It is then to be hoped that you willabandon each visionary and impracticableIdeas, and with the Board and allright-thinki- ng persons, to adopt some feasibler4an to abate the evils complained of. Thecoarse you are pursuing, if successful, will erideetly increase, rather than diminish the apsearance ot these women upon the streets. Ifthe plan proposed by the commttee is defective, point oat the defects, and suggest something better, er suitable xnodifieatioB. Thisyen have, to some extent, already attempted ;bat wfaitot seme of your criticisms seem to haresome shew of reason, your positions generallyare so erreeeoHS, that it would be difficult topoint them (correct criticising) oat, and therefore, to be ef ranch practical value, it will benecessary for you to take a mere eommon-sens- eview of the subject, to recognize facta as theyexist and instead of trying to throw technlcaiities of the law in the way of reform, direct your attentions to seme feasible plan toremedy said evils.

Well, wba t are the present state of tacts ?The city has heretofore very unwisely legislated, not to "regulate and suppress," but toprohibit houses of ill-fa- that women whofoKow this course ef life ehall not live inhouses, but must go oat upon the streets ; hencethe state of facts, of which you and so manyethers complain. And what right has the cityto complain? Has she he not said they ehallBet stay in houses ? Where else then can theygo, except apon the streets, under the broadcanopy ef heaven the only lawful place forthem to live, under the present ordinances.What then is plainly indicated? Abolish thepresent ordinances, aad offer inducements forthem to remain within doors, or it you preferit, permit tbem to live In houses of two evilstake the least allow owners to rent them houseswithout being sabject to a fioe, and if they behave themselves and keep orderly, afford themthatprotection to which every orderly individualis entitled. It this were done, it might lessentheir occupancy of the streets and public car-riages or hacks. But now the question comesup : could the objects no much desired by thecommunity be mere effectually accomplishedby the plan ot licenting, aa proposed by theCommittee ef the Board, or some analogousone? that is, that these women may live inbouses, and that by their accepting certain spe-cified propositions of the Board, the Boardguarantying that they shall net be molested ordisturbed in the quiet and peaceable possessionot their homes.

It must be clear to any reflecting mind thatthis plan would be mere effectual in remedyingthe evils complained of, than any other. If so,then why trast In preconceived, theoreticalopinions and prejudices for the purpose ofgratifying the same, and opposing a plan calculated to effect great practical good, and ofremoving from the streets and backs as muchss may be, that ot which so many complain.win you snu insist on your theeretisal preju-dices, and thus allow your wives and daugh-ters, and those of others to be annoyed on thestreeta aad in the public hacks? --or will youfavor the most feasible plan to relieve them ofthese things ? Helena. We are happy to state that Helena still continues to grow rapidlr: as an instance, in 1857 the taxable property amountedto near $600,000 while in 185S it amounts toever $300,000. The city authorities have usedgreat precaution in building bridges, and repairing the injuries caused by the overflow.We may also state that the hill over the Cypress haa been excavated, and streets are nowopened as far back as tne limits of the city.The Cypress has been filled up and buildingsare being reared where one year ago it wouldnave seemed an impossibility.

Heretofore the battle had been with theslaveholders of the United States, honestlycontending for rights which tbey deemed essential to their interests, and for the extensionwbich they believed practicable.
