LONDON - Official U.Kradio ratings body RAJARis making the biggestchanges to its methodologysince it was first estab-lished in 1992.
Its new research system,known as RAJAR 99, is theresult of a £500,000(euro746,000) investment,and has been developedover three years byRAJAR's contractor,IPSOS-RSL, in consulta-tion with representativesfrom the public (BBC) and
commercial radio sectorswho sit on the RAJARboard.
RAJAR 99 aims to bemore accurate, simpler forthe public participating inthe survey, and will providethe industry with more up-to-date ratings informationfor local radio stations.
The RAJAR system willcontinue to be based on lis-tener diaries filled in dur-ing the course of a week.However, those diaries willnow be significantly easierto use, giving each respon-

That old debate, research versus "gut feel", was once againbrought centre -stage last week by Paul Conroy's strongly -worded keynote speech at the Radio Academy Music Radioconference in London.
Is research really killing radio's diversity, and is it respon-sible for "blandness" in U.K radio programniing, as theVirgin U.K president argues? Conroy's comments reflect theusual frustration which music industry executives experiencewhen dealing with radio. Research, they claim, is destroyingthe "risk facto!" each programmer faces when choosing a newtrack, and impedes the search for new talent.
Conroy has a point. Research is a tool which helps radiostations focus their programming. That's what it's for. And itworks. Radio stations across Europe which rely on research-and use its results intelligently-have achieved ratings gainsand better focus on their target audiences.
But this doesn't mean stations are not ready to takechances. In fact, each time they add a new song to theirplaylists, it's a risk. And the rapidity with which radio in
Europe has embraced newcomers such as Emilia, BritneySpears, Billie and many others proves that programmers arereceptive to new artists.
However, Conroy chose the wrong target when attackingU.K radio. Overall, the sheer scale of musical styles coveredby U.K radio (both public and commercial), the musical cul-ture of British listeners and the public's constant search fornovelty (at the risk, sometimes, of debunking today what wasadored yesterday) make the U.K a heaven for labels.
In most countries outside the U.K, research should not beblamed for "bland" programming-listeners should.Broadcasters realise mostly through research-that listen-ers are, by nature, conservative.Outnumbering the small minorityinterested in cutting -edge and novelty,there is a vast majority for which radiois a space -filling comfort blanket.
If all European listeners hadadventurous tastes, Talvin Singh,Laurent Garnier and NatachaAtlas, not Cher, Britney Spears andEmilia, would be No.1 in M&M'sTop 50 Airplay chart. If this were tohappen, it would definitely be a curefor blandness.
Battle of the brands breaks out in Italyby Mark Dezzani
MILAN - A new law intended to pre-vent ratings for national networksbeing artificially boosted by listeners tolocal stations which use the same orsimilar branding is unfair, according toItaly's national radio networks associa-tion, RNA.
The body claims that the law-passed as a series of stop -gap measuresprior to a promised comprehensive newmedia law and effective April 1-penalises national radio networks,whilst syndicated national networksare not subject to the same rules.
RNA president Sergio Natucci sayshis association is not against the newrule in principle, but feels that it hasbeen implemented unfairly for punitive
reasons. "The RNA welcomes new lawswhich promote clarity and transparen-cy. However, they should not be issuedpiecemeal but within the proposed com-prehensive new law which applies to alltypes of stations," he says.
The legislation primarily affectsMilan -based CHR network RTL 102.5Hit Radio, whose air -time sales houseOpen Space recently launched a stringof nine regional stations in Milan,Rome, Florence, Naples, Venice, Turin,Palermo and Bari with the RTL brand(M&M, Feb. 27). RTL 102.5 Hit Radiopresident Lorenzo Suraci says that heis considering a legal challenge to thenew rules. "We granted the use of ourbrand to [the regional stations], and Iam perplexed by this new law whichappears made especially to stop this

PARIS - Eighty-eightFrench radio stationshave petitioned France'sculture and communica-tions minister, CatherineTrautmann, for reforms ofthe territory's quota laws,which currently stipulatethat broadcasts contain atleast 40 percent French -language music.
In a statement, thegroup, which includes allFrance's commercial net-works except urban -for-matted Skyrock, says: "Uniform quo-tas are in conflict with pluralism.The diversity of formats allows us torespond to audience and artist expec-tations. The promotion of French -language music should help increasethe diversity of radio rather thanimpede it."
The move comes as France's par-liament begins to debate a newbroadcasting bill, presented to theprime minister on April 21. As part of
consultations duringthe drafting of thebill, France's radioregulator the CSAsent a report toTrautmann inJanuary, urging thatany new legislationshould incorporategreater flexibility inacknowledging for-mat differences.
The CSA proposedthat stations begiven three options:uphold the currentlaw; play more
French music but less new music(aimed at gold -format outlets); orplay less French music and more newmusic (aimed at CHR formats).
Trautmann has yet to respond toCSA's report or the stations' petition.According to a government source,the culture ministry plans to meetradio and music industry representa-tives to discuss the issues before par-liament votes on the broadcastingbill in May.

