High on that list is the redesign of the swimming pool. After that I see a large volunteer operation keeping the neighborhood informed and involved. Much of that is publishing the newsletter and bringing good speakers to our monthly meetings. I have been told that more people would attend the meeting if they were shorter. The November meeting was the longest of the year, and afterward I had many people thank me, probably because they learned a heck of a lot about highway plans for I35, 183 and 290, and were given the opportunity to provide constructive criticism, which is the whole point of inviting those speakers in the first place. What we say in those meetings actually has an effect upon what happens in the future. Case in point: The new swimming pool will be the first one built in Austin with a diving board in 25 years. That never would have happened without our emphatic input. My goal is to make our monthly meetings as fast as possible, and I aim for an hour and a half. But only once have I seen one go less than that. There are just too many subjects to cover. The point of the meeting is to let people talk. It is the way of democracy. I am required by my position to give everyone a shot at sharing their opinion, no matter how crazy or ridiculous. I have on occasion requested some people limit their comments. I can in the future remind people that in the interest of short attention spans we limit our comments to those which are constructive. The best thing we can do collectively to shorten the meeting is to show up ten minutes early so that the meeting can actually begin at 10. I have many times been forced to wait five or ten minutes to let everyone get in the door and into a seat. In my opinion, democracy doesn’t have a time limit. But speaking with former presidents suggests that maybe we can try. People who think the meetings are too long are invited to attend that part which interests them. The truth is, I hate long meetings, but sometimes they are inevitable. Our next meeting on December 14 will be our annual holiday pot luck party at The Nomad bar on Corona. This is the meeting to renew your annual WPNA membership. Bring a plate of munchies and a checkbook and help keep our association strong. Looking forward to our January meeting, we will have a vote on the appropriation of WPNA funding for the Bartholomew Park Shade Project. This idea is to use our own money as seed for getting other entities to match, and thus grow our little savings into big cash for which to do this big shade thing. Come to the meeting to make this big decision. And finally, all the current officers of WPNA were voted in by unanimous acclamation for 2014. As the year comes to an end I am thinking about what WPNA accomplished. High on that list is the redesign of the swimming pool. After that I see a large volunteer operation keeping the neighborhood informed and involved. Much of that is publishing the newsletter and bringing good speakers to our monthly meetings. I have been told that more people would attend the meeting if they were shorter.

The November meeting was the longest of the year, and afterward I had many people thank me, probably because they learned a heck of a lot about highway plans for I35, 183 and 290, and were given the opportunity to provide constructive criticism, which is the whole point of inviting those speakers in the first place. What we say in those meetings actually has an effect upon what happens in the future. Case in point: The new swimming pool will be the first one built in Austin with a diving board in 25 years. That never would have happened without our emphatic input.

My goal is to make our monthly meetings as fast as possible, and I aim for an hour and a half. But only once have I seen one go less than that. There are just too many subjects to cover. December 2013 Mueller UpdateRick Krivoniak

The annual Mueller Tower Lighting celebration took place on Tuesday, December 3rd adjacent to the tower at Berkman Drive and Tom Miller Street. Now in its 8th year, the “NOEL” lighting on the tower began in 1961 when construction of the airport control tower was completed and continued until the 1999 airport closure, with only brief interruption during the 1970’s energy crisis. Catellus commissioned a replica display to reestablish the tradition for Mueller and the city in 2006.

Catellus’ ongoing workshops to hone the coming Aldrich Street Town Center have included the Austin Independent Business Alliance, AMLI apartment management, Seton, the Thinkery, Mueller and adjacent neighborhood residents, and several architects, planners and City staffers. Much of the discussion is about “place-making” to create a unique feel for Aldrich Street – far more difficult to achieve in new construction than in rehabbing older structures like on downtown’s 4th or 6th Streets. The Master Developer Agreement also requires 30% local businesses in the Town Center. One big challenge is that small local shops typically cannot afford the complete interior build-out needed in a new building. The City and the group are looking at some creative ideas to overcome that obstacle.

