I. Introduction
District 7030 is unique as a District within Rotary International and needs to set certain guidelines in place to
assist the incoming and current leadership in their administration of the District. These Bylaws and Manual of
Procedure are intended to be a guide to the procedures that have worked over the years.
In no way should any recommendation in these Bylaws and Manual of Procedure contradict or supersede the
Rotary International Manual of Procedure or Code of Policies. The rules of Rotary International must always
apply and be adhered to by the leadership.
Therefore, these Bylaws and Manual of Procedure are consistent with the RI Manual of Procedure but provides
more detail in some cases and applies the rules to the unique aspects of the District.
District 7030 comprises 68 clubs in fourteen countries, with over 1,900 Rotarians.

III. The District Governor
The District Governor:
1. Shall meet all the qualifications for the position as outlined in the Rotary International
Manual of Procedure. It is recommended that he/she has served as a functional Assistant
Governor or District Secretary prior to taking office.
2. Is recommended by the Nominating Committee of the Council of Governors and then
nominated by the clubs in the District at the District Conference.
3. Shall begin his/her term of office on July first of the year for which he/she was elected.
4. Shall participate in all training designed for incoming Governors by the District, Zone and
Rotary International.
5. Shall be prepared to administer the District in an organized and efficient manner.
6. Shall assist in recruiting and training future District Governors.

7. Shall involve the incoming Governors in all District meetings and keep them informed of
activities within the District.
8. Shall be knowledgeable of the rules outlined in the RI Manual of Procedure and the District
Manual.
9. Shall, prior to taking office, arrange to obtain the appropriate regalia of the soon to be
Immediate Past District Governor.
10. Must ensure that a report is made to the District Conference on the current finances, the last
audit and the budget for the upcoming year.
11. Shall follow up with clubs to ensure that the club responsible is supporting any global grants
from The Rotary Foundation or district grants from the District. He/she shall also ensure that
the documentation process is completed in a timely manner and any outstanding projects are
brought to completion.
12. May organize a hand-over event in order to turn the District officially over to the incoming
Governor. However, this is at the discretion of both District Governors who will take into
consideration the cost of the event as well as the need to support the club hand overs at the
end of the year.
13. The District Governor may also design his/her own logo for the year if he/she so chooses, but
cannot detract from the Rotary International logo.
14. Receives a grant from Rotary International as well as a portion of the District Dues that are
used to administer the District.
IV. Election of District Governors
The Nominating Committee for District Governor is made up of the five (5) most recent Past District Governors
(who are available and willing to serve and are still resident in the District).
The Immediate Past District Governor (or if he/she is unavailable or unwilling to serve or is not still resident in
the District, the next most recent Past District Governor) shall serve as Chair of the Nominating Committee.
Should there not be five (5) such Past District Governors, the District Governor shall appoint additional suitable
persons from among other Past District Governors so that the number of members of the Nominating
Committee is always five (5).
The current District Governor shall notify all clubs by October 31 that nominations are solicited from the Clubs
for the future District Governor. Those nominations should be sent to the Nominating Committee for
consideration no later than December 31st of each year. The candidate must prepare a one-page resume giving
particulars of his/her personal, business and Rotary life and a vision statement for the District. This resume
should be provided to the Nominating Committee along with the completed form H. At the District Conference
where the delegates nominate the candidate, he/she should introduce himself/herself to the Conference
providing a brief acceptance speech.
The Nominating Committee shall be charged with the duty to seek out and propose to the Council of Governors
and the District Governor the best available candidate for District Governor. The District Governor will inform
the clubs of the District the name and club of the nominee. The DG will put forward that nomination to the
District Conference.
The selection and nomination procedure will follow the Rotary International Bylaws.

The District must select its District Governor during the District Conference held two years prior to his/her
term, and the nominee will attend the Zone Institute first as DGN and again as DGE. Essentially, this provides
two years for the Rotarian to prepare for his/her year as District Governor.
The overriding consideration must at all times be to select the candidate best qualified for the position.
Any club in the District which has been in existence for at least one year as of the beginning of that year may
also propose a challenging candidate for governor-nominee provided this club has previously suggested such
candidate to the nominating committee. A club in existence for less than one year as of the beginning of that
year may propose a challenging candidate provided such candidate is a member of that club and the challenging
candidate must have been duly suggested to the nominating committee. The name of the challenging candidate
shall be submitted pursuant to a resolution by the club adopted at a regular meeting. The club must file the
resolution with the governor within 14 days of the announcement of the selection for governor-nominee.
The governor will inform the clubs of the name of any challenging candidate. The governor will inquire
whether any club wishes to concur with the challenge. A club must file a resolution of the club adopted at a
regular meeting to concur with the challenge. Such resolutions must be filed with the governor by the date
determined by the governor. Only challenges that have been concurred to by at least five other clubs which
have been in existence for at least one year as of the beginning of that year or 10% of the total number of clubs
as at the beginning of that year in the district which have been in existence for more that one year as of the
beginning of that year, whichever is higher, and only when such resolutions by the club were adopted at a
regular meeting in accordance with the club’s bye laws as determined by the governor shall be considered valid.
The governor shall notify, within seven days following the deadline, all clubs in the district where a valid
challenging nomination has been received by the deadline. Such notice shall include the name of each such
challenging candidate, the names of the challenging and concurring clubs and state that such candidates will be
balloted upon at the district conference if the challenge remains effective up to the date set by the governor.
The ballot at the district conference shall follow the Rotary International Bye Laws. All clubs with more than
one vote shall be cast for the same candidate, failing which, the votes from such club will be declared to be
spoiled votes.
The governor shall declare the candidate of the district nominating committee to be the governor-nominee
where no such challenging nomination has been received by the established date. This declaration shall be
made to all clubs in the district within 15 days of the deadline.
V. The Council of Governors
The Past District Governors provide a reservoir of talent and experience. Therefore, all Past District Governors
resident in the District will constitute a Council of Governors to assist the District Governor at his/her request
and under whose direction and supervision the Council shall function.
A Chair, shall be selected from the Group. The DGN will act as Secretary and the DGE as Treasurer
The District Governor Nominee and the District Governor Elect shall also sit on the Council of Governors.
The Council shall attempt to meet at least twice each year, at times and locations convenient, including during
the District Conference.