Supporters of the law, meanwhile,claim that local stations have profitedunfairly by using national brandsowned by their parent companies.Italy's national networks are notallowed to sell local or regional adver-tising, while local affiliates of national-ly syndicated networks sell local adver-tising, and carry national spots fromthe syndicator.
Elena Porta, secretary general oflocal radio association ANTI, says thatthe law is essential to establish fair -playin the market, and that it covers alltypes of radio networks fairly.
"This law is required otherwise pow-erful networks-with their brands rein-forced by major regional stations usingthe same brand-would damage thereliability of the ratings system," shesays. "Newer regional stations such asRTL's city stations should have changedtheir names on April 1 when the newlaw came into effect."

ON THE BEATTESTING TIME FOR DIGITAL ONELONDON - The first transmitter relaying a U.K. com-mercial -sector digital radio multiplex has been switchedon for test transmissions. The national Digital One mul-tiplex is owned jointly by the GWR Group and NTL, andwill eventually relay 10 national digital radio services,including existing U.K. national commercial stationsClassic FM, Virgin Radio (rock) and Talk Radio. Thetransmitter, at Crystal Palace in south London, willreach some six million people. It currently only carriesClassic FM, but Digital One hopes to bring the output ofTalk and Virgin on stream shortly as part of the testtransmissions.
EMI -MEDLEY NAMES HOHNE'S REPLACEMENTCOPENHAGEN - BMG Den-mark exploitation managerMikkel Bagger will replaceThomas Hohne as directorof international exploita-tion at EMI -Medley fromMay 3. Hohne is leaving toset up a Danish arm forEMI Music Publishing onMay 1 (M&M, April 24).Bagger will report to mar-keting director Mik Christensen. Bagger worked at MegaScandinavia before joining BMG, where he was associat-ed with Ace Of Base, among others. MANAGEMENT BUY-OUT AT PLANET 24LONDON - Bob Geldof's radioproduction company Planet 24Radio has been sold to a man-agement buyout team. It fol-lows the recent sale of sistercompany Planet 24 televisionto London -based TV broadcast-er Carlton. The radio companywill be re -named 10 AlpsBroadcasting, and will beheaded by Geldof-who will
continue to have a "central creative role" in the compa-ny-and former Planet 24 executives Des Shaw and AlexConnock. 10 Alps will also pursue TV interests, in addi-tion to its existing radio activities, which include pro-grammes for BBC Radio 2, BBC Radio 5 Live and com-mercial radio news provider IRN, to which it supplies adaily entertainment news service.
MW COMING BACKAMSTERDAM - MTV is confident that it can win back thehalf a million viewers it has lost during its nine -monthabsence from Amsterdam's cable network, according toMTV Benelux general manager Casper Keller. Thebroadcaster is set to return to the A2000 network on May1, after the town's council intervened in a dispute overbroadcasting fees. Cable fees are a political hot potato inAmsterdam, where the majority of homes are wired up,paying for the service along with their general utilities.Local music channel The Music Factory already hasaround three times the number of viewers as MTVnationally. Keller says that a big relaunch campaign isplanned for MTV in Amsterdam to run until June orJuly-but would not reveal details.
MUSIC RADIO GOES TO UNIVERSITYMADRID - The Spanish capital's Francisco de VitoriaUniversity organised a week of activities and debatesdedicated to music radio April 12-16, which included thetransmission of several programmes from the main hallby public alternative broadcaster Radio 3, Cadena SER'sCHR network Los 40 Principales, Cadena COPE'sAC/rock network Cadena 100, and CHR Cadena TopRadio.
Lloyd Webber hoovers up RUGby Mark Solomons
LONDON - Andrew Lloyd Web-ber has agreed terms to buyback the 30 percent stake inhis Really Useful Group (RUG)held by Universal, for $75 mil-lion (euro 69.5 million). Uni-versal inherited the stake fromPolyGram, which paid $110million for it in 1991 in order torelieve RUG of debt.
The company, which controlsrights to Lloyd Webber's compo-sitions including the musicals"Phantom Of The Opera,""Cats," and "Starlight Express,"made a profit of £12.5 million(euro 18.7m) last year, revers-ing a loss of a similar amount in1997, but well short of thefinancial performance seen in
earlier years. Lloyd Webber isunderstood to have securedloan financing through a majorbank to buy the stake.
As part of the deal, Univer-sal has renewed its licensingdeal for music, video, and pub-lishing rights with RUG. Music& Media understands that thepact is for the world and-forthe music copyrights-theunusually long term of morethan 10 years.
An output deal covers forth-coming recordings, including acast video of "Joseph And TheAmazing Technicolor Dream -coat," due later this year. Thevideo of "Cats" has sold threemillion copies worldwide sinceits release last October, accord-ing to Universal. The company
was unable to provide sales fig-ures tor other recordings.
Lloyd Webber's relationshipwith PolyGram dates back tothe 1970s, when he started torelease records through Poly-dor. However, the composerhas had a series of disagree-ments with the label, mostrecently over the company'shandling of the single No Mat-ter What by Boyzone, takenfrom his show "Whistle DownThe Wind."
Lloyd Webber has longwanted to recover the stake,over which he had pre-emptionrights. Sources say that thetakeover of PolyGram by Uni-versal, once completed, provid-ed a new impetus to finding adeal that suited both parties.
MTV struggles on after Camden fireby Christian Lorenz
LONDON - MTV Europe escapedthe fire which hit its studio andoffice complex in Camden, northLondon on April 14 without seri-ous damage to its broadcastingsuites. But the station's outputwill be impeded for up to twomonths by logistical problems.
Some 150, mainly adminis-trative, staff have been workingsince April 19 out of temporari-ly -leased offices on an industri-al estate near Kings Cross Sta-tion in central London. The firstfloor and a side wing of MTVsHawley Crescent premises inCamden were damaged bysmoke, according to a spokes-
woman for the station, and theclean-up work is expected totake six to eight weeks.
The fire apparently starteddue to an electrical defect in agraphical office in a side wing ofthe Camden complex near MTV'srecently -installed digital broad-casting suite. The £5 million(euro 7.5 million) suite itself,which currently broadcasts threeon -air channels-MTV Central,VH 1 Germany and M2, as wellas six experimental channels-was undamaged. The broadcast-er's five analogue suites, whichhandle the rest of MTV's Euro-pean output, are also unaffected.
The station was forced toswitch to back-up tapes for "a
couple of hours" on April 14 dueto water damage to the powersupply which occurred duringthe London Fire Brigade's effortsto extinguish the fire, accordingto MTV.
The broadcaster's Centralfeed and VH 1 Germany seem tobe the most seriously affected inthe aftermath of the fire.
According to sources close tothe station, it is currently notpossible to programme the twochannels from Hamburgbecause the respective computerlines are down. As a result, thetwo feeds will run the playlist ofweek 15, the week of the fire,until an alternative arrange-ment is made.
Warner sets up historic Montreux imprintby Owen Hughes
HONG KONG - AtlanticRecords Group co-chairmanand co -CEO Ahmet Ertegunand Montreux Jazz Festivalfounder and CEO Claude Nobshave confirmed plans to issuerecordings of performancesdrawn from the gathering's 33 -year history on a specialimprint, Montreux Sounds.
Speaking at a Warner MusicInternational (WMI) worldwidemanaging directors meeting inHong Kong on April 19, Ertegun
and Nobs said that the firstrelease on the label was likely bythe end of 1999.
Nobs says he wants to releasebetween six and 12 CDs andDVDs annually. He is to meetexecutives from Warner Music'smajor international territories inMontreux in May to agreerelease schedules.
The executive, who is alsoWarner Music Switzerland'smanaging director, said therewere 2,500 hours worth of musicand video footage recorded sincethe inaugural festival in 1967.
These include performances byAretha Franklin, - StephanGrappelli, Stevie Ray Vaughan,Sonny Rollins, Elvis Costello andRay Charles.
The Fondation du Festival deJazz de Montreux holds theaudio and video rights to thematerial; Montreux Soundsmust now obtain the artists'rights to their performances.
Nobs also plans to put theMontreux WEA library, contain-ing 17,000 video clips, on theWMI intranet, allowing world-wide access.