It has also been interesting to learn of the lingering bias held by several of Austin’s successful retailers and restaurateurs. Many of the local businesses that residents of Mueller, Windsor Park and adjacent neighborhoods would love to have nearby are simply not interested in being east of IH35. It’s one thing for Apple to require the proximity of numerous high-household incomes before considering a store, but for a local business to not invest in its own community where there is a demonstrated need is undeniably disheartening.

Mueller resident Dave Neider has organized two “buy-in” events to convince local business owners to consider a Mueller or nearby location. Both times, Windsor Park had the next-largest group of participating residents, and we actually had the highest number of responses to the recent online Mueller Local Business Survey! Please express your thanks to our neighborhood business folk, and continue to ask the managers and staff of businesses that you frequent outside our area to visit and see what we have to offer.

There is no December meeting of the Robert Mueller Municipal Airport Plan Implementation Advisory Commission. December 2013 Yard of the MonthSara Jane Lee

The December winners are Heidi Anderson and Dan Otto of 1606 Broadmoor Dr. They have lived in Windsor Park for 14 years. Their inspiration came from other Austin yards and from magazine articles. A neighbor nominated their yard.

In their front yard they have planted two Lacey Oaks and one Chinquapin Oak. They inherited a Chinese Tallow tree. In beds near the house and at the street they have Inland Sea Oats, Silver Ponyfoot, Little Bluestem, Damianita, Datura or Jimson Weed, Cedar Sage, Sotol, and various Agaves and Yuccas. They also have Golden Barrel Cactus, Turks Cap, and Blackfoot Daisy. Verbena peeks through blackfoot daisies and other plants in the flower bed near the street. The Gulf Muhly has pink, feathery seed heads that look beautiful in the fall. One of their favorites is the blackfoot daisy because “it is dependable and hearty and really puts on a show after a good rain.” The grass in their lawn is 609 Buffalo Grass.

They wanted an attractive, xeric, relatively care-free yard. They had a general idea of what they wanted but used a landscaper for help with the design. Since then they have changed some plants as their tastes changed.

They spend about an hour a month maintain their yard. They mow their buffalo grass about twice a year. They spend most of their time weeding and cutting back the overly enthusiastic plants like the silver ponyfoot.

They advise anyone wanting to start or redo a front lawn to drive around Austin in July. “If their landscaping looks good at that time, they must be on to something Xeric doesn’t only mean cactus…you can add lots of color and texture with grasses and groundcover.”

“Sharing with Santa” at theTrinity Child Development CenterGloria Neunaber, Director Emerita

Trinity Child Development Center presents our Annual “Sharing with Santa”, a holiday alternative that emphasizes the “giving and doing” spirit of Christmas. This will be the 28th year that neighbors in the Windsor Park Neighborhood are invited to come with their families to a child-oriented event with lots of fun activities.

There is free admission, brunch, and entertainment. The Trinity CDC children sing some of their favorite songs at 10:15 and Santa’s grand entrance is at 10:30 a.m. Children (and adults) may bring a new or “like new” unwrapped toy for APD’s Blue Santa. Santa thanks them for being a Santa Helper and if they are brave enough to visit with Santa, he doesn’t talk about what they are going to GET for Christmas but rather tries to focus the children on what they are going to DO. Parents may snap a photo if children will allow. Austin Firefighters will

be outside with their fire truck for conversations and viewing from 10:30 to 11:30 a.m. unless they have an emergency.

Activities that have a minimal cost include an “Elf Room” where only children under 18 shop for gifts for family members and then have fun wrapping them; games; craft-making; fishing booth, face painting, and a Silent Auction. Children enjoy the playground and courtyard. We have many wonderful donors that help to raise money for our 49-year-old non-profit center, so come enjoy this special day with us!

Sliding into ShadeJeanette Swenson

Thanks to many of you, raising $50,500 for playscape shade will be a reality. I hope that as funds become available, we can install the smaller playscape. First goal: $12,500 will shade the smaller playscape. Second goal: An additional $17,500 will shade the infant swings. Third goal: A final $20,500 will shade the larger playscape. Fourth goal: Completion of fundraising and installation of three shades by July 2014!

