With European play - lists looking more wel- coming of late for bands such as the Goo Goo Dolls and Sugar Ray, You Get What You Give is proving unstoppable. It climbs 10-8 on M&M's European Radio Top 50 this week and enters the Eurochart Hot 100 Singles at number 16, evoking memories of pop -rock favourites from World Party to ELO in the process. The track has been an instant radio hit in Spain, the Netherlands, Denmark, Portugal, Ireland and the U.K., where New Radicals frontman Gregg Alexan- der undertook a week of promotion from March 22, the single's release date. A few publications, not least the Wall Street Journal, haverecently reported that it's getting tougher for U.K. artists tohave breakfast in America these days.

In fact, there were strong suggestions that Billboard'sdecision to put a greater emphasis on airplay in its Hot 100singles chart has hindered the chart performances of U.Kacts in the U.S. Main reason given: U.S. radio stations pre-fer to play domestic acts rather than "aliens."

It's probably easy to blame it on the charts (quite a habitfor an industry which produces the most controversial chartthis side of the Atlantic). The charts are not the problem,they are only the expression of the problem.

The truth of the matter is that crossing over to the U.S.is no easy journey, just as many U.S. acts find it harder tobreak in Europe (and the U.K. in particular) these days. Butif it is getting tougher, it's not because of the charts, butbecause the U.S. market has changed and is getting tougherfor everyone.

The biggest change is in the U.S. radio market. There are

now even more formats, more niches, and fewer outletsoffering a broad -based mix of music genres. This makes itharder for labels to market records in general, and particu-larly music that doesn't fall neatly into format categories.

Even U.S. Top 40 stations are not necessarily embracingpop songs-a genre in which dip U.K. is well versed-theway they used to, while some of the dominant musical gen-res in the U.S. (mainly country, R&B/rap) are out of reachfor British acts.

Brits have made exceptional contributions to music andwill certainly continue to do so. Life goes in cycles-you needthe right artists at the right time, a bit of luck and a lot ofhard work.

U.K. artists also know that they need to spend both timeand energy to break America-Robbie Williams' attempts tocrack the U.S. will be particularly inter-esting to watch. Give a few months anda couple of hits, and the papers will talkabout another British invasion.

In the meantime, U.K. labels can atleast have the satisfaction of notingthat the song on top of Billboard's sin-gles chart for the fourth consecutiveweek is Cher's Believe, an Americanartist signed to a U.K. label...

PIMs reward Rossi's return to formby Mark Dezzani

MILAN - Veteran Italian rocker VascoRossi scooped three prizes at thePremio Italiano Della Musica(PIM) Italian music awards atMilan's Rolling Stone Club onMarch 24.

Rossi, whose album CanzonePer Me (EMI) was amongst thetop three best selling albums inItaly last year, collected the awards forItalian record of the year and Italian tourof the year, plus the music critics' prize.

The PIM awards are organisedannually by CHR network RadioDeejay and Musica!, the weekly musicsupplement of La Repubblica newspa-per, all of which are part of theEspresso media group. Apart from themusic critics' award, all of the cate-gories were voted for by Deejay listen-

ers and Musica! readers. Some 60,000votes were received, 70 percent ofwhich were sent via the Internet.

The awards were broadcast live onthe national commercial TVnetwork Italia 1, as well as onRadio Deejay, and were hostedby Serena Dandini and RadioDeejay programme directorLinus. The live spectacleattracted an average TV audi-

ence of 2.2 million, representing an 11percent viewing share during the mid -evening prime -time slot.

EMI Italy president Riccardo Clarysays that Rossi's last album representeda return to strong songwriting. "It wasan album of great songs with strongemotions like his early material," hesays. "The award for best tour was alsowell deserved. His concert at Imola lastyear has gone down in Italy as one of the

In the absence of an "official" indus-try -backed awards ceremony, thePIMs are seen as Italy's leading popmusic accolades. Clary says that plansfor industry bodyFIMI to create offi-cial music industryawards have beensuspended for thetime being becauseof an anti-trust rul-ing against Italy'smajor labels (currently the subject ofan appeal), but are likely to be revivedin the near future. "The PIM awardsare sponsored by a major media group[Espresso] and therefore representsvalid recognition, but we are stillthinking of creating a new officialawards ceremony," reveals Clary.