The changesstem from IanRufus, manag-ing director ofCoventry hot AC station Mercia FM,taking up the new post of GWR devel-opment director, U.K. radio, lastNovember. In that new role, Rufushas been tasked with strengtheningthe relationship between GWR's localstations and the communities theyserve.
In order to concentrate full-time onhis new group role, Rufus is to bereplaced as Mercia managing directorby Carlton Dale, who started his

Germany to export Internet radioby Gesa Birnkraut
HAMBURG - Cyberradio, whichclaims to be Germany's first Internet -only radio station, is set for interna-tional expansion.
Launched in Hamburg in Decem-ber 1998 with U.S. financial backing,the station will launch English -lan-guage sites in Los Angeles on June 23and in London in September.
Developing the concept interna-tionally is eased by its relative cheap-ness and the current lack of licensingrequirements. According to financedirector Stefan Lecher, the companyis now in talks with potential partnersin France and Scandinavia, and thereare also plans to float the company onthe stock market in Germany.
Cyberradio (www. cyberradio . de)already has a staff of 20 in Hamburgand broadcasts live for 17 hours out of24. Programming is R&B and dance -oriented and-in contrast to the high-tech nature of the station-carried
out manually. "We do not work withSelector and we will not confine our-selves to a format," says Lecher.
"During the day, there is a lot ofmainstream music, but at night wehave different guest DJs, introducinga mix of newcomers and unknownacts," he continues. "The big differ-ence is that radio becomes visible onthe Internet. Several interviews orshows can be heard and seen ondemand, so that each listener can puttogether their own programme."
Artists on high rotation at the sta-tion-which says that its German lis-teners tune in for an average of twohours per day-include Foxy Brown,All Saints, Ginuwine, NuyoricanSoul, Tatyana Ali and Armand VanHelden.
Record companies have yet toacknowledge the potential of Internetradio. "It is not a topic of considera-tion at all at the majors at themoment," says Uli Kuppel, radio pro-motion/Internet manager for Motor
Music in Hamburg. "But I am con-vinced that in the near future recordcompanies will have to rethink thisattitude."

