased by 38% in the first sixmonths of 1999, compared withthe same period last year,according to an interim finan-cial report published by themedia group.

BUDAPEST - The internation-al services of three of Europe'smost established public broad-casters are pooling resourcesin a unique tender for a broad-casting licence in Budapest.
The BBC World Service,Germany's Deutsche Welle,and Radio France Interna-tionale have tendered to broad-cast for eight hours each a dayin their native language, withthe inclusion of some Hungari-an -language programming.
The proposed station wouldhave ,a talk format, and wouldoffer a mix of Hungarian andinternational news, currentaffairs, 14usiness information,and reports on social issues
and cultural affairs.The service would target
Budapest's local population,rather than expatriates,according to Klara Whittall,editor of the BBC's Hungari-an service. "I would thinkthat Hungarians interested injoining the EU would get a lotof first-hand information,"she says.
The Hungarian governmentplans to give seven-yearlicences to six new stations inBudapest in total. After thecountry's broadcasting authori-ty has published a tender, therewill be a public hearing and afinal tender notice around mid -September. This means somelicences may be issued beforethe end of the year.

Chris Blackwell's newestventure is technologicallysavvy and attractive with-out going overboard. Thebasic idea is that visitorscan choose a "station" ofnew music videos, thenregistered users can votetheir opinions or chat withothers on the same chan-nel. They can, of course,also purchase the releasethrough a direct link withAmazon. A separate sec-tion is devoted to a selec-tion of downloadable MP3sound files, many of whichare by recognisable artists.Release information is eas-ily readable, links toartists' official sites areprovided, and trivia andongoing polls are a designelement throughout. Someof the site's features arenot yet up but at leastthere is a clear explana-tion posted to precludeconfusion.

Healthy competition for Dublin licencesby Kevin Hilton
DUBLIN - The IRTC, which regulatesand licenses commercial broadcastingin the Republic of Ireland, hasreceived 21 applications for new radioservices in the Dublin area.
Up to three new FM stations areplanned for the Irish capital and thesurrounding County Dublin region.The IRTC has also advertised licencesfor an AM service in the city, as wellas a special interest, non-commercialservice on the FM band. Additionally,a "community of interest" Irishlanguage service for Dublin has beenre -advertised.
No applications have beenreceived for the AM service, but inter-
est in the FM licences is high. In adeparture from its usual practice, theIRTC specified three types of FMformat to enable applicants to tailortheir bids more precisely.
The three FM categories are: ayouth -oriented service targeting the15-34 age group; a music -led stationaimed at listeners aged 35+, whichwill give an alternative choice in easylistening, country, Irish and othergenres; and a broad -based, talk radioservice.
The seven applications for thenew youth station include Pulse FM,the on -air name for the Hot RadioCompany, which involves PaulMcGuinness and Trevor Bowne ofPrincipal Management, and Kiss
FM. The six applicants for the musicdriven service include Dublin MelodyFM.
There are five applications for thespecial' interest licence, includingone from French world serviceRadio France Internationale. Onlyone submission has been received forthe Irish language service.
Public discussions will be held dur-ing September, with a final decisiondue on October 11. Commenting onthe number of applications, ITRCchief executive Michael O'Keefe says:"We very much welcome the level ofinterest shown in the licences on offer.It indicates the potential for develop-ment of independent radio in theDublin area."

Radio and music drifting farther apartThe Popkomm trade fairheld in Cologne August 20-22 was an occasion toexamine the state of therelationship between themusic and radio industries,at a time when the Germanmusic business faces newdigital challenges such asCD -R burners-and a"virus" called MP3.
The German music and radioindustries are re-examiningthe nature of their relation-ship, and the process is prov-ing to be quite combative.
During the three days whenPopkomm became the platform fordebate, the gap between the twoindustries seemed to be widening.
In his opening keynote speech,BMG Entertainment president GSAand Eastern Europe Thomas M. Steinset the tone for what was to come. Hepredicted that the "close symbioticcooperation" which existed betweenthe two industries was coming to anend, and suggested that radio sta-tions are now "of little significance" tothe music industry because they onlyplay established acts.
More rights for music"If radio stations insist on treatingmusic as a mass -market componentof their content, the [music] industrymust derive greater benefit fromtheir revenues," Stein warned.
His comments were set in the con-text of a music industry which hassuffered a decline in sales during thefirst half of the year. Moreover, legiti-mate revenues are under threat fromnew digital carriers such as CD -Rwhich are further undermining recordsales, and from the development ofMP3 files, technology described as "avirus" by Christian Bruhn, chairmanof German rights society Gema.
Stein reiterated his chargeagainst radio stations the followingday during Popkomm's first evermusic radio conference.
In his keynote address to this con-ference, Stein, who is also president

