    doubt, had this just principle in view, whenthey proposed that protection should be afford-ed these who would keep from walking the

    streets that if they would yield this right(the exercise of which has become such a greatannoyance to the public) and stay at home (?)the city would provide for their protection Inthe quiet and undisturbed possession of thesame. It would be too tedious to pursue andexpose the erroneous reasoning deduced from

    incorrect premises assumed by you, but they

    arc evidently so glaring, that it would be wBecestary, to any one who will carefully read

    your articles. 1Vilst I expoee your untenableand impracticable positions, allow me to reit-

    erate that I believe yoe and others mean well,but on account of prejudice and preconceived

    opinions, you do not give it that calm consideration you ehooM, but strike at random in almost every direction, thus still more diecon

    eertiag your own mind, and perhaps that efothers, aad thus perhaps tend to avert the

    adoption ot some plan for theabatement of said evils.

    The charter says the Board of Mayor andAWkrmen shall have power " to regulate andinpprest all disorderly bouses and houses ot

    You ask, "what does thispower of reitJoiier. mean ? It is merely thatthese houses may be subjected to rules and restrietieas." This I understand to be what theBoard Is ceaslderiag, and to which you objectYou wishing to restrict the power conferred bythe word " regulate" to narrower limits, (or,perhaps, I should rather say, more extensive,as you and "A Citizen" propose to have thesewomen arrested on the streets for the legal exercise ef the walking thereon) than the committee appointed by the Board. As there are

    able lawyers in the Beard, the presumption isthey are more competent to decide this thanyou or I. The power expressed io the charterto regulate aad suppress, is set confined Iohouses of e; but to "all diterdtrlyJtoaKt." To use year own langaage, "Iow,what does this power of rtevlatien mean? Itis merely that these houses may may be subjected to rules aad restrictions' and U thiscaaeet be dene, that they may be entirely sop.preesed.

    The suggestions of yourselves and " A Citizen" to establish what you denominate a Houseef Refuge, ia an impracticable ooe, and if adopted, would be of very little practical value. Youcould not compel the "fancy women" to leavethe streets and city hacks, and betake them-selves to these bouses, and the presumption isthai xery few of them would voluntarily 'go.This is the comeeti sense view of the subject,and I believe is corroborated by the history ofall cities where such bouses bare been established. It is then to be hoped that you willabandon each visionary and impracticableIdeas, and with the Board and allright-thinki- ng persons, to adopt some feasibler4an to abate the evils complained of. Thecoarse you are pursuing, if successful, will erideetly increase, rather than diminish the apsearance ot these women upon the streets. Ifthe plan proposed by the commttee is defective, point oat the defects, and suggest something better, er suitable xnodifieatioB. Thisyen have, to some extent, already attempted ;bat wfaitot seme of your criticisms seem to haresome shew of reason, your positions generallyare so erreeeoHS, that it would be difficult topoint them (correct criticising) oat, and therefore, to be ef ranch practical value, it will benecessary for you to take a mere eommon-sens- eview of the subject, to recognize facta as theyexist and instead of trying to throw technlcaiities of the law in the way of reform, direct your attentions to seme feasible plan toremedy said evils.

    Well, wba t are the present state of tacts ?The city has heretofore very unwisely legislated, not to "regulate and suppress," but toprohibit houses of ill-fa- that women whofoKow this course ef life ehall not live inhouses, but must go oat upon the streets ; hencethe state of facts, of which you and so manyethers complain. And what right has the cityto complain? Has she he not said they ehallBet stay in houses ? Where else then can theygo, except apon the streets, under the broadcanopy ef heaven the only lawful place forthem to live, under the present ordinances.What then is plainly indicated? Abolish thepresent ordinances, aad offer inducements forthem to remain within doors, or it you preferit, permit tbem to live In houses of two evilstake the least allow owners to rent them houseswithout being sabject to a fioe, and if they behave themselves and keep orderly, afford themthatprotection to which every orderly individualis entitled. It this were done, it might lessentheir occupancy of the streets and public car-riages or hacks. But now the question comesup : could the objects no much desired by thecommunity be mere effectually accomplishedby the plan ot licenting, aa proposed by theCommittee ef the Board, or some analogousone? that is, that these women may live inbouses, and that by their accepting certain spe-cified propositions of the Board, the Boardguarantying that they shall net be molested ordisturbed in the quiet and peaceable possessionot their homes.

    It must be clear to any reflecting mind thatthis plan would be mere effectual in remedyingthe evils complained of, than any other. If so,then why trast In preconceived, theoreticalopinions and prejudices for the purpose ofgratifying the same, and opposing a plan calculated to effect great practical good, and ofremoving from the streets and backs as muchss may be, that ot which so many complain.win you snu insist on your theeretisal preju-dices, and thus allow your wives and daugh-ters, and those of others to be annoyed on thestreeta aad in the public hacks? --or will youfavor the most feasible plan to relieve them ofthese things ? It is said (I believe no one de-nies it) that the pn, c!i lte,.ing, in the best governed cities in the 'world,hsa proven the moot effectual In remedying theevils above referred to, besides being of atoyother advantages, whlchjt .would be impronerhere to discuss. Then, with the lights of history before us, fa voting the adoption of Ibiscourse, ia it not reasonable to expect that the'moral sentiments ot the community and the

    well-wishe- of our city, will encourage theBoard In their laudable efforts to legislateproperlyupca this labjeet, soas to effect thegreatest possible good ? It is to be hoped thatadme effectual plan, will be .adopted soon, thatthe press may soon be relieved ot the unpleas-ant duty ot writing on the subject, that the'newspapers mar cease-suc- h frequent nutlet otthese women rendering their columns unlitfor family reading and that such plan mayprove the greatest good t tbese unfortunatewomen themselves.     been pending since 1819. Three verdicts havsheretofore been rendered for the plaintiff, each

    ot which has been set aside by the SopremeCourt At the last May term of the CircuitCourt a verdict was rendered for the defendant

    bat was set aside, and a new trial awarded;which has just resulted as above stated. Welearn from one of the partlea that the case willarain ro to the Supreme Court The decedentHerd left about sixty negroes, with Initructlon that tbey should be sold and the proceedpaid over to certain persona in trust for theColonization Society. Upon the final result ofthis cause depends a large portion of this bequest Counsel for plaintiff, Messrs. PhelaNjFisher and Snides; for defendant, Cratt,Bextok and Gaknett.

    Cacght at Last. James McCaett, ofLafavette couaty. was tried, convicted andsentenced last week, at Oxford, to five yearsimprisonment In the State penitentiary, forplacing an obstruction on tbs track of the Missiiiippi Railroad.

    Central Railroad We are more thaneleased at beioe; able to say that the contractors are actually at work in Grenada, on theriver makisr preparations, for the railroadbridge across the Yalobusha.     Emigration to Arkansas. Emigrants andland hunters are becoming very numerous inthis and adjoining counties.     Accident to a Coach. The WashingtonDemocrat, of the 20th ult, says:

    Helena. We are happy to state that Helena still continues to grow rapidlr: as an instance, in 1857 the taxable property amountedto near $600,000 while in 185S it amounts toever $300,000. The city authorities have usedgreat precaution in building bridges, and repairing the injuries caused by the overflow.We may also state that the hill over the Cypress haa been excavated, and streets are nowopened as far back as tne limits of the city.The Cypress has been filled up and buildingsare being reared where one year ago it wouldnave seemed an impossibility.