The Council of Governors serves in an advisory capacity and is expected to assist the District Governor
wherever possible. The Council will use some of its meeting time to “brain storm” and consider creative and
innovative ways to resolve difficult situations in the District, establish structures and protocols and align with
changes in RI and Zone where necessary.
The District Governor will provide an update on the District at each Council meeting, including information
about the clubs (strong and weak), the financial position, Rotary Foundation and any other pertinent situations
about which the Council needs to be aware or with which it may be able to assist.
Council Secretary
The Council Secretary (DGN):
1. Shall serve as recording secretary for all / any meetings during the year.
2. Shall assist the District Governor in organizing the agenda for meetings.
3. Shall assist the Council in ensuring that the District is following the rules of Rotary.
Audit Committee
The Audit Committee is made up of three members of the Council of Governors, appointed by the Governor on
the recommendation of the Council and should rotate on an annual basis. The Audit Committee should ensure
that District audits from year to year are performed as outlined by the RI Manual of Procedure.
VI. District Appointments
The District Governor must announce his/her appointments to the District as early as possible, but no later than
the District Conference prior to taking office. The following positions must be appointed at a minimum, along
with any requirements made by Rotary International:
1. District Secretary – This Rotarian should be a Past President / Assistant Governor who has a good
understanding of the Manual of Procedure and the workings of the District. He/she must be readily
accessible to the District Governor. The District Secretary will assist the District Governor with all
secretarial aspects of the administration of the District, including correspondence and reporting
requirements. He/she will, but not limited to, oversee club attendance reporting to ensure that the District
and Rotary International receive attendance reports from 100% of the clubs prior to the deadlines provided,
and ensure the timely submission of clubs semi annual reports. This position is appointed on an annual
basis.
2. District Treasurer – This Rotarian should also be a Past President / Assistant Governor who has a good
understanding of the rules of Rotary and the workings of the District. He/she must ensure that the financial
position of the District Governor is properly recorded and all reporting is provided on a timely basis. He/she
also must ensure that each club remits their dues to the District and to Rotary International by the deadlines
provided. All records need to be submitted for an external audit at the completion of the year. He/she will
report to the District Conference prior to their year of office the budget of the District and will report to the
Rotary District 7030 Bylaws and Manual of Procedure 6
District Conference after their year of office the audited statements of the District. The District Treasurer
will ensure that proper financial procedures are followed. He/she will also see that the distribution of funds
is in accordance with the District rules and the rules of Rotary International. This position is appointed on
an annual basis. It is important that the District Treasurer notify his/her successor prior to June 30, at the
end of the year, of any unpaid district dues. This information will allow the new Treasurer to follow up on
outstanding dues. All accounts payable should be settled within sixty days of the year-end including any
surplus that is sent to his/her successor.
3. District Trainer – This Rotarian should be a Past President or PDG who is well versed on the rules of
Rotary as well as the District. He/she must be able to train and motivate Rotarians as well as teach them
how to use the materials of Rotary International to organize successful clubs. The District Trainer is
available to the Clubs to assist them with training, but primarily organizes in collaboration with the
Conference Committee the annual District training (Assistant Governors, including other District
Leadership; PETS, including Presidents and Secretaries; and the District Assembly, for all other club
leaders). His/her training, planning and organization are done in conjunction with the District Governor
who has the ultimate responsibility. This position is appointed on an annual basis.
4. Committee Chairs – The District Governor will appoint a number of individuals to chair certain District
Committees to oversee and develop specific areas of Club or District administration. These Chairs are
responsible for the specific area appointed by the District Governor and report to the District Governor with
their activities and projects. Examples would be Conference, Alumni, Publications, Website, aspects of the
5 avenues of service and The Rotary Foundation. These positions are appointed on an annual basis.
However, the Chair of the Rotary Foundation Committee should be appointed for a 3-year term in order to
provide for continuity. This allows the District Governor flexibility to re-appoint or appoint a new Chair
while the prior Chair continues on the Committee.
Committee Chairs must strive to appoint Rotarians who will form strong and functional working committees
by allowing for the involvement of as many Rotarians as possible in the affairs of the District. The DG
should provide each Committee with the aims and objectives for that Rotary year no later than the District
Conference.
The District Governor may appoint other committees from time to time in order to achieve the goals and
objectives of the District and Rotary International. Every effort will be made to make these functional and
effective committees existing for a specific purpose.
VII. Assistant Governors
The Assistant Governors (AGs) of the District are crucial to the efficient administration of the District and are
appointed by the District Governor. Each AG is responsible for a number of clubs with which he/she works to
assist them in developing the club, reporting on a timely basis and providing all the programs as required by
Rotary International and the District. The AG is responsible for assisting the District Governor in the execution
of his/her tasks and duties, in particular - coordination of the official DG visit; for acting as a liaison between
clubs and the District Governor; for interacting with other AGs, committee members, and other District leaders;
and for helping to promote Rotary International and Rotary Foundation activities and programs within the
District.
Club Presidents should receive the AG with the dignity deserved as the District Officer responsible for that
Club.

Minimum requirements for qualifications of an AG include:
1. Service as a Club President for a full term of office and performed in an effective manner.
2. Membership in good standing in a club in the District for at least 3 years.
3. Willingness and ability to accept the responsibilities of AG.
4. Demonstrated outstanding performance at the Club and/or District level, and
5. Potential for future leadership in the District.
The AG:
1. Shall meet with and assist the incoming club presidents in his/her assigned area before the beginning
of the Rotary year and before PETS to discuss club goals and to review the Planning Guide for
Effective Rotary Clubs. They must ensure that the Planning Guides are completed on time.
2. Shall ensure that the Presidents complete the goals and objectives as outlined in their Planning Guide
for Effective Rotary Clubs.
3. Reports to the District Governor immediately after each club visit.
4. Schedules and plans for the official visit to the area of the District Governor, whose primary purpose
should be to advance Rotary in the District. The District Governor issues final schedule approval.
5. Should monitor club activities as an important part of the job, which should include:
Review and support the implementation of club budgets, focusing on timely budget
preparation, separation of charitable and club expenditures, and specific allocations for
proposed service projects.
Ensure all reporting requirements to Rotary International and the District are met.
Ensure timely payment of dues to Rotary International and the District.
Review and report on each club’s performance with respect to service projects.
6. Updates the District Governor on progress within the assigned clubs, including attendance at local
and District meetings, local net membership growth, and financial status.
7. Assists the District Governor in organizing and strengthening new clubs: overseeing the extension
survey; making recommendations for special representatives and “sponsor clubs”; ensuring that
clubs adopt and adhere to the Standard Rotary Club Constitution and Recommended Rotary Club
Bylaws.
8. Participates in meetings with District leaders.
9. Encourages clubs to follow through on requests and recommendations of the District Governor.
10. Must attend and participate in
The Assistant Governor and District Leadership training session.
The President Elect Training Seminar
The District Assembly, and
The District Conference.
11. Must visit each assigned club in his/her area regularly with a minimum of one visit each quarter of
the Rotary year.
12. Holds regularly scheduled meetings (preferably monthly and no less than quarterly) with club
presidents to discuss the business of the clubs and resources available to them, along with goals,
programs, and objectives of the District and Rotary International.
13. Promotes cordial relationships among the clubs, between the clubs and the District, and between the
clubs and Rotary International.
14. Apprises (formally and informally) the District Governor and other District leaders of clubs’
progress and concerns.
15. Identifies outstanding Rotarians and/or club projects to be recognized by the District Governor.
16. Works with the District Governor and other District leaders to develop District goals.
17. Advises the incoming District Governor (when asked) on selections for District committees.
18. Suggests ways to advance Rotary and to address organizational concerns.

19. Promotes attendance at PETS, the District Assembly, the District Conference and other District
meetings.
20. Identifies potential District officers and encourages them to participate in District activities.
21. Supports decisions made by consensus among District leaders.
22. Participates in Rotary Foundation programs, annual and special giving events and other assignments
related to The Rotary Foundation as necessary.
23. Attends and participates in club meetings as requested by the District Governor for a specific
purpose. This involvement may be in addition to the routine meetings attended by the Assistant
Governor.
24. Attends and participates in club assemblies, if so invited by the club president.
25. Assists in the maintenance of all Rotary standards and values, as well as in the motivation,
inspiration, and education of all Rotarians in the District. Also assists in the promotion of all Rotary
activities and programs and in the explanation of the Rotary International theme for the year.
The District Governor appoints AGs because of their reputation as good motivators, organizers and leaders.
They are expected to do an excellent job for the District and Rotary International. If, for some reason, the AG is
not effective in his/her role, the District Governor is obligated to replace him/her.
The AGs must be appointed annually but it is recommended that they hold office for a maximum of 3
consecutive terms if they are effective in the role.
VIII. District Finance
The District must follow all the recommended rules of Rotary International as spelled out in the Manual of
Procedure. The District Treasurer must ensure accountability and efficiency.
A District Finance Committee shall be set up to oversee the finances of the District. The Committee shall
comprise the District Governor who shall be the Chair, the District Treasurer, the Immediate Past District
Treasurer (if this is the same as the current one then the one preceding him/her) and 2 other members chosen by
the District Governor.
Functions of the District Treasurer
1. Budget – The District Treasurer must report the budget for his year at the District Conference
immediately preceding his year of office.
2. Current Finances – The District Treasurer must report the status of current finances of the District at
the District Conference during his year in office.
3. Audit – The District Treasurer must report the audited financial statements to the District Conference
immediately after his year of office. The financial statements should conform to all international
accounting standards and should comprise a balance sheet, income statement and attendant notes as
a minimum. Audits should be done by an external, non-Rotary accounting firm.
4. District dues – The District Treasurer must ensure that every club pays their District dues on time. If
not, recommendation should be made to the District Governor to suspend the club because of lack of
payment of District dues. The District Treasurer must work with the AGs in respect to the collection
of dues.
5. Accounts - The District Treasurer must ensure that complete and accurate accounts are kept as
related to all District Dues and monies received by the District for use by the District Governor.
He/she will maintain the operational funds for the District Governor.