Danish stars TV -2form own labelCOPENHAGEN - Danish pop/rock actTV -2, former EMI -Medley head ofpromotions Anne Marie Buch, andTV -2's management/booking agencyAarhus Musikkontor have cometogether to form a new record labelcalled Pladeselskabet.

TV -2, one of Denmark's biggest -selling acts, were previously signed toEMI -Medley, which will distributePladeselskabet. The new label, basedin Copenhagen, will start operationsat the end of this month, with Buch asgeneral manager and the members ofTV -2 as creative directors. The firstrelease on Pladeselskabet will be a TV -2 double live album, due out on May 5.

TV -2 founded Aarhus Musikkontorearlier this year; the agency nowmanages around 20 Danish acts. BoAndersen is managing director of thatcompany as well as the new label.

Capital gains in latest Audiradioby Mark Dezzani

MILAN - Italian AC networkRadio Capital has registered itsfirst significant audience gainssince it was acquired bythe Espresso publish-ing group in January1997 from the enter-tainment impresarioClaudio Cecchetto.

The positive resultscome in the wake of majorstaffing and programmingchanges at the network, whichis based in Milan and Rome.

Official ratings compiled byAudiradio for the first quarterof 1999 show that Radio Capi-tal's average daily audiencegrew by almost 200,000 listen-ers to 848,000, compared to thefourth quarter of 1998.

The Audiradio survey period(January 16 -February 19) coin-cided with a number of significantchanges at the station. Luca Gallihas been appointed programmedirector replacing Linus, who willcontinue to programme sisterCHR network Radio Deejay.

Galli, who was formerlyhead of Creahits, the commer-cial production unit of RTL102.5 Hit Radio, has imple-mented a series of changes in

music policy and air tal-ent, and says that morechanges are planned.

"Our 25-40 year -oldtarget audience remainsthe same, but I'm imple-menting a tighter music

format, with less emphasison specialist music suchas R&B than before," says Galli,who adds thatthe network'score 50/50 mixof current andclassic hits willremain.

Galli hassimplified theschedule to fourhour slots foreach presenter,and signed twonew DJs, ThomasDamiani andStefano Gallari-ni, who both

come from CHR network Sta-tion 1. British presenterMarianne and specialistR&B DJ Massimo Oldanihave both left Capital, withOldani's afternocal slot goingto Giacomo Valenti.

Elsewhere in the ratingssweep, public full -service sta-tion RAI RadioDue main-tained the audience gains itmade at the end of last year(M&M, March 6), but theleading commercial CHR net-works all sustained losses.

U.K. departures at Columbia, VirginLONDON - ThreeU.K. labels have beenaffected by seniorexecutive changes.

The unrelatedmoves involve twoexecutives: ColumbiaRecords U.K. manag-ing director GedDoherty and MarkHutton, general man-ager of VirginRecords U.K.

Doherty left Columbia onMarch 26 to become managingdirector of Arista Recordsat BMG, having reached anagreement with Sony Musicover the final months ofhis contract, which expiresthis summer.

Doherty has been recruitedby BMG U.K chairman RichardGriffiths to fill a position whichhas been vacant since the depar-ture of Martin Heath at the endof 1997. The two previously

worked together atEpic Records U.S., whenGriffiths was the label'spresident. Doherty, whojoined Sony MusicU.K. in June 1996, willtake up his BMG slotin late April.

No replacement forDoherty has beenannounced by SonyMusic U.K. & Irelandchairman Paul Burger

but a Sony Music U.K.spokesman says that Burger"won't be rushed" to find a suc-cessor. In the meantime,Columbia's general manager/head of A&R David Balfe andmarketing director GrahamBall will assume day-to-dayduties at the label.