Dresden -based Hit -Radio AntenneSachsen originally launched asschlager-formatted Antenne Sachsen in1993, later dropping schlager to go to anoldies/AC mix, and then, in 1998, adopt-ing the Hit -Radio brand's strict AC pro-gramming. Hit -Radio AntenneSachsen-Anhalt in Halle was launchedin 1992 as schlager/ oldies station RadioBrocken, switching in 1997 to AC and in1998 adopting the Hit -Radio prefix.
The three stations, partlycontrolled by AVEGesellschaft fur Hoer-funkbeteiligung, a broad-casting subsidiary ofGerman publishing giantHoltzbrink, aim to use theircommon branding and com-bined listenership to make abigger impression on themarketplace.
Competing with TVThe Hit -Radio Antenne groupas it is currently constitutedhas a reach of some 786,000. NRJ's localstations have a combined reach of244,000 listeners per hour, on average.
According to Steffen Muller, manag-ing director of the Hit -Radio Antennestation in Lower Saxony, the Hit -Radiopartnership will make it easier to mar-ket the broadcasters on a national level,and opens up possibilities which wouldpreviously have been unthinkable-such as taking on commercial televisionbroadcasters.
"On average, the Hit -Radio Antennegroup reaches a bigger audience in themorning hours than many national tele-
vision stations," says Muller,who is also the main market-ing coordinator of the group.Hit -Radio Antenne is cur-rently working on a nation-wide promotional campaignto attract advertisers whohave, up to now, put theirmoney into television.
Muller contends: "With aconsistent format we can geta specific listener profile;which we can offer [to adver-tisers] as an exact targetaudience." That audiencerepresents 25 -45 -year -old lis-teners with similar lifestyles,consumer habits and finan-cial standing. The new part-nership under Hit -RadioAntenne allows the broad-casters to be marketed as agroup rather than individu-ally. In addition, the grouphas started to market itselfon a national level by spon-soring the Gernian versionof Top Of The Pops on televi-sion broadcaster RTL.
The concept could eventuallybecome an alternative to Germany's"Kombi" marketing system, in whichvarious broadcasters are groupedtogether by sales and marketing hous-es and marketed as a group. One of thedisadvantages the Kombi system pre-sents to advertisers is that broadcast-ers with totally different formats areoften stuck together in one Kombi, andadvertisers are forced to advertise onstations which might include irrele-vant target listeners.
Ratings benefitsThe switch to the Hit -Radio brand haspaid off for the three stations, whichhave seen their ratings rise dramatical-ly. The Hanover station experienced a

40 percent increase in reach from 1996to 1997, and overtook the popular pub-lic broadcaster Bremen 4 in that citylast year. In Saxony, meanwhile, the HitRadio station there has managed todouble its ratings and close the gap onmarket leader Radio PSR, although itstill lags behind.
But while the common brandingmay offer commercial advantages, crit-ics have denounced the move as fur-ther homogenisation of radio.However, while the music formats atall three Hit -Radio Antenne broadcast-ers may be AC, they nonetheless differfrom station to station.
Mtiller says that research only con-firms what listeners want to hear, andin any case the Hit -Radio stations willonly share a common name with a com-mon AC programming format, stillretaining their regional identity withlocal presenters, local news and non -centralised programming. "The musicyou play in Saxony-Anhalt is not neces-sarily the same music you play in LowerSaxony," he asserts.
Programming choicesWhile the Hit -Radio Antenne broad-casters do not share common program-ming, they do work together in develop-ing it.
The stations have established a com-mon music programming staff based inHanover to develop individual program-ming for the three stations, based onmarket research. Tom Adams, pro-gramme director at Hit -Radio AntenneSachsen, says his station plays strictlymainstream AC; core artists include thelikes of Phil Collins, Tina Turner, DJBobo, Natalie Imbruglia, Madonna andSupertramp. Adams emphasises, how -

ever, that Hit -Radio Antenne Sachsenproduces 100 percent of its own pro-gramming, based on local listenerresearch.
"You just can't have common pro-gramming for; a nationwide radiobrand," says Thomas Melzer, MD andprogramme director at Hit -RadioAntenne Sachsen-Anhalt . "That would-n't work. We have a common targetaudience, but that doesn't necessarilymean their music tastes are exactly thesame. With the help of researcherswe've been able to fine-tune our pro-gramming to match those tastes.
"There are some differences amonglisteners in eastern and westernGermany," adds Melzer. "A 25 -year -oldfrom the [eastern German] city of

The Hanover station leans a littlemore towards modern rock and popwith acts such as Liquido, but still alsonames among its core artists MichaelJackson and Tina Turner. The stationhas some 1,500 titles in rotation.Figures for title rotation at the othertwo stations were not revealed.
Room for moreWhilst the Hit -Radio Antenne groupso far includes only stations partlycontrolled by AVE, it is not a necessarycondition for membership. Muller saysthe Hit -Radio club remains open toother stations willing to join. The onlycondition is that they use the Hit -Radio Antenne moniker and "The BestMix" slogan, and adopt a mainstreamAC format.
Insider reports that the next sta-tion to join the Hit -Radio Antennepartnership would be Potsdam -basedBB Radio, in which AVE also has astake, and which broadcasts through-out the state of Brandenburg and inBerlin, have been denied by a BBRadio spokesman. Although BBrecently switched fromschlager/oldies to AC, and alreadytakes some of its music programmingfrom Hit -Radio Antenne, the pres-ence in Brandenburg of a separateexisting station called AntenneBrandenburg would lead to "confu-sion for listeners," if BB were to adoptthe Hit -Radio Antenne branding, thespokesman says.