6. Budget from Rotary International – The District Treasurer must ensure that accurate forecasting is
made for Rotary International to determine the best allocation for the District Governor’s expenses
and he / shall will reconcile to actual expenses to ensure the District receives complete
reimbursement.
7. Donations in kind – The District Treasurer should ensure that donations in kind are accounted for on
a cost basis to ensure that the true cost of the activities of the District Governor is documented.
8. Successor – It is important that the District Treasurer inform the incoming District Treasurer of any
outstanding District dues in order that the dues collection process continues with new District
Treasurer.
9. Accounts Payable - All accounts payable should be paid within sixty days of the year-end, including
any surplus paid over to the incoming Treasurer.
District Dues
District Dues are determined and agreed at the annual District Conference and currently are US$ 27 per member
per year. The calculation is based on the number of members on July 1 and payable in full on July 1.
The present breakdown is as follows:

Rotary International Dues
RI Dues are stated in the Manual of Procedure and should be paid accordingly using the semi-annual report sent
to the Secretary of each club. These dues must be paid on time.
Some agreed rules on the appropriate use of funds for the District Governor:
1. Travel and accommodations to visit all the Rotary clubs in the District.
2. Cost to attend meetings related to the position. These would include the Rotary Institute and the
International Convention in the year in office. The Rotary Institute in the Zone should be attended
for training purposes from nomination through the year as District Governor.
3. Reimbursement would be for economy travel and reasonable accommodation only.
4. As Rotary International and the District encourage the spouse to travel with the District Governor
around the District, his/her travel cost is reimbursable at the economy rate.
5. If a club or individual provides the District Governor with “free” accommodations or any other
assistance that the District Governor would normally pay for, the District Governor must account for
the approximate cost as a donation in kind and equivalent expense for accounting purposes. This
process ensures that Rotary International and the District understand the true cost of administering
this District.
6. The District Governor must produce a monthly newsletter in both French and English that is cost
effective, timely and efficient.
7. Although all the above and those specified in the Manual of Procedure are costs that may be
reimbursed, the District Governor should be cautious to not overspend the budget that is allocated.
The budget does not necessarily cover all costs of the District Governor. Any expenditure over the
allocated budget is the responsibility of the District Governor.

District Disaster Fund
As District 7030 is prone to natural disasters this fund was established to be able to quickly respond to the clubs
whose communities have been hit by disaster.
1. The District Disaster Fund was established for the purpose of providing financial relief in cases of
natural disasters within the District. It shall be maintained in US dollars in a territory where it is
lawful so to do and shall be administered by and under the control of a committee comprised of the
District Governor, who shall be the Chair, District Treasurer and 3 other members who have worked
at District level before.
2. Disbursements from the fund shall require the approval of a simple majority of members of the
committee either at a regular meeting or by electronic or other contact. However, to expedite
response time to assist in a Disaster, the District Governor may disburse up to US$2,500 for each
disaster and report to the committee at the next regular meeting. The committee shall send a
statement of account to the District Finance Committee of any receipts and disbursements for
inclusion in the accounts.
3. The Fund shall be financed by contributions allocated and approved as part of the annual District
dues as were proposed in the resolution, and approved by a simple majority, at the 2012 District
Conference.
IX. District Meetings
District 7030 is spread out over a large geographical area and it is, therefore, only practical for the District to
come together once per year. For this reason all training sessions and the District Conference are usually
organized during the same time period. This tradition allows the District, clubs and Rotarians to minimize costs
and maximize attendance and participation. As the meetings mostly are plenary sessions the District trainers
shall strive to minimize duplication in the presentations in order to allow for an overall interesting and diverse
program.
These meetings are generally be held in the country of the District Governor in order to ensure his/her ability to
be closely involved with the organization of the event. However the DG can choose to hold the Conference in
another country if he / she so chooses.
The week of meetings must take place between the International Assembly where the District Governor Elect
receives training, and 7 days before the Rotary International Convention. This allows for the incoming District
Governor to be prepared and trained, and avoids interfering with the Convention.
Each of the sessions must abide by all the rules for that session as spelled out by the Manual of Procedure and
Rotary International.
It is recommended that the organizers utilize the Past District Governors, Incoming District Governors,
Assistant Governors and District Chairs as presenters wherever possible. There should also be some external
speakers who can bring new and different perspectives on current issues. All speakers should be able to present
in an informative and motivational manner.
Leadership Team Training
1. This training seminar is aimed at incoming Assistant Governors, Committee Chairs and other
District Officers to ensure that they are well prepared.

2. Roles will also be discussed in order to ensure that the entire team has a good understanding of the
District organization as well as the plans for the year.
3. The goal is to provide each Leader with motivation, inspiration and training to allow an excellent job
to be done for the District and Rotary International.
4. The Leadership Team Training will take place as soon after the International Assembly as is
practicable.
5. The Incoming District Governor organizes this training seminar with the assistance of the District
Trainer.
President Elect Training Seminar (PETS)
1. All Presidents Elect and Secretaries Elect must attend PETS. If a President Elect is unable to attend
the PETS, the appropriate AG must organize a special training session prior to the President Elect
taking office.
2. All Club Treasurers are strongly encouraged to attend PETS.
3. PETS will take place on the day immediately preceeding the District Assembly and Conference.
4. PETS is designed to provide training, motivation and inspiration to Presidents Elect and Secretaries
Elect as they must be prepared to administer their clubs in the best possible manner following the
guidelines of Rotary International.
5. Other District Officers are welcome to attend as well as other club officers.
6. The Incoming District Governor organizes this training seminar with the assistance of the District
Trainer.
District Assembly
1. All Presidents Elect, Secretaries Elect, Club Committee Chairs and other interested Rotarians are
invited to attend the District Assembly.
2. The District Assembly will usually take place on the Thursday of the week of meetings.
3. The District Assembly is designed to provide training, motivation and inspiration to all club leaders
to allow them a complete understanding of how to organize and administer a Rotary Club based on
the intentions of Rotary International.
4. The Incoming District Governor organizes this training seminar with the assistance of the District
Trainer.
District Conference
1. All Rotarians are invited to the District Conference.
2. The District Conference will usually take place on the Friday and Saturday of the week of meetings.
The official opening may take place on the Thursday evening or Friday morning.
3. The District Conference should update the District on the status and programs of the District and of
Rotary International. The meeting should be motivational and inspirational as well as informative.
4. The current District Governor organizes the District Conference with assistance from the District
Conference Committee and the Council of Governors as required.
5. Past District Governors should be recognized at the Conference and a moment of silence should be
held for those Past District Governors who are deceased.
6. There will be a business section of the District Conference to allow for District business. The
financial reports, nomination process, and any resolutions may be brought forward at that time. The
delegates must submit any substantive resolutions to the District Secretary 21 days prior to the
Saturday of the meeting in order to ensure appropriate time for review and consideration. Voting
will be according to the rules outlined in the Manual of Procedure therefore it is important to be
financially current as a club and to bring to the District Conference the appropriate voting
credentials.

District Conference Committee
1. This Committee is responsible for organizing all the events for the entire week of meetings. They
must arrange for the hotel, travel and from venues, registration, funding, entertainment, organization
of the rooms appropriate for the sessions,, translation, training material and any other facilities
normally afforded at conferences of this nature.
2. The Chair and the Committee should be appointed as soon as possible in order to ensure sufficient
planning time. It is recommended that he/she has worked at District level.
3. The Committee should organize an evening of Home Hospitality.
4. The Committee will ensure that professional translators provide excellent English-French translation
for all sessions. Those who speak French should be able to obtain the same information, training,
motivation and inspiration as those who speak English. All speakers who provide handouts should
be asked to provide them in both English and French.
5. All supplies owned by the District should be handed over at the end of the District Conference to the
incoming District Conference Chair or incoming District Governor in order that he/she can take
them back to prepare for the next year’s meetings.
6. The Committee provide accommodations for the Representative of the President of Rotary
International.
X. Rotary International Nominations
There are opportunities for District representatives to be nominated for involvement in Rotary International
activities. District 7030 strongly encourages Past District Governors to agree to any appointments or
nominations and to do an exemplary job. This involvement will assist District 7030 to develop its reputation as
an effective District in the Rotary world. There are some specific positions that need to go through a selection
process as outlined by Rotary International.
The Director of Rotary International representing Zone 34 will appoint an Advisory Committee with whom
he/she meets once during each year at the Rotary Institute within the Zone. The current District Governor will
appoint a Past District Governor to serve on that Committee when requested by the RI Director to do so.
Council on Legislation (COL)
Every 3 years the Council on Legislation meets and has one representative from each District around the world.
The qualifications for this representative are spelled out in the Manual of Procedure and he/she must be a Past
District Governor. The Council of Governors selects an individual and an alternate in case the representative
cannot attend for some reason. These individuals are thought by the Council of Governors to be able to best
represent the interests of the District at the Council on Legislation. They then put these individuals forward for
election at the District Conference in order that the District may ratify the selection. This information is then
forwarded to Rotary International.
The representative should consult with the District Governor and any interested Rotarians in order to get some
input on the issues to be addressed at the Council on Legislation. The representative should share in writing a
summary of the information from the Council on Legislation with the District at the first possible opportunity.
He/she should also present it at the District Conference immediately following the Council on Legislation.