Meanwhile, Hutton, GM ofVirgin Records U.K. since July1997, exited his post abruptly atthe end of last month following ameeting with Virgin Records

U.K. chairman Paul Conroy.Sources at the company saythere was increasing frictionbetween Hutton and Virgin'sA&R director David Boyd, whois also managing director ofHut, the label of The Verve.

However, Hutton says thedeparture was "amicable." Heexplains: "It was probably aculmination of a lot of things. Ihave no regrets -I had a fan-tastic time at Virgin, with anoutstanding bunch of people."

Hutton says he plans to taketime to consider his next moveand that "the focus will mostlikely be on the music business."

Virgin Records U.K chairmanPaul Conroy says Hutton'sdeparture is "sad, but probablybest for us and for him." Conroyadds that he plans to aid Hut-ton -who joined Virgin in 1982 -in his search for new employ-ment, and says he has no plansto replace the executive.

ON BI ATMCM IS FRANCE'S MOST -WATCHEDPis - Despite growing competition, MCM Euro-musique remains France's most popular music TV chan-nel, according to latest audience figures released by Medi-ametrie. The cable and satellite channel is watched by1.18 million weekly viewers. MTV has 788,600 weeklyviewers; M6 Music 235,100; Fun TV 277,900; NostalgieLa Tele 226,500; and Muzzik 99,100. France has 7.7 mil-lion households hooked up to cable or satellite TV, still along way behind the 17 million in neighbouring Germany.

STUDENT RADIO CHART LAUNCHESSTOCKHOLM - Seven of the largest student radio sta-tions in Sweden have started to compile a bi-weeklyplaylist chart. The initiative came from Sony MusicSweden, which recently gathered representatives fromseven of the largest student stations with. the purpose ofincreasing cooperation between themselves. The chart iscompiled by Eric Paglia at Stockholm's student stationRocket, and is based on playlist reports from the otherparticipating stations. Student stations in Sweden havea (combined) estimated audience of 150,000.

DONNA'S HITCLUB DEALBRUSSELS - TV compilation spe-cialists EVA and Universal MusicBelgium have linked up with publicFlemish CHR station VRT RadioDonna to help promote their Hitclubcompilation albums. Hitclub waslaunched as a chart compilationseries in 1997, with five volumesappearing every year. Radio Donnais now including a daily three-hour chart music show,Donna's Hitclub, each evening as part of the cooperationdeal. "Although initially we didn't want to refer to thealbums [on air], the current association works out verywell," says Radio Donna station manager Bert Geenen.

MOVING CHAIRSLONDON - Mercury Records U.K. has appointedSian Thomas as director of international marketing.She replaces Bert De Ruiter, who departed last month.Thomas, a 17 -year veteran of the PolyGram group, hasbeen senior international marketing manager since1994. Swedes to face ownership restrictions?by Johan Lindstrom

STOCKHOLM - The age of unrestrict-ed media ownership in Sweden, whichhas benefited a number of majorEuropean media and radio groups,could be coming to an end.

Changes are being proposed toSwedish media laws which would bringthe country into line with similar legis-lation regulating broadcast and printmedia ownership in other EU countries.

A parliamentary committee consist-ing of Sweden's ruling SocialDemocrats plus the Green Party, theLeft Party and the Centre Party wantsthe country's Competition Act to beapplicable to the media, in some casesoverruling the country's Freedom of thePress Act and the Fundamental Law onFreedom of Expression, which have

traditionally ensured freedom of mediaownership in Sweden.

Under the proposals, the SwedishCompetition Authority would be giventhe right to go to court in order to stopmergers between media companies, ifthe merger in question is seen to dimin-ish competition and "it is feared there isan intention to impede a free and broadexchange of opinion and comprehensiveinformation." There would also be com-pulsory notification of company acquisi-tions in cases where the merged mediacompany would have a joint annualturnover of more than Skr4 billion(euros 450 million). Existing mediaownership concentrations would not beaffected by the plans.

Culture minister Marita Ulvskoghas given a positive reaction to thecommittee's proposals, which are

expected to be put forward by the gov-ernment in the autumn. But becausethe plans would involve rewriting partsof Sweden's constitution, they wouldhave to be ratified by the parliamentafter the next election in 2002, delayingthe legislation's introduction until 2003at the earliest.

