CASSELTON, N.D. (AP) —Authorities urged residents toevacuate a small North Dakotatown Monday night after a mile-long train carrying crude oil de-railed outside of town, shakingresidents with a series of explo-sions that sent flames and blacksmoke skyward.

The Cass County sheriff’s of-fice said it was “strongly recom-mending” that people in thetown of Casselton and anyoneliving five miles to the south andeast evacuate. A shelter hasbeen set up in Fargo, which isabout 25 miles away. Casseltonhas about 2,400 residents.

The sheriff’s office said theNational Weather Service wasforecasting a shift in theweather that would push theplume of smoke down, whichcould increase the risk of poten-tial health hazards.

The BNSF Railway Co. trainleft the tracks about 2:30 p.m.Monday, and as many as 10 carscaught fire. No one was hurt.

The cars were still burningas darkness fell, and authoritiessaid they would be allowed toburn out.

Authorities hadn’t yet beenable to untangle exactly how thederailment happened, but a sec-ond train carrying grain was in-volved. BNSF spokeswomanAmy McBeth said the train car-rying grain derailed first, thenknocked several cars of the oiltrain off adjoining tracks.

Ryan Toop, who lives abouta half-mile away, said he heardexplosions and drove as closeas about two city blocks to thefire, which erupted on a daywhen temperatures were belowzero.

“I rolled down the window,and you could literally keepyour hands warm,” Toop said.

The derailment happenedamid increased concerns aboutthe United States’ increased re-liance on rail to carry crude oil.Fears of catastrophic derail-ments were particularly stokedafter last summer’s crash in

Quebec of a train carryingcrude oil from North Dakota’sBakken oil patch. Forty-sevenpeople died in the ensuing fire.

The tracks that the train wason Monday pass through themiddle of Casselton, and CassCounty Sheriff’s Sgt. Tara Morrissaid it was “a blessing it didn’thappen within the city.”

It is the third year of astate law that allows for thesale and discharge of fire-works from Dec. 28 throughJan. 1.

Larry Nickles said no fire-works-related incidents werereported the last two yearsduring the New Year holiday.

While snow cover can al-leviate fire concerns, he saidone thing to watch for issparks from fireworks gettinginto the upper levels of treesand starting a fire.

As with the Fourth of July,fireworks cannot be dis-charged within city limits.

Kim continued on toobtain her nurse practitionerdegree and Lanette obtainedher master’s degree in sportsadministration. During Jean’s40+ years nursing career, shealso owned her own business“Flower Village,” worked withDr. Vernon Lee as a patienteducator and worked at theAllen County Bank and Trust.

In 1989, Jean began work-ing at the North Kansas CityHospital in North Kansas City,

MO. She met and marriedDavid Schmer on May 5, 1990in Greenwood County, KS.Her brother (Roger Bechtel)and sister-in-law (Ericka)stood in attendance duringthe ceremony. In June 1990,Jean and David relocated toLincoln, NE where they raisedDavid’s youngest daughter,Katie. Jean worked in St. Eliz-abeth Hospital, the LincolnSurgery Center and the Ear,Nose and Throat Specialtygroup as a surgical nurse andnursing supervisor before herretirement in 2004. She wasan active member of the As-sociation of Operating RoomNurses. After retirement, Jeanand David relocated to Yuma,CO before settling in Yankton,SD.

Jean is survived by herhusband, David of Yankton,daughter Kim Bodemann(Don) of Hot Springs, AR,their children; Claire, Marcusand Isaac; daughter Lanette(Todd) of Hot Springs, AR,their children; Brett andMolly; stepson Christian Han-son (Yulia) of Riverside, IL,

in Miranda, SD for a shorttime before moving to Tulare,SD. From there they moved toCastlewood, SD before mov-ing to Yankton, where theyhave lived for the last 27years.

Joyce held various part-time jobs over the years,mostly she stayed home andraised her four daughters.Her passion in life was rum-mage sales. She loved goingto them as well as havingthem. Each year, she volun-teered with the Habitat forHumanity rummage sale heldby the Habitat Bike Team. Shetook so much pride in themoney that they were able toraise. She was a volunteer atAvera Sacred Heart for thelast 12 years. She found somuch joy in helping others.

Joyce is survived by herhusband of almost 60 years,

Maurice Newman of Yankton,and her daughters Beverly(Allen) Swaney, Thomas, OK;Barbara (Daniel) Bottum, Tu-lare, SD; Brenda (Neil) Wilkin-son, Jewell, IA; Bonnie(Gregory) Gusso, Yankton SD.12 Grandchildren and 19great grandchildren. Holiday: FireworkSafety Encouraged

Recently South DakotaHousing Development Author-ity’s (SDHDA) Board of Com-missioners approved $1.8million in Housing OpportunityFunds (HOF) for various hous-ing projects and programsacross the state.

The $1.8 million awardedwill fund 21 projects resultingin the new construction of 20single family homes, 50 multi-family housing units and therehabilitation of 70 single fam-ily homes. Assistance will alsoprovide for 83 individuals toreceive homebuyer educationand for 29 individuals to re-ceive homelessness preven-tion activities.

“Our legislators workedhard to craft the BuildingSouth Dakota Fund which cre-ated the Housing OpportunityFund and their vision andthese projects will help ad-dress the unique housingneeds of South Dakota commu-nities,” said Mark Lauseng,SDHDA Executive Director.

The HOF program was cre-ated via the “Building SouthDakota Fund” during the 2013legislative session and was de-signed to promote economicdevelopment in South Dakotaby expanding the supply of de-cent, safe, sanitary and afford-able housing targeted to lowand moderate income familiesand individuals in SouthDakota.

The Housing OpportunityFund may be used for new con-struction, the purchase and re-habilitation of rental orhomeownership housing,housing preservation, home-lessness prevention activitiesand community land trusts.SDHDA is the administeringagency of the Housing Oppor-tunity Fund.