It is recommended that the representative attend at least 2 consecutive COL meetings in order to bring the
experience from the first one to future meetings. It is a complex process that needs individuals with experience
to assist the process in being efficient and effective.
Nominating Committee for Director of Rotary International
Every fourth year, Zone 34, of which District 7030 is a member, has the opportunity to nominate a Director and
alternate to the Board of Rotary International. One Past District Governor from District 7030 needs to be
appointed to the Nominating Committee for the Zone to select the nominee and alternate. The same process for
the selection of the Council on Legislation representative is followed by the District to select the representative
for the Nominating Committee. The Council of Governors recommends the candidates to the District
Conference for their ratification.
Any club in the District may nominate an individual to be a Director of Rotary International. The Nominating
Committee of the Zone will select the best candidate and alternate for the position.
XI. District Awards
The District Governor should reward productive and successful clubs and Rotarians during the District
Conference through the awards process. There are awards available from Rotary International and The Rotary
Foundation that can be given to deserving individuals in the District. The District Governor should be familiar
with these awards and ensure that they are presented to the appropriate individuals or clubs. All awards should
be budgeted for in advance.
The District may also have an awards program that recognizes both the clubs and individuals for outstanding
work. These awards should be related to the goals and objectives as set by the District Governor prior to the
start of his/her year in order that everyone clearly understands what the goals and objectives of the District are
and what one needs to do to be recognized for accomplishment.
These awards can include attendance, vocational service, community service, international service and
donations to the Rotary Foundation.
The District Governor should make every attempt to align the awards with the goals of Rotary International and
the District in order that the entire District is working in the right direction.
XII. Amendments
This manual may only be amended at a District Conference by a poll in which the amendment receives the
affirmative vote of at least seventy-five per cent (75%) of the electors present and voting in person or by
permitted proxy. All clubs will be notified of the voting and those clubs not represented will have 30 days in
which to reply if they have any significant objections.
XIII. Resolutions

Resolutions of a substantial nature may be brought to the District Conference for a vote if they have been
presented in writing to the District Secretary or the Council Secretary at least 21 days prior to the District
Conference. Resolutions may be presented by a Rotary Club in the District or by an individual Rotarian or the
Council of Governors. Resolutions also need an affirmative vote of seventy-five percent (75%) of the electors
present and voting in person or by permitted proxy to be accepted.
XIV. Statement of Conduct for Working with Youth
Rotary International is committed to creating and maintaining the safest possible environment for all
participants in Rotary activities. It is the duty of all Rotarians, Rotarians’ spouses, partners, and other volunteers
to safeguard to the best of their ability the welfare of and to prevent the physical, sexual, or emotional abuse of
children and young people with whom they come into contact.

To build strong club leaders and vocational excellence.

- Undertake and / or participate in training and professional development programs to ensure effective
succession planning and preparation of future leaders.

To support and strengthen clubs, and enhance the public image and awareness of Rotary.
Each club should:
- Retain no less than 85% of membership
- Add at least two (2) members (net) each year.
- Recruit new members using the classification list with the focus on diversity.
- Train club leaders on the new grants model.
- Include Disaster Risk Reduction and Management awareness in program of activities, to mitigate risk
and improve recovery. This area of focus will also include Rotarians making regular contributions to the
District Disaster Fund.
- Implement the Club Leadership Plan and Five Avenues of Service.
- Develop an effective PR strategy including:
o Issue of club bulletin / newsletter that is distributed to both internal and external stakeholders

To support our Rotary Foundation in humanitarian service including the eradication of polio.

I. Introduction
Le District 7030 est unique au sein du Rotary International District et doit définir certaines lignes directrices
en place pour aider les dirigeants entrants et actuels dans l'administration du District. Ces statuts et le manuel
de procédure visent à être un guide pour le management opérationnel du District.
En aucun cas, toute recommandation de ces statuts ne devrait contredire ou remplacer le manuel de procédure
de Rotary International ou le Code de Conduite. Les règles du Rotary International doivent toujours appliquer
et respecter par les dirigeants.
Par conséquent, ces statuts et le manuel de procédure sont compatibles avec le manuel de procédure du RI mais
fournit plus de détails dans certains cas et applique les règles pour les aspects uniques au District..
Le District 7030 comprend 68 clubs dans quatorze territoires, avec plus de 1 900 Rotariens.

III. Le Gouverneur de District
Le Gouverneur de District :
Réunit toutes les qualités pour le poste, comme indiqué dans le manuel de procédure de Rotary
International. Il est recommandé qu'il/elle ait servi comme Adjoint du Gouverneur ou Secrétaire de
District, avant l'entrée en fonction.
Est recommandé par le Comité de Nomination du Conseil des Gouverneurs, puis nommé par les
clubs du District à la Conférence de District.
Doit commencer son mandate le 1er juillet de l’année pour laquelle il a été elu.
Doit participer à toutes les formations pour les Gouverneurs entrants au niveau du District, de la
Zone et du Rotary International.
Doit être préparé à administrer le District de manière organisée et efficace.
Doit participé à la sélection et à la formation des futurs Gouverneurs de District.