Opposition parties could delay thereforms further by exercising theirright to put constitutional questions toa national referendum. The report hasalready been heavily criticised by theLiberals, Christian Democrats and theright-wing Moderates. They claim thatthe new legislation is not needed, andthat it would not reduce media concen-tration but instead create new prob-lems by giving the Competition Actprecedence over the country's constitu-tional laws for the first time.

Rival stations promote Flemish cable radioby Marc Maes

BRUSSELS - Under the banner of"Radio 2000," cable radio broadcast-ers in Flanders have come togetherfor a major awareness campaign topromote the medium.

Mid -February saw the launch oncable of CHR/dance station Radio 538Vlaanderen (a Belgian variant of thesimilarly -named Dutch station), goldstation Radio BOB (De Beste Oldiesin Belgie), Radio Magdalena (gold)and S&SI Hitmix (CHR).

Those launches follow the debut,almost a year ago, of northernBelgium's first cable -only station,Radio Flandria. The AC station'scumulative audience reach hasclimbed from just over 50,000 in April

1998 to just over 300,000 at the end oflast year, according to Sobemap audi-ence figures.

Adds Radio 538 managing directorErik De Zwart: "The big advantagefor Radio 538 Vlaanderen is that wehave one frequency [106.8] for thewhole Flemish region, whereas in theNetherlands, each city has its ownfrequency. This will help us marketthe product."

Pay -deal problem for regional Dutch publicsby Robbert Tilli

HILVERSUM - Regional public radio inthe Netherlands is facing a possiblefinancial crisis following the signing of anew labour agreement which will giveits employees a 5.75 percent salary raisefrom June of this year.

Management at regional public sta-tions is unhappy with the outcome ofthe pay talks, which were negotiatednationally between public broadcastingumbrella organisation NOS and theCNV Media trade union. The agree-ment is applicable to both national andregional radio and TV.

Huub Elzerman, managing directorof Amsterdam -based full -service sta-tion Radio Noord-Holland, predictsthat financial problems for his stationwill arise in the very near future as adirect result of the deal. "It [the paydeal] is actually half a percent morethan we can afford on an annual basis,"he says.

But the real problem, contendsElzerman, is the way regional publicradio is financed in the Netherlands.Every household in the country has to

pay a Dfl204 (euros 92.72) licence feeeach year for all public broadcastingservices, but only Dfl10 from this sumis earmarked for regional radio. "Forthe past decade, this amount hasnever been index-linked to inflation,"notes Elzerman.

Regional radio lobbying groupROOS has presented a report to Dutchsecretary of state for media Rick vander Ploeg which proposes structuralsolutions to the sector's financial prob-lems. The report is likely to be dis-cussed in parliament later this month.

There's a pollin which visitors are invited tovote on a topical issue, local news,sport, traffic, entertainment list-ings, a message board area andother similar features. The overall impression is of a very useful, well -exe-cuted local magazine. Information about the stations themselves is curi-ously low-key, however. Visitors seeking this section must follow an inter-nal link midway down the menu bar rather than the more instinctiveaction of clicking on the station logo, and at present there is no way of hear-ing the station's output. TRYPNOTICCombining trippy textures, a clutch of cute melodies and anaive, lo-fi approach to vocal sampling, Indoctrinate's FeelingYou (Tranceportation/Belgium) also has a superb middle eightbreakdown. The latter features a big piano and also serves tochange the whole nature of the song. From hard trance overthe first four minutes, Feeling You suddenly turns into a bub-bly slice of euro trance pop for the final section.

SLAMMERThe Netherlands' DJ Misjah is one of that country's very besthard house/techno deckmeisters. He also regularly turns outminimal but slammin' tracks. Such is the case with the dou-ble A -side EP Nimphia I Knallenheid (X-Trax/Holland),which features two thumping floorfillers with one foot in theDetroit sound and the other firmly planted in the rathermore melodic Dutch approach. Hard but genuinely inspired.

