He said that the WG meeting was open to the public and would be audio recorded. The agenda, papers and minutes of the meeting would be uploaded to the website of the Yau Tsim Mong District Council (“YTMDC”). He then reported that Mr Chris IP, Mr Benny YEUNG, Ms Mimi CHEUNG, Mr Md Mosharof HOSSAIN and Mr Mohamed Ibramsa Sikkander BATCHA took leave of absence. Item 1: Confirmation of Minutes of Last Meeting 2. The Chairman said that the Secretariat had distributed the draft minutes of the last meeting to Members and had not received any proposed amendments so far. He announced that the minutes of the last meeting were confirmed without amendments. 3. Mr Mohan CHUGANI said it was stated in paragraph 36 of the minutes of the last meeting that “although the EM Members of the WG might not reflect their aspirations to the Government by way of procession or demonstration” and asked if it meant that Members of the WG could not participate in processions or demonstrations. 4. Mr Derek HUNG pointed out that the minutes of meeting were for recording the words Members said and the opinions they expressed at the meeting, and the confirmation of the minutes would not impose any limitations on Members’ actions. Item 2: Introduction of Services for Ethnic Minorities at Queen Elizabeth Hospital 5. The Chairman welcomed Mr Charles LEUNG, Deputizing Senior Hospital Manager (Supporting Services), Ms Shirley HUNG, Department Operations Manager of Central Nursing Division, Mr Bon CHUNG, Centre-in-charge of Patient Resource Centre and Ms Ella

LEE, Senior Manager (Communications and Secretariat) of the Queen Elizabeth Hospital (“QEH”) to the meeting. 6. Ms Shirley HUNG and Mr Charles LEUNG briefly introduced the services and the employment information provided by the QEH for ethnic minorities (“EMs”) with PowerPoint presentation (Annex 1). The contents were as follows: i) there was a rising tendency in the number of EM people using the services of the QEH, and the demand for interpretation service was correspondingly increasing; ii) interpretation service for 18 languages was arranged by the QEH at present and the service was publicised via posters, leaflets and television screens, and the hospital website also provided information in various languages; iii) special arrangements were made for the EMs in respect of meals, blood transfusion and physical examination; iv) to get in touch with the EMs through different activities in the district so as to recruit suitable people to participate in voluntary services; v) relevant courses were added to staff training programmes to help the staff communicate with the EMs; and vi) EM people were expected to be recruited to work in the hospital and provide immediate assistance when necessary. 7. Several Members raised the following enquiries: i) what jobs the EMs to be recruited would take up and what the requirements of education level were; ii) how to help the EMs communicate with the doctors and understand the dosage instructions; iii) whether the latest medical pilot schemes had been promoted to the EMs; iv) what the criteria for selecting those 18 languages were; and v) whether the leaflets in the 18 languages were obtainable at the same place(s). 8. A Member suggested that a permanent interpreter post should be created to provide on-site interpretation service. 9. Ms Shirley HUNG responded as follows: i) the national flags of the 18 countries were printed on poster and the frontline staff could identify the languages required by the patients according to the flags selected by them, and the staff could click on the online “response cards” for some immediate and simple translation. Besides, the staff would seek simultaneous interpretation service. If no interpreter could come in person, the Hong Kong Sheng Kung Hui Lady MacLehose Centre would be called for the arrangement of telephone simultaneous interpretation service; and ii) if there were EM people suitable for the participation in any of the medical pilot schemes, the medical staff would proactively promote the relevant schemes to them. 10. Mr Charles LEUNG said that the hospital would not display all the leaflets. Nevertheless, the leaflets were kept and obtainable at counters. Moreover, the hospital would review the translated languages provided according to the nationality records of patients. 11. A Member raised that: i) the hospital should create a permanent interpreter post; ii) people of different EM groups should be recruited as frontline staff; and iii) the publicity of interpretation service should be strengthened. 12. Ms Shirley HUNG responded that: i) interpreters were required to receive relevant training to achieve an accurate translation; and ii) QEH also welcomed EM people to join the hospital as volunteers to provide assistance to patients.

13. A Member indicated his willingness to be a volunteer. Besides, another Member hoped that such voluntary service opportunity would be put down in the minutes of meeting for the knowledge of the absent Members. 14. Ms Ella LEE welcomed organisations to contact the QEH and she would be pleased to arrange visits and seminars for them to introduce the relevant services. 15. There being no further comments, the Chairman closed the discussion on this item. Item 3: Progress Report on the Activities Held by the Working Group in 2016 16. The Chairman welcomed Ms Clara NG, Liaison Officer (South) 2, Yau Tsim Mong District Office (“YTMDO”) to the meeting. 17. Ms Clara NG gave a PowerPoint presentation (Annex 2) on the progress of the activities held by the WG in 2016. 18. Regarding the Yau Tsim Mong (“YTM”) District Luncheon Symposium, some Members asked the following questions: i) whether the Commissioner of Correctional Services and professionals of the business and tourism sectors were invited to be guest speakers; ii) which EM teacher would be invited to attend the luncheon symposium; and iii) who the targets of the luncheon symposium were. 19. Ms Clara NG responded as follows: i) written invitations had been sent to the Commissioner of Correctional Services and professionals of the business and tourism sectors but they all declined, and she was currently inviting the Hong Kong Police Force and the Fire Services Department (“FSD”) to send their EM members to attend the symposium; ii) she intended to invite Mr Tahir Nadeem, a former WG Member and a teacher, to attend the symposium to share his experience; and iii) the target of the luncheon symposium was the EM students in the district. 20. A Member said that someone who was an EM person was working in the FSD. He and the Director of Fire Services could be invited as guest speakers. (Ms Michelle TANG joined the meeting at 4:45 p.m.) (Post-meeting note: The Secretariat wrote on 11 November 2016 to invite the Director of Fire