Dirty, uncom-promising, brilliantly hook -laden and, well, punky, thistrack is already blowing up in the UK and threatens to bethe boss tune for dancefloor and radio alike for a long,long time. With the album Remedy expected soon this islikely to be the year of the Jaxx.
WELL 'ARDOn their second EP, techno duo Direct Drive(KK/Belgium) show a sense of humour in their use ofplayful, naive tunes and a love of thunderous riffing. Theopening track, Whistle, combines dashes of sonic thug-gery with a syncopated techno undertow, while Sonic ishard house at its grooviest. Shimmering synths lead,deceptively, towards a heads -down, no-nonsense thumperof a finale which bears little resemblance to the sinuousintro.
TOP TUNEAlready released in most major European territories, theSouthside Spinners'Luustruck (Lube/Holland) is a classicsemi -instrumental techpop thumper. The track's mainstrength lies in the hook laden, interweaving keyboardriffs which are underpinned by a trulyIt's just one of those tunes that stick like velcro. With itstwo radio edits, Luvstruck has every chance of becominga major crossover success.
SHE'S BACKGerman mood-meistress Billy Ray Martin is back. Thistime on U.K. label React, Martin's new track Honeycomes with no less than four radio edits. The Queen -Bmix is pure eurobeat, a sound which would fit perfectlyinto programming for the 14-20 demographic.Programmers catering to more mature listeners willundoubtedly go for the exquisite, subtle, soul -drenchedre -reading by Miami house duo Deep Dish. With a tech -no imluenced version by Chicane and a lush, breakbeat-dominated take by King B, there is something here foreveryone.
WELCOME TO PLANET SONARThe sixth edition of the widely respect-ed Sonar Festival in Barcelona, June17-19, is to include several changes to
a format which the organisers felt needed refreshing. Outgoes the (admittedly dated) chill -out area, and in comesthe showcase tent, a chance for labels to show off theirrosters in front of a discerning audience.
The other main change to the event is that the organ-isers are keen to attract more professionals, after havingmade the festival a huge hit with the public-Sonar '98attracted 35,000 visitors over three days. This year,Sonar teams up with U.K. publication DJ Mag to organ-ise various panels, seminars and presentations.
Performing artists this year include New York leg-end Suicide, German leftfield jazz man Rainer Truby,Roger Sanchez, Richie Hawtin aka Plastikman,Speedy J, Grooverider, Scratch Perverts, LaurentGamier, Kreidler, David Toop, Orbital and Austrianelectronica act Fennesz.

Stereo's no-nonsense cocktailby Paul Sexton
The Stereophonics gave themselves a toughact to follow after the success of their debutalbum Word Gets Around (V2), but the Welshrockers have found a fifth gear with their fol-low-up, Performance And Cocktails.
The band is on a sharp upward curve bothat home and abroad. Performance AndCocktails shipped over half a million copiesworldwide-excluding North America andSouth -East Asia where the album will bereleased later this year-according to V2international product manager JuliaConnolly. "The Stereophonics did a lot of tour-ing in Europe on the back of their debutalbum," says Connolly. "They've built a loyalfollowing [on the continent], especially inFrance. Sales of Performance are pretty muchdouble of what they did with Word."
Their work ethic apart, the trio fromCwmaman in south Wales hit a note withcontinental European fans, thanks to theirstraightforward rock'n'roll and no-nonsenseattitude. Steeped in '70s rock tradition, leadsinger Kelly Jones confides a particular affec-tion for Australian hard rockers AC/DC. "Weall went to see [former AC/DC singer] BonScott's grave in Australia," says Jones. "I usedto dress up as [AC/DC guitarist] Angus[Young] as a kid. We didn't have anybody elseas heroes."