CROSSOVERAfter the success of Feels Real, The Mudmen's latest track,Thriller (eXstatique/U.K.), is an important one which showsthat you can keep it hard and credible whilst deliveringhook -laden records. With its insistent vocal sample and phat,riffy bass line the Break That House mix touches variousstylistic bases. Thanks to the laid back, housey breakbeatand wall-to-wall hooks it could work on the radio, whereasthe Feel My House version is 100 percent dancefloor.

PERCHANCE TO DREAMNorwegian artist Geir Jenssen, a.k.a. Biosphere, needs littleintroduction since he's been one of the very few ambient actsboth to cross over to a mainstream audience-with

Patashnik (Apollo/Belgium)-and to have a track-NoveltyWaves- used in a Levi's TVcampaign. He is also a cleverand inventive remixer, asshown on Biosystems-TheBiosphere Remixes ( Beat-service/Norway). This intrigu-ing, downbeat album includeswork for name artists such as

James on the moody ballad She's A Star, and ex -MassiveAttack singer Nicolette's No Government, alongside rework-ings for interesting local acts such as Download, Front LineAssembly and Mind Over MIDI.

MEDICINALFollowing a series of top class hard house EPs for Paris -basedPro -Zak Trax, Jordi Grau's latest recording for the label underthe name Psyback, Combneishon Nino Colado, is a radicaldeparture. Combining soul voices, warped, mutant stringsand a flares'n'afro disco groove, the two tracks are examples ofunderground nu -disco at its bizarre, funky best.

"The track is currently on Radio FG's Hitlist," says Pro -Zak Trax export manager Luc Charles, "plus it's doing wellon the Future Mix Chart which is compiled from the playlistsof 25 radio stations around Paris and in Provence." Despitethe French media's enthusiasm for Combneishon, this com-paratively light-hearted departure is, so far, strictly a one-off.

Meanwhile another act from the label, Kojak, whoseMidem '99 appearance consolidated their reputation as partof the next wave of French house, are to release their debutalbum, Crime In The City, on April 13. Through Pro -ZakTrax's deal with Barclay, the album will also be released inSweden and Norway. According to Charles, the U.K. andGermany are also expressing interest in the album.

Orbital re-entry to the airwaves' by Sally Stratton

This spring sees the return of three heavy-weights of British electronica-Underworld,the Chemical Brothers and Orbital-all of themguaranteed a measure of radio support and allof them now regarded as mainstream acts.

Orbital's fifth album, The Middle OfNowhere (FFrr/London), due out on April 5, isthe follow-up to their British top five album InSides. Betweenalbums they havetoured extensively,reinterpreted thetheme music ofThe Saint for themovie and workedwith film composerMichael Kamen.

Several trackson the new albumhave a cinematicquality, especiallythe opener, WayOut, which PhilHartnoll, the elderof the two Orbitalbrothers, describes as "a neon cowboy riding offinto the sunset." There is also a sense of fun inthe new material, nowhere more evident than inthe Big Pipe Style remix of the first single, Style,with its sampled bagpipes and a slice from SuziQuatro's UK chart topper Devil Gate Drive.

It is this version-out of several remixes-which U.K. radio has picked to support. "Radiohad a choice," points out Hartnoll. "This was aremix, it was the b -side and we did the video tothe other version. So we've got radio playingone version and MTV playing the other."

Hartnoll is amused at the scale of popularitywhich his music and the electronica genre ingeneral have achieved. "Look back a few yearsand you'd have to be in a club to hear thesethings, but now it's on national Radio 1, so ithas definitely infiltrated."

"That's right," affirms BBC Radio 1 musicscheduler Alex Jones-Donelly. "When theymade Chime [Orbital's first U.K. hit] in 1990,only pirate radio stations would play that kind

of stuff. Things have changedsince. It's become part of thepublic consciousness. So whenthere's a new project by theChemical Brothers, Orbital,Underworld or Leftfield, weget just as excited by that aswe would by something froman established, guitar -orient-ed band."

"Over the last 10 yearsthere have been so many spin-offs and variations on a themein electronic music," observesHartnoll, "and they're justregurgitations of what's beenaround before."

