Mr. ZAFB, l ega l Adviser, pointed out t h a t a t t h e s.8ond meeting, t h e
Sub-committee had agreed t o suspend the operation of t he clause in r u l e 21 which
s t a t ed t h a t Mexbers should neke known before t he opening of t he session i n
which Sub-Counittee they intended t o vote. Since t h a t clause becane ru le 22
under t he Pakistan proposal, the Sub-connittee would have t o mend i t s forner
decision and decide t o suspend ru le 22 if the Pakistan proposal were adopted.
The CHAIRMAN then noved the adoption of the Pakhtan proposal.

discussed a t previous met ings , it required no fur ther action.

he had pointed out t h a t the Sub-Committee had adopted Rule 48 of the Rules of
Procedure, which s ta ted t h a t Rule 2 1 could not be amended, a f t e r having adopted
Rule 2 1 wi th amendments.
I n order t o overcome the procedural d i f f i cu l ty thus caused, he w m ~ d propose
tha t Rule 21 should read :
Rule 2 1 --- "Each llember sha l l have one vote: however, Membors attending
both Sub-oommittees sha l l have the r i g h t of vote i n on6 &b-Committee only.
Thcre would then follwv two new Rules - Rules 22 and 23 - reading :
Rule 22 -..--- "Members attending both Sub-Oommittees s h a l l make known, before
the opening of the session, of whichever seqsiqn sha l l meet f i r s t , i n which Sub-committee they intend t o exorcise t h e i r r i gh t of vote."
Rule 23 - *- "For the purpose of those Rules, the phrase "~~embers present and
voting" means Members casting an affirmative or negative vote. Members who abstain f rm voting sha l l be considered a s not votiag.

Dr. GENIS (France) pointed out that there w a s a difference betweon the
or iginal Fronch t e x t of Rule 2 1 and the t rans la t ion of tho Pakistan proposal.
The CMIRMAN, a f t e r some discussion, indicated t h a t the difference arose from
a question of French s tyle and proposed tha t the French representative agree with
the Secretar ia t on a be t tor t rans la t ion oquivalent t o the English.

Mr. ZARB, Legal Adviser, pointed out t h a t a t the second meoting, the Wb-
Committee had agreed t o suspend tho operation of the clause i n R U ~ 2 1 which s t a t ed
t h a t Members should make k n m before the opening of t he sossion i n which Sub-
committee they intended t o vote. Since t h a t clause became Rule 22 under the

The REGIONAL DIRECTOR answered t h a t the encouragement o f research i n bhe region
largely took thc f o r m of encouraging ln tc rna t icna l oooperation in research; he
f e l t tha% it was tho task of tho Rogioml Director, when a .country or countr ies
had ralunble rcscarch in s t i t u t i on f a c i l i t i e s , t o Wge t h a t these f a o i l i t i c s be made
available t o othcr countries and t o urge cooperation between i n s t i t u t e s o r labom-
t o r i e s so tha t thcre should be no unnecessary duplication of effor t .
Dr . JAF& (Pakistan) said t h a t he therefore understood t h a t \THO was not putt ing
any funds in to research i n t he Eastern IlIediterranean. He f e l t t h a t research could
not be encouraged without supporting those undertaking it; laborator ies or research
centres would expect some support i n the form of grants or equipment and if the
Organization merely undertook t o coordinate work without f inanc ia l support he doubted
how f a r such a c t i v i t y merited the Regional Cammittoe~s support.
He would propose t h a t the gub-Committee request the DireotorOoneral t o make
some budgetary: provision for research. Research had no t previously been given
much support by WHD, but he urged t h a t thc time had come when WHO should glve
f inanc ia l assistance t o research schemes t h a t it considered worth while.
The R E G I O U DIRECTOR indicated t h a t i n resolut ion YPHh7.52, t he Health Assembly
had recognized t h a t basic rosearoh was normally most s a t i s f ac to r i l y developed i n
national m d loca l i n s t i t u t e s , which n ight be ass i s ted by grants fr'm WE0 f o r
rcsoarch contributing t o WHO p r o g r m e s , and had requested thc Diroctor-Gencral t o

of the research could be used i n the 'field..

The REGIONAL DIRECTOR submitted the report on the incidenoe of quarantinable
diseases i n the region during 1951, 1952, 1953 m d t h e f i r s t half of 1954.
Dr. HAYEK (Lebanon) 'cdmmended..the effortsmade by governments. and WHO-whioh had
p rac t i ca l ly eliminatea ce r t a in dPsedses snd'had reduced others. He would be
in te res ted t o know what progress had been made i n creating a quarmtine s t a t i o n i n
Saudi k a b i a .
Dr. BEWAR (Saudi Arabia) repl ied that the quarantine s t a t i o n had been e s t i b l i s h
a t Joddnh and would bc oponed by the end of the year.
Dr. EL FAR (Egypt) deplored the deIay of c e r t a i n countries i n notifying
quarantinable diseases which was affecting the appl icat ion of t h e Internat ional
Sanitary Reguh t i o n s and was a v io la t ion of -Ar t id le 95. I t -had i n ce r t a in cases
becomo necessary f o r some countrios t o demand b i l l s of health f r m s h i p s and a i r -