Their next U.K.single, Pick A Part That's New-already outin Europe, which has yet to go with JustLooking-is released in the U.K on May 3and looks set to push Stereophonics mania toa new level.
Chris Straw, head of music at U.K. CHRstation Hallam FM in Sheffield, is bullishthat "[Pick A Part] is the first [single of theirs]
we're going to be able to really hammer."He adds: "The track should be able to han-
dle 30 plays a week. [The Stereophonics] arebecoming so hugely established that they'rethe band of 1999 in a way."
Word Gets Around, released in lateAugust 1997, remained in the U.K. best-sellers almost without a break since it cameout, enjoying a sales infusion when the groupwon the Best British Newcomers award atthe 1998 Brits. Last June, they played to asellout 10,000 outdoor crowd at CardiffCastle in their home country.
Now the stakes are even higher. Followinganother sold -out U.K. tour, they move on toFrance, Germany, Switzerland, theNetherlands and Italy, and will supportAerosmith and Lenny Kravitz on their dou-ble -headliner stadium bills in England,Germany and the Netherlands this summer.A busy festival season beckons, and at theend of July the Stereophonics will headlinethemselves at the Morfa Stadium inSwansea, Wales, for which the plannedcapacity is 50,000.
"I hope this year we can enjoy it a bitmore," says Jones, "because that Cardiff showwas nerve-wracking. That was the first timewe'd seen 10,000 people there for us. Beforethat, we would do festivals and you'd justassume the crowd were not therefor you."
Scycs ride TV soap bubbleby Gesa Birnkraut
They came only second in an easternGerman talent contest last year. Now, fivepiece Scycs are soap stars and their label,Edel Records, expects big things from theirdebut album, Pay -TV.
In June 1998 Scycs won second prize atthe f6 music awards, the country's only tal-ent contest which focuses on artists from theeastern states (the former GermanDemocratic Republic). The band went homewith a voucher to cut 500 demos. "Moreimportant than the award itself were thecontacts Scycs made," says Lars Burmeisterfrom music agency mmk, which organises f6for its main sponsor (the tobacco companyReemtsma), and AMIGA, formerly the EastGerman state label and now part of BMGEntertainment Berlin.
Concert promoter Fritz Rau booked Scycsimmediately to support Italian entertainerEros Ramazzotti. Later that summer, theband were chosen to play themselves in adaily soap on commercial TV station RTL.
The band was signed personally by EdelCEO Jens Geisemeyer, and their first single,Next November, was released in October1998. It went straight to number 14 in theGerman Media Control charts, and bothMTV and VIVA put the video into heavy
rotation. The secondsingle, Grounded, wasreleased this Februaryand received similarlypositive reactions fromthe media.
On Pay TV, whichwas released inGermany on April 19,the band serve up amixture of straighthard rock, newwave and ballads.
Scycs are currently on a 54 -cities tourthrough Germany and Austria which willkeep them on the road until September.Stephan Michme, lead singer and a radio DJat Potsdam -based public CHR station Fritz,admits that "being on tour is one of the mostimportant things for us. We like a mixedaudience especially when, in the middle ofthe gig, everybody is dancing no matter howold they are."
Once the tour is over, Scycs will return tothe studio to start recording a follow-up toPay -TV. Edel Records international market-ing manager Andreas Rath says: "We aresure Scycs are on the verge of internationalsuccess, and Pay -TV is going to be releasedlater this year in most parts of western andeastern Europe, Japan and in the U.S."

Chrissie Hynderemains the quintessential feisty figurehead, even if,with the passage of time, there are suggestions thather hand have taken to rocking a little more gently.Due out on May 3, the set's first single, Human,penned by Shelley Piken and Mark McEntee, is oneof only two among the dozen songs here that Hyndedid not write herself. It's been a great week for the Jive label in theEuropean Radio Top 50. Britney Spears' ...Baby OneMore Time (Jive), still at the top, seems not so muchnews any more as an immutable fact. However,challenger Robbie Williams rises to number twowith Strong (Chrysalis) and is gaining air power, es-pecially in Germany, where he made the top in theregional airplay listing. Other good news for Jive isthat the label scores the highest new entry so farthis year with the new Backstreet Boys single, IWant It That Way. Finding its way in at number 14,it beats this years' previous highest new entryrecord set by Cher's Strong Enough, which came inat number 19 back in February.
Basyl De Groot, one of the heads of music at 3FM, the Dutch national public CHR station, judgesI Want It That Way a massive hit: "It's a fantasticradio record, and I've already heard a couple oftracks from the album, which are even better andsound a bit more grown-up." The track also sparkeda minor radio war. The official radio date for thisBackstreet Boys release was Monday, April 12, butrival commercial Dutch CHR station Radio 538faxed a press release the Friday before, claimingthat they would broadcast the single on the Sundaybefore the official radio date. In reaction to that fax,3FM downloaded the single as an MP3-file from theinternet and played it immediately on the Fridaybefore. Radio 538 responded by playing a better -quality download the next minute. Basyl De Grootexplains: "Congratulations to Radio 538, becausethat fax was a good PR move for them. But becausethey broke the pact, we thought we had to react thisway. The Radio 538 move was designed only forpress impact. At 3FM, our slogan is 'New MusicFirst', and it doesn't only mean unknown acts. Itseems that our new music strategy is paying off, be-cause the latest daytime listening figures show anupward trend for 3FM. Now we're even topping ACstation Sky Radio, with 17.6 percent to their 16.4percent, while Radio 538 gets 5.9 percent." In thefuture, De Groot expects a lot from Kiss Me by Six-pence None The Richer (Columbia) and Red Alertby Basement Jaxx (XL).
Somewhat overshadowed by the Backstreet Boysthis week is another high new entry, Canned Heat byJamiroquai (Sony S2), which warms up at number17. The soulful track-with the same name as theU.S. blues rock outfit founded in the '60s-receivesan especially warm embrace in Scandinavia, whereit's already number four.
Now that he's broken in at 33 with Livin' LaVida Loca (Columbia), which is already performingwell in southern Europe, Ricky Martin's schedulewill become crazy again.
New at 40, Shania Twain affectsindifference, but Scandinavian pro-grammers are impressed with theuptempo dance mix of That Don't Im-press Me Much (Mercury). It's al-ready at number 3 in the region.
And at 48, Dee-Tah scores a sec-ond European radio hit, El ParadisoRico, after reaching number 34 inNovember last year with Relax (bothffrr). A pop dance tune which relies
heavily on Madonna's La Isla Bonita, El ParadisoRico is a little piece of heaven on UK radio.