Including a $100.00 match, contributions at the November 9 WPNA meeting totaled $374, and contributions have been made through our up-dated web page. Thank you all. The DONATE button is prominent on the screen! Currently, funds dedicated to the playscape total $1940.21. We will vote at the January 11, 2014 meeting on a donation from WPNA savings. Look for another matching opportunity, thanks to Sam Bertron, Rebecca Lowe, and Jeanette Swenson at the Holiday Party at the Nomad on December 14. If you’d like to join in the match, contact Jeanette ([email protected] or call 512-524-1973). $50,500 is a challenge, and we could not succeed without help of business and non-profit donors committed to our neighborhood.

The Shade Project, a foundation started by dermatologist Dr. Daniel Ladd and Lurleen Ladd, will be a major part of this effort both in getting our message out to the larger community and in funding. Their initial goal was to shade all Austin splash pads, but they are expanding their outreach to include playscapes. Their research indicates that incidence of skin cancer is rising among all ethnicities, so more shade is a priority for us all. We are contacting donors from the larger community including businesses, churches, schools, neighborhood associations. If you have other suggestions and / or have proposals for fundraising that would shade the playscapes and raise awareness about our unique neighborhood, contact me.

School Committee UpdatesMeghan Dougherty

After a very successful ice cream social at Pearce Middle School, we are continuing to look for other opportunities to support our local schools. A little recap of our recent activities include:

• Promoting and attending the Boo Fest at Blanton• Promoting, attending, and volunteering at the Fall Festival at Andrews• Promoting and volunteering at the Career Fair at Pearce• Publicizing schools’ events and activities through our website, www.windsorpark.info, Yahoo listserv and Facebook page.

“Oh the weather outside is frightful…”Okay, not really, because this is Austin, TX! But we encourage the whole community to head out to enjoy winter concerts in the beginning of December. Reagan’s winter concert is on December 10th, LBJ is giving a choir concert on December 11th at 7 pm, LBJ’s orchestra is playing on the 12th and its band concert will be on the 13th. Let’s show our students how much we appreciate their hard work and dedication to their music.

This just in…AISD has hired a principal for the new Single-Sex School for Young Women. In case if you haven’t been following along with the local developments, Pearce and Garcia will be reconstituted as single-sex schools in the next school year (2014-2015). The new principal, Ivette Savina, currently serves as principal of Northwest Early College High School in the Canutillo Independent School District. Under her leadership at the school, student achievement increased significantly. Mrs. Savina also made improvements in the number of students earning college credits while in high school. She previously served as an assistant principal at Mission Early College High School in Socorro ISD, a campus staff development and instructional support specialist and a classroom teacher at the high school level. We hope to welcome both her and Mr. Sterlin McGruder, the principal for the School for Young Men, to our WPNA meeting in January.

So, you’d like to help out?Our committee meets the first Saturday of the month at Windsor Park Library at 10 am. Everyone is welcome! Pearce Middle School is always looking for volunteers in the community to help out with anything from

speaking about their career and educational experiences, to tutoring, to chaperoning field trips. They would also welcome community members to join their PTA. As Pearce will be undergoing major changes in the upcoming year, all the community can rally behind its students and staff and show them how much we care about their success. Strong community support helps create strong schools, which provides a better quality of life for everyone.

Blanton Elementary SchoolJohn Baker, Principal

The Blanton Bobcats need your support so we may buy new music risers for our music program! Our current risers are 25 years old. Our scholars stand on the risers during music class, as well as performances. Risers enable our students to take direction from Mr. Domasco, our awesome music teacher. They’re an essential element to creating music and singing! Blanton will be hosting a Winter Fest on the evening of December 13th, 2013 from 5:30 pm-8pm in order to raise money to buy 5 new risers. Come hear our K-2nd grade Bobcats sing, drink some hot chocolate, and get a photo with Santa! We’ll also have pizza, snacks, and baked goods for sale. It will be a fun holiday party! Blanton scholars, their families, and the entire community are invited to listen to Christmas music outside at Blanton! In the event of inclement weather, the program will be inside.