komm.of Germany's labelsfederation BPW,went as far asdemanding a vetoright which wouldallow artists andrecord labels controlover radio broadcast-ing of their reper-toire.
"The right ofartists and repertoireowners to say 'no' tothe broadcast of acertain title has totake the place of thecurrent 'Send-erecht'-the right to broadcast every-thing at any time and for any pur-pose," said Stein.
Peter Zombik, MD of trade bodyBundesverband Phono, called theSenderecht "in its present form nolonger appropriate." He observedthat "in television and film, rightowners and creatives have had theright of veto for some time. It is onlyfair if we now pose this question inthe music sector."
The tenor of these argumentsechoed the key points of Stein's open-ing speech the day before, in whichhe had called for higher licensingfees to be paid for the public broad-cast of music, and a veto right forrepertoire owners.
Relationship deterioratingThe timing for his call for more con-trol and more money is, according toStein, prompted by what he perceivesas a rupture in the balance in a rela-tionship "that was never a friendship,but rather a business partnership."
Stein's main beef is with the smallnumber of new releases played on theradio, and the lack of editorial atten-tion. "Music journalism is what givesmusic the necessary context," heclaims. "A trend takes off when some-body coins a term for a certain scene.If nobody talks about music it's the
end of trends, fullstop. 'Say it and playit' is the least we canask from radio!
"Music is the oilfor the radiomachinery," heclaimed, and chal-lenged radio pro-grammers with aconfrontationalquestion to back uphis demands: "Doyou produce themusic you play onyour station your-self, or do you get itfrom us [thelabels]?"
Radio's sideRadio programmers countered thatprogramming decisions should bebased on the quality of releasedmaterial alone, and protected fromany form of censorship. JochenRausch, music director for publicbroadcaster WDR Eins Live, Cologne(North -Rhine Westphalia), declaredthat "the record industry floods uswith singles. Frankly, a lot of themare rubbish." His remarks werereceived with an equal mixture ofapplause and boos from the mixedradio/labels audience.
Rausch argued that Stein'sdemand for more editorial attentionto music is made impossible by thenumber of new releases annually. "I
get some 10,000 singles every year,"Rausch said. "How am I supposed topick out the pearls among the dregs?"
Claiming that programming deci-sions at Eins Live are made on themerit of individual tracks, Rauschelaborated: "The laws of radio doexist! Listeners will zap or switch offif the music becomes too unfamiliaror even irritating. If we extended ourrotation to 10,000 tracks we wouldplay too much material which ouraudience is not familiar with."
Defending the stations' program-ming policy he continued: "BeforeWDR launched Eins Live [in 1995]our research showed that peopleunder 30 in NRW simply no longerlistened to radio-commercial orpublic. A whole generation opting outof the system is a warning sign. Itdoes not help the record industry ifyour music is played on ghost sta-tions without an audience."
Adaptation necessaryThe need to adapt programming toaudiences was tackled by MarkStory, MD of London stations KissFM (dance) and Magic FM (AC), in akeynote speech about radio diversity.(An edited version of Story's speechwill be published in next week'sMusic & Media). "To succeed youmust bring an original format to themarket, not repeat what someoneelse had done," said Story. "On theother side, formats must be suffi-ciently popular and mainstream toallow you to make a living."
Story added that "new music isthe life blood of stations such as Kiss,but it has to be introduced carefullyto the audience, sandwiched withmore familiar music. That is a skillwhich is best left to programmers,and one which record companiesshould recognise and respect. On theother side, like the environment,unless we constantly renew ourresources they will run out."