New French ratings
The main new finding of the sur-vey is that for the first time, theaudience for music networks hasexceeded that of full -service andtalk stations. Overall, music net-works had a combined cumulativeaudience of 56.5 percent against53.6 for non -music networks.
"Since 1982, a number ofmethodologies have been used, butwhatever the system, they all pro-duce the same result: RTL is by farthe market leader," commentsPhilippe Labro, vice-president ofRTL.
The new ratings sweep coveringthe January -March 1999 periodunveiled on April 20 by rating organ-isation Mediametrie was welcomedby most broadcasters in that it givesmore precise information on listen-ers' choices.
In the new survey, called 75 000+,the sample of listeners is no longerasked which station they listened tothe day before, but during the previ-ous 24 hours. "By moving the collec-tion of the information closer to thetime during which they listened tothe radio, the memory of the samplegroup is more accurate," explainsArnaud de Saint Roman, head ofMediametrie's radio department.
Mediametrie stresses that thenew figures should not be comparedwith past surveys. However, networkmanagers are quick to point to theirown market share and audiencegains as indicated by the new data.
Alain Weill, general manager ofNRJ, considers that "if the new 75000+ figures are not comparablewith the former surveys, it never-theless shows the same trends. NR.J.reaches its peak with almost 5.8million daily listeners, confirmingmore than ever that NRJ is the sec-ond most popular commercial radioservice in France and the leadingmusical network."
Weill also points out that Goldstation Nostalgie, which wasacquired last year by NRJ, hasextended its reach with its fullyrevamped schedule. Says Weill,"With more than 3.5 million listen-ers, Nostalgie has broken its ownrecord and becomes the.second musicnetwork in France, less than a yearafter we took it over-at that timeNostalgie was ranked fifth."
However, NRJ is not theonly winner in the survey.Europe 1 Communication alsosees all its networks growing, Statio

At CLT-UFA's music networks,Axel Duroux, president ofCHR/dance Fun Radio and soft ACRTL2, is satisfied that the 75 000+survey reveals that Fun Radio ispicking up new listeners. "AlthoughMediametrie told us two weeks agothat the figures are not comparablewith previous surveys I am happywith Fun's growth, which comesquicker than we hoped," he says.
"However, this survey proves thatthe audience has endorsed our newformat [launched last December] andwe are pleased to see that we havenow more 20-25 year old listenersthan 15-19."

Geri puts Ginger back on Spice racksound, which stands out more thanthe Spice Girls ever did," saysRobert Sehlberg, music director atCHR/AC station SR P5 Radio Stock-holm. "We played Shirley Basseyand the Propellerheads and thatworked really well for us-and thistrack is not disimilar."
Like Sehlberg, EMs Live musiceditor Peter Grobovski says that theCologne -based CHR station wouldhave playlisted Look At Me "even if ithad been by a [lesser known] singer.It's not a cover or a poppy tune, but amodern and well -made song." Headds, "the track has an unusualsound which we certainly didn'texpect. This could even make theTop 10 in Germany."
Look At Me split the weeklyplaylist meeting at Radio City96.7/Liverpool right down the mid-dle. "Half of the people in the meet-ing hate the track, and the other halflove it," comments Richard Maddock,head of music at the CHR station,"but we all agree we must play itbecause it will be massive and ouraudience will want to hear it."
Meanwhile, Halliwell herself istaking pains to draw a firm lineunder her past as a Spice Girl. In thevideo for Look At Me, she paradesher former incarnation "GingerSpice" in a coffin during a NewOrleans -style funeral scene. She tellsMusic & Media she decided to leavethe Spice Girls when the band's pro-motion schedule did not allow her toact as a spokeswoman for U.K chari-
ties fighting breast cancer."I was losing my soul," explains
Halliwell, who is also a goodwillambassador for the UN's DFPA(family planning) and PopulationConcern projects. 'We all have thepower to make a difference, and Ijust felt I had to start making thatdifference," she says.
A double life as a pop star and afigurehead for charity organisationsis Halliwell's declared mission."Both parts of my life are just asimportant to me," she says. "At theend of the day [my work for] the UNis a life-long project, it doesn't mat-ter if I'm 26 or 50. But I cannot seemyself juggling around a pop careerwhen I'm 50."
Halliwell is the second high -pro-file breakaway from a major pop actto sign to EMI U.K. for a solo career.Ex -Take That star Robbie Williamsmoved to EMI'sChrysalis label in1996. "I knew thatEMI just had a tasteof success with Rob-bie," says Halliwell."There is nothinglike that hungerwhen you've had abit of that and wantmore. - I knew Iwould get the atten-tion I wanted atEMI."