Blanton will hold an orientation session for prospective kindergarten parents on January 16th at 9:00 am. We will do a tour of the building, discuss general registration information, and information about applying to the Dual Language program and regular enrollment for those who are interested. There will be some other dates when we will provide school tours for interested parents. Those dates will be January 23, January 30, and February 6 at 9:00 each day. Blanton has also applied to offer tuition-based Pre K for students who do not meet Pre K enrollment guidelines. More information about this will be forthcoming at a later date.

The Blanton Gardening Committee is working to beautify the Blanton grounds and create spaces for learning about nature, ecology, all types of organisms, and nutrition for our students. Museum. Parents and students enjoyed the Book Fair and Hispanic Heritage with entertainment by the students and activity booths including yummy food samples! We had a great time and look forward to our next community event.

Thanks to Memorial United Methodist for the coupon that teachers could redeem to purchase a book from the Book Fair! Thanks to ATPE for volunteering and mentoring our students. We also want to thank our loyal parent volunteers who are here on a weekly basis helping teachers and the office staff. Neighbors, please remember that Wheless Lane in front of the school has a speed limit of 20 miles per hour. We see many cars driving above the limit and people on their cell phones as well. We want a safe school zone area for our community so please make sure you are being careful and following the traffic rules.

We wish you all a happy and safe holiday season, and a Happy New Year! Jaguar Varsity Football went to the playoffs and played Leander Rouse on Thursday, November 14. Seniors have been busy completing their ApplyTexas college applications and ACC applications. Counselors and staff have been assisting this process.

The third six weeks have begun, and they will be over before you know it! Final exams are the week of December 16th, and the last day of school for the semester is December 19. Students return on January 7, 2014!

Fanny Andrews Early College PrepLaurie Barber, Principal

Fanny Andrews Early College Prep is proud to announce that we met our Basket of Measures Goals for student achievement and attendance improvement for the 2012-2013 school year. Professional staff received their REACH stipends for this great accomplishment at the end of October. We are so proud of our outstanding efforts and success!!!

We had a wonderful Fall Festival on November 1. Thanks to Dana Newlove and Gloria Neunaber of the Windsor Park Neighborhood Association for their work at the festival! Our partnership is growing, and the Andrews Family is thrilled by your support!

Andrews will be having our annual Science Parent and Student Night on December 5. In addition to doing fun and exciting hands on science activities together, we will also have a performance from our fourth grade singers and a presentation from the new Boys and Girls Middle School Principals.

Andrews Early College Prep will be recognized at the December 16 Board of Trustees Meeting for receiving two Distinctions in our STAAR Assessments last year. We were outstanding in Reading Achievement and for being in the top 25% of schools in Student Progress. Way to Go Fanny Andrews!!!

Our scholars in 3rd-5th Grade will take their Middle of the Year Benchmark exams during the first two weeks of December. The teachers will participate in extensive Data Analysis and Planning days the last week of December. Winter Break Holidays will begin with our yearly Winter Break Holiday Parties on Friday, December 20. The Fanny Andrews Family wishes a wonderful Winter Break for everyone in the neighborhood!

Lots of exciting things going on at Harris! Our fifth graders are participating in their first Science Bowl of the year. They also attended the annual Career Fair here at school. Fourth and fifth graders get to interview presenters about their career. We learned about what the sheriff does, a sportswriter, hairdresser, cartoonist, UT professor, social worker, and advertising just to name a few. Our fourth graders also made a trip to Mexic-Arte

How to Get Windsor Park a Daily Dose of Google FiberKiran Thomas, Windsor Park Resident

In April 2013, Google announced that they had selected Austin for an exciting new project called Fiber. Google Fiber, which began in Kansas City, MO, aims to bring an advanced broadband internet network to cities around the country through the use of fiber-optic communication. To put it simply, Google is going to offer super-fast internet options to Austinites starting in mid-2014.