Doit impliquer les Gouverneurs entrants dans toutes les réunions du District et les tenir informer
des activités au sein du District.
Doit être informé des règles décrites dans le Manuel de Procédure du Rotary International et celui
du District.
Veille, avant l'entrée en fonction, à obtenir les informations appropriées pour être Immediate Past
District Gouverneur.
S’assure qu’un rapport est présenté à la Conférence de District sur les finances actuelles, le dernier
contrôle et le budget de l’année à venir.
Assure le suivi des clubs pour s'assurer que les responsables de club managent convenablement
toute subvention mondiale ou subvention de district du Rotary International. Il/elle veille également
à ce que l’administration des subventions est faite dans les délais impartis et que tous les projets ont
été menés à bout.
Peut organiser un événement de passation afin de remettre le District officiellement au gouverneur
entrant. Cependant, c'est à la discrétion des deux gouverneurs de District de définir qui prendra en
charge le coût de l'événement ainsi que la nécessité de soutenir les passations de clubs en fin de
l'année.
Le Gouverneur de District peut également concevoir son propre logo pour l'année. Dans ce cas, il
ne peut détériorer le logo du Rotary International.
Reçoit une subvention de Rotary International, mais aussi une partie de la cotisation de District
pour l'administration du District.
IV. Election du Gouverneur de District
Le Comité de nomination au poste de gouverneur de District se compose des 5 cinq plus récents Gouverneurs
de District (qui sont disponibles et prêts à servir et résident toujours dans le District).
L'immédiat Ancien Gouverneur de District (ou si il/elle est indisponible ou refuse de servir ou ne réside plus
dans le District, celle ou celui qui le précède) agira comme président du Comité de Nomination. Au cas il ne
serait pas cinq, le Gouverneur de District nomme quelqu’un parmi les autres Anciens Gouverneurs afin que le
nombre de membres du Comité de nomination soit toujours de cinq.
L'actuel Gouverneur de District doit aviser tous les clubs au plus tard le 31 octobre que les candidatures sont
sollicitées auprès des Clubs pour le futur Gouverneur de District. Ces candidatures doivent être envoyées au
Président du Comité de nomination aux fins d'examen au plus tard le 31 décembre de chaque année. Le
candidat doit préparer un résumé d'une page contenant des informations personnelles, professionnelles,
rotariennes ainsi qu’un énoncé de sa vision pour le District. Ce CV accompagné du formulation H est transmis
au Comité de Nomination. Lors de la Conférence de District où les délégués de clubs sont amenés à désigner le
candidat, il/elle doit faire un bref discours pour se présenter.
Le Comité de Nomination a l'obligation de rechercher et de proposer au Conseil des Gouverneurs et au
Gouverneur du District, le candidat le plus disponible pour assurer la fonction. Le Gouverneur du District
informera les clubs du District du nom et du club du candidat retenu. Le Gouverneur de District mettra à
l’ordre du jour de la Conférence de District cette nomination.
La procédure de sélection et de nomination suivra les règlements du Rotary International.
Le District doit sélectionner son gouverneur de District au cours de la Conférence de District qui s'est tenue
deux ans avant sa prise de fonction. Le candidat participera à l'Institut de la Zone d'abord comme Gouverneur
Rotary District 7030 Bylaws and Manual of Procedure 25
de District Nommé, puis comme Gouverneur de District Elu. De fait, cela donne deux ans au Rotarien pour
préparer son année en tant que Gouverneur de District.
De façon permanente, la priorité absolue doit être à choisir le candidat plus qualifié pour le poste.
N'importe quel club dans le District qui a au moins un an d’existence à compter du début de l’année peut
soumettre un candidat en opposition s’il a été proposé précédemment par le Comité de Nomination. Un club de
moins d’un an d’existence à compter du début de l’année peut proposer qu'un candidat en opposition membre
de ce club et ayant été dûment proposé au Comité de Nomination. Le nom du candidat en opposition doit être
soumis en vertu d'une résolution du club a adopté lors d'une réunion statutaire. Le club doit remettre la
résolution au Gouverneur de District dans les 14 jours de l'annonce de la sélection du gouverneur nommé.
Le gouverneur informera les clubs du nom d'un candidat en opposition. Le gouverneur va s'enquérir si
n'importe quel club souhaite se rallier au défi. Un club doit déposer une résolution du club adopté lors d'une
réunion statutaire de se rallier au défi. Ces résolutions doivent être déposées auprès du gouverneur à la date
fixée par celui-ci. Seules les résolutions adoptés par au moins cinq autres clubs qui ont plus d’un an d’existence
à compter du début de l’année, ou plus de 10 % du nombre total des clubs existants en début d’année dans le
District, et si elles ont été adoptées lors d’une réunion statutaire conformément aux statuts du club et aux règles
définies par le Gouverneur de District, sont considérées comme valides pour mettre en œuvre le processus
d’opposition.
Le gouverneur notifie, dans les sept jours suivant la date limite, à tous les clubs du district si une nomination en
opposition valide a été reçue avant la date limite. Cette notification doit comprendre le nom du candidat en
opposition, les noms de clubs qui le proposent et indiquer les candidats qui seront soumis au vote des délégués
de club à la Conférence de district, si le challenge est maintenu jusqu'à la date fixée par le Gouverneur de
District.
Le bulletin de vote lors de la Conférence de district doit suivre les règles du Rotary International. Tous les
clubs avec plus d'une voix doivent porter leur voix sur le même candidat, faute de quoi, le vote de tel club sera
déclaré nul.
Le gouverneur déclare le candidat du Comité de Nomination du District en tant que Gouverneur Nommé si
aucune candidature en opposition n’a été reçue à la date fixée. Cette déclaration doit être faite à tous les clubs
du district dans les 15 jours de la date limite.
V. Le Conseil des Gouverneurs
Les Anciens Gouverneurs de District constituent un réservoir de talents et d'expérience. Par conséquent, tous
les Anciens Gouverneurs de District résidant dans le District constituent le Conseil des Gouverneurs afin de
permettre au Gouverneur de District, à sa demande et sous sa direction, d’exercer ses fonctions de supervision.
Le Gouverneur de District Elu et le Gouverneur de District Elu font également partie du Conseil des
Gouverneurs.
Un Président est désigné par le Conseil. Le Gouverneur de District Elu est le Trésorier, et le Gouverneur de
District Nommé est le Secrétaire.
Le Conseil doit se réunir au moins deux fois par an, à des heures ou des lieux choisis à sa convenance, y
compris durant la Conférence de District.

Le Conseil des Gouverneurs sert à titre consultatif et doit assister le Gouverneur de District, dans la mesure du
possible. Le Conseil va consacrer une partie de la réunion à un « brainstorming » et doit trouver des moyens
novateurs et créatifs pour résoudre les situations difficiles dans le District, établir des structures et des
protocoles afin d’aligner le District avec les changements du Rotary International et de la Zone, si nécessaire.
Le gouverneur de District fera le point sur le District à chaque réunion du Conseil, y compris des informations
sur les clubs (forts et faibles), la situation financière, la Fondation Rotary et autres situations pertinentes sur
lesquelles le Conseil doit être informées ou pour lesquelles il peut porter son assistance.
Secrétaire du Conseil
Le Secrétaire du Conseil :
1. Doit tenir le secrétariat de toutes les réunions durant l’année.
2. Doit assister le Gouverneur de District dans l’organisation de l’agenda des réunions.
3. Doit assister le Conseil en s’assurant que le District respecte les règles du Rotary.
La Commission de Contrôle
Le Comité d'Audit est composé de trois membres du Conseil des gouverneurs, nommés par le Gouverneur de
District sur recommandation du Conseil et doit tourner sur une base annuelle. La Commission de Contrôle doit
veiller à ce que les contrôles dans le District d'année en année sont conformes au manuel de procédure du
Rotary International.
VI. Fonctions du District
Le gouverneur du District doit annoncer ses nominations au District dès que possible, mais plus tard à la
Conférence de District, avant son entrée en fonction. Les postes suivants doivent être nommés, conformément
aux exigences faites par le Rotary International :
Secrétaire de district – ce Rotarien doit être un ancien président/adjoint du gouverneur ayant une bonne
connaissance du manuel de procédure et du fonctionnement du District. Il/elle doit être facilement
accessible au Gouverneur de District. Le Secrétaire de District aidera le Gouverneur de District, avec
tous les aspects de secrétariat et d'administration du District, y compris la correspondance et les
exigences de déclaration. Il/elle sera, mais sans s'y limiter, charger de superviser les rapports de
présence des clubs pour que le District et le Rotary International reçoivent les rapports de 100 % des
clubs aux les délais prévus et s’assurer de la présentation dans les délais des rapports semi-annuels des
clubs. Cette personne est nommée pour une année.
Trésorier de district – Ce Rotarien devrait également être un ancien président/adjoint du gouverneur,
qui a une bonne compréhension des règles du Rotary et du fonctionnement du District. Il/elle veille à
l’enregistrement correct des opérations financières du Gouverneur de District et s’assure que tous les
rapports sont fournis dans un délai raisonnable. Il/elle doit s'assurer que chaque club verse sa
cotisation au District et au Rotary International dans les délais prévus. Tous les enregistrements doivent
être soumis à un audit externe à la fin de l'année. Il/elle présente, à la Conférence de District avant la
prise de fonction, le budget du District et présente, à la Conférence de District après son année de
fonction, les comptes vérifiés du District. Le Trésorier du District veillera à ce que les procédures
financières appropriées sont suivies. Il/elle s’assurera également que la répartition des fonds est en
conformité avec les règles de District et les règles du Rotary International. Cette personne est nommée
pour un an. Il est important que le Trésorier du District informe son successeur avant le 30 juin des

clubs n’ayant pas payés les taxes de district. Cette information permettra au nouveau trésorier de suivre
les impayés. Toutes les dettes doivent être réglées dans les soixante jours de la fin de l'exercice y
compris tout surplus qui est envoyé à son successeur.
Responsable Formation du district – Ce Rotarien doit être un ancien président de club ou un ancien
gouverneur qui est bien informé des règles du Rotary International ainsi que du District. Il/elle doit être
en mesure de former et motiver les Rotariens ainsi que leur apprendre à utiliser les outils du Rotary
International pour organiser des clubs performants. Le Responsable Formation du District est
disponible pour les Clubs pour les aider à la formation, mais surtout organiser en collaboration avec la
Commission de la Conférence la formation annuelle du District (Adjoints du gouverneur, y compris les
autres dirigeants de District ; Séminaire de formation des présidents élus, y compris les secrétaires ; et
l'Assemblée de District, et pour tous les autres dirigeants de club). Les formations, leur planification et
l'organisation sont effectuées en collaboration avec le Gouverneur de District, qui a la responsabilité
ultime. Cette personne est nommée pour une année.
Présidents de commissions – Le gouverneur nommera un certain nombre de Rotariens à la présidence
de certaines commissions de District pour superviser et développer les domaines spécifiques de
l'administration des Clubs et/ou de District. Ils sont responsables d’un domaine spécifique désigné par
le Gouverneur de District et rendent compte au gouverneur sur leurs activités et leurs projets. A titre
d’exemple : Conférence de District, Anciens, Publications, site Web, aspects des 5 avenues de service et
de la Fondation Rotary. Ces personnes sont nommées pour une année. Toutefois, le Président de la
Commission Fondation Rotary doit être nommé pour un mandat de 3 ans afin d'assurer la continuité.
Cela donne de la flexibilité au Gouverneur de District à renommer ou désigner un nouveau Président de
la Commission.
Les présidents de commission doivent s'efforcer de désigner des Rotariens qui intégreront leurs
commissions de travail pour constituer un apport solide et fonctionnel en tenant compte, autant que
possible, de leur implication dans les affaires du District. Le Gouverneur de District doit donner à
chaque commission des buts et des objectifs pour l’année rotarienne, au plus tard à la Conférence de
District.
Le Gouverneur du District peut nommer les autres commissions, au fur et à mesure, afin d'atteindre les buts et
les objectifs du District et du Rotary International. Tous les efforts seront à faire pour que ces commissions
soient fonctionnelles et efficaces, avec un but précis.
VII. Adjoints du Gouverneur
Les Adjoints du Gouverneurs (AGs) du District sont cruciaux pour l'administration efficace du District et sont
nommés par le Gouverneur de District. Chaque AG est responsable d'un certain nombre de clubs avec lesquels
il travaille pour les aider à se développer, à fournir à temps les rapports attendus et exécuter tous les
programmes tel que requis par le Rotary International et le District. L'AG est chargé d'assister le Gouverneur
de District dans l'exécution de ses tâches et fonctions, en particulier - coordination de la visite officielle du DG;
pour agir comme agent de liaison entre les clubs et le Gouverneur de District ; pour interagir avec les autres
AGs, les autres membres du Comité et autres dirigeants de District ; et aider à promouvoir les activités et les
programmes du Rotary International et de la Fondation Rotary au sein du District.
Les présidents de clubs doivent recevoir l'Adjoint du Gouverneur avec les honneurs du fait de son statut de
Responsable du District pour ce Club.
Les qualifications minimales requises pour occuper la fonction d’AG sont :
1. Avoir servi comme un président de Club pour un mandat complet et exécuté de manière
efficace.