prets Halliwell's decision as a sign ofappreciation for the company's com-mitment to long term artist develop-ment. "We are very happy that Gerichose EMI to launch her solo career,"he comments. "It shows a great dealof confidence in our abilities."
Halliwell believes that success orfailure will ultimately rest on herown shoulders. "Robbie made him-self successful," she argues. "As anartist, nobody can sell yourself betterthan yourself. The record companycan work their pants off, but at theend of the day you cannot dress up acheap bottle of perfume."
Even if her debut album Schizo-phrenic-which is due out on June7-bombs, Halliwell will have tak-en satisfaction from the project. "Iwas scared silly to do this[album]," she reflects, "but I've giv-en it my best shot."

dent the opportunity to create a per-sonalised "station list" against whichto record their listening habits.
An individual will create his orher "station list" with the help of aRAJAR interviewer, working out thestations which the respondent is like-ly to listen to during the course of aweek. The selection of stations ismade with the aid of a pack of stationprompt cards, with one card for eachradio station broadcasting in the lis-tener's area. There are also addition-al spaces in the diary to enable theparticipant to add the names of anyother stations they may unexpectedlytune into.
A further significant developmentin RAJAR '99 is the introduction ofindividual diary placement. Previ-ously, several respondents were oftentaken from a single household.Under the new system, only onerespondent will be interviewed perhousehold. This, says RAJAR, willhave the benefit of "eliminating anypotential skew which can arise out ofshared listening between householdmembers," and will result in"increased sample reliability andmore robust data."
The requirement to create a"Personal Repertoire Diary" alsomeans that every individual whofills in a diary will now be individu-ally briefed by a RAJAR interview-er. "In the past, troublesometeenagers are likely to have beenbriefed by Mum," explains Commer-cial Radio Companies Associationchief executive/chairman andRAJAR board member Paul Brown."Now they will be briefed by trainedinterviewers."
The listening figures of all sta-tions, from small locals to nationalservices, will now be reported everythree months (on a cumulative orrolling basis, in the case of the small-er stations). Under the previousRAJAR system, only the results ofthe largest stations were reportedeach quarter, with the results of localstations published twice, or in somecases just once, per year.
RAJAR will publish the first set ofresults under the new system inJune, covering the first quarter of1999. The body wants everyone inthe industry to regard this as "YearZero" and to avoid comparisons withprevious RAJAR data.
However, the results, originallyscheduled for release in May, havebeen delayed by problems in theimplementation of the new stationprompt card system. Researchers atIPSOS/RSL identified particularproblems where two separate radioservices share similar names (forexample, Clyde 1 FM and Clyde 2 inGlasgow, or Capital FM and CapitalGold in London).
In the early part of the surveyperiod, a few interviewers were notpermitting respondents to nominatetwo similarly -named radio services intheir Personal Repertoire Diaries.The fault was corrected in the middleof the survey period by the issue ofrevised instructions to interviewers.

The Isle of Man's parliament, the Tynwald,has voted to accept the recommendations made bythe island's communication commission to awarda long -wave radio licence to the Isle of ManInternational Broadcasting Company. Thecompany intends to use the licence to broadcastan adult -oriented service (provisionally titledMusicMann) to the whole of the U.K. and partsof northern Europe (M&M April 17).
In the wake of Mediamettie's changes to itsradio ratings methodology (see front page story),two leading French music networks-NW (CHR)and Skyrock (CHR/urban)-are asking the rat-ings organisation to start surveying 11-14 yearolds. Mediametrie's current lower age limit is 15.But not all French broadcasters agree with theidea, and Mediametrie itself is opposing the move.
In a development likely to further annoythose in the U.K.'s commercial radio sectorunhappy at the increasing AC slant of public sta-tion BBC Radio 2, insiders say that SteveWright is set to take over the Radio 2 weekdayafternoon show soon to be vacated by EdStewart. French indie label Naïve has inked a licensingdeal for the U.K. with Alan McGee's labelCreation, and also with Sony Music's SINEdivision for the rest of Europe for its electronicaact Le Tone. In addition, Naive has signed for-mer Talking Loud R&B act Omar for the worldand-just for France-British rock band Muse,who are currently on Mushroom for the U.K andMaverick in the U.S.
Finally, a number of U.K. programme con-trollers have apparently been bombarded with e -mails purporting to be from genuine Status Quofans asking for "requests." But programmersHotline spoke to strongly suspected the e -mails tobe part of an orchestrated campaign to promotethe veteran rockers' new single, ironically entitledLittle White Lies. "The sad thing is, some recordcompany thinks this sort of thing works," said oneprogrammer.