Regulators blocking radio development?Many German executives believe thata major source of discord is the lack ofdiversity in Germany's radio land-scape, which has its roots in therestrictive licensing policy pursued byradio regulators.
Frank Dostal, composer andGEMA board member, consideredthat musical diversity "is an issue forthe media authorities. If we had morefrequencies available, then we wouldhave a much broader range of musicformats on the air."
The question of available frequen-cies was put to Dr. Hans GerdProdoehl, head of the media andtelecommunications department ofthe regional government in North -Rhine Westphalia. He admitted therewasn't much room for action. "Most of
the frequencies were already takenby the public broadcasters when com-mercial radio began," he explained."We are always interested in findingnew frequencies for commercial sta-tions, but we are not allowed to takefrequencies from the public broad-casters."
However, what was also criticisedby panellists was the way licenceswere awarded by regulators. "Whenlicences are being given away bymedia regulators, music is never afactor-it is- only the percentage ofspeech which drives the decision,"said Dr. Hans Hege, from BerlinBrandenburg Broadcasting Corp-oration MABB.
Wilfried Sorge, managing directorof commercial Radio FFN and a mem-
ber of the board of directors of theVPRT (association of commercialbroadcasters and telecommunicationoperators), admitted that the short-age of licences was an obvious bonusfor commercial stations. "FFN, forexample, like a lot of commercial sta-tions, benefits from the attitude of themedia regulator, because we don'thave that much competition to face.In the US, a radio station with a 5%market share is already big. InGermany you have a lot of stationswhich hold a 30% market share."
However, Sorge permitted himselfto dream aloud: "It would be wonder-ful for the listener to have 15 specialinterest stations." This is unlikely tohappen for the time being in theGerman radio market.

POPTASTICWith a bombastic vocal and enough strings for a couple oforchestras, DJ Sakin & Friends' Dragonfly (Overdose/Germany) also features a sprightly, and highly commercial,eurotrance feel. Making full use of a pair of melodic vocallines and a keyboard riff that sticks like glue, the track ispure pop with a glossy dance sheen.
HYBRIDCurrently doing the business in Germany, where their websitehas become one of the country's most visited, Passion Fruit'sThe Rigga-Ding-Doug Song (X-Cell/Germany) is profoundlycatchy. Combining fizzy rifling, a sprinkling of Spanish vocal-ising, flamenco inserts and heaps of singalong-style melodies,this one is a virtual certainty for huge airplay action.
SHOUTYThe golden throat of Edwin Starr is backagain, with Contact (Telstar/UK), a character-istically melodramatic tune that is really notbad. Some attempt has been made to create afacsimile of the early '70s sound which madehim famous. Basically, though, this is a mid -tempo house number drenched in brasssounds with some silly noises thrown in.
MAKE IT FUNKYThe appropriately named Marseille -based trio Superfunkprove, on Come Back (Fiat Lux/France), that theirs is a trulysyncopated sort of sound. Driven by phat bass synthdisco handclaps and vocoder, Come Back is already making animpression in France and, although it is unlikely to get muchradio play, is nevertheless a damn fine dancefloor moment.
SOMETHING DIFFERENTStarting out with acoustic guitar and throaty vocals, courtesyof ex-D:ream singer Little Miss Max, The Bongo Collective's2000 (The Bongo Collective/UK) is sassy, bright and upful.Brass carries the tune while clattering percussion floats inand out. A pleasant combination of organ, guitar and drumsthat makes for a genuinely different club sound. For dance-
floor DJs the Club Closer Mix is deeply acidic, stripped backbut with plenty of big drops and perfect to mix with.
OUT OF THE GARAGEProving conclusively that Drum'n'Bass and Speed Garageand not merely related, that they are in fact at times almostinterchangeable in approach and programming style,Serious Danger's debut album The Program (Fresh/UK) isone of the brighter moments of this year in music. Makinguse of the ragga vocalising of Sarjant D and singer Aisha,Serious Danger proves that his hit, Deeper, is not a one-off.Deeper is certainly one of the album's more programmablemoments, but the sleek soul grooves of Sensuality (and asuperb vocal performance by Aisha), a spooky version of thewonderful but somewhat overdone Teardrops, and Do UDream, featuring Bristol's silky -voiced Carlton (MassiveAttack, Smith & Mighty), prove that Serious Danger's tal-ents are plentiful.
The album's most surprising and rewarding aspect isthat, while most of the tracks have an undeniable pop ele-ment, there are often traces of something much deeper anddarker underlying the snappy, happy bits. Mixing finely -honed pop with production values which spring directlyfrom the thoroughly unprogrammable side of the under-ground and, more to the point, pulling it off, makes TheProgram a standout recording.

