    There are certain distinctive things inevery community people view on a daily basis that become so common that resi-dents often look upon them as part of thescenery.

    Over the years, many people in ManisteeCounty have come to gain that feelingabout the Manistee County TransportationDial-A-Ride buses. The green colored buseshave become a familiar part of this area likethe Fifth Avenue beach Lighthouse or theRamsdell Theatre.

    Manistee County TransportationGeneral Manager Richard Strevey recently gave an overview of the long running pro-gram to the Manistee County Board of Commissioners. He also utilized that timeto take a peak into what the future of publictransportation may hold for the this area

    Strevey said the biggest challenges fac-ing Manistee County Transportation rightnow are funding ones, but that they areholding their own in these tough economictimes. They receive funding from severaldifferent sources, and all of the funds arepooled together to finance the operations of Manistee County Transportation.

    We receive .333 mill from the county inmillage, state funding, federal funding, and

    money from our fares, said Strevey. Thepast year was a good one, and it was a safeone. You also like a year where you spendless, and take in more.

    What many people dont realize is justhow much area residents utilize the Dial-A-Ride buses and their services. Over 109,000riders jumped aboard a Dial-A-Ride buslast year to use the local public transporta-tion. It is something Strevey said has beengrowing over the past several years.

    The number of riders we had last yearis a little higher than the year before, butwe have seen a steady increase over the pastthree years even though we really haventhad any major changes in our service, saidStrevey.

    He pointed out that one of the thingsthey have done over the years is form part-nerships with many organizations. Thosepartnerships have produced some excellentresults for both Manistee Transportationand the people using their services.

    One in particular that he cited was WestShore Community College that partnerswith Dial-A-Ride. The college pays to runbuses to the college on a daily basis for stu-dents and it has worked well.

    Another collaboration Strevey cited was the annual New Years Eve service.That is where they provide free bus serviceto people wanting to go out and celebratethe New Year so they dont have to drive.

    The New Years eve service has leveledoff as not as many people are going out tocelebrate, but it still makes the roads safer by having us operate our buses that night,said Strevey.

    However, he did say Manistee County Transportation did take one financial hitfrom a very popular service they used toprovide to the community. That was therental of the trolley by people for weddingsand other special celebrations. He said it was stopped at the federal level becauseof liability reasons and due to competition with private businesses.

    We lost about $30,000 a year out of budget by not being able to do it anymore,said Strevey. They stopped it because there were too many complaints that transporta-tion services like ours could do it cheaperthan private businesses. Well, we werentcompeting with anyone for those serviceshere, so it really didnt pertain to us. Wetried a lot of things to get around it, but we just couldnt do it.

    Strevey said they are very thankful forthe one-third mill they receive from thecounty, but said that funding is really lower

    than most of the other state transportationservices. He added that all of their fundingsources are vital to the system.

    The state average is two-thirds of amill, so we are one of the lowest in the stateat one-third mill, said Strevey. Withoutany one part of our funding our servicegoes down as we are ranked 10th out of 72transportation systems in terms of gettingthe least amount of funding. The federal

    funding has remained quite level, but wehave been seeing the state funding declin-ing every year.

    However, the future still looks brightfor Manistee County Transportation andStrevey pointed out that in the upcomingmonths they will be receiving four new buses from the Michigan Department of Transporation. One of those buses may bea hybrid, and it is something he said they hope will happen.

    All our folks are kind of excited about

    it, said Strevey. We arent sure that we aregoing to get one yet, as MDOT is parcelingthem out. We made it clear to MDOT that

    we would like one and it would be a perfectfit for our shuttle run in town.

    He said in the next few years they will be replacing the trolley as well and that ithas been a popular service during the sum-mer months. It is all part of plan to keepManistee County Transportation a viableservice well into the future.

    We appreciate all the help we get and I would have to say that right now we are inthe best financial condition we have beenin the 18 years that I have been here, said

    MANISTEE Manistee County Clerk Marilyn Kliber said her office wasextremely busy on Tuesday after many last-minute candidates came in to filetheir paperwork to get their name on the ballot for board of education races that will be taking place in the May 4 GeneralElection.

    We had five candidates that came intoday to file their paperwork, and there will be races in all but one of the schooldistricts, said Kliber.

    The Manistee Area Public Schoolsdistrict voters will have two seats todecide on in that election, and bothare four-year terms. Incumbents DarinForbes and Dave Ohman will be runningagain, but they will be joined on the bal-lot by newcomers Paul Antal and Paul Wehrmeister. The two candidates thatreceive the most votes will win those twoopen spots.

    It is guaranteed that there will be atleast one new face on the Kaleva NormanDickson Board of Education after theMay election for two four-year seats.Incumbent Don Stewart announced weeks ago that he is not seeking anotherterm, but four candidates have filed for

    those two openings.Steve MacNeil who was selected by

    the board to fill out the unexpired termof Lynda OShea after she stepped downdue to health reasons is one of the candi-dates. Others that will be looking to winone of those two seats are Amy Young,Robert Papenfuss and Ray Summers.

    A similar situation is taking placeat the Onekama Consolidated schools where two seats are open. IncumbentKathleen Block has decided not to seek another term, but the other incumbentRobert Evans has filed for one of theopenings. Joining him on the ballot tocontend for those two open seats are Amy Fitch and Kevin Miller.

    Voters in the Bear Lake SchoolDistrict are the only ones that do nothave a seat to decide on. Incumbent Wanda Schafer was the lone person tofile for that seat.

    Kliber reminded township and schoolofficials that any other ballot proposalsthey want to bring before the voters mus be filed later this month.

    They have until Feb. 23 to file forthose ballot proposals for millages withmy office if they want to get them on the ballot, said Kliber.