2. Etre membre en règle dans un club du District depuis au moins 3 ans.
3. Volonté et capacité à accepter les responsabilités de l'Adjoint du Gouverneur.
4. Performances exceptionnelles démontrée au niveau du Club et/ou du District.
5. Et potentiel de futur leader dans le District.
L’Adjoint du Gouverneur :
1. Doit rencontrer et aider les présidents de clubs entrants dans son domaine attribué avant le
début de l'année rotarienne et avant le séminaire de formation des présidents élus, afin de
discuter des objectifs du club et pour passer en revue le Guide de planification efficace des
Clubs Rotary. Ils doivent s'assurer que les Guides de planification sont achevés à temps.
2. Veille à ce que les présidents remplissent les objectifs mentionnés dans leur Guide
planification efficace Rotary clubs
3. Rapporte au Gouverneur de District immédiatement après chaque visite de club.
4. Organise et planifie la visite officielle sur son territoire du Gouverneur de District, dont
l'objectif premier est de faire progresser le Rotary dans le District. L'agenda définitif est
soumis à l’approbation du Gouverneur de District.
5. Doit superviser les activités des clubs comme une partie importante de sa fonction, ce qui
inclut :
Examen et prise en charge de l'exécution des budgets du club, en se concentrant
sur la préparation du budget, la séparation de dépenses de bienfaisance et des
dépenses du club, et des allocations spécifiques pour proposer des projets de
service.
Contrôle que tous les rapports au Rotary International et au District sont faits.

8. Participe aux réunions avec les Responsables du District.
9. Encourage les clubs à répondre aux demandes et recommandations du Gouverneur de
District.
10. Doit participer à :
La session de formation des Adjoints du Gouverneur et de l’équipe dirigeante du
District.
Le Séminaire de Formation des Présidents Elus.
L’Assemblée de District ;
Et la Conférence de District.
11. Doit visiter chaque club qui lui est assigné au moins une fois par trimestre durant l’année
rotarienne.
12. Tient des réunions régulières (préférence mensuelles et non moins trimestrielles) avec les
présidents de club pour discuter de l'activité des clubs et des ressources à leur disposition,
ainsi que les objectifs, programmes et objectifs du District et du Rotary International.

13. Favorise les relations cordiales entre les clubs, les clubs et le District et entre les clubs et le
Rotary International.
14. Rend compte (officiellement et officieusement) au Gouverneur de District et d'autres
dirigeants de District des progrès et des préoccupations des clubs.
15. Identifie les Rotariens et/ou les projets de club devant être reconnu par le Gouverneur de
District.
16. Fonctionne avec le gouverneur de District et d'autres dirigeants de District à établir des
objectifs de District.
17. Conseille le Gouverneur de District entrant (s’il est interrogé) sur les sélections pour les
commissions du District.
18. Suggère des solutions pour faire avancer le Rotary International et à régler les problèmes
d'organisation.
19. Encourage la participation au séminaire de formation des présidents élus, l'Assemblée de
District, la Conférence de District et autres réunions de District.
20. Identifie les éventuels responsables de District et les encourage à participer aux activités du
District.
21. Soutient les décisions prises par les Responsables du District.
22. Participe aux programmes de la Fondation Rotary, Assemblées annuelle et extraordinaire
donnant des événements et autres missions liées à la Fondation Rotary si besoin.
23. Assiste et participe à des réunions de club tel que demandé par le Gouverneur de District
dans un but précis. Cette participation peut être en plus des réunions régulières prévues par
l’Adjoint du Gouverneur.
24. Assiste et participe à des assemblées de club, si invités par le Président du club.
25. S’assure du maintien de toutes les valeurs et normes rotariennes, ainsi que dans la
motivation, l’inspiration et l'éducation de tous les Rotariens du district. Aide à la promotion
de tous les programmes et activités rotariennes et dans l'explication du thème de l’année du
Rotary International pour l'année.
Le Gouverneur de District nomme les Adjoints du Gouverneur en raison de leur réputation en tant que bons
dirigeants, acteurs de motivation et organisateurs. Ils sont censés faire un excellent travail pour le District et le
Rotary International. Si, pour une raison quelconque, l'AG n'est pas efficace dans son rôle, le gouverneur est
obligé de le remplacer. Les Adjoints du Gouverneur doivent être désignés chaque année, mais il est
recommandé qu'ils gardent leur rôle pour un maximum de 3 mandats consécutifs, s’ils sont efficaces.
VIII. Finances du District
Le District doit suivre les mêmes règles recommandées par le Rotary International, comme indiqué dans le
manuel de procédure. Le trésorier du District doit s’assurer de son respect et son efficacité.
Une Commission des finances du District est instituée afin de superviser les finances du District. La
commission comprend le Gouverneur de District qui sera le Président, le trésorier du District, l'ancien
trésorier de District (si c'est le même que l'actuel, celui précédant) et 2 autres membres choisis par le
Gouverneur de District.
Fonctions du Trésorier de District :
1. Budget – le Trésorier du District doit déclarer le budget de son année lors de la Conférence
de District ayant précédé son année de fonction.
2. Finances actuelles – le Trésorier du District doit présenter l'état de finances actuelles du
District lors de la Conférence de District au cours de son année de fonction.

3. Vérification – le Trésorier du District doit présenter les comptes vérifiés à la Conférence de
District immédiatement après son année de fonction. Les états financiers doivent être
conformes à toutes les normes internationales de comptabilité et doivent comprendre un
bilan, compte de résultat et inclure un minimum de notes. Les vérifications doivent être faites
par un cabinet d'experts-comptables externe, non rotariens.
4. Cotisations de district – le Trésorier du District doit veiller à ce que chaque club paie les
taxes de district dans les délais. Si ce n'est pas le cas, une recommandation doit être faite au
Gouverneur de District de suspendre le club en raison de l'absence de versement de
cotisations de District. Le trésorier du District doit travailler avec l'Adjoint du Gouverneur
en ce qui concerne la collecte des taxes.
5. Comptes- le Trésorier du District doit veiller à ce que des comptes exacts soient établis pour
toutes sommes d’argent reçues par le District pour utilisation par le Gouverneur du District.
Il/elle assure la gestion des fonds de façon opérationnelle pour le Gouverneur du District.
6. Budget venant Rotary International – le Trésorier du District doit s'assurer que des
prévisions précises sont établies par le Rotary International pour déterminer l'allocation la
meilleure pour les frais du gouverneur de District. Il/elle se concilie les dépenses réelles
pour garantir que le District reçoive le remboursement complet des dépenses du Rotary
International.
7. Dons en nature – le Trésorier du District doit s'assurer que les dons en nature sont
comptabilisés sur une base de coût pour s'assurer du coût réel des activités du Gouverneur
du District.
8. Successeur – il est important que le Trésorier du District informe le Trésorier de District
entrant de toute cotisation de District due afin que le processus de collecte des taxes se
poursuive avec le nouveau trésorier du District.
9. Comptes créditeurs - tous les comptes à payer doivent être soldés dans les soixante jours de
la fin de l'exercice, y compris tout surplus payé au trésorier entrant.
Cotisations de district
Les cotisations de district sont déterminées et convenus à la Conférence de District et actuellement sont de US$
27 par membre par année. Le calcul est basé sur le nombre de membres le 1er juillet et payable au complet le

Cotisations du Rotary International
Les cotisations du RI sont précisées dans le manuel de procédure et doit être payées en conséquence à l'aide du
rapport semestriel envoyé au Secrétaire de chaque club. Ces frais doivent être payés à temps.
Certaines règles sont définies sur l'utilisation appropriée des fonds pour le gouverneur du District :
Voyage et hébergement pour visiter tous les Rotary clubs du district.
Coût pour assister à des réunions liées au poste. Celles-ci comprennent l'Institut du Rotary et la
Convention internationale dans l'année de fonction. La participation à l'Institut du Rotary dans la Zone
est prise en charge pour la formation pendant l’année tant que Gouverneur de District.
Remboursement sur la ase du voyage en classe économique et des hébergements à tarifs raisonnables.