Boys grow up to British R&Bby Sally Stratton
British fourpiece Another Level insist it's onlythe media who persist in regarding them as a"boy band." They claim that among their fansand their peers they are regarded as thehealthy present and hopeful future of BritishR&B, and they're confident their secondalbum, Nexus..., released September 13, willconvert the media sceptics.
"The term boy band has negative connota-tions," says group member Bobak Kianoush."From the first release we have shaken thatstereotype and we have been getting a lotmore respect because we've collaborated withpeople like Jay -Z and Ghostface Killa, andwe've had tracks from Dianne Warren-that'sno boy band work."
Aged between 19 and 24, two of the groupare graduates of the Brit School for thePerforming Arts and the other two are formermodels. They got together four years ago andwere signed to the BMG-owned Northwest -side label in early 1997. They are now part ofSimon Fuller's 19 management stable underthe care of Jo Charrington.
Their self -titled and ballad -laden debutalbum, released last November, went plat-inum in the UK and provided a series of hitsingles including the chart -topping Freak Me,which made some inroads in Europe. Theyreturned to the UK Top 10 this summer withthe Dianne Warren -penned ballad From TheHeart, their first single from Nexus... and thefirst release from the Notting Hill soundtrack,which remained a strong performer at radio
descent down the UK chart.Later release of the Notting Hill movie inEurope has prolonged the song's continentalshelf -life. "From The Heart doesn't want to goaway," says Thomas Haimovici, senior inter-
national marketing and promotion managerat BMG. "We've tied our promotion into therelease of the movie, so the profile we're get-ting from this record in Europe is still sostrong that we're staying with it. For exam-ple, we're now Top 30 on airplay and sales inGermany and we have TV appearancesbooked up right to the release of the album."Meanwhile, the band is maintaining its pro-file in London by hosting a Wednesday nightgarage and R&B show on the city's Kiss 100dance radio station.
"This second album shows everyoneelse what real R&B from the UK can soundlike," says Kianoush. "It's going to surprisea lot of people, it's going to shut a lot ofpeople up.
"I don't think it's ever been our intention toget an American sound, but you work withAmerican producers because they're the mostproven in this genre of music," addsKianoush.
"No group has come out of Europe doingwhat we have done: four guys in a group doinga blend of R&B and pop music. It's going totake a lot of work for us to make our mark onthe worldwide scene."
Kane Rocks Dutch Radioby Robbert Tilli
Dance and R&B might still be dominatingthe Dutch charts, but radio -wise that oldmonster calledrock is rearingits ugly headagain. Rockchick Anouk (DinoMusic) put herhometown TheHague back on themap recently, fol-lowed by labelmates Billy TheKid. Now Holland'srocktown scores itshat -trick via Kane's"rocket -fuel -only"debut single, Where Do I Go Now (RCA).
A year ago BMG Holland A&R directorHenkjan Smits signed the band after they'donly played four gigs. Initially, he wanted tobreak Kane through concerts. "However," heexplains, "because of the decline of the livecircuit I was forced to change my mind andtry to break them through radio." Smits co -produced the grungy single with his businesspartner Harro Slok, and, aided by RonaldPrent's stunning remix, it proved a master-
plan. Where Do I Go Now is now an airplayhit, and consequently Kane are gigging a lot.
Lead singer Dinand Woesthoff can't believe
his luck. "We have witnessed Anouk and BillyThe Kid's long fight for success. We are main-ly of the 'right -band -right -time -right -place'type," says Woesthoff. "Building up Anouk
and Billy's careers has indeed been muchharder," notes Edwin Jansen, who man-ages all three. Kane's debut album is duefor a January release to be preceded by a
second single inOctober.
In the week com-mencing August 2, amonth after its release,Where Do I GO Now wasmade public Radio3FM's powerplayrecord, receiving about28 plays in the daytimeslot.
Not only radio but the charts havechanged, featuring heavy rocking bands suchas Guano Apes and Korn. It used to be hard tobreak out of the vicious circle. If a rock recordhadn't charted within three weeks, it would bedropped from the playlists. Under the newMega Charts merger-Mega Top 100 andRabo Top 40-airplay data are used in bothcharts. "Three years ago Kane's instant suc-cess wouldn't have been possible," analyses3FM music director Basyl de Groot. "Now it'smuch easier for a rock record to keep momen-tum through airplay. Once it's charted, airplaywill spread over the other stations."