Despite Hartnoll's world -weariness, Big PipeStyle is already causing a stir in the media andhas been picked up by various TV sports pro-grammes in the U.K, especially those with aScottish element-such as coverage of the FiveNations rugby football tournament.

However, Hartnoll has to admit that per-haps they've peaked just a little early. "BigPipe Style was actually going to be our bid forthe millennium new year," he confesses. "We'lldrag it out again and dust it off aroundNovember time."

Hybrid Fruit ripens with Exposureby Christian Arndt

The borders between techno and rock arebreaking down further on Exposures Left(Monitor/EMI Electrola), the debut album byinnovative Frankfurt sextet Fruit.

Coming from a city which is, arguably, thebirthplace of German techno-it still harbourssome of Europe's mostadventurous technolabels with Milks Plat-eaux and Force Inc.-and which also has athriving rock communi-ty, Fruit combine thebest of both worlds.

Of the band's name,frontwoman CateniaQuentin says: "Wewanted something shortand pithy. Somethingthat has meaning everywhere in theworld. Not a technical term but somethingorganic which keeps growing." Hence the twoformer hard rockers, two techno producers, aversatile session drummer and Quentin-agraphic designer by background-find them-selves storming genre barriers under themoniker Fruit.

The band is managed by Fitz Braum ofFour Music, the management company, recordlabel and booking agency of hip hop act DieFantastischen Vier. Fruit are signed to EMIElectrola's progressive imprint Monitor,"mainly because our A&R man at Monitor,Richard Wernicke, used to work for FourMusic as well," says guitarist Frank Rill, one

of Fruit's main songwriters.It's not only management and label who

believe that the Frankfurt -based band have alot of potential. They have also enjoyed massivesupport from German music TV networks VIVAand VIVA2. Both channels selected Fruit's sec-ond single, Firewalker, for Ni rotation, thehighest entry level for new titles.

Asked if there hadbeen friction betweenthe techno side and therockers within theband, Andreas Velterecalls, "strangelyenough, there havenever been great musi-cal differences. Most ofthe time, two or three

of us come up withan idea for a song,and then we developit together with the

others. We've always managed to work on asong together until it's finished. Which meansthat each band member could make his or hercontribution during every stage of production."

Yet, as guitarist Rill adds, "[songwriting] isnot a democratic process. It can't be. But theright ideas just came naturally to us. Formyself, I can say that I've learned a lot aboutthe way you compose techno music.

What ultimately made the project Fruitripen into a bona -fide band was when the sextetwent on tour supporting the alternative all -girl -band Lemonbabies. "When you spend twoweeks together on the same bus, you really getto know one another," recalls Rill.

Eminem is the highest new entry in the EuropeanRadio Top 50 this week. The catchy hip -hopnamecheck-tune My Name Is... (Interscope) byAmerican rapper Slim Shady, alias Eminem, callsin at 39 this week. Programmers are especiallykeen on playing it in the U.K., where the song is acontender for the number one spot in the saleschart for next week. In the local airplay chart forthe UK it's already number 18. Benjamin Nilssonat Swedish dance station Power 106 in Stockholmis also supporting the track, since he noticedEminem riding high in the U.S. charts.

"I think it's a really good song, but at themoment we play it mainly in the afternoons after4pm," says Nilsson. "When our audience getsmore used to it, we'll also play it earlier in theday." Nilsson doubles on the station as thebreakfast show presenter. He describes theprogramme as a "funny, crazy show, with lots oflistener participation. It's very important for me,"he adds, "to have listeners participating in theshow, because I haven't got a sidekick. And, Ithink, with a lot of audience participation, youcreate more listeners, because people just want tohear other people."

On top of the airplay charts it's just anotherweek for Britney Spears' ...Baby One More Time(Jive), now enjoying a sixth week at the summit.The song is currently number one in the regionalcharts in Italy and the G/S/A countries. Madonna'sNothing Really Matters (Maverick/Warner Bros.)takes a tumble to number 4, and the GeorgeMichael and Mary J. Blige cover of StevieWonder's As (Epic) moves in at number two tobecome Britney's nearest competitor. Otherpotential threats to her premier position still seemjust that little bit too far away, although Texas atnumber 14 picks up 14 adds with In Our Lifetime(Mercury), Bon Jovi, now at number 20, gains 12adds with Real Life (Reprise), and further ahead,at 31, B*Witched are looming with their Blame ItOn the Weatherman (Glow Worm/EMI), this week's"most added" song with 18 new entries.