Le Rotary International et le District encourageant le conjoint à voyager avec le Gouverneur de
District, dans le District, ses frais de voyage sont remboursables à moindre coût.
Si un club ou un individu fournit avec hébergement gratuit ou toute autre assistance au gouverneur du
District, ce dernier doit tenir compte du coût approximatif comme un don en nature et des frais
équivalents à des fins comptables. Ce processus garantit que le Rotary International et le District
intègrent le coût réel de l'administration du District.
Le gouverneur du District doit produire un bulletin mensuel en français et en anglais qui est peu
coûteux, rapide et efficace.
Malgré tout ce qui précède et ce qui est spécifié dans le manuel de procédure sur les coûts qui peuvent
être remboursés, le Gouverneur de District doit être prudent pour ne pas trop dépenser le budget
attribué. Le budget ne couvre pas nécessairement tous les coûts du Gouverneur de District. Toute
dépense sur le budget alloué est la responsabilité du gouverneur de District.
Fonds catastrophe du District
Comme le District 7030 est sujet aux catastrophes naturelles, ce fonds a été créé pour être en mesure de
répondre rapidement aux clubs dont les communautés ont été frappées par la catastrophe.
1. Le Fonds des catastrophes de District a été créé dans le but de fournir une aide financière en
cas de catastrophes naturelles dans le District. Il doit être maintenu en dollars américains
dans un territoire où il est légal de le faire et doit être administré par et sous le contrôle d'un
comité composé du Gouverneur de District, qui sera le Président, le trésorier du District et 3
autres membres qui ont travaillé au niveau du district auparavant.
2. Les décaissements du fonds requièrent l'approbation d'une majorité simple des membres du
Comité lors d'une réunion ordinaire ou par contact électronique ou autre. Toutefois, afin
d'accélérer les temps de réponse pour aider en cas de catastrophe, le Gouverneur de District
peut débourser jusqu'à 2 500 $ US pour chaque catastrophe et établir un rapport au Comité
lors de la prochaine réunion ordinaire. Le Comité transmet un relevé de compte à la
Commission des Finances District, des recettes et des débours pour inclusion dans les
comptes.
3. Le fonds est financé par des cotisations allouées et approuvées dans le cadre de la cotisation
annuelle de District. Le montant actuel a été proposé et approuvé à la majorité simple, lors
de la Conférence de District de 2012.
IX. Réunions du District
Le District 7030 s'étend sur une vaste zone géographique, et c'est, par conséquent, pratique pour le District de
se réunir une fois par an. C'est la raison pour laquelle toutes les sessions de formation et la Conférence de
District sont habituellement organisées au même moment. Cette tradition permet au District, aux clubs et aux
Rotariens de minimiser les coûts et maximiser leur présence et leur participation. Comme les rencontres sont
pour la plupart des sessions plénières, les formateurs de District doivent s'efforcer de réduire au minimum les
doubles emplois dans les présentations afin de permettre un programme globalement intéressant et varié.
Ces réunions ont généralement lieu dans le pays du Gouverneur de District, afin de garantir sa capacité à être
étroitement associé à l'organisation de l'événement. Cependant, il/elle peut choisir d'organiser la Conférence
dans un autre pays si il/elle le désire.
La semaine des réunions doit avoir lieu entre l'Assemblée internationale, où le gouverneur de District élu reçoit
la formation et 7 jours avant la Convention internationale de Rotary. Ceci permet au Gouverneur de District
entrant d'être préparé et formé, et évite d'interférer avec la Convention.

Chacune des sessions doit respecter toutes les règles décrites par le manuel de procédure et le Rotary
International.
Il est recommandé que les organisateurs utilisent les anciens gouverneurs de District, les gouverneurs entrants,
les adjoints du gouverneur et les dirigeants du District comme présentateurs, dans la mesure du possible. Il faut
également certains intervenants externes qui peuvent apporter de nouveaux et différents points de vue sur
l'actualité. Tous les orateurs doivent être en mesure de présenter de façon informative et motivante.
Session de formation de l’équipe dirigeante du district
1. Ce séminaire de formation s'adresse aux adjoints du gouverneur entrants, aux présidents de
Commission et d'autres dirigeants du district pour s'assurer qu'ils sont bien préparés.
2. Les rôles de chacun font également l’objet de discussions afin de s’assurer que toute l'équipe
a une bonne compréhension de l'organisation du District ainsi que des plans pour l'année à
venir.
3. L'objectif est de fournir à chaque dirigeant la motivation, l'inspiration et la formation pour
permettre la réalisation d’un excellent travail pour le District et le Rotary International.
4. La formation de l'équipe de dirigeants du district a lieu aussitôt après l'Assemblée
internationale, si possible.
5. Le Gouverneur de District entrants organise ce séminaire de formation avec l'aide du
Responsable de formation du District.
Séminaire de Formation des Présidents Elus (SFPE)
1. Tous les présidents élus et secrétaires élus doivent assister au SFPE. Si un président élu ne
peut assister au SFPE, l'AG concerné doit organiser une session de formation spéciale avant
l’entrée en fonction du Président élu.
2. Tous les trésoriers de Club sont fortement encouragés à participer au SFPE.
3. Le SFPE doit se tenir un jour avant la Conférence et l’Assemblée de District.
4. Le SFPE est conçu pour fournir la formation, la motivation et l'inspiration pour les
présidents et secrétaires élus, afin de leur permettre d’administrer leurs clubs de la meilleure
manière possible, suivant les directives du Rotary International.
5. Les autres dirigeants du District sont invités à y assister ainsi que d'autres dirigeants de
club.
6. Le Gouverneur de District entrant organise ce séminaire de formation avec l'aide du
Responsable formation du District.
Assemblée de District
1. Tous les présidents élus, secrétaires élus, présidents de Club et autres Rotariens intéressés
sont invités à assister à l'Assemblée de District.
2. L'Assemblée de District aura normalement lieu le jeudi de la semaine des réunions.
3. L'Assemblée de District est conçue pour fournir de la formation, de la motivation et
l'inspiration à tous les dirigeants du club pour leur permettre d’avoir une compréhension
complète de la façon dont ils doivent organiser et gérer un Club Rotary fondé sur les
principes du Rotary International.
4. Le Gouverneur de District entrant organise ce séminaire de formation avec l'aide du
Responsable Formation du District.