Austinites who decide to subscribe to Fiber will get internet connectivity maxing out at 1,000 Mbps. That is roughly 100 times faster than what you might get through current broadband plans. Based on pricing used in Kansas City, subscribers can choose between two Fiber options. The first provides Fiber internet and TV at $120 a month. The second provides just Fiber internet at $70 a month. Google is also offering free internet for 7 years at today’s current broadband speeds as long as you pay an installation fee. Google will waive the installation fee, estimated to be at $300, if you choose one of the two Fiber options. For more information about plans that were offered in Kansas City, visit https://fiber.google.com/cities/kansascity/plans/.

Google will be rolling out Fiber on a neighborhood basis around the city. Google selected the neighborhoods that got Fiber first in Kansas City by asking each neighborhood to meet pre-registration goals. No formal plans have been announced on how to pre-register for Google Fiber yet here in Austin. However, Windsor Park residents can let Google know that we are interested by visiting the following webpage, https://fiber.google.com/cities/austin/. Getting Windsor Park Google Fiber first could be great publicity for our neighborhood.

Also of note, the city of Austin is currently reviewing a list of non-profit and public institutions that will receive Google Fiber for free. Windsor Park Branch Public Library, Reagan High School and the Austin Film Society all have a chance at getting this technology for free until 2023 through a Google sponsored program called Community Connections.

Windsor Park Wins 2013 Habitat ChallengeJeanette Swenson

Lauren Rowe, Wildlife Austin Coordinator, announced in mid-November that Windsor Park won a third Habitat Challenge (2009, 2011, and 2013). We added 20 new yards, including the NW corner of Bartholomew Park, to our 100-plus already-certified yards. Thank you and congratulations! TreeFolks has donated a selection of understory and large native trees for the twenty who upgraded and/or certified for the first time. Through November 15, the new, dedicated Park Stewards spent thirty-five hours working in the park. We’ve weeded most of the splash pad landscaping, transplanted a couple of Barbados Cherry bushes, added bronze fennel and dill to the butterfly garden, removed bags of Bermuda grass, talked about flood tolerant plants to add to the rain garden. Join us if you have a couple of free hours. We meet on Friday mornings from 9-11 and welcome extra hands.

Next time you are at HEB Mueller, thank a manager for joining Keep Austin Beautiful, United Way, and Windsor Park NA in a November 13 work day. Twenty-two volunteers cut most of the always emerging bamboo at the east end of the park and picked up at least 10 bags of trash along the creek. The most visible contribution was the re-painting of the Learning Trail near the play structures and purchasing and installing Spanish language signage. United Way sponsors the Learning Trails and signage in several Austin parks. Check out the signs for games that kids and adults can play on the colorful Learning Trail. We welcome HEB to the neighborhood and look forward to continued projects.

The Windsor Park Neighborhood Plan Contact Team (WPNPCT) is a representative group of neighborhood stakeholders charged with being stewards of the Windsor Park Neighborhood Plan and upholding the implementation of the Plan’s vision, goals and recommendations, and to review and vote on all proposed amendments to the Neighborhood Plan. Meetings are the second Monday of each month at the Windsor Park Library (subject to change) at 6:30 p.m. Contact WPNPCT Chair Bob Mebane for more information at [email protected].

Come be a part of the 5604 Manor Community Garden!

The 5604 Manor Community Garden is a free and open space for all people to play

outside and cultivate food, herbs, and native plants in a way that is sustainable for our

environment and healthy for our bodies and minds. We share knowledge, tools, recipes, and the food we grow in the garden. One

third of all produce generated is donated to hunger-relief charities and the remaining

harvest is distributed amongst our volunteers. Absolutely no experience is necessary. Our garden workdays are Tuesdays, 6:30-9:00

p.m. and Saturdays, 9 a.m. until around noon.

We are located behind the 5604 Manor Center at 5604 Manor Road, 78723.