Last week's top five airplay singles have notmoved an inch. They are all in exactly the sameposition on the European Radio Top 50, withTexas installed at the summit with Summer Son(Mercury). Madonna is slowly but surely movingdown the radio chart. She enjoyed a phenomenaleight weeks at number one with BeautifulStranger (Maverick/Warner Bros.) before goingdown to number two and then dropping tonumber four two weeks ago. Jennifer Lopez's IfYou Had My Love (Work/Columbia) is stillmassively popular in Europe, as is Mambo No 5(Lautstark/BMG) by Lou Bega, which has beenclimbing the UK sales charts on the basis of itsimpressive import sales alone. And WhitneyHouston holds steady at number 5, havingclocked up thirteen weeks on the chart.
Sting's Brand New Day (A&M/Universal) isthis week's highest climber, leaping from 47 to29. As the release date for his new album of thesame title approaches (September 27), it is onlyto be expected that we'll be hearing more fromhim in the charts in weeks to come. Other highgainers are Unpretty, TLC's follow-up to their
sassy No Scrubs (bothLaFace/Arista), andChristina Aguilera'sGenie In A Bottle(RCA).
Canadian TalBachman's She's SoHigh (Columbia) isthis week's highestnew entry at number47. Egil Houeland,head of music atRadio 102 in Norway,
has high expectations of this track. "The 'classic'rock sound works very well for us as a Hot ACstation," he says. "She's So High mixes andmatches with our other rock favourites at themoment, such as Secret Smile by Semisonic(MCA) and Sugar Ray's Every Morning (Reprise).It has a good melody and a catchy chorus, and Ithink it will be a big hit. We've been playing itfor a couple of weeks already."
Being situated in Haugesund, Radio 102 isbusy with the annual film festival going on overthere at the moment. "Apart from grabbing theodd star for interviews (we had Eric Cantona onthe other day), our involvement includesorganising the people's jury. They decide whichfilm at the festival is the people's favourite."
Also, Radio 102 contributes to this week'slarge outdoor viewing of Austin Powers. EgilHoueland explains: "It's a drive-in style cinemawhere we run the soundtrack on our airwaves sothat people can get the sound on their carstereos. We did Grease last year and that wasvery popular."
The European Radio Top 50 has a habit ofbeing influenced from time to time by the goings-on of the film industry. Will Smith's Wild WildWest (Columbia) drops down to number seventhis week, taking the place of Kiss Me bySixpence None The Richer. The track from She'sAll That has already been in the charts for 17weeks.
A glance at next week's possible contendersshows Tom Jones and The Cardigans' BurningDown The House (Gut) bubbling under. Thiswonderful Swedish -Welsh version is currentlygetting a lot of exposure on music television, butit's more than likely that radio will follow in thevery dear future. Sid Stovenes

Total investment in Delta isaround Dfl100 million (euro 45.5m),according to the station. The broad-caster is owned by a number ofmedia investment holdings and
banks, each of which has a share-holding of around 15%. Those share-holders include Swiss bank UBPand Robert Day's Oakmont Corpora-tion. Day is a member of the boardof Trust West, the second biggestinvestment company in the US.
Currently there are 10 peopleworking part-time on the project-Joachim Fleury will be caretakerCEO at Delta until the stationbecomes fully operational next year.
All programmes on Delta will bepre-recorded or transmitted livefrom its two studios, one based in
Amsterdam and the other in theUK. All presenters will be nativeEnglish speakers.
According to Delta's head of com-munications Menno Hidajattoellah,the format will be a broad mix of thethree most popular music stations inthe Netherlands-soft AC SkyRadio, edgy public CUR broadcasterRadio 3FM and CHR/dance Radio538. "Call it CHR," says Hidajattoel-lah. "It's basically the 15-35 marketin the UK that we will be targeting."

Music -Mann and Delta will join existinglong -waver Atlantic 252-owned byCLT-UFA-which also broadcasts tothe UK outside the jurisdiction ofUK regulator the Radio Authority.

Says Moore -Fitton: "One of theobjectives with this album was toshow that Whitney was not stuck inthe '80s-the ballads are still there,but this album shows her in a muchmore contemporary light."
Birmingham's CHR station, 96.4FMBRMB, was one of the first UK stationsto champion Whitney Houston's newsound. Paul Jackson, programme con-troller, says: "She has always been acredible artist, but it was a clever moveto come back with a sharper, mid -tem-
po R&B sound rather than a more pre-dictable Celine Dion -style ballad whichis what she was famous for."
Delighted at the longevity of the It'sNot Right... and My Love... singles,Houston says: "That's how we chooseour records. I don't want one-nighters,I want them to stay over for a while, Iwant this album to go into next year."
Indeed, the My Love Is Your Lovesingle has such stamina that Aristawill not release the follow-up, theDiane Warren composition I LearnedFrom The Best, until Houston's tourfinishes on October 23. Says Hous-ton: "When everybody's coming in,they're hitting No.1 and [theirsongs] fly out, [it's like] 'we'll see youlater, bye.' Mine are staying. That'swhat I want, staying power."