Conférence de District
1. Tous le Rotariens sont invités à assister à la Conférence de District.
2. La Conférence de District aura généralement lieu le vendredi et le samedi de la semaine des
réunions. L'ouverture officielle aura lieu le jeudi soir ou vendredi matin.
3. La Conférence de District est l’occasion de mettre à jour les statuts et les programmes du
District et du Rotary International. Elle doit être motivante, instructive et amener de
l’inspiration aux participants.
4. L'actuel Gouverneur de District organise la Conférence de District, avec l'aide du Comité de
la Conférence de District et le Conseil des gouverneurs.
5. Les Anciens Gouverneurs de District doivent être reconnus à la Conférence et une minute de
silence est observé pour ceux qui sont décédés.
6. Il y aura une partie dédiée à l’administration du District durant la Conférence de District.
Les rapports financiers, processus de nomination et des résolutions peuvent être étudiées à
ce moment-là. Les délégués doivent soumettre tout projet de résolutions dans les délais
impartis au Secrétaire de District, soit 21 jours avant le jour de la réunion. Le vote a lieu
selon les règles exposées dans le manuel de procédure. Par conséquent, il est important que
le club soit financièrement à jour et que le délégué apporte les informations et droits de vote
appropriés à la Conférence de District.
Commission Conférence de District
1. Cette commission est chargée d'organiser tous les événements pour toute la semaine des
réunions. Elle doit prendre des dispositions pour l'hôtel, les inscriptions, les lieux, le
financement, les divertissements, l’organisation des salles appropriées pour les sessions, la
traduction, le matériel de formation et tous autres moyens normalement nécessaires au bon
déroulement de conférences de cette nature.
2. Le Président et le Comité sont désignés le plus tôt possible afin d'assurer la planification
suffisamment à temps. Il est recommandé qu'il/elle ait travaillé au niveau du District.
3. Le Comité doit organiser une soirée « Home Hospitality »l.
4. La Commission veillera à ce que les traducteurs professionnels fournissent d’excellentes
traductions en anglais-français pour toutes les sessions. Ceux qui parlent le français doivent
être en mesure d'obtenir les mêmes informations, formation, motivation et inspiration que
ceux qui parlent l’anglais. Tous les orateurs qui fournissent des documents doivent les
fournir en anglais et en français.
5. Toutes les fournitures appartenant au District doivent être remises à la fin de la Conférence
de District au nouveau Président de conférence de District ou au Gouverneur de District
entrants afin qu'il/elle puisse les ramener et préparer pour les réunions de l'année suivante.
6. Le Comité fournit l’hébergement pour le représentant du Président du Rotary International.
X. Rotary International Nominations
There are opportunities for District representatives to be nominated for involvement in Rotary International
activities. District 7030 strongly encourages Past District Governors to agree to any appointments or
nominations and to do an exemplary job. This involvement will assist District 7030 to develop its reputation as
Rotary District 7030 Bylaws and Manual of Procedure 34
an effective District in the Rotary world. There are some specific positions that need to go through a selection
process as outlined by Rotary International.
The Director of Rotary International representing Zone 34 will appoint an Advisory Committee with whom
he/she meets once during each year at the Rotary Institute within the Zone. The current District Governor will
appoint a Past District Governor to serve on that Committee when requested by the RI Director to do so.
Council on Legislation (COL)
Every 3 years the Council on Legislation meets and has one representative from each District around the world.
The qualifications for this representative are spelled out in the Manual of Procedure and he/she must be a Past
District Governor. The Council of Governors selects an individual and an alternate in case the representative
cannot attend for some reason. These individuals are thought by the Council of Governors to be able to best
represent the interests of the District at the Council on Legislation. They then put these individuals forward for
election at the District Conference in order that the District may ratify the selection. This information is then
forwarded to Rotary International.
The representative should consult with the District Governor and any interested Rotarians in order to get some
input on the issues to be addressed at the Council on Legislation. The representative should share in writing a
summary of the information from the Council on Legislation with the District at the first possible opportunity.
He/she should also present it at the District Conference immediately following the Council on Legislation.
It is recommended that the representative attend at least 2 consecutive COL meetings in order to bring the
experience from the first one to future meetings. It is a complex process that needs individuals with experience
to assist the process in being efficient and effective.
Nominating Committee for Director of Rotary International
Every fourth year, Zone 34, of which District 7030 is a member, has the opportunity to nominate a Director and
alternate to the Board of Rotary International. One Past District Governor from District 7030 needs to be
appointed to the Nominating Committee for the Zone to select the nominee and alternate. The same process for
the selection of the Council on Legislation representative is followed by the District to select the representative
for the Nominating Committee. The Council of Governors recommends the candidates to the District
Conference for their ratification.
Any club in the District may nominate an individual to be a Director of Rotary International. The Nominating
Committee of the Zone will select the best candidate and alternate for the position.
XI. District Awards
The District Governor should reward productive and successful clubs and Rotarians during the District
Conference through the awards process. There are awards available from Rotary International and The Rotary
Foundation that can be given to deserving individuals in the District. The District Governor should be familiar
with these awards and ensure that they are presented to the appropriate individuals or clubs. All awards should
be budgeted for in advance.

The District may also have an awards program that recognizes both the clubs and individuals for outstanding
work. These awards should be related to the goals and objectives as set by the District Governor prior to the
start of his/her year in order that everyone clearly understands what the goals and objectives of the District are
and what one needs to do to be recognized for accomplishment.
These awards can include attendance, vocational service, community service, international service and
donations to the Rotary Foundation.
The District Governor should make every attempt to align the awards with the goals of Rotary International
and the District in order that the entire District is working in the right direction.
XII. Amendments
This manual may only be amended at a District Conference by a poll in which the amendment receives the
affirmative vote of at least seventy-five per cent (75%) of the electors present and voting in person or by
permitted proxy. All clubs will be notified of the voting and those clubs not represented will have 30 days in
which to reply if they have any significant objections.
XIII. Resolutions
Resolutions of a substantial nature may be brought to the District Conference for a vote if they have been
presented in writing to the District Secretary or the Council Secretary at least 21 days prior to the District
Conference. Resolutions may be presented by a Rotary Club in the District or by an individual Rotarian or the
Council of Governors. Resolutions also need an affirmative vote of seventy-five percent (75%) of the electors
present and voting in person or by permitted proxy to be accepted.
XIV. Statement of Conduct for Working with Youth
Rotary International is committed to creating and maintaining the safest possible environment for all
participants in Rotary activities. It is the duty of all Rotarians, Rotarians’ spouses, partners, and other
volunteers to safeguard to the best of their ability the welfare of and to prevent the physical, sexual, or
emotional abuse of children and young people with whom they come into contact.

INNISS, to guide the clubs of District 7030 during the period 2013-2016, and distributed in July 2013. The

District 7030 includes 14 countries with 68 Rotary clubs across the Southern Caribbean, from St Kitts and
Nevis in the North, to Suriname, Guyana and French Guiana in the South.
DISTRICT 7030 MISSION STATEMENT
The Mission of District 7030 is to be a dynamic and connected Rotary District, harnessing the energy and
innovation of our Caribbean people to fulfill our Rotary objective of fellowship through service to humanity.
DISTRICT 7030 ADMINISTRATION OBJECTIVES
To strengthen the administration of District 7030 with transparent, cohesive and sustainable management
systems.

o Create and circulate District Operations Manual and By-laws
o Consider centralization of secretariat and banking operations

DISTRICT 7030 CLUB OBJECTIVES FOR 2013-2016
INTERNATIONAL SERVICE
To create partnering opportunities outside the District that focus and increase humanitarian service.
Each club should:
- Investigate partnering opportunities with clubs in Zone 33 and 34, boosted by participating in the
annual Caribbean Partnership Conference.
COMMUNITY SERVICE
To create partnering opportunities within the District that focus and increase humanitarian service.
Each club should:
- Partner with another club in D7030 to undertake a joint community service project and / or friendship
exchange.
VOCATIONAL SERVICE
To build strong club leaders and vocational excellence.
Each club should:
- Undertake and / or participate in training and professional development programs to ensure effective
succession planning and preparation of future leaders.

YOUTH SERVICE
To support youth development and nurture future Rotarians.
Each club should:
- Support Rotaract, Interact and Early Act in their community / country.
- Meet obligations stipulated in the Rotaract and Interact by-laws.
- Support participation in District youth programs such as RYLA or Model United Nations.
CLUB ADMINISTRATION AND MEMBERSHIP
To support and strengthen clubs, and enhance the public image and awareness of Rotary.
Each club should:
- Retain no less than 85% of membership
- Add at least two (2) members (net) each year.
- Recruit new members using the classification list with the focus on diversity.
- Train club leaders on the new grants model.
- Include Disaster Risk Reduction and Management awareness in program of activities, to mitigate risk
and improve recovery. This area of focus will also include Rotarians making regular contributions to
the District Disaster Fund.
- Implement the Club Leadership Plan and Five Avenues of Service.
- Develop an effective PR strategy including:
o Issue of club bulletin / newsletter that is distributed to both internal and external stakeholders
o Train Rotarians in effective PR and Communication
o Build strong relationships with local media
o Effective use of social media strategies.
ROTARY FOUNDATION
To support our Rotary Foundation in humanitarian service including the eradication of polio.
Each club should:
- Ensure at least 50% of members are Sustaining Members.
- Encourage at least 25% of members to become Paul Harris Fellows.