Services to be a guest speaker of the luncheon symposium. The FSD replied on 24 November 2016 that a representative would attend the event.)

21. A Member enquired about the details of the YTM District Ethnic Cultural Show (“Cultural Show”). 22. Ms Clara NG responded that: i) the Cultural Show would have interactive games and lucky draws, and EM groups would be invited to perform in it; ii) the activity would not be co-organised with the YTM South Area Committee, so it would be held in a smaller venue,

i.e. the Henry G. Leong Yaumatei Community Centre; and iii) she invited Mr Lachmandas NANDKUMAR to be the convenor of the activity. 23. Mr Lachmandas NANDKUMAR agreed to be the convenor of the activity. 24. There being no further comments, the Chairman closed the discussion on this item. Item 4: Signature Project Scheme (Yau Tsim Mong) Yau Tsim Mong Multi-cultural

Activity Centre (YTMDC Working Group on Ethnic Affairs Paper No. 2/2016)

25. The Chairman invited Mr Terrence HO, Assistant District Officer (Yau Tsim Mong) 1, to brief Members on the progress of the project in the captioned paper with PowerPoint presentation (Annex 3). 26. Mr Terrence HO briefly introduced the captioned paper. 27. A Member asked: i) what facilities would be provided in the Yau Tsim Mong Multi-cultural Activity Centre (“the Centre”) for public use; and ii) whether catering service would be provided in the Centre. If there was no catering service, such service should be added to facilitate the organisation of festive events by the EMs in the Centre. 28. Mr Terrence HO responded that the hall and the rooftop green garden of the Centre would be open for public use. Other details would be provided later. 29. The Chairman further asked what catering service would be provided by the Centre. 30. Some Members asked the following questions: i) whether notices could be posted on the hoarding at the construction site of the Centre to provide more information for local residents and the EMs; ii) what the charges were for hiring the venues of the Centre; and iii) what publicity activities would be held to tell the EMs and local residents about the completion of the Centre. 31. Mr Terrence HO responded that: i) there would be a convenience store and a coffee shop in the Centre, and the venue hiring charges of the Centre would be a bit lower than the market level; ii) it had already been stated on the hoarding that the site was a signature project of the YTM District, with contact telephone number provided. Following the comments of Members, the YTMDO would add more information on the hoarding; and iii) in respect of publicity, the YTMDO would launch activities such as a subway beautification design competition and a volunteer scheme for community cohesion. Regarding the subway beautification design competition, the YTMDO would contact the Highways Department to identify suitable locations for the relevant subway beautification works. 32. A Member enquired: i) whether a large-scale press conference would be held to tell the EMs and the public about the completion of the Centre after it had been completed; and ii) what the charging details of the Centre were.

33. Mr Terrence HO responded as follows: i) the Centre would be operated by the New Home Association, and the charging details could be provided only after the contract had been signed; and ii) other details were expected to be finalised after the middle of next year. 34. A Member pointed out that the festive periods of different EM groups were different. The Centre could be open for hire by the EMs for gatherings. It could be stated in the contract that hirers might bring their own food but the drinks must be bought at the shops in the Centre. 35. Mr Terrence HO said that Members’ comments would be taken into account when the department drew up the terms and conditions of the contract. 36. There being no further comments, the Chairman closed the discussion on this item. Item 5: Concerns over the Armed Gang Fight in Yau Ma Tei on 2 October 2016 37. The Chairman briefed Members on the captioned incident and invited Members to give their views on it. 38. Some Members raised the following comments:

i) The captioned incident was not a single or special incident. Armed gang fights occurred in different districts and between different ethnic groups from time to time.

ii) Public opinions were unfair to the EMs, and the Government should make more

efforts to publicise to the public and the EMs the contributions of the EMs to the society.

iii) The Government and parents should provide assistance in the areas of

employment and education. The Government should also allocate more resources to let the EMs know that opportunities were ahead of them if they worked hard.

iv) It was hoped that positive messages would be brought out by the incident, and

that the culture of mutual respect would be promoted in the district, in particular among young people.

v) A Member pointed out that most of the persons participating in the gang fight

might be asylum seekers. However, another Member held a different view because if asylum seekers committed crimes and had criminal records, their applications would not be accepted by other countries, and thus those who participated in the gang fight should be holders of Hong Kong identity cards.

vi) In recent years, the gaps among different ethnic groups had been deepening, and

many people were afraid of getting in touch with the EMs.

vii) The EMs should also learn Chinese to break the language barrier and integrate with the community.