At 44, we find the other "real" new entry, YouAre Not Alone (Hansa) by Modern Talking, andthey've certainly got company now that the trackis spreading all over Europe, from Greece toDenmark, and is this week's Roadrunner in the

Border Breaker'schart. The Germanduo, which hadmany hits in themid -eighties, aremaking a successfulcomeback with newmaterial, followinga revival of interestin their pastglories. And at 48,there's a re-entryfor Irish folk -popstars The Corrs,who are back inwith So Young onthe strength of

delayed interest in southern Europe, following aprevious 14 -week chart -run, peaking at number10, in February this year.

A quick glance at the regional charts showsthat the records with a good chance of appearingon "the European Radio Top 50 in the comingweeks are: Unforgivable Sinner by Lene Marlin(Virgin), Good Sign by Emilia (Rodeo/Universal)and Love Of A Lifetime by The Honeyz (1stAvenue/Mercury).

The European acclaim for YouGet What You Give echoes itsreception both in the U.S. and fur-ther afield. The song was describedby Rolling Stone magazine as "oneof 1998's most pleasant surprises,"and it debuted on Billboard's Mod-ern Rock Tracks chart on October31, peaking at number eight inmid -January. CSA starts music TV investigation

The UPFI and label's body SNEPhave been worried about TV chan-nels' involvement in the music busi-ness for some time. Broadcastershave developed label subsidiarieswhich are using their TV channel'spromotional power to expose theirown acts, or cut specific deals withlabels, effectively offering freeadvertising in exchange for cuts inroyalties.

M6 has a 30 percent music con-tent, and has developed a very effi-cient and profitable music -relatedbusiness via its subsidiary M6Interactions. In its first task, Cay-la's working party investigated theamount of airtime M6 was giving toacts signed to M6 Interactions.

Following a meeting with M6management, the CSA concludedthat the M6 Interactions roster has"a fair exposure in M6's program-ming, but not a dominant one."

happy with the results of the CSA'sintervention in music TV matters.

Starting March 1, the authorityhas indicated to all channels thatthe broadcast of excerpts of musicvideos less than one and a half min-utes long will be considered as ille-gal advertising. Commercial TVchannels in France have tradition-ally broadcast these short videoclips throughout the day as partof promotional campaigns to sup-port hits which the channel isassociated with, particularly duringthe summer holiday season wheneach channel promotes its own"summer hit."

Roger says this decision wasmade by the CSA without any dis-cussion with the music industry. "Inthis case, the CSA was not interest-ed in monopolistic practices, but inillegal advertising." However, hethinks that the CSA's decision "willlimit the impact of the summercampaigns, and I don't knowwhether that is good news."

At leading commercial channelTF1, the management team isalready looking for ways around theCSA's ruling. "We have alreadysigned deals for our summer hitsthis year," explains Pierre -YvesGarcin, sales manager of TF1'srecord label affiliate Une Musique."It will be difficult to find space inour schedule [for longer videoextracts]. It was much easier to pro-gramme 30-40 second videoexcerpts. Fewer, longer excerptswill have less impact."

Edel expands classical divisionHAMBURG - German indie edelmusic is planning to invest some DM100 million (euro 55 million) over thenext few years to expand its classicalactivities.

To foster this expansion plan, edelchairman Michael Haentjes hasappointed Chris Wemcken, formermanaging director of PolyGram Aus-tria, to the new post of president ofedel classics audio/visual. Based inVienna, Wemcken, who was in chargeof the marketing for BMG ClassicsInternational in New York for threeyears, reports directly to Haentjes.Comments Haentjes: "Edel is veryhappy to have brought such an experi-enced expert on board for the expan-sion of the classical music division."

The company has had a footholdin the market since it bought theDeutsche Schallplatte catalogue in1993. According to a statement, edelplans to rework its classical cata-logue and expand it by acquisitionand through distribution joint ven-tures, with the aim of ultimately cov-ering 98 percent of current classicalrepertoire.

But, "the company does not planto make expensive new recordingswith the superstars of the classicalworld," says the statement. Edel willalso develop its first Internet distrib-ution system for the digital downloadof classical music-"the key to tap-ping customers who cannot bereached through specialised retail."

In Germany, the Underworld's current album Beaucoup Fish (JBO/V2) isdistributed via V2 Germany and not by Rough Trade, as reported in Music& Media, March 27.

Also, in M&M's Hotline column of that issue, it was stated thatChrysalis Radio's 100.7 Heart FM would not be broadcast on the Birming-ham digital radio multiplex proposed by Emap Radio and Capital Radio'sjoint application to the Radio Authority. While this is correct, Chrysaliswishes to point out that, along with its digital radio partners Border RadioHoldings, it intends to apply for the West Midlands regional digital multi-plex (which includes the city of Birmingham in its TSA) expected to beadvertised by the Radio Authority in August 2000.

A feud between Universal's affiliate in theCzech Republic and the country's leading com-mercial TV channel TV Nova shows no sign ofabating. At the Czech Music AcademyAwards on March 6, which was shown live onTV Nova, Universal act Lucie criticised the

channel's decision toban one of its videos(M&M, March 20). Inanswer to reporters'questions on the mat-ter after the show, TVNova programmingdirector Ivan Rosslerdeclared the ban onLucie videos had been

lifted. But Hotline has discovered that Rosslerhas now announced a blanket ban on videos fromall Universal artists and affiliated labels on itschart show ESO and breakfast programmeSnidanes Novou. The only artists exempt fromthe ban are Andrea Bocelli, the biggest -sellinginternational artist in the Czech Republic, and,ironically, Lucie. But both Universal and TVNova management are keeping tight-lippedabout the matter for the time being.

Bernt von zur Muehlen, the embattled for-mer managing director of Berlin's 104.6 RTL, isrefusing to go quietly after being fired by parentcompany CLT-UFA following his station'sprank phone call to German ChancellorGerhard Schroeder (M&M, April 3). Von zurMuehlen, who sent written apologies to both thechancellor and the federal president, says hewill take legal action against CLT-UFA in anattempt to get his job back, describing his dis-missal without notice as being "null and voidand totally unjustified."

EMI Music Italy has joined the race to buyItalian indie RTI Music, part of the Mediasetgroup which is 51 percent owned by media mag-nate Silvio Berlusconi. RTI Music managingdirector Roberto Magrini has already con-firmed that negotiations are underway withWarner Music Italy, but reliable sourcesinform Hotline that EMI are also interested inacquiring the label, whose core artists include883, Mina, Adriano Celentano and PFM.Mediaset intend to retain RTI's publishing oper-ation and catalogue, and negotiations for thesale of the label are expected to continue for sev-eral more weeks.

Rumours-which have been circulating inthe U.K. radio business this week-thatLondon's alternative rock station Xfm is towithdraw from the official RAJAR audiencesurvey for a year are "totally untrue" accordingto parent company Capital Radio. As a Capitalspokesperson points out, withdrawal fromRAJAR would mean an instant loss of nationaladvertising revenues for Xfrn, which has strug-gled to get above the one percent share of listen-ing mark since its launch in September 1997.

And still with British radio, theIndependent Radio Group has announced a17 percent reduction in operating losses to £2.4million (euros 1.4 m) in its financial results for1998. The group's roster of stations includescentral Scotland AC/talk station Scot FM plusa number of local stations in Scotland and northwest England.

Finally, rumour has it that formerAriola/Vogue France general managerMatthieu Lauriot-Prevost will soon be relo-cating to New York to join the UniversalMusic Group in an international capacity.Prior to his BMG appointment, Lauriot-Prevostworked for PolyGram International inLondon as vice president, catalogue marketing.
